3 4 5 1 Introduction Never before has a FIFA Confederations Cup boasted such a high-profile line-up. The 2013 edition promises to be one of the most attractive tournaments ever from a sporting point of view, with four FIFA World Cup TM champions, including current holders Spain, as well as Italy, Uruguay and hosts Brazil the latter making their record seventh consecutive appearance all in the starting blocks alongside continental champions Mexico, Japan, newcomers Tahiti as well as the yet to be confirmed African champions. The FIFA Confederations Cup, set to take place between 15 June and 30 June 2013, can only increase anticipation for the FIFA World Cup TM one year later. Approximately 830,000 coveted tickets will be available for purchase exclusively via FIFA.com, the official event site. Although the 16 matches represent only a quarter of the FIFA World Cup TM schedule, its field of first-class participants will guarantee a smaller but no less appealing affair. Football fans can expect fascinating encounters on the pitch, in the stands and throughout the six host cities. Bodies and entities involved in the Ticketing Operations FIFA is determined to ensure that tickets will be accessible to all football fans in Brazil and across the world. Therefore, FIFA has established a special entity, the FIFA Ticketing AG chaired by FIFA Secretary General Jerôme Valcke, and also created a dedicated Ticketing Sub-Committee, chaired by Horst R. Schmidt, in charge of defining the Ticketing policy and related decisions for the FIFA Confederations Cup 2013 and the 2014 FIFA World Cup TM. While the FIFA Ticketing AG is managed solely by representatives of the world governing body of association football, the Ticketing Sub- Committee also comprises members of the international football family and the chairman of the Local Organising Committee, José Maria Marin. The FIFA Ticketing Centre (FTC), operated by MATCH Services AG, is responsible for the delivery of the ticketing operations based on the FIFA Ticketing Policy. This Media Information Kit contains all necessary Ticketing information for the FIFA Confederations Cup Brazil 2013.

4 6 7 2 General Information on Ticketing 2.1 Ticket Sales Structure The first tickets for the FIFA Confederations Cup Brazil 2013 went on sale on 21 November 2012, when FIFA Partner VISA was helping to fuel fan excitement surrounding the event. This was by giving VISA card holders worldwide an exclusive opportunity to purchase a limited amount of tickets in a pre-sale, which ran for 10 days (21-30 November) prior to the Final Draw for the event. During this pre-sale phase, VISA card holders were able to buy tickets on a First Come First Served basis for categories 1-3. As of 3 December 2012 all tickets categories, including category 4 which is exclusively reserved for Brazilian residents, will go on sale. Football fans may then apply for tickets anytime until 15 January During this period, it makes no difference as to when the application is made, as they will all be processed together. If the number of applications exceeds the number of available tickets for a given match and category, then a random selection draw will take place at the end of the sales period to determine the recipients. During the Last Minute Sales Phase tickets will be made available for sale on a First Come First Served basis only, up until the final match day of the tournament. Please refer to section 4.2 for further details. By providing this sales phase structure, FIFA aims to put in place a sales platform where all customers have a fair and equitable chance of securing tickets. will be the exclusive sales channel for all individual match tickets complemented by Over The Counter Sales during the Last Minute Sales Phase. VISA Pre-Sales Phase Categories 1-3 Advanced Sales Phase (1) Categories 1-4 Last Minute Sales Phase Categories disabled PEOPLE For the FIFA Confederations Cup Brazil 2013, and in accordance with Brazilian regulations, at least 1% of the total quantity of tickets offered will be made available for customers with disabilities. Tickets for disabled people have been set at the Category 3 Ticket face value price. The location of the available seats for disabled customers varies from stadium to stadium. However, regardless of where the seat is actually located, the price of the tickets for disabled people will be set at the Category 3 Ticket face price. Individual Match Ticket Prices (USD) Disabled Tickets are offered a complimentary Accompanying Persons ticket. Disabled customers will have the option of requesting a complimentary Ticket for a companion to assist and accompany them to the Match. 