1 Marlborough Netball Centre Policies & Procedures REGISTRATION - TEAMS AND PLAYERS 1. Registrations 1.1 All players must be duly registered with a club/school to be eligible to participate in (Marlborough Netball) competitions. 1.2 The Centre office shall keep the official record of the teams and the players registered in the teams a) This record shall be used to administer the monitoring of all grading and registration matters. 1.3 Clubs/schools have an overriding responsibility to the Centre to ensure that all players registered with the club/school have completed all the registration requirements imposed by the Centre. 1.4 All schools/clubs must complete MNC registration procedures for all teams 1.5 A player may not be registered with or play for more than one club at the same time in any one season. 1.6 Mainland Zone player rules: Registration of Players from the same Zone: A player may register with more than one Netball Centre in any one calendar year provided that such Netball Centres are in the same Zone. A player registered in more than one Netball Centre must nominate which Netball Centre is her Primary Netball Centre on the registration form. The Primary Netball Centre shall take precedence if the player is selected as a representative player in more than one Centre. Registration of players out of Zone: A player may play and be registered as a player in two Zones if and only if, in one of the Zones she is playing for a school, and in the other Zone she is playing for a club. However, if this applies and the player wishes to be eligible as a representative player for a Netball Centre or Zone, the Netball Centre and Zone in which she is playing for a club shall take precedence, and the player must nominate the Netball Centre in which she is playing for a club as her primary Netball Centre on the registration form. 1.7 Primary school players may not be registered with or play for more than one school at the same time in any one season, but can be registered with a club as per registration policy and procedures. 1.8 In the event of a club/school fielding two (2) or more teams in the same grade, players from the higher team may not play in the lower seeded team. 1.9 Team numbers: club/school may register no less than seven (7) and no more than twelve (12) players in each team a) In the case of needing to add additional players after the first game (i.e. thirteenth player and subsequent player) may be registered to a team and the fee shall be $10 per player. 2. Player Re-grades 2.1 If a player wishes to change clubs during the season, after they are registered with a club/school then they must complete transfer form, which is available in the centre office, with a fee of $ A registered player cannot play in a team graded lower than the team in which the player is registered in: except where a) Re-grading has been approved by Competition committee. b) Within the two lowest grades of the competition, where a maximum of two players from club teams seeded higher can play for lower teams.

2 2.3 Automatic re-grades (playing in a higher grade): a) A player can play: Two (2) Full games for a team or teams that are graded higher than the individual player is registered in. A full game is defined as: a player taking the court in any part, more than one quarter, in any one game. b) As soon as the player takes the court in the third game in a team graded higher than that in which they are registered in, regardless of whether it is for a same or different higher graded team than the other games in which they have played then the player shall automatically be graded as a member of the higher graded team, in which that game is played and shall no longer be eligible to play in any lower grade. c) A player can play: Any part of one quarter for a team or teams that are graded higher than the individual player is registered in, without affecting registration 3. Late Registrations of Players 3.1 Players who are registered after the first Saturday of first round will be deemed to be late. 3.2 The last day upon which a player can be registered in a team is the day that the team plays its game three of the Third Round (refer to Rulings for Semis and Finals). 3.3 Any non-registered player that takes the court for two (2) games or part thereof will be deemed to be registered in the Club and Team at the commencement of the third (3 rd ) game. 4. Males participation in competition: 4.1 Males may participate in competition: a) Males up to and including Year 10 are entitled to participate in netball without limitations (i.e. can play netball at school, centre or representative level). Restricted to: Junior up to three males and senior up to two males, on the court at any one time. b) Males Year 11 and up at 1 st January of that season may continue to play at the discretion of the Netball Centre. Only one male per team permitted on the court at any one time. (Centre to create a discretion criteria) (Netball Mainland policy states: Boys up to the age of 12 years are entitled to participate in Netball without limitations. This means that boys up to the age of 12 years can play Netball at a school or Netball Centre with no restriction on playing positions or numbers on court. Centre discretion is to be used after this age. ) 5. Transgender Players: Exemptions are granted on the basis that: 5.1 The applicant can provide a medical certificate verifying legal female status (Proof of Gender reassignment surgery) or 5.2 The applicant can provide Medical documentation that hormone therapy has brought bloodmeasured testosterone levels within the range of the participants affirmed gender.

