Maglione Welcome Address by the President of Hungary, Dr. János Áder It is my pleasure to welcome you all in Budapest, Hungary, for the 17th FINA World Championships, to be held from July 14-30, In the beautiful Magyar capital, our best athletes will be gathered in this vibrant metropolis for two weeks of unforgettable moments in a unique environment. This success could not be reality without the devoted support of our 207 National Member Federations. Their work and dedication to our Sport deserves a competition like the one being prepared in Hungary. The elite of swimmers, water polo players, synchronised swimmers, pool and high divers, and long distance swimmers will show to the world that the steps undertaken by our members in the five continents in terms of enhancement of the FINA disciplines in each country are a source of progress. In Budapest, we will also hold our Technical Congresses (in all six aquatic disciplines, and Masters), aimed at updating the rules in our Sport, and our General Congress, where a new Bureau will be elected for the period and changes in our Constitutional, General and Facilities rules will be voted by the participating delegates. In this occasion, I express my gratitude and appreciation to the Organisers of the 17th FINA World Championships who have made their best to provide an outstanding competition: high quality venues, involvement of the local authorities in the promotion of the event, supporting marketing and sponsoring programmes. My recognition goes as well to the Host Broadcaster of the championships, for the top level TV production and the spectacular images of our Sport viewed worldwide. I hope this Open Water Swimming Team Leaders Guide can help you and your Team during the Championships - it has been prepared to give you all the useful information and practical procedures to facilitate your mission. Water connects It is an honour for me to greet the readers on the occasion of the 17th FINA World Championships as the President of the Republic of a country renowned worldwide for the outstanding achievements of its athletes and for its hospitality. We Hungarians are proud that this time Hungary will be hosting a rendezvous for the best of the world s aquatics athletes, countless enthusiastic supporters arriving from numerous countries of the world, excellent trainers, dedicated support staff, committed sports diplomats and media professionals. Aquatics fans will now be turning their attention to the events in Budapest, the Queen of the Danube and in Balatonfüred, the legendary, picturesque spa resort on the shore of Lake Balaton. These fantastic venues offer the hope of uniquely exciting events for everybody who believes in the power of achievement, competitive skills and fair play. Water reflects on many things that are truly important to us in our lives. The river connecting the largest number of countries in Europe and the largest lake of Central Europe both lend a symbolic significance to the venues of these World Championships. The enthralling and dignified currents of the Danube and the majestic and gentle rolling of the Balaton both convey the same emblematic message nowadays: sport connects us. Just like water connects. 5 Welcome Address by the State Secretary for Sports, Welcome Address by the President of the Organising Committee and Minister for National Development, Dr. Tünde Szabó Dr. Miklós Seszták Ladies and Gentlemen, Friends of Sport, Dear Friends of Sports, Dear Athletes, 8 It gives us great pleasure and pride to welcome to our country the participants and supporters of the 17th FINA World Championships. Hungary is hosting more and more international sports events, proving not only our nation s love for sport, but also reflecting our endeavours and commitment. I hope to be able to witness many excellent competitions and exciting battles in the Duna Aréna, Hajós Alfréd National Sports Pool, on the Danube bank, in Városliget and also in Balatonfüred. For two weeks Budapest, as well as the whole country, will be completely dedicated to sport and to water. The city will be full of the noise of supporters, celebrations and the national anthems played to honour the champions. I hope you all enjoy the greatest international sporting event organised in Hungary so far, and leave with unforgettable memories of these World Championships. Enjoy the championships and support your athletes! Dr. Tünde Szabó State Secretary for Sport Sport is primarily an intellectual concept, said our Nobel Prize winning physician, Albert Szent-Györgyi. This idea is especially true in regard to the 17th FINA World Championships. The World Championships are not only special sporting events, they also have outstanding intellectual significance. They symbolise the unity of a nation and a trust in common goals and a hope for a common future. It is a symbol of our love for sport, professional expertise and co-operation. We have shown that, to us, nothing is impossible; we can do anything. Hungary has already broken a record with the 2017 FINA World Championships and the subsequent masters World Championships. While other host countries have had seven years to prepare, Hungary had only two years to build the central competition venue, the Duna Arena, to complete the related projects and to prepare Budapest and Balatonfüred for the event. We intend to make this one of