10 7 PRESIDENT S REPORT The high light and low light of the season occurred in the first two weeks of January We had the privilege of staging the Australian Country Cricket Championships in Geelong and what a magnificent job the Geelong Organizing Committee and their wonderful group of volunteers performed. They staged the Best Championships Ever according to those, who have attended all Carnivals since the inaugural Championship was held in Beenleigh,Queensland in However, despite a tight competition, we finished last with only two wins, our worst performance since the Championships began. It was unacceptable for such a cricket-proud State as ours. A thorough review of everything we do involving selection and preparation for the Championships has taken place and we now look forward to the 2013 Championships to be staged in Bundaberg, Queensland, and our reputation being restored. I would like to acknowledge our management, leadership team and selectors for their efforts leading up to and during the Championships. In particular I would like to thank Gerard Wood who filled in at a relatively short notice as masseur while Cheryl Connelly continues her battle with health issues. Thanks also to the people and Clubs involved in providing practice facilities for us at Ferntree Gully, Kilmore and the M.C.G. indoor nets. In thanking Cricket Victoria Chairman, Geoff Tamblyn, CEO, Tony Dodemaide and their staff for our continued close-working relationship, I would especially like to thank Country Development Manager, Chris Harris who, at the Board s invitation, now attends all of our Meetings and was instrumental in the successful Curator Education Tour of our country regions at the end of February conducted by Les Burdett. The updating of Cricket Victoria s five-year Strategic Plan, following our lobbying, has seen our performance at the National Country Cricket Championships become a key performance indicator for cricket in Victoria. We look forward to working with General Manager of Cricket, Shaun Graf who, following a number of meetings, has prepared a paper for the Cricket Victoria Board recommending ways of assisting us to return to a consistent cutting-edge performer at the National Championships. The Cricket Australia Country Cricket Reference Group, which met during the Championships in Geelong, whilst continuing to find its feet in the big picture, did highlight the importance of country cricket on the national scene with 17 of the 25 current Cricket Australia contracted players being country boys and 48% of all past Test players, who have represented Australia, were originally from country areas. We also provide up to one third of all debutants in the Victorian Premier League each year, which proves country cricket is vital to the health and well- being of the Sport in Australia. The Volunteer Awards breakfast on the Day 3 of the Boxing Day Test Match and 50 Year Service Awards luncheon during the final Sheffield Shield game at the MCG are occasions when the future of the game are highlighted. The use of the MCG for the Kookaburra T20 Final, which was won yet again by a country team, this time Wendouree CC, who defeated the Metropolitan s Bentleigh Uniting, was another impressive occasion for the game. The staging of another successful round of Premier Cricket in the country regions was not as easy this season, as the timing of these games in October, weather wise, was an obstacle in some areas and we look forward to these games moving back into a January time slot next season, even allowing for the Big Bash commitments. We again thank the Premier League and Sub District Clubs for the use of their grounds and hospitality during our Platypus Melbourne Country Cricket Week in February and I congratulate the Provincial winners Geelong, South West in Division 2, Yarra Valley in Division 3 and Sunraysia in Division 4. Also thanks to Sub District President, Jack Sheehan and especially all the workers at Caulfield CC for the luncheon on the Thursday of Country Week and the staging of our annual battle on the field, which is an important practice match for our State team in the annual Australian Country Championships, and which we won again at the Noble Park ground in December. We also continue to enjoy a good working relationship with President Kevin Noy and his Victorian Metropolitan Cricket Union which I m also pleased to report we defeated the City team in our annual Under 21 challenge match this year played at Seymour. Our gratitude is extended to Ken Daniel and his Eastern Hill CC for their great hospitality on that day. Congratulations go to Kelvin White and the Western Waves team on their comprehensive victory in our Regional Under 21 Final defeating a gallant Barwon and staged at the picturesque Warrion Cricket Ground. Congratulations also were extended to Leigh Norquay from the Barwon Region and the Bellarine Peninsula Cricket Association who was awarded this season s R.F.Merriman Service Award. With great sadness I note the passing during the season of three Victorian Country Cricket League servants - Ron Lomax who served as Upper Goulburn-Port Phillip Zone 9 representative from , Wayne Collins who served as GippslandÆs Region 7 representative for a season only two years ago and Murray Allen who was Assistant Secretary from 1978 to 1982 and in season held both that position and the Treasurer s role and was also our League Secretary from 1984 till May they rest in peace. 8

