2 Welcome to the 2014 World Cup Brazil FIFA and the 2014 FIFA World Cup Ticketing Centre (here referred to as the FTC ) would like to welcome you to the 2014 FIFA World Cup that will take place in Brazil, the five-time FIFA World Cup-winning nation, which last hosted the finals in 1950, more than 60 years ago. The FIFA World Cup is a very special experience where fans from all over the world flock to the host nation to witness their favourite team live and in person. It will be held from 12 June to 13 July 2014 and will consist of 64 matches to be played across 12 cities. Thirty two teams will participate (here referred to as the Participating Member Associations or PMAs ), and there will be approximately three million tickets available for purchase for the 64 matches. Approximately 360,000 Purchasable tickets have been reserved for the Supporters of PMAs (excluding PMA Brazil) split between Categories 1, 2, 3 and Tickets for wheelchair users. In order to maximise the number of tickets allocated to the fans, FIFA and the FTC have developed in partnership with your Member Association, this paper application form for PMA Supporters who: a) wish to apply via an alternative method to the Internet and/or b) wish to pay for tickets for the 2014 FIFA World Cup Brazil by bank transfer. 2

3 HOW TO APPLY? ONLINE Visit the 2014 FIFA World Cup Brazil ticketing website dedicated to your Member Association at Online, you will be able to apply for tickets and pay for them using a payment card that is authorised by the issuing bank to complete transactions online. Note that if you are a resident of Brazil, you cannot use this application form and you should use the aforementioned online ticketing website. Visa is the preferred payment method of the 2014 FIFA World Cup Brazil. STEP 1 Collect the Ticket Application Form from your Member Association if you wish to apply via an alternative method to the Internet or want to pay by bank transfer. If you want to pay by payment card, please visit FIFA World Cup Prefers Visa. STEP 2 Read and carefully complete the Ticket Application Form. You must ensure that you fulfil the PMA Supporter Criteria before you complete the form, including, (only where applicable) membership of your Member Associations official Fan Club. BY POST To apply by post, please send the completed Ticket Application Form to your Member Association s Address (only available to applicants who do not reside in Brazil): Unit 4, 2nd Floor, No. 41 Alvand St., Argentine Sq. Tehran, Iran STEP 3 Return the completed Ticket Application Form to your Member Association via fax, post or , using your Member Association's contact details reflected on the other side of this page BY FAX To apply by fax, please send the completed Ticket Application Form directly to your Member Association to You only need to send the Ticket Application Form and the Applicant's Personal Details section of the Ticket Application Form (pages 12, 13 and 14). STEP 4 STEP 5 Wait to receive a notification (by or post) from the FTC confirming the outcome of your application (successful, partially successful or unsuccessful). For further ticketing information regarding the 2014 FIFA World Cup Brazil and the ticket application process, please refer to our list of Frequently Asked Questions located at the end of this form. Make a bank transfer to your Member Association to pay for tickets reserved for you upon receipt of the confirmation of a successful or partially successful confirmation (no later than 28 February, 2014). Please note that neither completion nor submission of the Ticket Application Form guarantees the availability of tickets. If tickets are available and FIFA partially or fully satisfies the application submitted by you with the Ticket Application Form, you will be provided with a confirmation of the transaction. Please refer to the Ticket Sales Regulations or the Frequently Asked Questions located at the end of this form for any questions about the process. STEP 6 STEP 7 FTC If you opt to collect your tickets in Brazil, wait to receive an Official Ticket Confirmation by post from the FTC confirming your tickets have been fully paid. Collect your tickets in Brazil from one of the official FIFA Venue Ticketing Centres or request the delivery to your address (conditions apply).

