NCHRP : Unsignalized Intersection Improvement Guide (UIIG) Presentation at the Mid-Colonial ITE 2015 District Meeting

NCHRP Project Problem statement: Develop comprehensive guide to enhance safe operation for all users of unsignalized intersections Should be practical and multimodal and aid practitioners in selecting design, operational, maintenance, enforcement, and other types of treatments to improve safety, mobility, and accessibility NCHRP Projects Engineer Ray Derr

What is an unsignalized intersection? Any at-grade junction of two or more public roads whose traffic movements are not controlled by a traffic signal interchanges signals

Unsignalized intersection types UIIG typology based on type of control: i. Uncontrolled no traffic control devices ii. Yield control one or more approaches controlled by a YIELD sign* iii.stop control one or more approaches controlled by a STOP sign * Includes roundabouts, mini-roundabouts, and residential traffic circles

Impetus for developing the UIIG Recognition of nationwide safety issue In 2012, more than 70 percent of all intersectionrelated fatal crashes in the US involved unsignalized intersections Recognition of local road/local agency problem The majority of unsignalized intersections are owned and operated by local agencies most of which do not have professional traffic engineers on staff

Benefits of web-based UIIG Allows continuous revisions (e.g., MUTCD updates, new information, corrections) Enables user interaction more likely to be used Offers hyperlinks to other internet resources that provide additional information on a variety of intersection-related topics Capitalizes upon internet-based innovations such as aerial imagery and street-level photography to illustrate real-world examples

UIIG structure two main sections

UIIG Information Intersection traffic control: Uncontrolled Yield-controlled Stop-controlled

UIIG Information Three primary user groups: Motorists Bicyclists Pedestrians

UIIG Information IMPROVEMENT PROCESS 1) Identify problem location 2) Analyze location to characterize problem 3) Identify potential treatments that may address problem 4) Select/implement most affordable cost-effective treatment 5) Monitor and evaluate effectiveness over time

UIIG Information UIIG PROBLEM TYPES 1. Inappropriate intersection traffic control 2. Inadequate visibility of intersection or regulatory TCDs 3. Inadequate intersection sight distance 4. Inadequate guidance for motorists 5. Excessive conflicts within or near the intersection

UIIG Information UIIG PROB. TYPES (cont.) 6. Vehicle conflicts with nonmotorists 7. Poor operational performance 8. Misjudgment of gaps in traffic 9. Speeding 10. Non-compliance with intersection TCDs

UIIG Information Engineering treatments: TCDs Geometric treatments Shoulder/roadside Pavement surface Other engineering Enforcement Education

UIIG Information References MUTCD, Uniform Vehicle Code Discusses thresholds and considerations when varying levels of control may apply: No control Yield-control Stop-control All-way stop-control

UIIG Information Traffic signs Regulatory Warning Guide Pavement markings Pedestrian TCDs

UIIG Toolkit Provides example/starting point for inviting and accepting feedback from general public on perceived issues concerning an agency s road network

UIIG Toolkit Lists variety of data elements related to physical/operational characteristics of an unsignalized intersection Provides an interface through which data can be entered and cataloged Ten data entry tabs Most elements are optional Final tab compiles all data inputs in a single table

UIIG A&I form Geometry tab

UIIG Toolkit: Treatment Selection Tool UIIG provides 1-page fact sheets for 75 treatments 71 engineering treatments 4 enforcement treatments

UIIG treatment fact sheet PDFs Targeted crash types Problem types addressed Description Conditions addressed Photographs Relevant MUTCD/ Green Book sections Link to CMF Clearinghouse website Considerations for installation Links to external resources Link to internet mapping of several actual applications

UIIG Toolkit: Treatment Selection Tool Tool offers four ways for users to access treatment alternatives

UIIG Toolkit filter questions Users can answer up to 6 questions regarding their intersection of interest to obtain a tailored list of treatment alternatives 1. Area type 2. Major road ADT 3. Major road approach lanes 4. Targeted crash type(s) 5. Potential problem type(s) 6. Treatment type(s)

UIIG Toolkit filter example UIIG Data Prompt User Input Area type Rural Major road ADT -- Major road approach lanes Single lane Targeted crash type(s) -- Potential problem type(s) Inadequate sight distance Treatment type(s) --

UIIG Toolkit alternatives matrix Users can view treatment alternatives associated with any UIIG Problem Type/Treatment Type combination
