Mobility Hubs MetroRapid MetroRail MetroExpress Commuters Connectors Circulators Project Connect Project Connect is a plan designed to create a system of high capacity transit (HCT) options that will connect people, places and opportunities in an affordable, efficient and sustainable way. Project Connect s Enhancements program is identifying short-term projects that will ensure our existing transit network operates efficiently. The enhancement projects will improve MetroRail, MetroRapid and MetroExpress services, as well as create Mobility Hubs at sites across the region. Project Connect s Investments program is developing plans for a long-term high capacity transit system capable of moving more people in the same amount of road space as cars. These new transit options will provide real ways to avoid traffic and help produce a more balanced transportation system that benefits our diverse population in Central texas including those who do not currently take transit. Mobility Hubs Mobility Hubs are more than your typical transit stations or park & rides. They are welcoming, well-designed places with ample amenities and opportunities to access transportation services. Successful Mobility Hubs can help make transit service attractive and inviting rather than a last resort. The Mobility Hub program for Austin includes thirteen different locations that are each designated as one of three different hub types. Gateway hubs are centrally located within the regional transportation network and have the highest density of mobility options on site. Anchor hubs are important transfer points and terminus locations where riders can make seamless connections to a variety of travel modes. Neighborhood hubs are critical access points for the regional transportation network where most trips within the network begin and end. 3 Introduction What Are Mobility Hubs? A key component to a successful highfrequency transit system is offering an inviting place for riders to begin and end their journey. Mobility Hubs play a vital role in the network by facilitating safe and easy connections between travel modes. They create welcoming and enticing environments for travelers that include amenities, information resources and both public and private transit services. They provide site-specific services and amenities to create a user experience that is above and beyond what most basic transit stations or Park & Rides typically provide. Through Project Connect, we are proposing a program of enhancements that will refresh existing Park & Rides and Transit Centers to more closely meet the definition of true, modern Mobility Hubs. Capital Metro s Mobility Hubs will be high quality transit and multimodal sites that serve as the origin, destination and/or transfer point for a significant portion of trips within the regional transportation network. A great pedestrian environment makes Mobility Hubs accessible to everyone not just the very dedicated. Mobility Hubs are more than just functional. They are also welcoming, enjoyable, safe, intuitive and enticing. Successful Mobility Hubs need to be in places that make sense for transportation users and providers alike. 2

4 Introduction Building A Mobility Hub Network Different types of Mobility Hubs meet the needs of different travel patterns, riders and site contexts. Assigning a particular hub type to each site helps us maximize the benefits and effectiveness of the Mobility Hub network as a whole. The following Mobility Hub types were developed to help guide the design and implementation of a Mobility Hub network in Austin: G Gateway Hub A Gateway Hub is a destination with a large number of daily trips. It is a major hub of jobs, entertainment, and activities and has good last-mile connectivity to most destinations. A Anchor Hub An Anchor Hub allows users to transfer to faster transportation services. It is often the terminus of a major transit route, such as light rail or bus rapid transit (BRT). Anchor hubs have some last-mile connectivity. N Neighborhood Hub A Neighborhood Hub is the origin of most trips on transit within a regional network. It is a key point of access to transit services and is often more auto-oriented than other hub types. N N Mobility Hub Network Structure When combined, the hierarchy of different mobility hub types creates a flexible network of transportation options. 6 Lakeline Station Lakeline Station: Overview Lakeline is a key transfer point for riders in northwest Austin. The existing MetroRail station, tightly aligned with six bus bays (including a Greyhound stop) and a bike station, offers many travel choices. However, the station is isolated from the surrounding neighborhood by physical barriers and large plots of undeveloped land adjacent to the site. Some of these vacant parcels are planned to be redeveloped with new office and retail space. These developments present new challenges and opportunites for the site, and should be coordinated with Mobility Hub plans. Key neighborhood features in the station area include the Lakeline Mall, shopping centers and Hwy 183 to the west, residential neighborhoods to the north and State Hwy 45 to the south. 