4 PMA S SUPPORTERS CRITERIA To be able to apply for tickets (as the main Applicant) you August 2013 September 2013 Qualification Period must be of legal age to enter into a binding contract. You must be either a resident or national of the country of your Member Association. If determined by your Member Association you may be required to be a member of the Member Association s Fan Club. You and your Guests (if applicable) must agree and adhere to the General Terms and Conditions for the Use of Tickets, the Ticket Sales Regulations for PMA Supporters and the Stadium Code of Conduct, which are all located at the end of this Ticket Application Form. Please note if you wish to apply via this Ticket Application Form that, due to the administration tasks required to process the applications, your completed form must be received by your Member Association by 04 February 2014; please also take into account the number of days typically required for postal delivery. ADDITIONAL TICKET APPLICATIONS (LAST MINUTE) On 15 April 2014, a Last Minute Sales Phase will commence for all members of the General Public (including applicants that do not qualify as PMA Supporters) via and at official FIFA Venue Ticketing Centres across Brazil where applications received will be handled by the FTC subject to availability on a first-come-first-served basis. Please note: April 2014 During the Last Minute Sales Phase Ticket Applications submitted through this Ticket Application Form will not be accepted and automatically rejected. 5 TICKET PRODUCTS AVAILABLE THROUGH THIS APPLICATION FORM AND PRICES This Ticket Application Form allows you to apply for tickets for the matches played by your Member Association during the 2014 FIFA World Cup Brazil. If you wish to purchase tickets for any match not played by your Member Association, you must apply for International General Public tickets via GROUP STAGE MATCH TICKETS For the Group Stage Matches, you will be able to apply for Team Specific tickets that are available for each of the 3 Group Stage Matches played by your Member Association (three matches between Match 1 and Match 48). ROUND OF 16, QUARTER-FINAL, SEMI-FINAL, 3RD/4TH PLACE AND FINAL You may apply for Conditional Team Specific Tickets which are available for each of the 4 Second Round Matches (Match 49 Match 64) that could potentially be played by your Member Association, including the Round of 16, Quarter-Final, Semi-Final, 3rd/4th Place and the Final (please note a Member Association cannot play both the 3rd/4th Place Match and the Final Match). All Conditional Team Specific Tickets are conditional upon your team qualifying and progressing to the respective stage of the Second Round. If your team does not progress to the stage of the Second Round for which you have requested a Conditional Team Specific ticket, your right to receive a ticket for such stage(s) will cease to exist. You will be entitled to a refund of those tickets minus any applicable bank charges and a handling charge deducted by FIFA equivalent to US$10 per customer/guest (up to a maximum of US$40 per Ticket Application) regardless of the number of Second Round Matches that your application may have covered through the request. A limited number of tickets for users of wheelchairs will be available (which could be accompanied by a free complimentary ticket, if required) exclusively for persons who are unable to attend a football match without the use of a wheelchair. The seat locations of this Category vary from stadium to stadium. Please note, customers who apply for and purchase Category Wheelchair Tickets must provide proof of eligibility upon Ticket collection and entrance to the Stadium. Failure to provide proof of eligibility may result in the cancellation of the Tickets. Please be courteous to the other fans, and only apply for these Tickets if you truly require them. These tickets are limited in number due to Stadia configuration. Please provide a proof of disability that is commonly and widely accepted in your country of residence. BELO HORIZONTE BRASILIA TICKET CATEGORIES For PMA Supporters FIFA makes available tickets in the following three different categories: Category 1: is the highest price, and located in prime areas within the stadium. Category 2: is outside of Category 1. Category 3: is outside of Category 1 and 2. FIFA determines the categorisation of each seat in the stadium on a match-by-match basis. This means that (i) the ticket category to which a specific stadium seat is assigned, may vary from match to match; (ii) all ticket categories, including category 1, may comprise stadium seats of the lower and upper tier, (iii) the ticket categorisation remains unaffected from any conditions on the match day, such as weather conditions; and (iv) ticket category boundaries may vary from match to match. Such differentiation is necessary to secure that the maximum number of tickets can be made available to football fans. 5

If you are requesting a Category Wheelchair ticket and require an accompanying person please specify this when you complete Ticket Application Form. ** Opening Match Premium: Match 1 (the Opening Match), includes the Opening Ceremony of the 2014 FIFA World Cup Brazil ; therefore the Opening Match ticket s face value price is higher than the face value price of tickets for the other Group Stage Matches. If the team of your Member Association is playing the Opening Match then the aforementioned premium will be automatically incorporated into the ticket price. 7