2.5 Ticket Prices For the FIFA Confederations Cup Brazil 2013, Tickets will be made available for purchase to residents of Brazil in Brazilian Reals (BRL), and to international customers in US Dollars (USD). The prices in BRL for the FIFA Confederations Cup Brazil 2013 are based on a fixed exchange rate of $1 USD to 1.90 BRL. This exchange rate will apply for the duration of the FIFA Confederations Cup sales process regardless of any fluctuations in the value of the two currencies internationally. The exclusive access to this category will ensure that residents of Brazil who may not ordinarily be able to afford a Ticket to a FIFA Confederations Cup Brazil 2013 match are provided with an opportunity to do so. Categories 2 and 3 are located outside of the Category 1 area. Category 4 is the most affordable and is reserved exclusively for residents of Brazil. The seating at each stadium and each match is configured differently. Category boundary locations may differ from match to match. 2.3 Ticket Products There are two types of Ticket products available for the FIFA Confederations Cup Brazil 2013: Individual Match Tickets (IMT) are tickets for a specific match and Venue Specific Ticket (VST) Series are Ticket strips to attend matches played in a specific venue of the customer s choice. 5 8 9 2 General Information on Ticketing 2.6 Residents of Brazil In-line with the General World Cup TM Bill / Lei Geral (Law No /2012) for the FIFA Confederations Cup 2013 and based on the agreement that was reached between FIFA and the Brazilian Federal Government, FIFA will implement specific ticket allocation principles with regard to certain members of the general public. Category 4 tickets will be made available to residents of Brazil only. In addition, Students, Elderly people and Bolsa Familiy members resident in Brazil are entitled to receive a 50% discount for Category 4. Students, Elderly people and Bolsa Familiy members will be given priority when the first 50,000 Category 4 tickets for the FIFA Confederations Cup Brazil 2013 are offered. Furthermore, FIFA will also grant discounts of 50% to Elderly people (aged 60 or older by the day of the Final of the FIFA Confederations Cup 2013) who are residents of Brazil and purchasing Categories 1-3 tickets. No other discounts or further preferential rights will be granted to other members of the general public for any Category 1-3 tickets. 2.7 Customer Services The FTC will be available to provide further information and address customer queries through the following contact methods: Interactive Voice Response (IVR) Service This service provides customers with a selection of automated response/information options, including the option to enter their Ticket request ID in order to receive an update on their application status. The IVR service will be launched in time for the start of ticket sales on the 21 November The telephone numbers for the IVR are as follows: Domestic: International: 0041 (0) Web Contact Form From the 21 November 2012, customers who visit the FIFA Confederations Cup 2013 Ticketing Section of will be presented with the option of completing and submitting a contact form. Prior to submitting the form, customers will be asked to provide information including name, address, subject (selected from a drop-down menu) so that the FTC can categorise enquiries and provide responses accurately, and on a timely basis. Individuals who qualify under more than one of the eligibility criteria outlined above will not qualify for multiple discounts on the price of their Tickets.

