The Promoter The Official Promoter of the Competitions is the Leiceershire & Rutland ASA Committee (LASA). The Committee has set all conditions of the Competitions and any enquiries in the fir inance should be directed to the Promoter (entries@leiceershireasa.org) by the Club co-ordinator or Club s. 2. The Lead Referee The Lead Referee along with the venue s aff are responsible for all aspects of health, safety and fair play in the area hired by LASA and can halt the Competitions at any time if there are any perceived risks to health and safety of, and fair play with regards to, competitors, coaches, officials, meet organisers and spectators. 3. There will be no charge for respective weekend spectator programmes. Swimmers will not be permitted on the balcony without an entrance ticket at any venue. 6. Age Groups (a) A swimmer s age will be based on age as at 31 December in the year of competition. (b) Age Groups are: A (10/11yrs); B (12yrs); C (13yrs); D (14yrs); E (15yrs); F (16&o). 7. Entry Fees (a) 5.50 per event for all 50/100/200/400m events. (b) 8.00 per event for 800/1500m Freeyle events. 8. Entry Times All entry times mu be achieved from the 1 January in the year prior to the competition until the published closing date for the meet and mu have been achieved at a licenced event (L1, L2, L3 or L4) and appear on the ASA Rankings database. Swimmer details and entry times mu be downloaded online from the ASA databases using the Entry Manager program. Should the meet be oversubscribed the Promoter reserves the right to reject the slowe competitors considering the age groups and overall length of each session. 2 (a) County Qualifying & Consideration Times Swimmers achieving LASA County Qualifying Times or LASA County Consideration Times mu submit entries with the correct fee and will be entered the Competitions subject to the following atement; Swimmers with LASA County Qualifying Times will be accepted fir into these events based on fae submitted times by each Age Groups based on space and time schedule availability, and thereafter acceptance will be based on percentage proximity to the relevant Qualifying or Consideration Time by Age Group upon receipt of entry and payment subject to time schedule availability within each session. Note: Qualifying Times in all events within a Session will take precedence over any Consideration Times. Additionally, places will be offered to notified reserves on the day if available to those that are not initially accepted. (b) Long Diance events (800m & 1500m events) The maximum number of heats will be limited to the available time respectively. Swimmers with LASA County Qualifying Times will be accepted fir into these events and thereafter acceptance will be based on percentage proximity to the relevant Qualifying or Consideration Time by Age Group based on the maximum number of heats. Places will be offered to notified reserves up to and on the day if available. (c) Swimmers with a regiered Functional Ability Card or Certificate of Swimming Disability Swimmers with a regiered Functional Ability computer printout or Certificate of Swimming Disability achieving LASA Disability Consideration Times can submit entries on the Official Disability Entry Form with the correct fee and, for Functional Ability Swimmers, their classification. Functional Ability/Disability classification MUST be declared along with the entry time. The computer printout or certificate may be requeed by the Referee before any swim to which it applies or Functional Ability/Disability classification cannot be recognised. 9. Events (a) As a requirement for the ASA to grant a licence for these Competitions, all events and diances are as defined by the ASA. (b) Overhead arting may be used at the Promotors discretion. (c) Finals will be held for all 50m and 100m events for the following age groups: 10/11; 12; 13; 14; 15; 16&Over; all other events will be Heat Declared Winner (HDW). (d) The la 3 heats of Events with Finals will be cyclically seeded; other heats and HDW events will be spearheaded. (e) All Age Group awards and the Open and Junior Champions (Junior is under 16 years at 31 December 2017) will be determined from results from the Finals and from the heats for all Heat Declared Winner (HDW) events. Any swimmer qualifying for a final mu compete in that final to qualify for an award. 10. Finals Finalis lis will be poed on poolside shortly after the la heat of each event with Finals. It is the responsibility of a nominated club s team manager/chaperone, to positively accept the swimmers place (or reserve place) in a Final to the recorders desk. The promotor s decision will be final and failure to regier by the announced time will result in swimmer being deemed to have rejected the place in the aforesaid final and the place being offered to a reserve. 11. County Records All swims at the are eligible to claim County Records subject to: (a) Application forms and rules for applying can be found on the LASA Website ( (b) Swimmers who are under 16 years of age at midnight on the DAY of a swim may claim the respective Boy s or Girl s County Record. (c) All Swimmers are eligible to claim the respective Men s or Ladies County Record. 12. Code of Conduct All Swimmers shall comply with the LASA Code of Conduct and the County further reserves the right to take disciplinary action again the swimmer(s) concerned and/or the Swimmers Clubs. 