8 HOW THE TICKET REQUEST PROCESS VIA THIS TICKET APPLICATION FORM WORKS THE TICKET APPLICATION FORMS Only official 2014 FIFA World Cup Brazil Ticket Application Forms in a complete, undamaged and unchanged form will be processed. Please read the information in this Ticket Application Form carefully. Select the matches played by your team that you would like to attend (please double-check that you are applying for the correct match before completing the form, by referring to the Match Schedule that can be found at matches/matchschedule.html). Ensure also that your application complies with the Sales Restrictions (specified in page 10 of this form) as well as other requirements reflected in the form and that you have signed where indicated. Write all your details clearly in CAPITAL LETTERS. All mandatory fields must be provided or the Ticket Application Form will not be processed. We recommend that you make a photocopy of your completed Ticket Application Form for your own records. PERSONAL DETAILS As the main Applicant, you will need to provide your personal information within the Ticket Application Form including address (if you do not have an address, then you must provide a mobile/cell telephone number). You must also provide personal information for your Guests. Do not apply for tickets if you are unsure of the personal details of any of your Guests as this data is mandatory at the time of application. RETURN OF THE TICKET APPLICATION FORMS Once you have completed this Ticket Application Form: post, fax or send a scanned copy via directly to your Member Association at the address, fax or details provided on section How to Apply? of this document. Any applications received late will not be processed. The Football Federation Islamic Republic of Iran will enter the details of your Ticket Application Form into the Ticketing System of FIFA Ticketing. All Ticket Application Forms received throughout the ticket application period will have an equal chance of success, regardless of whether they are received by FIFA Ticketing at the beginning or the end of the PMA Sales Phase. TICKET CONFIRMATION AND ALLOCATION If the quota for a specific match and category is greater than the number of applications received for such match and category, tickets will be allocated and confirmed for all valid ticket applications. If, however, the demand exceeds the quota for the match and category applied for, tickets will be allocated to the successful Applicants via a random selection draw or (if applicable) according to the Member Association s Fan Club policy. Please note that your application could also be only partially successful (for more information, please refer to section Applications Fully or Partially Successful, located in page 10 in this form). NOTIFICATION Applicants who provide an address in their Ticket Application Form will receive a notification reflecting the outcome of their ticket application by ; alternatively those applicants who do not provide an address in their application will be notified by post or fax (if a fax number is provided). Applicants will be contacted approximately 5 days after the ticket allocation has taken place to confirm whether or not they have been successful. For successful or partially successful applications the notification will indicate the tickets allocated. Additionally, your Member Association will also be informed of the outcome of the Ticket Applications. By submitting your Ticket Application Form, you consent to these notification methods. PAYMENT When applying with this Application Form and your ticket application is successful or partially successful, you will be obliged to pay for the tickets via bank transfer. Please note that you must not process any transfer of funds until you are instructed to do so by the FTC. Once your ticket request is confirmed, you will be instructed to pay the required amount into the Football Federation Islamic Republic of Iran bank account quoting your Personal Identification Number composed of the three letter code of the Participating Member Association, plus the Applicant s entire passport number (including letters if applicable); please refer to the section Your Personal Identification Number located in page 10. You will need to take the bank transfer details to your bank and advise them of the amount to be paid. Once payment is received, a notification will be sent to you by post or fax (if a fax number is provided). Remember that bank transfer payments must be received by the FTC by the payment deadline (28 February 2014). Ensure that your payment is processed in your local currency including all fees, including both sending and receiving bank s charges. Not including both charges, late or partial payment may result in payment shortfalls and consequently your application not being considered as paid in full. Please note that the cost of all currency conversions must also be paid and covered by the Applicant in the wire transfer. If you do not receive a notification, your payment may not have been received by the deadline and the tickets reserved for you may have been cancelled. If you have not received your notification by the 31 March 2014, please contact the FTC using the contact information on the back cover of this Ticket Application Form. Failure to make payment in full by the payment deadline (28 February 2014), will result on the FTC cancelling the tickets reserved for you. FIFA Ticketing or the FTC cannot accept any liability for payments that are misdirected or not received by the 8