12 We welcomed two new members to the League Board this Season in George Munro, who replaced Kevin Lanigan in Region 7 and John O Brien who replaced Jeff Wallace in Region 8. To our eight Regional Board Members, Secretary Keith Thompson, Administration Manager Peter McCudden, Assistant Secretary Bill Williams, Treasurer Graham Kerr, Vice Presidents Ed Parker and Don Cooper who, also being our Chairman of Selectors Don Cooper, did a great job despite personally enduring a difficult year. Please accept my personal thank you one and all for your efforts on behalf of grass roots cricket in the bush. Firstly I would like to extend my thanks to Platypus Sporting Goods Australia and the Brown Family for their continued support of the VCCL and country cricket in general. A number of our affiliates are associated with the Platypus Brand and they enjoy that relationship as does the VCCL. Our link with Platypus goes back decades and the support given to the League has been without question. Many in the cricket world will now be aware of the new operation that will see the Platypus Brand marketed in Australia by the sports giant Gray-Nicholls. We have been successful in arranging the continued support of the Platypus Brand to the League via Gray Nicholls and have established a NEW sponsorship with Gray Nicholls. I look forward to continuing this most enduring Platypus relationship well into the future and the start of the new Gray Nicholls support of the League building to similar levels. Our National Championship team played in the 2012 ACCC, the event hosted by the GCA for the VCCL in and around the city of Geelong. The eight team competition was into season three but sadly we finished bottom of the table with only two wins, these against the eventual first and second placed sides. President Riches has addressed this elsewhere in the annual report. The 2013 competition will be held in Queensland with the hosting duties being awarded to the Bundaberg Cricket Association; this will be the second time the event has been held in that City as it was held there in Last season I noted that I hoped to travel around the State and have the opportunity to attend various Region meetings and catch up with many of the hard working local Region and Association officials. It is nice to report that to a small extent this has commenced and I hope to add more visits. The ever-changing climate for the game of cricket continues, the number of people involved at all levels (loss of numbers), support for volunteers (lack of), technology (rapid changes), funding (withdrawn or lessened), facilities (lost or cost increases), encroachment into our territory (creeping footy seasons) and much more should have all country cricket aware. This applies to the players, to their Clubs and Associations as well as the VCCL, so we need to ensure that we are getting our voices heard and our concerns and ideas given the opportunities they deserve. As these changes occur, and others at the higher levels, they have varying effects on the grassroots game. One area is the loss of continuity with changing personnel as they either move up, across or out depending on the situation which often then requires the rebuilding of links by the volunteer, this can often cause a loss of time due to again having to do what has already been done. Better communication between the professional and volunteer sections of cricket is a must and the improvement of the understanding as to how the volunteers operate will go a long way to keeping what we have and encouraging new ones. 10

14 Of course I would also like to express appreciation to Cricket Victoria, the VSDCA and the VMCU whom we deal with often during a season in making the game of cricket progress. Also to all at the VCCL, most notably President Warren Riches and the team of Office Bearers the Members of the Board, as well as Regions and Member Associations, it has been a pleasure to continue to work with you all. Congratulations to those selected to represent the various Regional and League teams during the season, appointed umpires and officials and to those that generally do a great deal behind the scenes and often go unnoticed, I offer my thanks. 18 VICTORIAN COUNTRY CRICKET LEAGUE INC INDEPENDENT AUDITOR S REPORT TO THE MEMBERS OF VICTORIAN COUNTRY CRICKET LEAGUE INC VCCL Team of the Year Report on the Financial Report I have audited the accompanying financial report, being a special purpose financial report of Victorian Country Cricket League Inc (the association), which comprises the balance sheet as at 31 May 2011, the income statement and summary of significant accounting policies and the statement by members of the committee. Committee s Responsibility for the Financial Report The committee of the association is responsible for the preparation and fair presentation of the financial report and has determined that the accounting policies described in Note 1 to the financial statements, which form part of the financial report, are consistent with the financial reporting requirements of the Associations Incorporation Act (Victoria) and are appropriate to meet the needs of the members. The committee s responsibilities also include establishing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Auditor s Responsibility My responsibility is to express an opinion on the financial report based on my audit. No opinion is expressed as to whether the accounting policies used, as described in Note 1, are appropriate to meet the needs of the members. I conducted the audit in accordance with Australian Auditing Standards. These Auditing Standards require that I comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the committee, as well as evaluating the overall presentation of the financial report. The financial report has been prepared for distribution to members for the purpose of fulfilling the committee s financial reporting under the Associations Incorporation Act (Victoria). I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion. Independence In conducting the audit, I have complied with the independence requirements of Australian professional ethical pronouncements. Qualification It is not practical for Victorian Country Cricket League Inc to maintain an effective system of internal control over Grants and Sale of Clothing/Uniforms until their initial entry in the accounting records. Accordingly, my audit in relation to Grants and Sale of Clothing/Uniforms was limited to amounts recorded. Qualified Audit Opinion In my opinion, subject to the effects of such adjustments, if any, as might have determined to be necessary had the limitations discussed in the qualification paragraph not existed, the financial report of Victorian Country Cricket League Inc presents fairly in all material respects the financial position of Victorian Country Cricket League Inc as of 31 May 2011 and of its financial performance for the year then ended in accordance with the accounting policies described in Note 1 to the financial statements and the Associations Incorporation Act (Victoria). 