Village Regeneration, Village walks April/May 2017 Up dated Clerks comments 1 Area Needs Attention /PNP/StD CC Done Cardigan Rd Planter at entrance to the village (has been planted up) Allotments Photos Finch Square Junction Mill St & Finch St Pavements & walls weeds need plan of management especially buddleia & valerian (1) All verges at entrance to village from Cardigan need attention (2) Adjacent landowners have improved it somewhat Needs clarity for better management. Wheelchair users have difficulty using the pavement with the dense vegetation Piece of land opposite White Hart overgrown (3) looking better who has been working on it? Is this land have cut back from footway in past Water Street Dangerous sign on pavement opposite White Hart Pipe has projecting impaling nails from rotten timber needs removal (perhaps oil the nuts & bolts & removal may be easy) (3a) The tarmac section of Footpath 87/23C (historically St Dogmaels to Cardigan) is used as a road and access/egress for showroom. 87/23C needs walking man painted on the tarmac surface for pedestrian safety (4) Verges over grown (4) to provide more width for pedestrians/vehicles these verges need management By whom? If this is land (sorry not sure from photo) or road sign it should be dealt with by as a danger. Registered as a footpath, no CC record of it every having been registered as vehicle highway, mainly unregistered land. duty to maintain footpath width only?. See above mainly unregistered land. 3 3a 4 5 Edge of culvert needs repair (5) Done 6 Road to slipway 87/29 needs repair (big drop) (6) Erosion worsening. Recent tarmac has made it somewhat safer. Need to establish history of slipway & its access prior to 1968 CC/ATFL. CC and possibly DWR. Not ATFL. Onging, meeting being arranged with Commons Reg Office to work out what is legal. To do anything to the surface of 6 6
Which Pipe drains the David Street stream & which pipe drains mill pond? Unprotected gully by Buddleia (7) village green is a CRIMINAL ACT unless meeting very stringent criteria. The Mill pond drains back into stream not to this pipe. Dwr do not own this pipe either. CC land runs corner to corner therefore this is on border of, probably just outside on unregistered land 7 7 Trees on bank of culvert need cutting back (7a) Improved 7a 7b Paint bus shelter at Finch Street & repairs including gutter & drain pipe connections by BV Rees (7b) Bus shelter owned by CC. Not land it stands on. BV Rees does not own the land it stand on either. Bus stop Noticeboard: suggestion: remove present small noticeboard and fix larger simple self-heal board onto inside back wall of bus stop (does not need posh surround) Council meeting High Street Carpark Bus stop entrance missing some bricks (needs photo) Carpark notice board Possible ways forward 1. Buy metal noticeboard with no central piece that blocks useful poster space 2. Self heal board to replace present backing & remove doors 3. swap places map/noticeboard/mosaic See above re ownership CC Meeting High Street Road markings to indicate narrowing in two areas, by Rose Cottage and just before shop this will also give walkways Similar to those by the school (8) See Highways response have produced response to using such markings where roads are narrow. Give pedestrians false sense of security. 8 8
Halkett Square Need short & long term management plans Remove some of stone walls to make area more open (9) Reposition bins (10) New benches to replace broken ones Reposition Information board (11) Reposition sign post (12) Reposition Slate insert (12) Put in bus shelter & general seating area combined Or put in pull-in for bus Area belongs to so need to liaise with them on all these issues. Bus stop - confirmed by 18 months ago that site is too dangerous to be a formal bus stop Alexandra Gardens Remove and replace broken benches (13) Bench at junction of Graig Footpath & disabled path needs to be repositioned on slab & fixed down check benches Clear up around stones (14) New bench by blessing stone. Any broken tables remaining? CC volunteer or Elfed Agreed to order benche s at last meetin g War Memorial Area Put in a path around War Memorial (15) What is happening about this? Broken kerb stone by War Memorial (16) Fixed Mike is trying to get it included in a safer route Remove Teifi Netpool Inn sign killing grass CC Ongoing upkeep of War Memorial (one of the WW1/2 benches would be nice) Pilot Street to the Moorings Single hump overhanging tree scratches cars Sign road narrows is not visible to cars going down as on right hand side not left (17) Hydrangea & spotted laurel are too high and overhanging Jonathan was going to act on this New signage to be installed with clearer indicators or road widths etc Lines painted like at school on the road to highlight it where it narrows (18) Highways response highways will not support as give false sense of ped security on narrow road. Also gully needs clearing of mud fallen render & stone & vegetation(see photo) Property Owner (Swift Location board)/ Land Owner/ 19