9 dates required. FIFA OFFICIAL TICKET CONFIRMATION A FIFA Official Ticket Confirmation will be sent by post to successful Applicants that choose to collect their tickets in Brazil (Applicants who select their tickets to be delivered by courier will not receive a FIFA Official Ticket Confirmation). It will contain the name of the Applicant (or Guest) and the matches for which tickets are confirmed. This confirmation does not authorise you or your Guests to gain access to the stadia to attend the matches of the 2014 FIFA World Cup Brazil. Only official tickets, which can be picked up at official FIFA Venue Ticketing Centres located in Brazil or requested to be sent by courier (conditions apply), can be used to gain access to a stadium (additional identification may be required to collect the tickets such as Passport, National ID or a valid proof of disability if the ticket application contains wheelchair access tickets). The Official Ticket Confirmation confirms the purchase of your tickets. It can also be used by Applicants who require a confirmation of purchase in order to gain a visa to travel to Brazil. Please note that Official Ticket Confirmations or tickets will not guarantee that you will be able to obtain a visa to enter in Brazil. TICKET COLLECTION OR DELIVERY Once your application has been successful, you have paid for the tickets in full and you have received an Official Ticket Confirmation (if applicable), your tickets will be available for collection or delivery. If you decide to collect in Brazil in any of the official FIFA Venue Ticketing Centres, the details of these collection points will be announced closer to the time. In order to collect and have your tickets printed, you must bring your Official Ticket Confirmation as well as additional identification such as Passport or National ID). Alternatively your tickets can be delivered by courier, taking in consideration the following conditions: o Tickets cannot be delivered if you apply for Category Wheelchair tickets for yourself or any of your guests due to the need to check the required proof of disability. o If your application contains tickets for Conditional Second Round matches, then all tickets contained within the application must be collected in Brazil o The costs of this service will need to be covered by your remittance (US $41). o Certain countries and/or addresses may not be eligible to receive tickets by delivery. o Due to operational and/or Stadium-related reasons it may not be possible for tickets to be delivered, in such cases, FIFA will arrange for the refund of the applicable delivery fee. All Applicants opting for the delivery of tickets that are successfully allocated to them (with the exception of tickets mentioned above) must accept the Delivery Terms of Service. For a copy of the Delivery Terms of Service, please contact the FTC using the contact information on the back cover of this Ticket Application Form. If you have been allocated conditional tickets for the Round of 16 onwards, you will only be able to collect these conditional tickets upon your team qualifies to play in the match for which you have the right to receive a ticket upon qualification; these tickets will become available for collection the day after a team progresses through to the next stage in the tournament. 9

10 GUIDELINES TO TAKE IN CONSIDERATION WHEN USING THIS TICKET APPLICATION FORM Please find below certain rules pertinent to this ticket application form in addition to those being stated in the Ticket Sales Regulations. BANK TRANSFER DETAILS Payment can be made at any bank providing you supply all the required information regarding the Bank Transfer Details. COMPLETION OF TICKET APPLICATION FORMS You will be solely responsible for the submission of the Ticket Application Form in a complete, undamaged and unchanged form. In all cases incomplete, damaged or changed Ticket Application Forms will be rejected by the FTC. No additional notes, requests, attachments, appeals, changes or further alterations to the standard offer contained in the Ticket Application Form will be accepted by the FTC. SALES RESTRICTIONS Each household may apply for a maximum of 4 tickets per match (including Main Applicant, and up to 3 Guests taking in consideration that companions of wheelchair users count as a Guest) and for up to a maximum of 7 matches (or 8 if the application includes both the Match for the 3rd place and the Final). All tickets ordered for a given match must be for the same ticket category, but you can order different categories for different matches. If you order tickets through any other sales channel (i.e. through the general public sales channel available at please be aware that multiple applications that result in tickets allocated in excess of the sales restrictions may be cancelled. APPLICATIONS FULLY OR PARTIALLY SUCCESSFUL Once the Ticket Allocation process has taken place, your ticket application may be fully or partially successful or unsuccessful. If your application also includes Guests, please note that in the event of a random selection draw taking place, the outcome of the draw will never divide your party (i.e. you and your party may be fully successful or unsuccessful for a given match). It is of crucial importance for the FTC to identify your payment; it is your responsibility to clearly indicate your Personal Identification Number (explained below) within the Message to Beneficiary section in order for the FTC to be able to track your payment and link it to your