the greatest and most spectacular sports events in the history of World Championships. Thousands of engineers, construction workers, sports and media experts have worked and are still working on a spectacular show to amaze everyone. The World Championships will give pleasure to the entire nation and the successes will be shared by all. The people s love will turn the event into a community experience, whether spectators are cheering on the athletes at the venue or watching the exciting competitions on the giant screens or on TV. Sport without soul is nothing. And the soul without sport is the same, wrote Miklós Mészöly. I hope that our sport-loving nation will be the soul of the 17th FINA World Championships. In this spirit, I wish all the participants a fair and successful competition and all the spectators a lasting experience. 6 Welcome Address by the Mayor of Balatonfüred, Dr. István Bóka Dear Guests, In addition to the other various cultural and sports events taking place in the town, open-water swimming championships, organised by FINA and the Hungarian Swimming Federation, have been held at Balatonfüred, annually, year since September 2014, when Hungary hosted the Open-Water Junior Swimming World Championships. In 2015 and 2016, we hosted World Cups, and now we are preparing for the greatest challenge so far, the World Championships. We are extremely happy that the feedback from the FINA family after the Junior World Championships and the World Cups was positive. We regard the hosting of the open-water events of the 17th FINA World Championships as both a great honour and a great responsibility. Although we are continually gaining experience in organisation and hosting, the routine acquired over recent years is, on its own, not enough for the resolution of all the tasks ahead of us. We are therefore making a special effort to satisfy the expectations of all the athletes, relatives, experts and the FINA organisation during their visit to our town and to make sure that they return home with positive memories. The organisation of the World Championships is an excellent opportunity for us to show the world our beloved Lake Balaton and its environs. I can proudly say that open-water swimming and the town of Balatonfüred have turned out to be a perfect match for one another. The FINA events have greatly stimulated the development of the town and we are grateful to FINA, the Hungarian Government, the Hungarian Swimming Association and everyone else who has supported us. 7 1.6 FINA (Fédération Internationale de Natation) 1.8 FINA Technical Open Water Swimming Committee FINA, the Fédération Internationale de Natation, is the world governing body for the six Aquatic Disciplines of Swimming, Diving, High Diving, Water Polo, Synchronised Swimming and Open Water Swimming. This water drop falls into the water, which then creates ripples on the surface. Mascots Lili and Lali, the two friendly water lilies are the mascots of the 17th FINA World Championships. Closing Ceremony: July 30, 2017 The Closing Ceremony will be staged on July 30, at the Papp László Sports Arena. The 17th FINA World Championships closing ceremony will showcase the legend of the Golden Stag. Special Transport for Ceremonies Transportation from Team Hotels will be provided to and from the Ceremonies. Upon request, special transport to the main Opening Ceremony will be provided from Balatonfüred to Budapest. Medical justification in full compliance with the International Standard for Therapeutic Use Exemption will be mandatory under such circumstances and must be communicated to the Chair of the FINA Doping Control Review Board (DCRB). Medical staff are also reminded of the strict conditions governing the intravenous route of administration of any substance for clinical purposes. Information regarding these and other medical matters may be found on the FINA website. The Organizing Committee will not be liable for any errors committed by medical staff, and advises every team doctor to ensure that they have appropriate medical indemnity. 17 2.3.3 Athletes Preparation Area Available for athletes and team officials at the competition site Athletes and Team Officials Lounge Area A lounge area will be available for athletes and team officials at the competition venues. Water, ice will be available during training period, whereas water, ice and snack will be available during competition period Athletes and Team Officials Seating At the competition venue seating in the stands will be available for athletes and accredited team officials Sport Information Desks (SID) Sport Information Desks will operate at the entrance of each competition venue on competition days, as well as during scheduled training sessions. The Sport Information Desks will provide information on the competitions staged at the venue where it is located and will be in operation from the first day of training. Limited information of other disciplines will also be available. The Sport Information Desks will operate similarly to a reception desk and are the primary point of distributing all Championships information including the following: Sport specific information for the competition held at the venue Limited specific information on other disciplines Official communication with teams Distribution of start lists and results Liaison among teams, competition management