21 Melbourne Country Week was again organised at the centre at Cricket Victoria headquarters in Jolimont, where the usual communication services were provided. Our gratitude is again extended to IT Manager, Rebecca Brown, and her staff members, Adrian and Matt. Also the daily collection and collation of scores, results, ladders and media releases for Country Week was managed through the national MyCricket on-line competition program with the assistance of Board members, Messrs Riches, Thompson, Williams, Parker and Cooper. As well as the short-scores in all matches being entered from Jolimont, further progress was made towards shifting these functions to the competing teams, with more than half entering the full scores through their own websites. It is my earnest expectation that we will soon have all these recording functions carried out by every competing Association at the end of each day s play. My reports tell me that this is already happening in the vast majority of Associations and Regions throughout the state in their domestic competitions, so why could it not happen at Country Week when there are only 14 or so games a day? From match reports received, the standard of umpiring was all that should be expected, and we thank those gentlemen for their services. There were much fewer complaints from teams regarding the catering by host clubs for lunches and, with the few we did receive, they have been followed up with Cricket Victoria. The competition in Country Week in was again based on four Divisions with eight teams in the first two divisions, six in Division 3 and five in Division 4 following the withdrawal of Horsham and necessitating a bye. All of the expected promotions and relegations as per the League s Rules were implemented and we gladly welcomed the return of Sunraysia. Melbourne Country Week could not be conducted without the enthusiastic support of Cricket Victoria and the League is indebted to CEO, Tony Dodemaide, and his staff for their continual assiatance.the cooperation and assistance of CV Premier Cricket Co-ordinator, Peter Binns, is something that I am personally in debt and am sure Country Week could not function so smoothly without Peter s efforts. The same must be said for our colleagues in the Victorian Sub District Cricket Association, especially Secretary, Ken Hilton, and President, Jack Sheahan. Again the League is very grateful to the VSDCA for hosting the annual match and luncheon for Melbourne Country Week. Again, as for last season, it was hosted by the Caulfield CC at Caulfield Park and the VCCL extends our gratitude to all their Club members, who worked so diligently to provide an excellent meal to the 20 plus guests who attended. It is disappointing and frustrating to me to have to report that the coverage by the State media of Melbourne Country Week 2012 was even sparser than last year, especially from the major newspapers. To the many country folk across the State, who either rang or ed at the lack of coverage on most days, please be aware that the scores and ladders in all Divisions were sent to the distribution agency, AAP, on time every day and it was the Age and Herald Sun who would not publish them. I m at wits end in trying to get their support. Perhaps the weight of complaints from country communities prior to next year s Country Week might have some influence. To those media outlets in regional and local areas, who did report the Carnival enthusiastically, the thanks of the League. Finally, but certainly not last, the VCCL extends our gratitude to all the Premier League and VSDCA Clubs who hosted matches during the week. 22 VICTORIAN COUNTRY CRICKET LEAGUE Report on the Platypus Country Cricket Week 2012 Melbourne Country Cricket Week in 2012 was conducted in the week 13 th 17 th February. Initially 28 teams were entered from 27 Association members with Mornington Peninsula being the only one with a team in two divisions. However, Horsham had to withdraw, which unfortunately left teams in Division 4 with a bye once again, although it was probably the strongest standard that this Division has witnessed for many years with Sunraysia returning to Country Week after missing Man of the Match in the Under 21 Final, Cam Williams, is presented with his trophy by Warren Riches. Once again the annual carnival of Victorian Country Cricket was successful with all scheduled games being played on the first three days, but unfortunately the weather intervened again on the last two. The rain came late on Thursday afternoon, but still in time to force the abandonment of at least half the matches across all divisions. This had a vital influence on the make-up of the finals next day as quite a number of teams lost their chance to gain a Finals berth, when they were reasonably placed to win their Thursday matches. It demonstrates once again how important it is starting the Carnival well and get early victories. The weather was generally fine for the Friday s Finals, but the damage was done the previous night with steady rain throughout most of that period. The Provincial Division at the Albert was fortunately played in its entirety, but the Divisions 2 and 3 Finals had shortened games after late starts, but at least they achieved results. Sadly the Division 4 Final had to be abandoned altogether after the umpires ruled the Yarraville ground unplayable and no alternative venue could be arranged. This year an experiment was tried for the first time with the venues for the Finals. Two grounds were named in the Official Program, one pair for Divisions 1 and 2 and two for the other two Divisions. The decision on where each Final would be played was made on the Thursday evening by the Country Week Sub-Committee, once the competing teams had been finalised. The aim was to best place the teams to allow potential spectators to more easily access the grounds and also to assist the teams in their return home on the Friday evening. It proved rather inconclusive because the weather interrupted the original schedule and before next year Associations will be consulted. Western Waves Captain, Ben Grinter, receives the Chanpionship plaque from VCCL President, Warren Riches. Cricket Victoria again provided the financial base from which Melbourne Country Week was conducted with payments to Premier League and Sub District Clubs for umpires, catering and ground preparation costs. Also in 2012 the League s long-term sponsor, the Platypus Sporting Goods Company, claimed the naming rights for the Carnival, along with their new partner Gray Nicholls. The League is indebted to the Brown family for their many years of support for Country Week and is hopeful their new partner, Gray Nicholls, will continue that sponsorship