ticket application, failing/failure to do so, the FTC cannot locate your payment you will run the risk of your Ticket Application being considered as unpaid and ultimately cancelled. It is imperative that the wire transfer is processed in full in US dollars including all fees (delivery fees if applicable and both sending and receiving bank s charges). Not including all charges and fees may result in payment shortfalls and consequently your application not being considered as paid in full. Please note that the cost of all currency conversions must also be paid and covered by the Applicant in the wire transfer. YOUR PERSONAL IDENTIFICATION NUMBER Your Application Form is identified with a Personal Identification Number. Your Personal Identification Number is composed of the three letter code of the Member Association, plus the Applicant s entire passport number (including letters if applicable). Use the box below in order to create your Personal Identification Number. For your convenience, your Member Association s three letter code is already printed. IR N PASSPORT NUMBER Do not forget to include this Personal Identification Number within the Message to Beneficiary section, at the time of making the Bank wire transfer so that the FTC can identify your payment. DEADLINE FOR SUBMISSION OF APPLICATION FORM All Ticket Application Forms must be received at the address indicated in page 3 before 04 February Any application received after this date will not be processed and therefore rejected. 10

11 FREQUENTLY ASKED QUESTIONS WHO IS THE FIFA TICKETING CENTRE? The FIFA Ticketing Centre ("FTC") is a trading name of MATCH Services AG which has been appointed as the service provider to FIFA Ticketing for the sale of 2014 FIFA World Cup Brazil tickets. HOW MANY TICKETS CAN I APPLY FOR? You can apply for tickets for up to 4 persons per 2014 FIFA World Cup match (including yourself as Main Applicant, and up to 3 Guests taking in consideration that companions of wheelchair users count as a Guest), for a maximum of 7 matches (or 8 if your application includes the Match for the 3rd place and the Final). If you submit a Ticket Application Form for more tickets than allowed per match or for more than one single match on the same match day, or multiple Ticket Application Forms for the same match, all ticket applications submitted by such ticket applicant will be rejected by FIFA. HOW WILL I KNOW ABOUT THE OUTCOME OF MY APPLICATION? All applicants will be contacted approximately 5 days after the ticket allocation has taken place to confirm whether or not they have been successful. For successful or partially successful applications the notification will indicate the tickets allocated and will invite you to proceed with the payment using the Bank Transfer details provided. Applicants who provide an address in their Ticket Application Form will receive a ticket confirmation by ; alternatively those applicants who do not provide an address in their application will be notified by post. WHICH TICKET CATEGORIES CAN I APPLY FOR WITH THIS TICKET APPLICATION FORM? You may apply for tickets in category 1, 2, 3 and wheelchair tickets (which could be accompanied by a free complimentary ticket, if required). The locations, prices and characteristics of each category are described within this form. All forms must be received before 04 February Make sure that your application complies with the Ticket Application Rules & Guidelines described in this application form and that you have signed the form to indicate acceptance of the General Terms and Conditions for the Use of Tickets and Stadium Code of Conduct. WHEN DO I HAVE TO PAY FOR MY TICKETS? You must not wire any money until you receive confirmation of a successful ticket application. If your ticket application is successful; you will be instructed to pay the required amount into FIFA s bank account quoting your Personal Identification Number (composed of the country code and your passport number). Remember that bank transfer payments must be received by FTC by the payment deadline (28 February 2014). Ensure that your remittance includes any additional bank charges. All payments must be received in full, processed in US dollars including all fees, including both sending and receiving bank s charges. Not including both charges may result in payment shortfalls and consequently your application being rejected. I UNDERSTAND I AM APPLYING FOR CONDITIONAL TICKETS. WHAT HAPPENS WHEN MY TEAM DOES NOT PROGRESS ACROSS THE NEXT ROUND, IF I HAVE TICKETS CONFIRMED FOR THOSE ROUNDS? If your team does not progress throughout all the stages for which you purchased tickets, you will be entitled to a refund of the tickets price of those tickets that you purchased for matches in which your team does not participate minus a small Handling Fee deducted by FIFA equivalent to US$10 per customer/guest (up to a maximum of US$40) regardless of the number of Second Round Matches covered through your ticket application. Additionally, any payment shortfalls in the original payment due to bank wire transfer may be deducted from the amount to be refunded. Please note that this refund will not be processed immediately after your team is eliminated. The FTC will start processing the refunds once the 2014 FIFA World Cup is finished, between August and September I RESIDE IN BRAZIL. CAN I USE THIS TICKET APPLICATION FORM? No. Independently of the Member Association that you support, you are not authorised to use this Application Form if your residence is Brazil. 