7 Lakeline Station Lakeline Station: Recommendations Proposed Enhancements A high-visibility pick-up and drop-off area for private vehicles Centrally located concessions and public facilities including restrooms and water fountains Continuous sidewalks on both sides of all streets directly connecting the station and new paved paths following desire lines Upgraded wayfinding systems to safely direct drivers to pick-up and drop-off areas, and bicycles towards the bike station High-Visibility Pick-Up and Drop-Off Area Vendor Concession Area Enhancement Benefits Adding amenities and concessions will help overcome the station s isolation and ensure transit riders will feel comfortable waiting for their ride at all times of the day. Services provided by on-site amenities decrease the frustration and stress of waiting and make the area safer by adding eyes on the street. Enhancing pedestrian and bicycle facilities will help users make safer connections and create a greater sense of continuity between Lakeline Station and surrounding neighborhoods. 8 Howard Station Howard Station: Overview Howard Station is a Park & Ride and MetroRail station that captures inbound traffic along the MoPac Expressway from points north, and provides transfers to bus routes serving Round Rock and Wells Branch. The station is located in a relatively undeveloped area with limited neighboring retail and commercial services. With few amenities or pedestrian shelters on site, waiting for transit connections at Howard can be an unenjoyable experience. The Mobility Hub program for Howard Station should address this lack of amenities to improve the first- and last-mile experience for riders. Neighborhood features in the station area include the MoPac Expressway to the east and several residential neighborhoods to the east and southeast. Bike and pedestrian connections between Howard Station and these neighborhoods are severely limited by MoPac. PROJECT AT A GLANCE N Hub Type: Neighborhood Hub HOWARD LN. 9 Howard Station Howard Station: Recommendations Proposed Enhancements Bike repair stations, secure long-term bicycle parking and short-term quick access bike racks close to the MetroRail platform A high-visibility pick-up and drop-off area for private vehicles and a separate area for microtransit connections Shelters at pick-up and drop-off areas, improved landscaping and pedestrian-scaled lighting. A real-time transit information display board and ticketing kiosk near the MetroRail platform. Howard Lane currently has on-street bicycle lanes but people considering biking may be concerned about having a safe place to lock their bike and relax at the station due to few end-of-trip bike facilities. Providing secure parking, water fountains and a repair station can alleviate some of those barriers and concerns. 10 Tech Ridge Tech Ridge: Overview Conveniently located next to I-35 at the northernmost edge of Austin, Tech Ridge is a major transit terminus used by riders to access destinations in central Austin for both daily commutes and leisure purposes. Tech Ridge is very close to a variety of regional retail, office and hospitality land uses. However, access between Tech ridge and these nearby locations is limited for pedestrians, bikes and cars alike. On-site barriers hinder pedestrian circulation between bus bays and create safety hazards for riders. Enhancements at Tech Ridge would help overcome the isolation of the site and transform it into a high quality Mobility Hub serving many jobs and residents in this well-traversed section of north Austin. However, the barriers to access around the site discourage people from walking or biking to the station. Investments in direct pedestrian pathways and intuitive end-of-trip bicycle facilities will decrease the perceived distance between Tech Ridge Park & Ride and the many commercial locations and jobs it could better serve. 12 The Domain The Domain: Overview Plans to relocate the Kramer MetroRail station platform to the north present an opportunity to closely integrate Mobility Hub enhancements with the changing development pattern in the area. In addition to the existing shopping center at the Domain to the west, neighborhood features include the currently-developing Broadmoor site (formerly the IBM campus) to the north and several large employment centers to the south and east. The unique high density of jobs, residents and activities in the area provide excellent conditions for a well-connected and well-used Mobility Hub. 13 The Domain The Domain: Recommendations Proposed Enhancements Realignment of Route 803 to directly serve the Mobility Hub Coordinate with designers working on new developments to ensure connectivity Enhancement Benefits As redevelopment and expansion of the Broadmoor/Domain areas continues, the MetroRail and MetroRapid stations must be an effective gateway for the changing neighborhood. The relocation of the MetroRail platform from Kramer Lane and the creation of a high quality Mobility Hub at the new station is an opportunity to encourage and invite riders to access a variety of transportation modes. The Domain is a popular destination in part because it is a pleasant and walkable area with pedestrian-friendly characteristics, including short block distances, traffic calming devices, accessible curb ramps at intersections, street trees and furniture, and a pedestrian-oriented building scale. Redesigning the station as an inviting Mobility Hub so that it feels like an extension of this walkable environment will help to re-imagine transit as an attractive and enticing option rather than a last resort. 