Entry form and database spread sheet to be returned to the Centre Manager by required date or a late fee of $50 will be charged. Where a club enters two or more teams in the same grade, the playing strength of each team must be indicated, on the Entry form and Team list. (ie A, B, C.) hence identifying the higher team(s). Any unregistered player is to pay $10 to office prior to taking the court. COMPETITION 1. General Rules 1.1 The format, including number of teams per grade, control, management and commencement of Marlborough Netball Centre competitions shall be approved by the Board whose decision in all matters relating to the conduct of the competition shall be final. 2. Competition Format 2.1 Team Entry Grading: Clubs and schools Team Entry forms indicate team(s) preferred grades. 2.2 Team Grading - Competition Committee place teams in competition grades for Round One, using Team entry form, team/player history and committee knowledge. a) Junior Grades if format time allows grading games may be completed prior to Round One of competition, in order to help with placement of teams in grades. b) Senior Grades One (1) and below if possible pre-season tournaments will be run to help teams prepare for the season and give indication of teams grading level. c) Premier Grade (Closed Grading). i) The Top 5 Premier club teams at the end of the 3 rd round competition and the club team winner of Grade 1 from previous season start in Premier Grade at beginning of new season. ii) The Clubs that hold premier places can choose to relinquish their place and it will be offered to the next club on ranking list. iii) Clubs have a responsibility to provide teams of Premier quality. d) The Social grades will deem to be graded between Grade 3 & 4 in the Competition. e) The Competition Committee shall have the final decision on the placement of teams for Round One, where necessary the Competition Committee will consult with the Board. 2.3 Round One a) Each team in the grade shall play each other. b) Automatic movement of top and bottom teams will take place at the end of the round, for Seniors starting with bottom of grade 1 and top of Grade 2 and below. c) The bottom team in Premier and the top team in Grade 1 will play a promotion/relegation game (as per Premier rules). The winner shall take the Premier place and the loser shall take Grade 1 place. d) The Competition Committee reserves the right to re-grade teams in accordance with the outcomes of the Round One games and /or to accommodate an even competition and to avoid wherever possible the need for a grade to have a bye. e) Round One winner shall receive certificates at that end of season prize-giving.

4 2.4 Round Two (Competition Round) a) Each team in the grade shall play each other. Automatic movement of top and bottom teams will take place at the end of the round, for Seniors starting with bottom of grade 1 and top of Grade 2 and below. b) The bottom team in Premier and the top team in Grade 1 will play a promotion/relegation game (as per Premier rules). The winner shall take the Premier place and the loser shall take Grade 1 place. c) All points for each team from the first round shall be reset to zero. d) Where there are two or more teams from the same Club/school in the same grade, their seeding will be determined by the position on points table that the teams finished on at the end of the Round One. e) Round Two winners shall receive certificates/trophies at that end of season prize-giving. f) Junior Grades then move to Semi and Finals 2.5 Round Three (Championship Round) a) Senior Grades only b) Each team in the grade shall play each other. c) All points for each team from the second round shall be reset to zero. d) Where there are two or more teams from the same Club/school in the same grade, their seeding will be determined by the position on points table that the teams finished on at the end of the Round Two. 2.6 Semi and Finals a) At the conclusion of Round Two for Juniors and Round Three for Seniors and Premier grade the teams ranked 1-4 (on points table) in each grade shall be eligible to contest Semis and Final games: Semi-finals shall be conducted in each grade whereby: Team 1 plays Team 4 Team 2 plays Team 3 Team 5 and 6 do not play in Semi-finals. In the case of Premier the club placed 6 th at the end of Round Three, will start the following season in Grade 1 (refer Competition 2.2 (c)) Finals shall be conducted in each grade whereby: Winner of game plays Winner of game Team 1 v Team 4 Team 2 v Team 3 b) For semis and Finals games the seedings of teams will be determined by the positions of teams at the end of the round directly preceding the Semis and Finals (ie Round Two for Juniors and Round Three for Seniors). c) Teams with no Club teams below them may use players from the Junior Competition, limited to two (2) players regardless of the number of times this player has played for the club during the season. d) Finals winners shall receive certificates/trophies at that end of season prize-giving.