15 2014 FIFA World Cup Brazil TICKET SALES REGULATIONS FOR GENERAL PUBLIC FIFA Ticketing AG Final version dated 17 August, Purpose of these Ticket Sales Regulations 1.1 These Ticket Sales Regulations shall apply to, and govern, the sales of tickets by FIFA ( Tickets ) to individuals (i) not being a resident of Brazil and (ii) not purchasing a Ticket in a FIFA Venue Ticketing Centre in Brazil (as defined in section 11.1 below) for match(es) ( Matches ) of the 2014 FIFA World Cup Brazil ( Competition ) that may be made available by FIFA Ticketing AG, a subsidiary of Fédération Internationale de Football Association (collectively, FIFA ). 1.2 The number of Tickets made available for sale to the general public will be determined by FIFA for each Match. Due to temporary media facilities, Ticket allocations reserved by FIFA for customer groups other than the general public, as well as further security or other organisational needs, which may all vary for each Match, the number of Tickets will vary from Match to Match and will never be equivalent to the total number of seats in the stadium in which a Match takes place ( Stadium ). During the Competition on any given Match day, the Stadium is under the control of FIFA, the local organizing committee for the 2014 FIFA World Cup (Copa do Mundo da FIFA 2014 Comitê Organizador Brasileiro Ltda.) ( LOC ), the FIFA Ticketing Centre ( FTC ) and the FIFA Ticketing Office ( FTO ), which are trading names for FIFA s service provider MATCH Services AG and its Brazilian subsidiary MATCH Serviços de Eventos Ltda., or the Stadium management and/or the Brazilian public authority(ies) responsible for safety and security in connection with the Matches, and their respective employees, volunteers, agents, representatives, officers and directors (all together FIFA World Cup Authorities ). 1.3 The sale of Tickets by 2014 FIFA World Cup Venda de Ingressos Ltda(i) to individuals being a resident of Brazil or purchasing a Ticket in a FIFA Venue Ticketing Centre within Brazil (as defined in section 11.1 below) or (ii) to customer groups other than the general public or (iii) that are part of a ticketing product containing other benefits, products and/or services in addition to the Tickets, such as, but not limited to, parking and/or catering services will be governed by specific sales regulations applicable for these forms of sale of Tickets A TICKET MUST BE PURCHASED FOR EACH PERSON WHO WISHES TO ATTEND A MATCH, REGARDLESS OF AGE. 2. Ticket Application Form 2.1 The Ticket application form made available by FIFA, the FTC or any other third party authorised by FIFA, is the only means through which an individual may request to purchase a specified number and category of Tickets for Matches in accordance with its terms and conditions, including, without limitation, these Ticket Sales Regulations ( Ticket Application Form ). 2.2 The individual completing and submitting the Ticket Application Form ( Ticket Applicant ) will be solely responsible for the accurate content of the Ticket Application Form and its submission in a timely, complete, undamaged and unchanged form pursuant to these Ticket Sales Regulations and the Ticket Application Form. Inaccurate, late, incomplete, changed or damaged Ticket Application Forms will be rejected by FIFA. Additional notes, requests, attachments, appeals, changes or further alterations to the standard offer by the Ticket Applicant which may be contained in, or attached to, the completed Ticket Application Form will not be considered or accepted by FIFA. Any acceptance by FIFA is based on the assumption that all information provided by the Ticket Applicant is accurate and correct. In the event that, subsequent to FIFA s partial or full acceptance of the Ticket Applicant s offer, FIFA detects in the content provided by the Ticket Applicant any inaccuracy or deviation from the standard offer, such acceptance shall not be deemed nor construed as FIFA s acceptance of such inaccuracy or deviation from the standard offer and FIFA may, fully or partially, cancel, at its sole discretion, the Tickets allocated to the Ticket Applicant and terminate the Ticket Sales Agreement, pursuant to the 2014 FIFA World Cup Brazil General Terms and Conditions for the Use of Tickets ( GTCs ) and these Ticket Sales Regulations. 3. Selection of Ticket Categories 3.1 Under these Ticketing Sales Regulations, FIFA sells Tickets for all Matches to the general public in four (4) different price categories, defined as Ticket category 1 to 4 ( Ticket Category ), with Ticket Category 1 representing the highest price category and Ticket Category 4 the lowest price category. All Tickets in Ticket Category 4 ( Category 4 Tickets ) will be sold exclusively to, and must be used by, individuals resident in Brazil. The assignment of Stadium seats to one of the four Ticket Categories will be done by FIFA on a Match-by-Match-basis for each Stadium individually in accordance with international standards as indicated in the Ticket Application Form. FIFA DETERMINES THE CATEGORISATION OF EACH SEAT IN THE STADIUM ON A MATCH-BY- MATCH BASIS. THE TICKET APPLICANT ACKNOWLEDGES THAT (i) THE TICKET CATEGORY TO WHICH A SPECIFIC STADIUM SEAT IS ASSIGNED MAY VARY FROM MATCH TO MATCH; (ii) ALL TICKET CATEGORIES, INCLUDING TICKET CATEGORY 1 MAY COMPRISE STADIUM SEATS OF THE LOWER AND UPPER TIER OF THE STADIUM; (iii) THE TICKET CATEGORISATION REMAINS UNAFFECTED FROM ANY CONDITIONS ON THE MATCH DAY, WHICH MAY HAVE AN IMPACT ON THE USE OF THE SEATS, SUCH AS WEATHER CONDITIONS; AND (iv) TICKET CATEGORY BOUNDARIES MAY VARY FROM MATCH TO MATCH. SUCH DIFFERENTATION IS NECESSARY TO SECURE THAT THE MAXIMUM NUMBER OF TICKETS CAN BE MADE AVAILABLE TO FOOTBALL FANS AND AT THE SAME TIME THE GLOBAL MEDIA AND FURTHER STAKEHOLDERS ARE SERVICED. The Ticket Applicant must indicate in the Ticket Application Form the Ticket Category requested for each Match. The Ticket Applicant may only apply for one (1) Ticket Category per Match unless permitted under section 3.2 below. 