14 North Lamar Transit Center North Lamar Transit Center: Overview The North Lamar Transit Center is prominently located at the intersection of North Lamar Boulevard and Hwy 183 in north Austin. It serves a wide variety of both residential and commercial activities, including shopping centers along North Lamar Boulevard and residential neighborhoods to the north, south, east and west. The site s location, at a major crossroads in Austin, presents a prime opportunity for mobility enhancements that would improve the transportation experience for a large number of users on a variety of travel modes. Capital Metro is currently studying options to redesign the station in a separate but related effort, and Mobility Hub planning at North Lamar Transit Center and site design should continue to be closely coordinated with this redesign effort. These roads have few safe crossing locations, sidewalks or overhead lighting. Even so, pedestrians continue to walk across and along these busy corridors to access the transit center. Creating high-visibility crosswalks with automatic warning beacons will increase driver awareness of pedestrians on the road while creating a safer, more comfortable walking experience for pedestrians. Adding on-site concessions will improve the experience of riders waiting at the transit center. 16 Crestview Station Crestview Station: Overview Crestview Station is rich with transportation options and connections, including MetroRail, MetroRapid and the Red Line Bike Trail. Despite all this potential, confusing circulation patterns and dangerous pedestrian connections make the area is difficult to navigate. A Mobility Hub program should leverage the existing service and site assets to create better opportunities for intermodal connections. Key features around Crestview Station include residential neighborhoods to the east and west and commercial neighborhoods along North Lamar Boulevard. As part of Cap Remap, local MetroBus service will be rerouted into the adjacent residential development via St. Johns Avenue. CAMPO recently approved funding to study a potential grade separation plan for the MetroRail crossing. The Mobility Hub plan for Crestview will be refined as the new intersection plan is developed and finalized. 17 Crestview Station Crestview Station: Recommendations Proposed Enhancements Reconfigured bus stop locations along North Lamar Boulevard An accessible and inviting pedestrian crossing with a pedestrian hybrid beacon (PHB) and new lighting as part of the MetroRail grade separation area redesign Wayfinding signage and pedestrian-scaled lighting along the full walking route between the Crestview Station platform and the Lamar Boulevard corridor NORTH LAMAR BLVD. Enhancement Benefits Although the transit-oriented development adjacent to the MetroRail platform provides some mobility-friendly on-site conditions, significant improvements to transit and pedestrian facilities on North Lamar Boulevard are needed for making Crestview an effective and enticing transfer point. Switching from MetroRail to a northbound MetroRapid bus on Lamar is a complicated walk requiring over 400 feet of unlit and unmarked sidewalks and outdated crosswalks. A grade separation plan for North Lamar Boulevard would provide an opportunity to make the pedestrian connections across this road easier, safer and more intuitive. JUSTIN LN. 18 Highland Station Highland Station: Overview With large shopping centers to the east, a single-family neighborhood on the west side, and major government and educational institutions on both sides, Highland Station serves a wide variety of land uses and communities. These uses are primarily located to the east of Airport Boulevard, which creates some station access challenges for pedestrians, bike riders and bus riders using the northbound stop across the street from the MetroRail platform. The in-line configuration of MetroRail, Red Line trail and MetroBus service on Airport Boulevard makes some pick up and drop off patterns difficult. Redesign of the adjacent Austin Community College Highland Campus is underway, which presents a prime opportunity to better integrate the Mobility Hub program at Highland with this key activity center. 19 Highland Station Highland Station: Recommendations Proposed Enhancements Relocation of Highland Station to Denson Drive A prominent station canopy with clear transit service and Austin Community College branding High-visibility crosswalks across Airport Boulevard to points east of the station with pedestrian-scaled lighting Paved paths to points west of the station Austin Community College Highland Campus Redevelopment Plan Enhancement Benefits As Austin Community College (ACC) redevelops the Highland Campus, Highland Station could become the mobility anchor for the neighborhood. Although the station has a limited footprint and station parking, the proximity of the station to the Red Line Trail and Routes 7, 10, 320 and 350 are assets that can ensure more people get to the station and campus by modes of transportation other than a car. Redesigning the station to enhance and leverage these options will encourage more station access and usage. 