6 Ticket Information 3.1 Total Number of Tickets The total number of Tickets is based on the capacities of the Stadia chosen for each Match. The total number of Tickets available to purchase is defined as the Purchasable Capacity, which is a proportion of the Seating Capacity which in turn is a proportion of the Gross Capacity as explained below Seating Capacity The total Seating Capacity is calculated by deducting the Contingency Reserves (8,598) and Seat Kills (82,955) from the Gross Capacity. The Seating Capacity of 897,825 (90.7% of the Gross Capacity) is comprised of the following: Gross Capacity The Gross Capacity is the total number of seats that exist in the Stadium before any reductions are made due to changes in the stadium (seat kills) such as new camera positions and billboards. The total Gross Capacity for the FIFA Confederations Cup 2013 is currently estimated at 989,378. At this stage, this number of Tickets has been reserved for the VIP and VVIP Tribune 45,907 Complimentary tickets, which have been reserved for companions of disabled customers, delegations of the teams playing, personnel from the FIFA Secretary General s Office, Commercial Affiliates, Observers, Medical and Technical staff 11,820 Complimentary tickets for the media representatives based on the current estimations as the final configuration has yet to be finalised for all 16 matches. At this stage, the number of Tickets has been reserved to accommodate the TV/ Radio Commentary positions, Media Working positions, Observer seats and Photographer positions

7 Ticket Information Purchasable Tickets The total number of Purchasable Tickets is calculated by deducting the Complimentary Tickets, VIP and Media Tickets from the Seating Capacity. The total number of Purchasable Tickets is currently estimated at 829,286 (83.8% of Gross Capacity) The Purchasable Tickets are reserved for the General Public and Customer Groups for whom 3.2 Customer Groups certain Ticket quotas have been allocated. A number of Customer Groups have been granted the option, or have acquired the option, to purchase Tickets. These Ticket purchase options are stipulated in either the FIFA Ticketing Regulations or the contractual arrangements between FIFA and certain Customer Groups Customer Groups with granted Ticket Purchase Rights The following customer groups have, or will be granted, the option to purchase tickets. Any of these tickets that remain unsold will be added to the general public allocation listed in section Customer Groups with acquired Ticket Purchase Rights 19,815 86, ,181 Commercial Affiliates A total of 138,181 Purchasable Tickets are allocated for the Commercial Affiliates. These Commercial Affiliates historically use approximately around 50% - 80% of the Tickets they purchase for consumer promotions where the end beneficiary is a member of the general public. Hospitality Rights Holder 86,334 Purchasable Tickets are allocated to the Hospitality Rights Holder. Hospitality Packages are available for purchase by companies as well Commercial Affiliates as individual members of the general public. 22,435 60,149 FIFA 60,149 Purchasable tickets have been allocated to FIFA for the FIFA Secretariat, the Non- Participating Member Associations, the Continental Confederations and other FIFA Customer Groups. Hospitality Rights Holder Broadcast Partners Total Purchasable Tickets = 244,330 Broadcast Partners 19,815 Purchasable Tickets are allocated to the Broadcast Partners. 24,931 FIFA LOC and CBF PMA Football Family Total Purchasable Tickets = 107,515 The Local Organising Committee (LOC) and Confederação Brasileira de Futebol (CBF) 24,931 (3% of the Purchasable Tickets) have been allocated to the LOC and the CBF. 2% to the LOC and 1% to the CBF. The Participating Member Associations Football Family 22,435 Purchasable tickets have been allocated for the Football Families of the Participating Member Associations (PMA). This allocation consists of 700 tickets per PMA per match for all matches they participate in, and are intended to accommodate the PMA officials and guests. The supporters of the PMA s will have access to Tickets through the General Public allocation (please refer to section for further details) General Public Allocations The initial General Public (Domestic and International) allocation of Purchasable tickets consists of 477,441 tickets (57.6% of the total Purchasable Tickets). FIFA will ensure that 50,000 tickets will be allocated in Category 4 and will be made exclusively available to residents of Brazil. The remaining tickets will be made available in Categories 1-3. Purchasable Tickets that have been reserved for the General Public, can be applied on-line through Purchasable Tickets reserved for any other Customer Groups which are ultimately not used, will be redistributed for sale through the general public sales channels.