3.2 If the Ticket Applicant has duly indicated his consent in the Ticket Application Form to be allocated Tickets in a lower Ticket Category than that Ticket Category specified as his/her first choice, the Ticket Application Form completed and submitted for his/her first choice shall be deemed to implicitly contain the Ticket Applicant s offer to purchase Tickets in such lower Ticket Category (subject to availability and the sales restrictions on Category 4 Tickets). 4. Sales Restrictions 4.1 THE TICKET APPLICANT CAN ONLY APPLY FOR A MAXIMUM OF FOUR (4) SINGLE TICKETS FOR UP TO SEVEN (7) MATCHES PER HOUSEHOLD (I.E. A TOTAL OF 28 TICKETS) AND ONLY FOR ONE SINGLE MATCH ON ANY GIVEN MATCH DAY. THE TICKET APPLICANT CAN ONLY APPLY FOR CATEGORY 4 TICKETS IF THE TICKET APPLICANT IS RESIDENT IN BRAZIL AND FOR GUESTS WHICH ARE RESIDENT IN BRAZIL. 4.2 ALL TICKET APPLICATION FORMS RECEIVED FROM A TICKET APPPLICANT WILL BE AUTOMATICALLY REJECTED BY FIFA IF THE TICKET APPLICANT (i) APPLIES FOR MORE TICKETS OR MORE TICKET CATEGORIES THAN PERMITTED PER MATCH OR FOR MORE MATCHES THAN PERMITTED PURSUANT TO THESE SALES REGULATIONS; (ii) APPLIES FOR MORE THAN ONE SINGLE MATCH ON THE SAME MATCH DAY; (iii) APPLIES FOR A CATEGORY 4 TICKET BUT IS NOT RESIDENT IN BRAZIL; (iv) SUBMITS MULTIPLE TICKET APPLICATIONS FOR THE SAME MATCH; OR (v) BY ANY MEANS CIRCUMVENTS THE SALES RESTRICTIONS ESTABLISHED HEREIN, INCLUDING BY USING THE SAME PAYMENT CARD IN DIFFERENT TICKET APPLICATIONS. 4.3 THE SALES RESTRICTIONS SET FORTH IN SECTIONS 4.1 and 4.2 ABOVE SHALL APPLY TO ALL PERSONS IRRESPECTIVE OF WHETHER A PERSON APPLIES HIMSELF/HERSELF AS TICKET APPLICANT OR IS NAMED AS GUEST IN OTHER TICKET APPLICATION FORMS. THEREFORE A TICKET APPLICATION SHALL BE AUTOMATICALLY REJECTED FOR THE PERSON IN VIOLATION OF ANY OF THESE SALES RESTRICTIONS AS TICKET APPLICANT AND/OR GUEST. 4.4 Any acceptance by FIFA is based on the assumption that the Ticket Applicant has observed all sales restrictions set forth in this section 4. In the event that, subsequent to FIFA s partial or full acceptance of the Ticket Applicant s offer, FIFA detects any violation of the sales restrictions, such acceptance shall not be deemed or construed as FIFA s acceptance of such violation of the sales restrictions and FIFA may, fully or partially, cancel, at its sole discretion the Tickets allocated to the Ticket Applicant and terminate the Ticket Sales Agreement pursuant to the GTCs and these Ticket Sales Regulations 5. Availability of Tickets 5.1 Tickets will be made available in different sales phases as described in the Ticket Application Form and further Ticket sales materials which FIFA may publish from time to time. FIFA s ability to satisfy a request for Tickets as specified by the Ticket Applicant in the Ticket Application Form depends on the total number of Tickets requested from Ticket Applicants and, with respect to certain sales phases, the results of the random selection draws for oversubscribed Matches. Tickets are only available within the available Ticket allocations. FIFA may release additional Tickets from reserved allocations for sale to the general public and other customer groups from time to time. 6. Ticket Purchase Offer 6.1 The Ticket Applicant is solely responsible for the accuracy of the content provided by the Ticket Applicant in the Ticket Application Form. Completion and submission of the Ticket Application Form to FIFA, the FTC or any other third party authorised by FIFA constitutes an irrevocable and binding offer to FIFA by the Ticket Applicant to purchase the Tickets identified in the Ticket Application Form. However, the Ticket Applicant s offer for a certain quantity of Tickets for a Match shall be deemed to implicitly contain the Ticket Applicant s offer to purchase the same, or a lower, number of Tickets for the same Match or for a lower number of Matches. 6.2 The Ticket Applicant must be of legal age to submit to FIFA a binding offer for the purchase of a Ticket. 6.3 THE TICKET APPLICATION FORM MAY BE CHANGED OR CANCELLED BY THE TICKET APPLICANT AFTER SUBMISSION UNTIL SUCH DATES AS INDICATED IN THE TICKET APPLICATION FORM BUT IN ANY CASE NO LATER THAN PROVISION OF THE TICKET CONFIRMATION TO THE TICKET APPLICANT AS DEFINED BELOW. 6.4 NEITHER COMPLETION NOR SUBMISSION OF THE TICKET APPLICATION FORM BY THE TICKET APPLICANT, NOR FIFA S ACKNOWLEDGEMENT OF RECEIPT OF THE TICKET APPLICATION FORM GUARANTEES THE AVAILABILITY OF TICKETS FOR THE TICKET APPLICANT, OR CONSTITUTES THE CONCLUSION OF THE SALE OF TICKETS. IN ORDER TO BE SUCCESSFUL A TICKET APPLICATION FORM MUST BE PROCESSED BY FIFA PURSUANT TO SECTION 7 BELOW. 