3 13. Health Declaration To ensure that adequate safety procedures and protocols are observed, and the safety and well-being of all Swimmers, all associated medical conditions mu be declared and held by the Club, including emergency contact details, any health conditions, known medications and/or intolerances or allergies which the Club should be aware of. 14. Poolside personnel Only duly authorised personnel, and including any person accompanying a swimmer with a Functional Ability Card or Certificate of Swimming Disability, who are regiered on the ASA/Clubs Child Protection Lis and competitors shall be allowed poolside. 15. Dress Code All swimmers mu be wearing their Entry Club s approved kit on poolside and their Entry Club s Swimming Hat or suitably unbranded Swimming Hat when competing in these competitions (i.e. non-competing Club s Hats are not acceptable). Swimmers mu be suitably dressed when leaving Poolside/Changing Rooms. There is to be no changing on poolside, changing rooms mu be used to change (including from warmup to competition coumes). Swimmers mu be suitably dressed (shoes and clothes) in the Spectator areas (i.e. swimming coumes are not suitable attire for spectator areas). Swimmers and chaperones are advised that in the event of an evacuation of any facility being necessary access to have suitable footwear from the pool deck. 16. Child Protection Policy & Photography In line with recommendations in the ASA Child Protection Policy, the Promoter reminds that persons wishing to engage in any video, zoom or close range photography from the spectator areas ensure they meet the ASA Child Protection Policy. The Leisure Centre(s) have their own local regulations on this subject, which may supersede this condition and mu be complied with, if in doubt, please ask the Leisure Centre aff before carrying out such photography. Anyone not complying will be asked to leave the spectator gallery. Reques for photography on poolside mu be agreed with the Promoter in advance: (a) Flash photography at the art of a race is prohibited. Anyone not complying will be asked to leave the spectator gallery. (b) LASA reserves the right to take and publish ill or video photography during the meet. Any reque not to be photographed MUST be documented on the swimmer s entry and be received by the Promoter before the Competition commences. 17. Data Protection Entries may be held on a computer solely for the purposes of these Competitions and consent, as required by the Data Protection Act 1998, to the holding of personal information on a computer will be deemed to have been given by the submission of the entry. 18. Other (a) The electronic scoreboards shows provisional results only. The final positions and times will be shown on the result sheets, which will be made available during the Competitions and on the website after the event at (b) The Promoter cannot be held responsible for the loss of or damage to personal property and the Promoter reserves the right to refuse admission to any spectator, coach or swimmer. (c) The Hirer s facility conditions including health and safety will supersede where required (e.g. no. of swimmers per lane during warm-up footwear, chairs & food on poolside, emergency evacuation, evacuation procedures, photography, etc). Note: there are no food on poolside policies at the Leisure Centres. (d) Anything not covered by the above will be acted upon at the discretion of the Promoter, errors and omissions excepted. 4 PARKING (a) Braunone Leisure Centre Car parking is free subject to availability. (b) Hinckley Leisure Centre There are 4 council operated car parks within a short walk to the Leisure Centre: Preference for all swimmers (quicke route out to M69) Cale Car Park, Hill Street, LE10 1DT. There are 116 andard bays: Parking charges apply until 6pm on Saturday and whil Sunday is free. The current Saturday car parking charges are: Up to one hour: 50p Up to two hours: 1.00 Up to five hours: 1.30 Over five hours: 2.40 Alternative overflow for swimmers St Mary's Road, LE10 1EQ. There are 73 andard bays, six disabled bays, and one motorcycle bay, and Church Walk, LE10 1DW. There are 82 andard bays, seven disabled bays, one motorcycle bay and three reserved bays Parking charges apply until 6pm on Saturday and whil Sunday is free. 5 AWARDS & PRESENTATIONS Presentations will only be made to recipients wearing suitable poolside club clothing and which complies with the current ASA Child Protection Policy. Further information on the revised competition format is available on the ASA website: For any swimmers receiving a perpetual trophy, you will be required to sign for these once presented. An account has been opened with AB Wallace who has locations in Leiceer & Loughborough. Trophies taken to these shops for engraving will be invoiced to LASA. Should any swimmer choose to have their trophy engraved at another outlet the co of this will not be reimbursed by LASA. County Trophies shall be held by the winner (or in the event of a minor, by the winner s parent/guardian) as Bailee for Leiceershire and Rutland ASA. A receipt shall be given with an undertaking that reasonable care will be taken of the trophy and that it will be returned as and when required. 