8 Ticket Application & Purchase 4.1 Ticket Application Procedures The exclusive ticketing sales channel for the general public is the official website During the Last Minute Sales phase, fans will also be able to buy tickets over the counter. Brazilians who do not have access to the internet will be able to use computers in state schools to request their tickets from the FIFA.com website. The project Free Access: my school connected to the Confederations Cup will start in the first fortnight of December The aim is to ensure access to computers in up to 7,600 schools in the six FIFA Confederations Cup host cities and in 93 municipalities in their metropolitan regions. At each school that uptakes to the programme, two computers will be made available with broadband internet access to be used solely for the sales of tickets always with the assistance of two volunteers from the school itself. The intervention is being coordinated by the Ministries of Education and Sport, in partnership with state governments and schools headmasters. From 2 December, you will be able to see which schools have decided to take part in the programme at BOLETO Visit Create an account within FIFA Confederations Cup Brazil 2013 Ticketing section of the website Choose to purchase either Venue Series Tickets or Individual Match Tickets Choose from the available Matches / Venue Series and the number of Tickets per price category in each case Register the details of the attendees for the Tickets that are being purchased Enter payment details, either using a Payment Card or for Brazilian residents there is also the option to pay via Boleto Depending on during which sales phase the application is submitted, it will either be treated on a First Come First Served basis or it will be registered for a random selection draw process as in previous FIFA World Cup events. More information on these processes can be found in the next section 4.2, Sales Phases. Once a customer s application has been processed payment will be made automatically via their Payment card or a Boleto will be issued for payment. In both cases the customer will be advised via of their applications status. Subject to full payment and proof of the customer s identity, they will be able to collect their Tickets from an official FIFA Ticketing Centre from May 2013 onwards. 7 Submit the application

9 Ticket Application & Purchase 4.2 Sales Phases Sales for the FIFA Confederations Cup 2013 are divided into the following sales phases: VISA Pre-Sales Exclusivity Phase (First Come First Served) 21 November 2012 to 30 November 2012 Advanced Sales Phase (Request Gathering Period for a Random Selection Draw and First Come First Served) - 3 December 2012 to 15 January 2013 and from 15 February 2013 Last Minute Sales Phase (First Come First Served) 15 April 2013 to 30 June 2013 VISA Pre-Sales Phase: The VISA Pre-Sales Exclusivity Phase is prior to the FIFA Confederations Cup Draw on the 1 December During this period Category 1-3 Tickets will be available on a First Come First Served sales basis, exclusively for VISA card holders both internationally and domestically. For more information on the First Come First Served sales process, please see below. Advanced Sales Phase: Request Gathering and the Random Selection Draw Period: During the Random Selection Draw process, all valid Ticket applications will have an equal chance of successfully obtaining Tickets. This is regardless of whether the Ticket application was received at the start of the sales phase or at the end of the sales phase. Once the sales phase is closed, all Ticket applications for oversubscribed products or matches are put into an electronic Random Selection Draw to ensure that all applicants have an equal chance of success. Prior to the Random Selection Draw it is necessary for the FIFA Ticketing Centre to review all the applications submitted to check for duplicate and fraudulent applications. Once these applications have been removed, the process will begin. In order to satisfy the Category 4 requirements specified under the General World Cup TM Bill / Lei Geral (Law No /2012), the FIFA Ticketing Centre will conduct a dedicated random selection draw for this category. The first 50,000 Category 4 tickets within this Random Selection Draw will only be offered to Elderly people, Students and Bolsa Family members on a priority basis. In this Category 4 priority draw, FIFA will not grant any tickets to mixed applications (i.e. Elderly, Students and/ or Bolsa Family members applying with other persons). The sole exception to this rule will be those instances where an adult applies with students and/ or Bolsa Family members that are minors (under the age of 18). After the first 50,000 Category 4 tickets have been offered to the Elderly, Students and / or Bolsa Family members in the Random Selection Draw any remaining Category 4 tickets will be made available through a Random Selection Draw to the Public who are resident within Brazil. For this event there is the added complexity of prioritisation of certain groups within the community applying for Category 4 Tickets as stipulated within Brazil s FIFA World Cup law. Once the Random Selection Draw has taken place, during