5 3. Results 3.1 MNC will keep tables showing the results of all matches played under its control, and the position of all Clubs/schools taking part in the competition. 3.2 Points in Rounds One, Two and Three shall be awarded as follows: Win Three (3) points Draw Two (2) points Loss when losing score is 3 goals or less One (1) point Premier Only - Loss when losing score is 5 or less One (1) point Win by default Three (3) points 3.3 If, at the end of any Round, two or more teams are on equal points in their grade goal differential will determine final placing. Goal Differential = goals for goals against 3.4 If, at the end of any Round, two or more teams are on equal points, and if the grade has been affected by a default and goal differential comes into play, then all results involving the defaulting team will be removed. 3.5 Semi and Final Rules: a) To be eligible to play in Semi Final or Final players must have played a least three (3) games throughout Rounds One, Two or Three of that season for their Club/School. (also refer 3 Late registrations) b) There are NO draws in Semi Final or Final games. Games play until there is an outcome in the following manner: 1) A two (2) minute interval, substitutions and team changes may be made during this time. 2) Extra time - 2 x 7 minute halves for hour games, 2 x 5 minute halves for 40 minute games, with an interval of one (1) minute at half time. (Substitutions or changes may be made, teams swap ends) 3) If scores are still even at end of extra time, then time continues until there is a two (2) goal advantage by one team. PLAYING THE GAME 4. General Rules Unless otherwise stated, the MNC Competition, as dealt with in these Centre Policies and procedures shall be played in accordance with the rules as set by the International Federation of Netball Associations (IFNA). 4.1 The Board may, at their discretion, schedule games dependent on court availability or other circumstances affecting the draw. Unless otherwise stated, the MNC Premier Competition will be played on a Tuesday evening and all other Senior and Junior games shall be played on a Saturday. 4.2 Rescheduling of competition games requires the approval of Centre Manager. Approval shall not be given unless there is good reason for doing so, such as: a) When two (2) or more players in a competition team are absent playing or administrating in a netball representative fixture or attending a coaching school, the team official must give written notice at least two weeks prior to scheduled game for an alternative date to play, as set by the Centre Manager, in consultation with teams and officials. b) When two (2) or more players or coaches in the competition team are absent playing a New Zealand Sporting Code, the team official must advise in writing a minimum of two (2) weeks prior to the scheduled game, for an alternative date to play, as set by the Centre Manager.

6 c) Other approval may be sought but shall be granted only at the discretion of the Competition Committee. The team official must apply in writing. An alternative date to play shall be set by Centre Manager, in consultation with teams and officials. d) When representative fixtures are being held in Blenheim or within reasonable travelling distance (ie Nelson/Kaikoura), games shall be arranged (if possible) prior to the representative fixtures to allow representative players take park in their Club/school team s game. 5. Postponement/Cancellations 5.1 The Centre Manager may postpone or redirect games, either full day or round by round basis in the event of unsuitable weather conditions. 5.2 Cancellations will be on website and Facebook. 5.3 If cancellation occurs for that day set down, any defaults received prior to the cancellation or postponement shall be subsequently deleted. 6. Default 6.1 Default means a) If a club or school team cannot field five (5) registered players after thirty (30) seconds of signalled time for commencement of game, that team shall be in default. The opposing team shall win by default. b) NO defaults by Premier and Grade One teams in any game are permitted. 6.2 Notified Defaults a) Teams having to default games must notify Centre Manager by text or by 5pm on evening prior to game. (Not leaving a message on answer machine) b) The team that has not defaulted shall receive the points for a win by default. 6.3 Late Defaults/Defaults on the Day of Play a) Failure to field a team of at least five (5) registered players on the day shall mean that the team has defaulted the game. i) A fine of $10 will result in Late defaults or defaults on the day of play. ii) Where travel expenses are incurred by country opposition because of a late default, the defaulting team will be liable to pay those expenses as well as the $10 fine. iii) Where Blenheim teams are scheduled to travel out of town and they have defaulted within the required time they will be fined a non-committal fee of $20 per team, to be reimbursed to the non-travelling team, exemption for Junior Teams only. 7. Score cards/scoring/time Keeping 7.1 Every team in all grades must correctly complete its team list including substitutions (whether or not they take the court) on the scorecard at least 10 minutes before the start of the game.) a) Players first and surnames (ie Zoe Bell) must be entered on the card, not only first names or initials. 7.2 Umpires will be responsible for bringing the scorecard to the court. 7.3 Players not listed on the scorecard before the commencement of the game may NOT take the court and no players names may be entered onto the scorecard once the game has started. 7.4 Players whom are listed are deemed to have played unless marked otherwise. 7.5 Failure of teams to fill in the correct list of players on the scorecard shall be either forfeiture of the game or a fine, at the discretion of the Board. 7.6 Both teams in a game are to supply reliable score/timekeeper for each game that is to be seated in the middle of the court by umpire. 7.7 Failure of a team to supply a scorer means they must accept the score as presented on the official scorecard by the opposing team.