1. Championship Trophies Open, Senior and Junior Champions will be formally presented with County trophies were applicable and presentations of Championships trophies will be made at certain ages within each session of or at the art of the following session subject to session timings. Trophies will only be presented to recipients who have won those awards. Swimmers who do not make themselves available at the required time will not be presented with their award: (a) Events with Finals i. The Open Champion of each event with Finals will be the competitor returning the overall fae time in the Finals for that event regardless of age. ii. The Senior Champion of each event with Finals will be the Senior swimmer returning the fae time for a Senior swimmer in the Finals for that event. Senior swimmers and Senior Champions are competitors 16 & Over years of age on 31 December in year of competition. iii. The Junior Champion of each event with Finals will be the Junior swimmer returning the fae time for a Junior swimmer in the Finals for that event. Junior swimmers and Junior Champions are competitors under 16 years of age on 31 December in year of competition. (b) Heat Declared Events (HDW) i. The Open Champion of each HDW event will be the competitor returning the overall fae time regardless of age. ii. The Senior Champion of each HDW event will be the Senior swimmer returning the fae time for that event. Senior swimmers and Senior Champions are competitors 16 & Over years of age on 31 December in year of competition. iii. The Junior Champion of each HDW event will be the Junior swimmer returning the fae time for that event. Junior swimmers and Junior Champions are competitors under 16 years of age on 31 December in year of competition. (c) Trophies shall be returned engraved and in a clean condition at the reque of the Trophies Adminirator or the Club s County Delegate on behalf of the Leiceershire and Rutland ASA via the Club s Co-ordinator and no later than 2 weeks from Closing Date or a date agreed by the Promoter. (d) Any individuals or Clubs/Teams in arrears for fines imposed for late or non-return of trophies mu resolve outanding debts before participating in future County Competitions. 2. Medal & Trophy Awards (a) Medals i. Male and female age bands for the purposes of awards for events in these Competitions are: 10/11 years, 12 years, 13 years, 14 years, 15 years, 16/over. Medals will be awarded for fir, second and third place. ii. Medals will be awarded to the top three placed disability competitors in each event. Placings shall be determined on a multi-disability basis of the three swimmers in each sex who either break the World Record by the greater amount or are neare to the World Record within their own classification. If less than four swimmers participate in any one event, then the minus one ruling shall not apply. iii. Swimmers may collect Medals from the Presentation Table once the results have been announced. There will be no formal presentation of Medals for events iv. Medals mu be collected from the Presentation Table during the Competitions. The Presentation Table will close 15 minutes after the results of the final event of the Competitions have been published. Uncollected Medals will not be poed or made available for collection after the la weekend of Competitions. Page 5 of 12

6 (b) LASACat Performance Awards The LASACats are for the top 10 swimmers in the following age groups: 10, 11, 12, 13 & 14. Awards will be presented according to FINA points accrued for heat swims from events categories: i. Be 50m Event ii. Be 100m Event iii. Be 200m Form Event iv. Be Diance Freeyle Event (200m; 400; 800m/1500m) v. Be IM Event (100m; 200m or 400m) Overall performance points will be calculated from a combination of Be Sprint, Be 100, Be Form, Be Diance and Be Medley. Points are not accumulative; the greate number of points achieved for one swim in each category will be taken into consideration. (c) County Age Group Championship Trophies Chris White Trophies (Male and Female) Swimmers 15/O mu have competed in the 200IM, and the 4 x 100m events to qualify. Frank & Edna Warner Trophies for swimmers competing in all the 4 x 50m events, with the lowe aggregate times. Presented during the Age Groups when 50m swims completed. (d) Presidents Trophy Presented annually by the President to a person selected by the President for their work and achievement. (e) The Tony Gibson Trophy/G.E. McCoy Cup Awarded respectively to the Male /Female swimmer returning the fae time for the 100 metres Freeyle during th the twelve months ending on 30 September in the year prior to the Competitions (prior to Leiceershire County Age Groups & Championships), confirmed annually at the Leiceershire and Rutland Amateur Swimming Association AGM and presented at the Leiceershire County Age Groups & Championships. To be eligible for the award a swimmer mu, at the time of the swim, be a fir ASA regiered member of a club affiliated to Leiceershire ASA. In the case of a senior swimmer the award will normally only be made if the swimmer has been so regiered for a period of not less than two years immediately prior to the swim. CLUBS mu apply in writing to the LASA General Secretary ating the date, place, time achieved together with any other relevant details PRIOR to the November Executive meeting. (f) Trevor Henson Trophy Chosen by Trevor Henson annually from names supplied by LASA Swimming Committee