7. Acceptance by FIFA 7.1 If Tickets are available and FIFA partially or fully satisfies the request stipulated in the Ticket Application Form by allocating Tickets to the Ticket Applicant, the Ticket Applicant will be provided with a confirmation of the transaction by , post, SMS, fax, personal delivery or otherwise ( Ticket Confirmation ). The Ticket Confirmation will specify the quantity of Tickets allocated to the Ticket Applicant, the Ticket Category, the venue and the Match (i.e. the number of the Match according to the Match schedule comprised in the Ticket Application Form, but not necessarily the specification of the participating teams). THE TICKET CONFIRMATION WILL NOT IDENTIFY SPECIFIC SEAT NUMBERS, WHICH WILL ONLY BE ASSIGNED IN A LATER STAGE, PURSUANT TO SECTION 10 BELOW. The issuance or remittance of the Ticket Confirmation represents FIFA s partial or full acceptance of the Ticket Applicant s offer and constitutes the conclusion of the agreement for the sale of Tickets ( Ticket Sales Agreement ). FIFA may notify unsuccessful Ticket Applicants, without being required to provide any reasons for the rejection of a Ticket application. 7.2 All Ticket sales are final. Anyone who purchases, holds or uses a Ticket ( Ticket Holder ) cannot elect to cancel a purchase or return Tickets after conclusion of the sale, provided however, that: (i) certain third party transfers by a successful Ticket Applicant may be permitted in limited circumstances pursuant to FIFA s Ticket transfer policy, which will be defined by FIFA and made available on and (ii) special rules may be applicable with respect to Team Series Tickets ( TSTs ) as described in the Ticket Application Form; FIFA may cancel the Ticket and terminate the Ticket Sales Agreement, fully or partially, pursuant to the GTCs and these Ticket Sales Regulations. EXCEPT FOR THE SPECIAL CASES SET FORTH ABOVE IN THIS SECTION 7.2, THE TICKET APPLICANT IS NOT ENTITLED TO CANCEL A PURCHASE OR TERMINATE THE TICKET SALES AGREEMENT OR RETURN TICKETS AFTER CONCLUSION OF THE SALE. 8. Price; Taxes; Fees; Currency; Delivery Fees 8.1 The price for Tickets is determined by FIFA and will be set out in the Ticket Application Form. Ticket prices will depend on (i) the Ticket Category, and (ii) the stage of the Competition (i.e. group stage, round of 16, quarter-finals, semi-finals, third place Match and final). In addition, the price of Tickets for the opening Match is higher than the price of Tickets for the other group stage Matches. The prices determined by FIFA for the Ticket Categories depending on the stage of the Competition shall remain the same throughout all sales phases. All prices include all applicable taxes and exclude any delivery fees as set forth in Clause Due to the high level of administration connected with TSTs, in addition to the price printed on the face of each Ticket, an additional TST fee will be due for all TSTs, as set forth in the Ticket Application Form. In case a TST purchase is cancelled by FIFA due to the non-qualification of the relevant team, FIFA will refund the payment made by the Ticket Applicant less US Dollars (ten United States Dollars). 8.3 The price printed on the face of each Ticket sold by 2014 FIFA World Cup Venda de Ingressos Ltda, in Brazil is fixed in Brazilian Reais and the price printed on the face of each Ticket sold by FIFA Ticketing AG is fixed in US Dollars, and such face prices shall not be changed throughout the sales process, regardless of currency exchange fluctuation. 8.4 In case a Ticket Applicant requests that the allocated Tickets shall be delivered by courier to the Ticket Applicant as set forth in Clause 11.1, the Ticket Applicant will be solely responsible for any delivery fees associated with such delivery. The amount of the delivery fees will depend on the address to which the Tickets shall be delivered. The delivery fee will be payable in addition to the Ticket price payable by the Ticket Applicant and will be charged from the Ticket Applicant in the same currency as the Ticket price. 8.5 In any and all Ticket transactions in other currencies, which need to be converted into US Dollars, currency exchanges will be determined by the Ticket Applicant s payment card company during the billing process. Further information on applicable currency exchange rates may be obtained from the Ticket Applicants payment card company. In case of wire transfers, the currency exchange rate will be based upon the exchange rate offered by the bank where the Ticket Applicant requests the wire transfer, as determined on the date that the wire transfer is requested by the Ticket Applicant. 9. Payment Process 9.1 FIFA will accept such means of payment as indicated in the Ticket Application Form. 9.2 If the Ticket Applicant choses to pay by payment card, the nominated payment card to purchase Tickets must be registered in the name of the Ticket Applicant. Any Ticket Application Form nominating a payment card not registered in the name of the Ticket Applicant shall be rejected by FIFA. Any acceptance by FIFA is based on the assumption that the payment card used is registered in the name of the Ticket Applicant. In the event that, subsequent to FIFA s partial or full acceptance of the Ticket Applicant s offer, FIFA detects the use of a payment card not registered in the name of the Ticket Applicant, such acceptance shall not be deemed or construed as FIFA s acceptance of such violation of these Ticket Sales Regulations and FIFA shall, fully or partially, cancel the Tickets allocated to the Ticket Applicant and terminate the Ticket Sales Agreement, pursuant to the GTCs and these Ticket Sales Regulations. 9.3 The Ticket Applicant must ensure that his nominated payment card is valid for the duration of the applicable Ticket sales phase, that all required information is provided and confirmed, and there is sufficient credit for the transaction requested.