7 8. Spectators 8.1 Clubs and schools are responsible for the behaviour of their spectators 8.2 An authorised person or Board member have the authority to ask a person to leave the court area if the persons behaviour is deemed inappropriate. 9. Uniforms 9.1 Members of Clubs when playing in Centre competition shall wear the registered Uniform of the Club. 9.2 No jewellery of any type, including piercing studs/rings are to be worn, except taped wedding ring and /or medical alert bracelets. No hair attire, including clips may be worn if they are deemed to cause injury. 9.3 Chewing gum on the court will not be permitted. 9.4 For safety fingernails must be CUT not taped. 9.5 As the Netball Centre has a Smokefree Policy the courts and buildings shall be Smokefree at all times. Procedure: A payment of $5 to be paid to the Office by any senior player not wearing the registered uniform before they take the court UMPIRES 10. Duty umpires i. Duty teams will be named to umpire each round. Each team will be responsible for seeing the nominated games are umpired. Where a team member fails to umpire or obtain a suitable umpire for the game then her team shall be penalised. This penalty will be set at the first General meeting of each year. Duty team umpires are requested to wait until ¼ time of the round allocated to ascertain whether they are required during that round. ii. iii. iv. Umpires must not commence games until teams have been duly registered. All registered players in grades 3 and up of the 1st round of the competition, must attend an umpire session & have sat and passed the NNZ centre theory test bank by 4 th game in Round to participate further in competition. (Print certificate and hand into umpire s room) All registered players in Grade 3 and up for Round 2 & 3 must sit and pass the NNZ Centre theory test bank by the 3 rd game of the respective round. $10 fine for the not completing NNZ Centre Theory Test bank by the required time. Procedure: A written warning for the 1 st offence of no show umpires, to be ed to the club and team involved by the Monday. For the 2 nd offence, one team member to not take the court for the 1 st half of their next game. For the 3 rd offence, one team member to not take the court for a full game. Players from the Social grades and grade 4 up may be required to Umpire. DISCIPLINE 11. The Board shall have the authority to arbitrate on all disputes whatsoever which may arise in respect to any match played under the jurisdiction of the Centre. The Board decision shall be final See point 8.2 under spectators

8 GENERAL 12. Safety 12.1 See Health & Safety policy on website and a copy will be in the Saturday office Persons with bicycles, skates, skateboards, rollerblades, scooters and dogs will be asked to remove them from the between the courts while games or trainings are in progress. 13. Use of Images 13.1 The MNC website and facebook may from time to time include photos and images taken as part of Centre events and activities. These photos will be taken in public places and as individuals will not be identified, consent from the individuals is not required. If an individual does not want their photo taken or used on the Centre website or face book they must advise the Centre. 14. General information 14.1 Players may hand valuables into the office for safe-keeping during play. All care will be taken, but no responsibility accepted by the Centre. No responsibility will be accepted by the Centre for any valuables lost on or at the playing courts Any change to Club Liaison and/or contact details must be notified to the Centre manager immediately Clubs are requested to advise the MNC Board of any sponsorship arrangements before finalizing same to avoid doubling up on funding sources Defaults and/or umpiring fines outstanding at the end of the season are advised to clubs and entries will not be accepted from these clubs for the following season until all outstanding monies are received Any team or club fees outstanding at due date (20 th June in each year) will have a 10% penalty added to the total due All clubs will be required to provide assistance in the running of regular competitions as required by the MNC Board. Schools may be asked to assist. An adult representative from the club to be present to direct duties. Procedure: Clubs will be required to assist with the following: Setting out and bringing in of equipment, Tiding of Facilities Umpiring duties & Manning gates on Gold Coin days Small clubs of less than 3 teams will be attached to larger clubs for allocation of duties.