the administration process, all Ticket applicants will be contacted to inform them whether they have been successful, unsuccessful or partially successful. Advanced Sales Phase: First Come First Served Period: During the First Come First Served process, all valid Ticket applications are processed according to the order in which they are received, and subject to availability. Once the Ticket application has been processed, applicants will receive an confirming the successful purchase. Boleto customers will be provided with additional information relating to the Boleto payment process. Available Tickets within the First Come First Served are normally those Tickets that remain unsold from initial sales phases, or Tickets that have been released for redistribution by other Customer Groups. The Last Minute Sales Phase: The Last Minute Sales Phase will commence on the 15 April 2013 and run until the 30 June During the Last Minute Sales phase, all Ticket orders will be received via or over the counter at designated FIFA Venue Ticketing Centres in each of the Host Cities. Any previously remaining unsold Tickets or released Tickets will be made available during this sales phase. All valid applications are processed according to the order in which they are received and subject to availability. Random Selection Draw Period 3 December 2012 to 15 January 2013 All valid applications that are received from 3 December 2012 to 15 January 2013 (inclusive). For oversubscribed matches, Ticket products or categories shall be entered into a Random Selection Draw The Random Selection Draw administration period will take place from the 16 January to the 14 February 2013, where successful, unsuccessful and partially successful customers will be notified. Customers will be notified prior to the start of First Come First Served Process. First Come First Served Period From 15 February 2013 All valid applications are processed according to the order in which they are received and subject to availability. Customers will receive an confirming the Tickets that have been purchased. Boleto customers will be provided with additional information relating to the Boleto payment process. Last Minute Sales Phase 15 April June 2013 All Tickets will be purchased in real time subject to the availability and on a First Come First Served basis via the website and over the counter sales at Ticketing locations across Brazil.

10 Ticket Application & Purchase 4.3 Provision of Data Data collected from the ticket applicants and all guests (international or domestic) who apply to purchase tickets will include: Title First Name Middle Name Mother s maiden name Last Name (as on ID) Date of Birth Nationality ID: Passport or ID Number for international fans Cadastro de pessoas fisicas (CPF) and/or Registro Geral (RG) for Brazilian residents Country of Residence In addition, the ticket applicant will need to provide the following contact details: Home address Código de Endereçamento Postal (CEP) for Brazilian Residents, ZIP code for international fans address Contact telephone number 4.4 Sales Restrictions The maximum number of Tickets that a ticket applicant can apply for is six (6) tickets per match and must be of the same category for each match. The Ticket applicant may apply for up to 10 matches (1 match per day of the tournament, applicants are unable to apply for Tickets to 2 matches that take place on the same day). Or alternatively, a ticket applicant can apply for a maximum of six (6) VST Series. Ticket applicants have the ability to apply for individual match Tickets and VST Series but must still abide by the sales restrictions. 4.5 Payment Methods For Residents of Brazil, it will be possible to purchase Tickets via the following payment mechanisms: Payment card VISA Other accepted payment cards Boleto This will be available for customers that apply for Tickets via the internet at For International Customers, it will be possible to purchase Tickets via the following payment mechanisms: Payment card VISA 4.6 Notification Period All successful, partially successful and unsuccessful Ticket applications will receive notification confirming the outcome of their ticket application. Sales Phase Notification Period VISA Pre-Sales Exclusivity Phase Immediate Notification Advanced Sales Phase - Random Selection Draw 16 January February 2013 Advanced Sales Phase - First Come First Served Immediate Notification Last Minute Sales Immediate Notification 4.7 Notification Methods All successful and partially successful Ticket applicants who apply for Tickets via the internet at will receive a confirmation message by advising them of the Tickets that they have been successfully awarded. All unsuccessful Ticket applicants applying online will also receive a message by advising that they have been unsuccessful in their Ticket application. With respect to customers in Brazil who elect to transact via Boleto, the customer will be issued a Boleto for the total amount of Tickets that have been awarded and full payment will need to be made at a bank prior to the specified expiry date. 4.8 Ticket Distribution For the FIFA Confederations Cup Brazil 2013, all general public Tickets will be available for collection at designated FIFA Venue Ticketing Centres in each of the Host Cities as well as at certain International Airports within those Host Cities. 