Over hanging vegetation needs cutting back from some Riverhill bungalows (19) Needs management plan do we advise owners of their legal responsibility. Do a Land Registry check on boundaries? Land Owner/ 20 Overhanging vegetation to be cut at the Telephone triangle of land owned by. need to cut back the trees. Then adjacent owner of Eriloe will see what his responsibility is(20) Roadside verges need management (20a) Accumulated mud & rubbish needs moving by whom & where to & then buddleia & nettles will not establish themselves in this mess Talk with Royal Exchange re vegetation on their Curtilage (20b) Suggest that much of this is a highways issue for. Would not generally support volunteer working in this area due to traffic risks involved. 20a 20b parking bay earth removal who responsible? (20c) Steps at Maes y Dre (closed off permanently) if land owner 20c Moorings And Glanteifion Overhanging branches and vegetation to be cut back (21) Improved Moorings Green: All (21b) Moorings Green=Next working party bush pruning =Trip hazards Ask what they are doing with trip hazards All (20b) CC Xmas tree = trip hazard Creepers on the shed needs removing as trellis is falling off and ivy getting under the slates Moss under benches Remove the stones where new telegraph pole (gill) Land Owner/ Area owned by who maintain. CC own anchor and mermaid but overall insurance liability remains with PCNP who have been informed ATFL/ 21 21b 21b Anchor memorial to be checked and area strimmed (22) Loose stone on anchor memorial needs fixing, valerian & bramble need removal from memorial Base of PNP stone repaired (23) Done 22 21b
Wall by edge of slip way repair(24)done Verges by wall strimmed/sprayed to give more pathway (25) Improved Move notice board inside bus shelter? Moorings Hedge: All (24A) Cotoneaster & hawthorn by telegraph pole on Moorings access slope needs stump treatment as do cotoneaster plants growing through tarmac- how to communicate with landowners? Moorings hedge needs cutting back by owner as it prevents use of pavement & parked cars obstruct the roadway more ATFL notice broken by Easterly wind perhaps ATFL could move everything down the post and use post more usefully 24a 24a 24a Road to Poppit Up to Glanteifion Verges by wall shovelled up & strimmed to give more pathway (25) Improved All verges strimmed to give walkable path ways (26) Improved some spraying done this has been started Flower trough weeded and planted (There is a stone trough under there) (27)?? 25a Webley overflow inadequate filled with sludge already and work is pathetic (25a) 26 27
Tan y Rhiw Overgrown Vegetation & weeds at Allt Fach Wall (spraying) (28)?? Bushes hanging over the road need cutting back (29)Improved If obstructing the highway needs to contact landowner Cars parked on side of road including one with flat tyre (30)Gone Bank needs spraying (31)?? Cwmins Planters overgrown, one is rotten need disposal (32) Cwmins notice board self heal backing no doors Volunteer possible or will need to get approved waste carrier to remove Footpath 87/52 sign in wrong place (see Gill) (33) Pen y Rhiw Rubbish dumped on footpath (34)?? Camper Vans left in road causing a potential blockage Camper gone still a car parked there (35) Presume landowner will have to remove at own cost. May be possible to as but given budget not likely to be a priority for them. 34 Cars parked in designated passing place (sign) (36) Bramble patch at passing place?land ownership?elfed cut it again Bryncws ditching not noticeable Remove vegetation from drain (Gill)
St Dogmaels to Cardigan Road Dangerous kerb edge need attention (37) No footpath from the Eagle up the hill, dangerous spot for walking Ceredigion CC have advised that the area along by Trems would require significant engineering solutions to provide a footpath. Costings too great even if land available. Could not provide footpath opposite as this would then cause access to properties to become too steep. Much of roadside land from top of hill towards St Dogmaels belongs to and is maintained by householders 37