and the FINA Technical Committee Confirmation of times for training sessions All documentation necessary for the Team Leaders Meeting Other miscellaneous enquiries Operating hours for the Sport Information Desk will vary depending on the competition programme of each discipline. The SID is operated by sport-specific volunteers, and supervised by Competition Management. Access to the SID will be given to accredited Team Officials only to ensure that information is communicated efficiently and effectively to all National Federations. Notice boards will also be available for posting Championships updates Mixed Zone The Mixed Zone is an area near the Field of Play for accredited media to conduct short interviews immediately after athletes have completed their events. It will be properly signed. All competitors must exit the Field of Play through the Mixed Zone. 2.4 Championships Training In accordance with the FINA By Laws, pre-championships training will be organized five (5) days before the start of competition. The Championships training period goes from July 10 to July 21. Training sessions will also be provided during the competition, both in dedicated pools and the competition venue. Team Leader Guide OPEN WATER SWIMMING 17 th FINA World Championships Training Official training period July Training Conditions The Organising Committee will assure that two training sessions will be allocated per day in a 25m and a 50m pool, including one training session in the morning and one in the afternoon. Training session will be also provided in the competition area in the morning (except for competition day) and in the afternoon. To provide a fixed number of swimmers in the swimming pool, teams will be divided into two groups on a rotating schedule. 33

Balatonfüred pool (25m), Balatonfűzfő pool (50 m): :30, 15:30-18:00 Competition course: *, (*except competition days) 2.5 Competition Information Competition Rules The Open Water Swimming competition of the 17th FINA World Championships will be conducted in accordance with the FINA rules ( ). The rules and regulations of the 17th FINA World Championships are explained on the official FINA website: Format A team of 30 judges will be at the forefront of the competition of seven different events: Men s and Women s 5 km, 10 km and 25 km as well as the 5km mixed team relay event. The competition will be held in the waters of Lake Balaton, in a perfectly marked m circuit. Athletes will have to swim two laps in the 5km event, four laps in the 10 km event and ten laps in the 25 km event. Access to the pontoons is only granted to coaches that were accredited in the Team Leaders Meeting, as well as to competition judges. A Lifeguard will also be located at the pontoon. With the intention to provide sustenance for the swimmers on a regular basis, the pontoons divide the course into two sections: The first feeding is at the start area and is 60 m long and 5m wide. /Pontoon A / The second feeding pontoon is 35 m long and 5m wide. Boat transportation will be provided for the coaches prior to the start of the race. /Pontoon B / Feeding Poles Regarding the Feeding Pole, the following rules need to be taken into consideration: Feeding Poles are not to exceed 5 m in length when extended. Feeding Poles must be checked to avoid any kind of damage in case of contact. Besides national flags, no objects may hay off the end of the feeding poles. National flags to be attached to the feeding pole but may not exceed the size of 30 cm x 20 cm. Feeding poles are to be inspected on day of competition at handler accreditation check-in. Coolers All accredited coaches are allowed to bring their food and drink supplements (in perfect condition) in coolers onto the feeding pontoons in order to provide sustenance for the swimmers and themselves Safety and Security Regulations The OC will provide safety for the competition via land and water with Lifeguards, and Rescue Boats. During the competition, non-accredited boats are not allowed to enter the Field of Play. It is prohibited for teams to enter the Field of Play with their own boats. Access to the pontoons will be made available via land and only coaches that were accredited in the Team Leaders Meeting can access the feeding pontoons. Application forms will be available in advance. Upon approval of the request to access feeding pontoons, team representatives will be provided with the special badges to allow them access to the secured area. Badges will differ for both pontoons. Specific information about the Safety Plan and Evacuation Plan will be provided during the Team Leaders Meeting Weather and Water Conditions Weather Conditions During the training and competition days a weather forecast will be released in order to inform all of the participants. To ensure the quality of water, the Organising Committee will provide the following information issued by the authorities of Lake Balaton and Balatonfüred: General report of the quality of water in the river, including microbiology analyses. Daily report during competition days regarding the quality of the water (temperature, salinity, water clarity, current flow, and weather report). Water Temperature Regarding the temperature of the water, which according to the FINA regulation should be between 16 C and 31 C, water analyses of previous years tell us that the average water temperature