20 Republic Square Republic Square: Overview Republic Square is at the heart of Austin s current transportation network. Located along the high-frequency Guadalupe and Lavaca transit corridor, the station serves many daily transit riders connecting to downtown destinations from across the region. As one of the most active stations, Mobility Hub enhancements at Republic Square will be both highly visible and highly utilized. In addition to the amenities offered within the park itself, the area around Republic Square includes the federal courthouse, many dense downtown residential and commercial activity centers, and significant tourist activity around Lady Bird Lake. Busy streets surrounding the park on three sides present some mobility and access challenges at this site. Mobility Hub enhancements at Republic Square should make Capital Metro service prominent and easily accessible to people living, working and visiting the area using many different modes of transportation. 22 Downtown Station Downtown Station: Overview The Downtown MetroRail Station serves as a key transportation node for thousands of regional commuters who live, work and play downtown. As a gateway Mobility Hub, Downtown Station should leverage this high volume of daily riders to create a vibrant, easy to navigate station area that can provide a wide variety of options for transportation connections in the downtown area. The Austin Convention Center to the south and many dense downtown employment centers are key destinations for MetroRail riders. To increase capacity of the MetroRail system, Downtown Station is currently being relocated on East Fourth street. 24 Oak Hill Park & Ride Project Connect Enhancement Projects - Draft Oak Hill Park & Ride: Overview The Oak Hill area is located in southwest Austin near the intersection of US 290 and SH 71 highways. Sustained population growth in nearby Bee Caves and Dripping Springs has led to increased traffic in the Oak Hill area. There is currently a Park & Ride facility on land owned by TxDot at the southeast corner of US 290 and William Cannon. However, the Oak Hill Parkway project proposed by TxDOT and Central Texas Regional Mobility Authority (CTRMA) may require the removal of the existing Park & Ride. It is important to find a more permanent site for the Oak Hill Park & Ride that can provide increased transportation capacity and better amenities for transit users in the area. 26 Westgate Transit Center Westgate Transit Center: Overview Westgate is the southwestern anchor and terminus of MetroRapid Route 803, which serves the South Lamar Boulevard corridor between Hwy 290 and downtown. The current location of the Westgate Transit Center is adjacent to the Westgate Mall, but it is set back from the street and difficult to access from nearby neighborhoods. A proposal to relocate the transit center underneath Hwy 290 is under consideration and could provide an opportunity to make the Transit Center more accessible to all modes of transportation. However, the placement of the transit center underneath a highway carries risks that need to be addressed with high quality design. Pedestrian amenities and placemaking efforts would need to be designed with higher standards than typical transit centers to overcome perception challenges at the new site below Hwy 290. 28 South Congress Transit Center South Congress Transit Center: Overview The South Congress Transit Center is located along the Ben White Boulevard Frontage Road between South Congress Avenue and South First Street. The neighborhoods around the site include a variety of activity centers, including St. David Hospital to the northwest, a residential neighborhood to the west and several commercial and industrial centers to the south and east. The current transit center site is slightly set back from Congress Avenue, making quick stops along that street inconvenient for all travel modes. However, the site s location relative to the regional transportation network represents great potential for Mobility Hub enhancements. The prime location of the site also make additional development on and around the site viable, which could provide amenities for Transit Center users. PROJECT AT A GLANCE BEN WHITE BLVD. Mobility Hubs Southpark Meadows Southpark Meadows: Overview Southpark Meadows is the southernmost terminus of MetroRapid Route 801, and serves as a key gateway for people using the South Congress Avenue and I-35 corridors into Austin. However, the site is not ideal for a terminus due to a lack of dedicated parking and limited potential for pedestrian and bike access. Development decisions regarding Southpark Meadows are still in progress and may affect several components of the Mobility Hub including parking allocation and bus bay placement. Regardless of the final design, it will be important that the Mobility Hub s design enhancements encourage safe and efficient access on-site circulation for people walking, and biking or using transit. These movements adds extra travel time to routes and spread transit riders out across a vast area. Limiting bus movements, regardless of the final stop design, will help maintain efficient service and rider satisfaction. Consolidating service to a smaller area will make it easier and less expensive to provide high-quality Mobility Hub enhancements.
