1 IHSAA/IGHSAU Swimming & Diving Rules Meeting Jared Chizek, IHSAA Jason Eslinger, IGHSAU Rules Meeting Attendance - Coaches Boys AND Girls Head Coaches must attend/view every year. Assistant coaches are encouraged, but not required, to attend/view. Coaching authorization renewal- coaches responsibility to keep track of credit renewal. BoEE website: MANDATORY CONCUSSION COURSE FOR ALL 7-12 COACHES MANDATORY CONCUSSION COURSE FOR HEAD VARSITY COACHES ALL 7-12 coaches (paid or volunteer) are required to view the NFHS course, Concussion in Sports before the beginning of their respective sport season. Information regarding accessing this course has been sent to your school administrator. CONCUSSIONS Iowa Code Section C states, in part, Annually, each school district and nonpublic school shall provide to the parent or guardian of each student a concussion and brain information sheet, as provided by the Iowa High School Athletic ti Association and Iowa Girls High School Athletic Union. The student and student s parent or guardian shall sign and return the concussion and brain injury information sheet to the student s school prior to the student s participation in any interscholastic activity for grades seven through twelve. 1

2 CONCUSSIONS Iowa Code Section C continued If a student s coach or contest official observes signs, symptoms, or behaviors consistent with a concussion or brain injury in an extracurricular interscholastic activity, the student shall be immediately removed from participation. A student who has been removed from participation shall not recommence such participation until the student has been evaluated by a licensed health care provider trained in the evaluation and management of concussions and other brain injuries and the student has received written clearance to return to participation from the health care provider. CONCUSSIONS Coach Removal Iowa law requires a student s coach who observes signs, symptoms, or behaviors consistent with a concussion or brain injury, during any kind of participation, i.e. practices, scrimmages, contests, etc., to remove the student from participation immediately and the student shall not return until the coach, or school s designated representative, receives written clearance to return from a licensed health care provider. CONCUSSIONS Contest Official Removal Iowa law requires a contest official who observes signs, symptoms, or behaviors consistent with a concussion or brain injury during scrimmages, contests, etc., to remove the student from participation p immediately and that official, or a designated contest official at the contest/event, must receive the written clearance to return from a licensed health care provider before the student can return to participation in that contest/event, including an event that takes place over multiple days. 2

4 REGIONAL DIVING There will be three regional diving meets on Thursday, October 29. Regional Diving will consist of three regionals (two swimming regionals each). Each regional winner qualifies for the State Meet (a total of six auto qualifiers), plus the next 24 high scoring divers for a total of 30 state-qualifying divers. JUDGING AT REGIONAL DIVING Regional diving will have seven judges. Three officials will be assigned to each meet. Two coaches from each swim region will be selected by lot for a total of seven (7) judges. Schools competing in diving must have a coach available to judge in the regional competition Diving Schedule 11 Dive meets are allowed at dual meets Rotating Dive Schedule Weeks 1-2 (August 24-Sept. 6) - Forward Group Week 3 (Sept. 7-13) Back Group Week 4 (Sept ) Inward Group Week 5 (Sept ) Twisting Group Week 6 (Sept. 28-Oct. 4) Reverse Group QUIK STATS INFORMATION Quik Stats Reporting will be EVERY WEEK. Times will be checked every Tuesday during the regular season. Meet through Saturday must be uploaded to the QuikStats database by Tuesday morning. 4

5 OFFICIAL RECOMMENDATIONS Recommending Officials is REQUIRED OFFICIALS REMINDERS Available online This is mandatory and coaches will have 30 days after the state meet to complete. It is also the location of officials regional & state tournament assignments. Regular season schedules and post-season availability are managed on this site. This short exam can be found in the officials hub section of the IGHSAU website. If you do not officiate diving, you are not required to take the diving exam. Please visit the following address: 5

6 Diving Reminder REMINDERS Divers are reminded that they are allowed one approach or entry per warm up. Divers must return to the end of the line following their approach or entry. Regional Cool Down Procedures One (1) minute of cool-down will be provided at the end of each heat in each event at all regional meets (excluding the last heats of the 200 Freestyle Relay and the last heat of the 400 Freestyle Relay). 8 Rules Book All officials and schools received a Rules Book Will not receive another rule book until the season E-book also now available - $5.99 Visit for more information Officials Information Register with the organization whose athletes you will be officiating. If you officiate both boys and girls swimming, you will need to register with both organizations. All officials used at High School meets (9-12) must be licensed with the appropriate organization. At least one official at Junior High meets must be licensed. 9 Rules Changes Competitor s Uniform - Jewelry Former Rule The prohibition of wearing jewelry has been removed from the rules for swimming and diving competition As in previous years, the wearing of a medical-alert alert with the alert visible continues and is encouraged for the purpose of risk minimization Competitor s Uniforms Medical Alert Medical alerts are permitted Alert should be visible for risk minimization Officials Uniform Rule Officials are required to dress in the same uniform attire as set forth by the state association White is no longer the default uniform 9

12 Suggested Meet Warm-up Procedures SUGGESTED MEET WARM-UP PROCEDURES The term suggested provides a stronger connotation of importance of warm-up procedures Coaching Starts and Turns Can Prevent Injuries Coaching proper techniques for starts and turns Prevents injury Assists in swimmer s success Component for good coaching includes coach observing and being certain each swimmer masters the start and turns for his/her events The focus is upon risk minimization and efficient administration of warm-ups. 4. Ensuring the 16.4 yards/15-meter Mark is Clearly Visible The 16.4 yards/15-meter mark must be visible Preferred location on deck on each side of pool Bright paint or tape The lane lines should also be marked Deck marks take priority over lane markers as they may not all be consistent Preparing the Lap Counter Rule 3-4 Individuals serving as lap counters must be adequately trained by the school personnel Time should be taken prior to start of the competition season for training Reminders for lap counters: Shall not enter the water Stationed on deck between boundaries of counter s lane Change visual count and extend the visual count in water as competitor makes turns at starting end and remove as swimmer approaches for turn Orange shown for final length 12