is between 22 C and 24 C. 19 To ensure the correct water temperature the same measurements will be taken on a daily basis during the training days in the competition area, and as established by FINA regulations measurements will be taken during competition days, two hours before the start and at 60-minute intervals during the competition. These measurements will be carried out by the designation of an established committee appointed during the Team Leaders Meeting, which will include the following persons: an arbitrator, a member of the Organising Committee and a designated trainer at the Team Leaders Meeting Warm-Up A warm-up area will be provided at the competition venue, which will be made available for competitors from 2 hours prior to competition Coaches Area Coaches can stay on the stand or in the feeding area. 2.6 Pre-Competition Procedures Team Arrival at the Venue Teams will enter the competition venue via their dedicated entrance. Athletes and team officials must wear their accreditation card in order to access the competition venue. Without accreditation card, access will not be granted. Please ensure that accreditation cards are worn at all times in order to avoid any inconveniences and problems Accreditation Cards The accreditation card contains all the information necessary to identify the owner, his/her role at the event and his/her privileges to access the competition venues and the restricted areas as well as his/her right to use the transportation service of the 17th FINA World Championships. This Card is personal, nontransferable, must be displayed at all times while in zones requiring accreditation and is valid only in zones specified on this Card Field of Play Protocol and Access Control Access to the competition area will be strictly limited to holders of an accreditation cards. Access control to the competition area will be located at the venue, in order to control the access to the area, athletes and team members are required to wear their accreditation at all times and in all cases Identification In all Open Water events, it is mandatory for the head or cap to display on each side the national-three letter code and may display the swimmer s national flag. The country code shall be a minimum of 8cm in height. Caps meeting the specifications of BL are not acceptable except for one (1) manufacturer s logo of a maximum size of 20 cm² on the front. The Championships Courses 5 Km Races Course - Laps: 2 Direction: anti-clockwise Feeding: no Athletes will be escorted from the Call Room to the start pontoon, where athletes will be introduced before they enter the water. All big yellow Turn Buoys (5) are left-hand turns. Direction buoys will be placed every 250 m between the Turn Buoys (A-B; B-C; E-A). At the end of the second lap, after Turn Buoy C, swimmers will enter the final approach to the finish line which will be clearly marked by two large Buoys. Starting order on the platform will be by random draw. There shall be a change-over zone of a minimum of 5 m in width. Changeovers shall be made with the following swimmer in the water in their starting position holding the platform. Contact on the relay changeover must be visible. The touch, between the swimmers making the changeover, should be made above the water anywhere between the elbow and the hand. Swimmers may enter the change-over zone when the previous swimmer is approaching the zone and leave the water immediately at the conclusion of their lap. Swimmers shall all wear team caps of the same colour and style. All big yellow Turn Buoys (5) are left-hand turns. Direction buoys will be placed 250 m between the Turn Buoys A and B, (but in this event, they are farer than in individual competitions ) At the end of the fourth lap, after Turn Buoy C, swimmers will enter the final approach to the finish line which will be clearly marked by two large Buoys. The athletes and team members who are not participating in the competition should respect the space to assure that only the competing athletes are in the competition area and follow the guidelines given by the organisers and volunteers Sports Presentation The OC has appointed a sport production company to conduct sports presentation for the Championships. Sports presentation involves all in-venue sound and entertainment, including all material displayed on the video board, and aims at providing an atmosphere that builds the excitement for the spectators, as well as creating an environment that allows athletes to perform at their best. In each event, there will be a swimmer s presentation before the start of the competition. Once all the swimmers have been presented, the Starter may begin the competition Swimwear (BL 8) In open water swimming competitions, the competitor must wear only one swimsuit in one or two pieces. No additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit. All swimsuits (including wetsuits for open water competitions) shall comply with the requirements set forth in these By-laws and the FRSA. (BL 8.2.) For open water swimming competitions with water temperature from 20 C swimsuits for both men and women shall not cover the neck, nor extend past the shoulder, nor extend below the ankle. Subject to these specific shape specifications, swimsuits for open water swimming competitions shall further comply with all other requirements applicable to