and/or City of Leiceer SC for International Representation, i.e. selected to represent your Country. To be presented at the Leiceershire County Age Groups & Championships. (g) Swimmer of the Year Male and Female, Clubs to submit nominations to LASA General Secretary by 31 December of year prior to the Competition. Criteria effort, achievement, improvement and commitment. Nominations to be reviewed and decision made by LASA Swimming Committee and City of Leiceer SC. 7 ENTRY CONDITIONS 1. All entries mu be via your CLUB. Entries without a ranking time will not be accepted. Each CLUB mu enter their swimmers using the Sportsys entry file. Swimmer entry times mu be downloaded from GB Ranking using the Entry Manager software provided. Where converted times are allowed conversion is carried out automatically by the Entry Manager software, this is taken as the accepted value and no other method of conversion shall be used. Subsequent improved times will not be accepted. Exemptions will only be accepted for Disability/Para swimmers and new regiered swimmers as per the conditions below. Any reques for exemptions mu be sent to entries@leiceershireasa.org and treasurer@leiceershireasa.org. Clubs should use the 2017 Leiceershire Para Swimming Entry Form for their Disability/Para swimmers which can be found on the LASA website: (a) Payment MUST be made to Leiceershire and Rutland Amateur Swimming Association (LASA) on or by midnight on the CLOSING DATE of competition. Payment can be made in two ways: i. A single cheque covering all entries made payable to The Leiceershire ASA mu be sent to the, Mr John Thompson, LASA Treasurer, 156 Beacon Road, Loughborough, LE11 2RB, or ii. Electronic Bank Transfer (BACs) LASA Account details - sort code: Account no.: Reference: <4 character ASA Club identifier> 2017 Age Groups The Club co-ordinator is to send electronic proof of the electronic bank transfer payment to treasurer@leiceershireasa.org. (b) Electronic Entry files (including entry reports) are to be sent to entries@leiceershireasa.org by the Closing Date. (c) Entries are only deemed as regiered when a final LASA acknowledgement is received. LASA s acknowledgement will be subject to payment being received. 2. Swimmers competing in any other County Association s Competitions in the same swimming year are not eligible to compete in the Leiceershire County Age Groups & Championships. 3. The following conditions will apply to ALL swimmers entries: (a) All swimmer mu be eligible according to ASA Law. (b) All swimmers who enter this competition MUST BE ASA Regiered Members (ASA Category 2) of a Club which is affiliated to the Leiceershire ASA on the CLOSING DATE of the competition. (c) No entry will be accepted without the swimmer s current ASA regiration number and no late entries will be accepted. (d) Swimmers who have applied for ASA membership and are awaiting receipt of a regiration number may enter the Competitions provided a photocopy of the regiration form is submitted by the entry by the Swimmers club otherwise the entry will not be accepted. (e) The minimum age for competition is 10 years of age on 31 December in the year of competition (refer to ASA Law 410). (f) A swimmer may only enter under one affiliated club. Any club changes after the closing date mu be notified to the Championship Secretary via entries@leiceershireasa.org. (g) Entries will be seeded on submitted times, the slowe time swimming fir. Disability swimmers will compete in the appropriate time ranked heat. (h) Entries received will be subject to satisfying the relevant qualifying andard and space & time, or if space & time permits, the relevant consideration andard. Entry times outside of the consideration andards will not be accepted. 4. All entry times mu be achieved from the 1 January 2016 and mu have been achieved at a licenced event (L1, L2, L3 or L4) and appear on the ASA Rankings database. All events will be seeded on submitted times. Page 7 of 12

8 5. Acceptance of entries and eligibility of awards is subject to the prevailing rules of the Leiceershire and Rutland ASA. Swimmers who are not lied on the official confirmation of accepted entries will not be permitted to compete. Where rejections are required, the qualification times for each event in each age group will be used and the slowe competitors will be rejected from each age group. 6. Improved entry times will not be accepted after the closing date and reques for time trials will not be accepted. No entry cards will be issued and no secondary regiration on the day is required. 7. All rejected entries will be lied and will be refunded via the CLUB. Swimmers on the rejected li will be allowed to be added to a reserve li for the rejected event by the CLUB. Should a withdrawal happen on or before the day of the rejected event. The CLUB s co-ordinator(s) will be contacted and reserves will be allowed to swim subject to payment to the recorder s desk prior to the art of warmup for the session (i.e. no payment no swim). 8. Swimmers with a Certificate of Swimming Disability may enter and supplementary entry criteria and entry form are also available. Special reques for Lanes 1, 2, 7 & 8 mu be requeed at time of entry when submitting the entry via entries@leiceershireasa.org. 9. Doors to poolside will be open a minimum of 15 minutes before the 1 warm up art in accordance with the current published programme schedule. Swimmers, Coaches, Chaperones, Team Managers & Officials will not enter the hired area until the Lead Referee gives permission. 