7 Challenges Decreasing system performance Travel speed: from 41 mph (2010) to 24 mph (2035) Delay: from 7,940 hrs (2010) to 39,773 hrs (2035) Decreasing system performance = decreasing level of service

8 Challenges Take a growing population, add growing employment, and add increased travel to a system of two lane facilities

9 Challenges the result is a growing number of very poor, poor and fair roads

10 Public Process Held two rounds of workshops Over 100 attendees at the first Over 110 attendees at the second Received over 400 written comments via a mapping exercise, survey, comment cards, and s Attended about 18 agency and civic organization meetings Worked closely with Citizen and Technical Advisory Committees Worked closely with media and community groups Worked with local governments and adjacent counties

11 Purpose of the Effort To identify current and future transportation needs in the County and how best to address them. Provide project and policy direction to guide the transportation future of Hays County Identify roadway improvements that maintain and improve mobility and accessibility, and accommodate future growth and development Adopt Major Thoroughfare Plan to preserve the right-ofway needed for future transportation facilities

12 Approach Provide for future growth and development Provide increased capacity 1. Upgrade existing roadways 2. Expand existing roadways 3. Create new roadway connections Balance growth and infrastructure with community character and quality of life Stay away from engineering but provide right-of-way guidelines

13 Transit, Bicyclists & Pedestrians View every future project as an opportunity to provide public transportation access and bicycle and pedestrian facilities Work with communities on sidewalks Require sidewalks on all appropriate roadways Work with communities, CARTS, Texas State on transit accommodations Assume most roads can accommodate bicyclists