swimsuits for pool swimming competition. (BL 8.4) From January , for open water swimming competitions, with temperature below 20 C, men and women may use either swimsuits (BL 8.4) or wetsuits. When the water temperature is below 18 C, the use of wetsuits is compulsory. Construction - Zippers or fastening system are allowed without specific limitation. They must be functional. The swimwear (swimsuit, cap and goggles) of all competitors shall be in good moral taste and suitable for the individual sports disciplines and not to carry any symbol which may be considered offensive. (GR 5.1) All swimsuits shall be non-transparent. It is permissible to wear two caps (GR 5.2) The referee of a competition has the authority to exclude any competitor whose swimwear or body symbols do not comply with this rule (GR 5.3) Before any swimwear of new design, construction or material is used in competition, the manufacturer of such swimwear must submit the swimwear to FINA and obtain approval of FINA (GR 5.4) All swimwear used at Olympic Games and FINA Events (pool and open water competitions) shall be swimwear approved by FINA in accordance with the rules and procedures set forth in the FINA Requirements for Swimwear Approval (FRSA) issued by the FINA Bureau and valid on the date of approval. Following an approval process conducted by the Swimwear Approval Commission, a list of approved swimwear is published by FINA (the Approved List) each year. The Approved List is published each year before December 31 and is valid starting from January 1 of the subsequent year (BL 8.1) In pool and open water swimming competitions the competitor must wear only one swimsuit in one or two pieces. No additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit. All swimsuits (including wetsuits for open water competitions) shall comply with the requirements set forth in these By-Laws and the FRSA. (BL 8.2) All commercial marking on the swimwear must comply in full with FINA rule BL 7. Procedure for application of the race numbers, tattoos : Race numbers are to be placed at six (6) different places on the body, two (2) on the forehand, two (2) on the upper arm, and two (2) on the back. Numbers will be allocated according to randomly drawn starting position. Swimmers will have a different number for each event and thus the old body numbers will have to be removed. 2.8 Post-Competition Procedures Exit from the Field of Play Competitors must exit the Field of Play via the Mixed Zone. Team Leader Guide OPEN WATER SWIMMING 17 th FINA World Championships Timing, Scoring & Results FINA Partner Omega will provide all timing, scoring and result services for the Championships. This will also include all printed Championships output, which will be distributed to teams via the Sports Information Desk. It is mandatory for all swimmers to wear a microchip transponder on each wrist throughout the race. If a swimmer loses a transponder the Race Judge or other authorized Official, will immediately inform the Referee who will instruct the responsible Official on the water to issue a replacement transponder. Any swimmer who finishes the race without a transponder will be disqualified Doping Control Doping Control will be carried out during the 17th FINA World Championships both in-competition and, on an out-of-competition basis, prior to and during the period of the Championships. Any athlete participating in the 17th FINA World Championships is subject to testing in accordance with the FINA DC Rules and the WADA International Standards. The samples will be analysed in the WADA-accredited laboratory in Seibersdorf, Austria. 39

21 A LOGÓ (VERTIKÁLIS VERZIÓ) THE LOGO (VERTICAL VERSION) Mixed Zone Competitors must exit the Field of Play via the Mixed Zone. The Mixed Zone is an area near the Field of Play for accredited media to conduct short interviews immediately after athletes have completed their events. It will be properly signed FINA Bibs As per FINA By Law 7.1.4, the bibs must be fully visible during victory ceremonies. Bibs will be distributed to the medalists before victory ceremonies Medals and Victory Ceremonies Cha mpio ns h ips The Medals and Victory Ceremony will be held at the competition venue after the conclusion of each event. t h FINA W o r l d Following the presentation of medals, the national anthem of the gold medallist will be played and the national flags of the medallists will be raised. Upon completion of the anthem. All finalists shall wear the FINA bib, as provided by FINA, on top of their National Federation uniform during the Victory Ceremony. Athletes will be briefed about ceremony procedures. Athletes are reminded to attend all victory ceremonies in their official National Federation tracksuit with appropriate footwear. Medals: Gold, Silver, Bronze medals shall be awarded to the first three places in each individual and team relay events. Diplomas: Diplomas shall be awarded to the first eight places Press Center and Press Conference S W IMMIN G W ATER OPEN Guid e 3. ENTRIES AND ACCREDITATION Team Leader FINA protocol requires that medal winners for each event may attend a press conference immediately following their victory ceremony. Medal winners will be advised when to report for press conferences. Medalists will be escorted to the press conference stage, which is located next to the press center at the conclusion of the victory ceremony. The Venue Press Centre (Kisfaludy Galery) in Balatonfüred operates throughout the competition to accommodate and serve media representatives covering open water swimming at the 17th FINA World Championships. 