1 HOUSTON INDEPENDENT SCHOOL DISTRICT Essential Functions and Physical Demands Analysis Job Details Job Title: Crossing Guard Job Code: HOO828 Date of Analysis: 11/6/03 Department: Police Department Job Analyst: Benjamin Haynes, OTD Summary of Essential Functions The Crossing Guard with Houston Independent School District is required to perform the following essential functions during the course of a normal workday: 1. Responsible for signing in/out at front desk of assigned school at the beginning and end of each shift. 2. Responsible for assisting any pedestrian or student who wishes to cross the street during shift. 3. Responsible for writing down license plate number and make/model of cars that speed through school zone. 4. Responsible for setting up/breaking down work area before/after each shift. Product /Workplace Descriptions The work of a Crossing Guard with Houston Independent School District is performed in a school district involved primarily in the education of school-aged children and students grades Kindergarten through twelfth grade. The specific department in which the duties are performed is the Police Department. Each Crossing Guard in the school district is assigned to one specific school where he/she works two 1 ½ hour shifts per day. The job of a Crossing Guard requires the worker to report to the assigned school and sign in before each shift, and then sign out at the end of each shift. The Crossing Guard is responsible for setting up the work area and breaking it down before and after each shift. This requires the worker to strategically place up to 4 traffic cones in the street to draw the attention of passing motorists. Each cone weighs 6 ½ pounds. These cones can be carried individually. The Crossing Guard is responsible for assisting any pedestrian or student who wishes to cross the street during each 1 ½ hour shift. When crossing the HISD - Crossing Guard 1 9/26/2009
2 street, the Crossing Guard walks with the pedestrian/student from curb to curb, holding a 2-pound stop sign above the head while walking. The worker must also have sufficient lung capacity to blow a whistle if necessary. The stop sign is carried with the shoulder in 90 to 180 degrees of flexion and the elbow partially extended, so that motorists easily see it. The sign could be held in this position for up to two minutes at a time. The Crossing Guard carries a writing instrument and notepad to write down any license plate number, make and model of vehicles that speed through the school zone. It is important to note that the worker cannot be under the influence of any type of medication that may affect judgment or mental acuity. The work of a Crossing Guard with Houston Independent School District is performed outdoors in public thoroughfares. Temperature and humidity levels range from hot and humid, to cold, icy, dry, wet, or ambient. The Crossing Guard must be able to endure the elements and continue working in periods of bad weather. The worker is required to wear a reflective orange vest, blue shirt, black slacks, raincoat (when wet), lime green poly-filled windbreaker, and white gloves (optional) in the performance of this work. Tools and equipment used in this Crossing Guard include, but are not limited to the following: 2-pound stop sign, 6 ½ pound traffic cones, writing utensil, paperwork, and a whistle. Force takes into consideration the average velocity and/or acceleration of the lift and the effort necessary to overcome inertia. Other factors taken into consideration are the necessary strength to grasp and perform manipulative activities that have an associated strength factor. Upon review of this job, no peak forces were measured. Lifting Activities Note: All lifting activities cover both lifting and lowering processes. The point of origin and/or the destination of the lift are classified in the three body zone ranges. The weight ranges given are the weight of the product to be lifted or lowered and does not include the force to be employed in the lifting process. Frequencies are calculated based upon the number of lifts and lowers, the average time of each lift, and then divided into the total time in the workday. 7 Required Physical Demands Standing Walking Stair/Ladder Climbing Balancing Lifting Reaching Above Shoulder Essential Function 2: Responsible for assisting any pedestrian or student who wishes to cross the street during shift. Function Description: The Crossing Guard is responsible for assisting any person who wishes to cross the street from one curb to the other curb. The Crossing Guard holds a stop sign overhead while assisting pedestrians or students across the street. The worker must also be on alert to blow a whistle if vehicles using the roadway do not obey the crossing rules. The worker must be cognizant of all vehicles on the road and ensure the safety of pedestrians and students crossing the street. Description Required to step down off curb and step up onto curb. Required to maintain balance while walking across street with stop sign raised overhead. Required to lift 2- pound stop sign overhead and sustain this lift for up to 2 minutes. Function Description: The Crossing Guard must be cognizant of all vehicles passing through crossing zone and write down identifying information of vehicles that break traffic laws.