10. The use of a warm-down facility is made available to swimmers ONLY if supervised by one of their Club officials with a poolside pass. The facility may be withdrawn if the use is unsupervised or if deemed to be a risk to health and safety. 11. All swimmers are required to observe all safety announcements and conduct themselves with safety in mind at all times. 12. All swimmers mu be wearing their Entry Club s approved kit on poolside and their Entry Club s Swimming Hat or suitably unbranded Swimming Hat when competing in these competitions (i.e. non-competing Club s Hats are not acceptable). 13. No reques for swimmers to change lanes due to a medical reason once the programme has been published will be accepted. 14. It is the swimmers responsibility to ensure they report to the Marshalling Stewards in adequate time to enable them to be marshalled for their race. Failure to appear in the designated heat will cancel any right to compete in that event. Swimmers who have failed to appear in the designated heat may be allowed to swim in unallocated lanes in the same event at the Lead Referee s discretion. 15. No refunds will be made for withdrawals after the official closing date unless on medical grounds. The Club Coordinator MUST advised of intention to withdraw on medical grounds no later than 24 hours prior to the day of competition via entries@leiceershireasa.org. Reques for medical refunds not received 24 hours prior to the day of competition or without a medical note signed by an appropriate medical authority submitted 24 hours prior to the day of competition will not be considered. 9 CLUB CONDITIONS OF ENTRY TO COMPETITION In addition to the GENERAL CONDITIONS & ENTRY CONDITIONS, the Clubs submitting entries on behalf of their members are by implication agreeing to the following entry conditions: 1. Entries should be sent to the by the CLOSING DATE as per the GENERAL CONDITIONS. Clubs mu collate their entries and use the Sportsys Entry File for all swimmers. The 2017 Leiceershire Para Swimming Entry Form should be used for the Para-Swimmers and can be submitted by the Clubs. Para Swimmers who are swimming in events not covered by their classification should be entered via the Sportsys Entry File. 2. The draft accepted entries will be published on the LASA website as per the GENERAL CONDITIONS (subject to payment having been received). It is the responsibility of the Club to review the entries including checking for any errors or discrepancies. Any discrepancies mu be notified to by DISCREPANCY DATE (as per the GENERAL CONDITIONS) by the Club s co-ordinator. Discrepancies received after this date cannot be rectified. Swimmers who are not lied on the official confirmation of accepted entries will not be permitted to compete. 3. Any rejected entries will be lied on the LASA website and the rejected entries will be refunded via the CLUB. It is the Clubs responsibility to refund the individual swimmers. 4. Swimmers on the rejected li will be allowed to be added reserve li for their rejected event(s) should a withdrawal happen on before the day of the rejected event competition. Reques for a rejected swimmer to be placed on the reserve li for their rejected event mu be made via the Club s co-ordinator to entries@leiceershireasa.org. 5. It is the responsibility of each Club s committee to ensure that their Coach, Chaperones, Team Managers are responsible for their swimmers on the poolside, including behaviour, dress and code of conduct towards other competitors, officials and meet organisers at all times. Clubs are responsible to ensure that: (a) any of their swimmers leaving the pool deck are suitably dressed, this extends to all club representatives, (b) at each session, the selection of chaperones for their swimmers and to ensure that such chaperones are DBS certified. LASA s preference is that this person has completed the ASA Team Managers course. (c) their chaperones of the same gender(s) of the swimmers completing in a particular session are selected. (d) their Coaches, Chaperones and Team Managers are able to present their pool deck passes if requeed. (e) their Coaches, Chaperones and Team Managers will supervise their swimmers during warm up, and any of their swimmers using warm up/down facilities. Clubs are responsible to ensure that their swimmers have reached the andard of the ASA Competitive Start Award. (f) their swimmers and chaperones comply with any supplementary facility conditions i.e. No hot drinks, food, or glass containers, of any sort, will be taken onto the pool deck area, or into the cubical/rooms designated for changing in. 6. Pool deck passes will be made available on a per day basis in. The number assigned will be determined by 10%+2 of the maximum number of entered swimmers present during any of the day s sessions. Pool deck passes mu be worn at all times. Passes will be allocated to each club based on the number of swimmers, with additional passes being at the discretion of the organizing committee. 7. Club coaches, or similar, wishing to spectate will be expected to pay accordingly, no matter how short a period this spectating is for, irrespective of the possession of a pool deck pass.