22 3.1 Accreditation All National Federations participating in the 17th FINA World Championships must complete the accreditation process in order to obtain the Accreditation Cards for their members. The accreditation Card contains all the information necessary to identify its owner, his/her role at the event and his/her access rights to the competition venues and restricted areas inside them, as well as his/her rights to use transportation services of the 17th FINA World Championships. The Card is personal and non-transferable, it must be presented at all times while in zones requiring accreditation Cards and is valid only in zones specified on the Card. The accreditation cards of the 17th FINA World Championships will serve as free pass for public transportation within the Budapest city limits. Each accreditation card s flip side will contain a personalised and non-transferable password to use in order to access the official wi-fi networks of at the Championships venues. Accreditation Centre The Main Accreditation Centre for athletes and officials will be operating on the premises of the Duna Arena in Budapest from July 7. In order to pick up the accreditation badge, Team Leaders (or designated Team Representative with written official authorization only) need to visit the Main Accreditation Centre in person to pick up the Team s accreditation badges. The Team Leader (or designated representative) is required to present ALL ORIGINAL IDENTITY DOCUMENTS (original passports used as identification in the GMS) of each Team Member. The OC will charge a fee of approx. 50 Euros for card reprint (to be paid in cash on the spot). 3.2 Visa Information The Ministry of Foreign Affairs and Trade, and other Hungarian authorities with competence in the visa procedure in line with the Host Country Agreement between FINA and Hungary, and the provisions of the existing relevant regulations will facilitate the issuance of the entry visas for the participants of the 17th FINA World Championships 2017 as smoothly and speedily as possible through the Hungarian consulates abroad. GENERAL INFORMATION FOR ENTERING HUNGARY Hungary joined the Schengen Area on December 21, From that time visas and residence permits issued by one of the Schengen Member States are valid also for Hungary, and visas/ residence permits issued by Hungarian authorities are as a general rule also valid for the entire Schengen Area. 24 4.2 Transport 4.3 Budapest2017 Aquatics Fan Zones Arrival and Departure There are 3 official points of arrival in Hungary: Budapest Liszt Ferenc International Airport (BUD) Budapest Déli/Kelenföldi Railway Station Balatonfüred Arrival and departure services will be provided to the participants and guests of the 17th FINA World Championships in all points of arrival. Arrival Information desks of the Organising Committee for rendering necessary assistance for guests of the are placed in arrival points. The Organising Committee registers participants at information desks and organises a transfer to the places of accommodation. Participants are strongly recommended to provide the Organising Committee with the information on arrival and departure by no later than June 7, by filling out an application form in the FINA GMS. Direct transfer from the official arrival points in Budapest (International Airport and Railway Station) will be provided to Balatonfüred for all open water swimming participants. Departure Transport from Balatonfüred will be organised for all participants to the official points of departure (International Airport & Railway Station). Transfer from Balatonfüred to Budapest will be organised for those Championships participants who remain in Hungary after the conclusion of the open water swimming competitions Transportation The period of providing the transportation services is July 9 August 1. The following transportation services will be provided: transportation upon arrival and departure transportation to competitions and training sessions (during the official competitions and training) late transportation from the venues after doping control, as well as from hospitals The transportation system, which provides transportation of athletes and members of official delegations, will be marked with the abbreviation TA (Transport Athletes), specifying the number of the route and transport route. Transportation of athletes in individual sports to the competition and training venues from their places of accommodation and back will be organised by regular routes by means of the shuttle bus system. The vehicles will be equipped with information boards, specifying the route code and the name of the sports venues. Transport personnel will be present at the bus stations to coordinate the placement of the vehicles and to assist passengers during boarding and drop-off. Public transport in Budapest can be used free of charge by the Accreditation card. The Budapest2017 Aquatics Fan Zones are constructed by the Duna Arena and on the Margaret Island in Budapest. Marketing stands of the Championships will be located here. The Park will also be a major cultural site of the Championships.