9 Representative Coach Objectives All Coaches must be currently coaching and be affiliated with a club. All Coaches must have done their PCC Coaching Coarse and working towards Community Coaches Award, except if coaching the U15 & U17 teams - you MUST already have both of these. All Coaches must be coaching at a level relevant to the age group concerned. All Coaches will undergo Police Vetting and interviewed. MNC Coaches Objectives Are: Training of team to reach a high standard of physical fitness and to play the game of netball with tactical skills. Setting practice and training schedules with all players attending practices regularly unless permission is granted for a special reason. Ensure all players are getting some form of feedback after every game, i.e. 80% positive and 20% negative. Attend all functions arranged by the Centre or Hosting Centre. Submit a written report send to NDO at MNC to be presented to the MNC Board meeting. Report should show the following: Game results (players on court / score and location) Progress of players Recommendations & Observations If there is an injury / illness to a player and replacement is requited then the Rep committee will put in writing to the MNC Board for approval NO PLAYER WILL BE TAKEN BEFORE HAND. You will be given full support from the Rep committee and should matters arise then they can address these with you the coach and work to a solution. Use this link for the Job Description of a MNC Rep Coach. Representative Player Objectives MNC Players Objectives Are: A High standard of behaviour and sportsmanship are expected at all times. All directions given by Coach / Manager / Captain to be carried out and extend the utmost co-operation, courtesy. All team members are to travel to fixtures together unless exceptional circumstances and permission was given by Rep Committee and MNC Board. Smoking and drinking alcohol is NOT permitted at ANY time. When teams are traveling coaches / managers will decide appropriate traveling uniform. A bond is payable when uniforms are given out. The kit is your responsibility and you will be invoiced for loss of damage. If behaviour of players is out of hand they will be sent home. Rep Team practices must take president over club practices as it is an honour to be selected and a privilege so full commitment is required.

10 Representative Player and Teams Selection Policies, Procedures and Criteria MNC Representative Sub Committee Objectives Are: To advertise and appoint coaches and managers for each representative team. To appoint selection panel who will adhere to the MNC s selection policy. The MNC Rep committee will inform all players by advertising open trials. To provide all equipment and uniforms that are required for each teams representative season campaign. To ensure all coaches / managers / selectors have been met with prior to the first trial and all paperwork and policy documentation have been clearly explained. See Selector Job Description by using this link: Selector Job Description MNC Selection Policy: The MNC Representative teams will comprise of 10 players, then 10 for the B Team + 2 non travelling players. The selection panel will comprise of the coaches in the age group, a rep sub-committee member and one neutral person appointed annually by the MNC Representative sub-committee. Core Competencies Sound quality of technical skill and consistency of performance Sound tactical knowledge and understanding to consistently make appropriate decisions in demanding situations Incorporate flair and innovation in their game Has a good level of fitness required for this level Can sustain intensity in performance throughout game Personal Qualities Strong work ethic and Discipline Ability to serve as a role model to others Ability to withstand pressure Demonstrates team qualities Versatility, consistency and adaptability MNC Representative Player Selection Criteria: Players selected for a MNC Representative team must demonstrate a high level of Core Competencies and Personal Qualities as outlined above. A MNC representative player will be selected for consistently high performances, attitude, application and consistency throughout the MNC age group trials. A player s previous playing performance may be taken into consideration. Players attending trials must be a registered player within the MNC. Players must attend a minimum of three (3) trials and must be available for all tournament dates required for their age group, any deviation from this is a the rep sub-committees discretion. The MNC ruling is that no more than one (1) tournament can be missed by any player, coach and manager and this information must be given to the MNC Rep committee prior to the naming of the teams; if supplied after, the player, coach or manager may be replaced. Players attending U14, U15 and U17 trials must be under the age of age group as at 1 January of the present year. All players must trial in own age group unless, NDO and Emerging Talent selector deemed that there is no one in the age group that is of equal or better quality following this documents selection policy and criteria. Players may only play for one (1) MNC Representative team per season unless dispensation has been sought and approved by the MNC Board. MNC Selection Procedure: The selection process for the MNC Representative Teams encompasses all age group trials. The selection panel will observe warm up, drills, games and player performances during the age group trials and select 10 players per team and 2 non traveling training partners. The selection panel will dissolve once the squad / teams have been selected. The highest ranking coach will have the final placement on the top 1 x 10 and the coach of the 2 nd team (if numbers allow) the next 1 x 10 and 2 non travelling training partners will then be presented to the Rep Sub-committee. In the event an age group has low numbers attending trials, the selection panel s job will be complete when they have selected the top 12 players for that age group, following this document selection policy and criteria. All coaches final team list, player availability forms, trial paperwork and Marlborough Netball release forms are to be presented to the MNC Rep Sub-committee upon completion of the age group trials. This will be evaluated to check availability, and by majority vote will submit the teams to the MNC Board for final sign off as per the MNC policy. The MNC Rep teams will be announced within 72hrs after trials on website, facebook and club liaisons.