11 20 21 Ticket Terms & Conditions 5 6 Ticket Programmes 5.1 Key Information Customers should be aware of the following points prior to requesting Tickets: Read all the accompanying information associated to the Ticket Purchasing process. Ensure that all the required data information, as specified within section 4.3, is readily accessible prior to the Ticket purchasing process. Select the correct products and categories verification and validation will be carried out during the Ticket purchase and collection process. Read the general Ticketing terms and conditions to ensure that Ticketing purchase rights are understood. Tickets are confirmed subject to full payment. To prevent Ticket requests being cancelled, ensure funds are available on the registered payment card or Boletos are fully paid prior to the specified expiry date. 5.2 Use of Tickets Each FIFA Confederations Cup Brazil 2013 Ticket is an official document that provides evidence of the Ticket holder s permission to enter a stadium on match day. The FIFA Confederations Cup Brazil 2013 General Terms and Conditions for the Use of Tickets (GTCs) are the specific terms and conditions under which that permission is granted. Ticket holders to sit in the seat assigned to the Ticket for crowd control purposes; (b) allow FIFA to eject a fan whose behaviour is harmful to other fans; (c) provide consent to facilitate the broadcast of the matches worldwide; (d) prohibit Tickets from being used in ambush marketing campaigns by companies that are not sponsors of the FIFA Confederations Cup; (e) prohibit Tickets from being subject to unauthorised or illegal transfers; (f) identify basic risks inherent in attending sporting events and require the fan to accept those risks, (g) identify what will happen if a match has to be cancelled for unforeseeable reasons, etc 5.3 Transfer of Tickets FIFA s policies allow fans to purchase tickets directly for their own use, in order to provide fair and equal access to all fans at official prices established by FIFA. For the reasons described in detail in Section 7.1, entitled Prohibition on Unauthorised Resales and Cooperative Enforcement Activities, FIFA objects to secondary market resellers buying and reselling match tickets. Therefore, as one operational measure intended to protect fans and the integrity of FIFA s ticketing operation, there are limits on the transfer of tickets. Full details regarding the Ticket Transfer and Resale policy will be posted online a few months before the matches commence. In the meantime, only true fans who actually intend to attend matches should purchase tickets. 6.1 Hospitality Programme The exclusive hospitality designed for the FIFA Confederations Cup 2013 will give aficionados and corporate clients from every corner of the globe a first glimpse of what they can expect from the MATCH Hospitality Programme: an experience which combines superb hospitality and international top-flight football in Brazil and its iconic host cities. The FIFA Hospitality Programme offers clients premium tickets bundled together with a wide range of services such as access to hospitality facilities at the stadiums (including private suites and lounges and marquee tents), gourmet catering, preferential parking, entertainment and gifts. Befitting the status of the event, which will see the world s best players displaying their skills on Brazilian soil, MATCH Hospitality, appointed by FIFA as the worldwide exclusive rights holder of the FIFA Hospitality Programme, has devised a select menu of hospitality products catering for corporate clients, families and individuals. The Products and Series offer a select variety of options tailored to meet all preferences, business needs and budget. There are three (3) different categories and products the MATCH Private Suite, the MATCH Business Seat and the MATCH Lounge. The GTCs are issued prior to sale through all ticket sales channels and are available in a downloadable format online in the ticketing section at www. FIFA.com. For ease of access, the GTCs are also registered with the Brazilian Registry Title and Deed ( Registro de Títulos e Documentos RTD ). Furthermore, the GTCs are printed on every Official Ticket Confirmation, and on the backs of the Tickets themselves (in the form of an abridged version containing the key information of the GTCs). The GTCs reflect the basic contract between the Ticket holder and FIFA Ticketing AG or 2014 FIFA World Cup Brazil Ticketing Ltda. The GTCs describe the rules required for the customer s participation at the FIFA Confederations Cup Brazil For example, the GTCs: (a) require 5.4 Stadium Rules The Stadium Code of Conduct outlines in detail certain safety and security measures and policies and provides guidelines about what the FIFA World CupTM authorities will expect in terms of behaviour from: (a) every person using a match Ticket, as well as (b) every other person accessing the stadium using an event accreditation for working purposes. For the ease of access, the Stadium Code of Conduct is also registered with the Registry Title and Deed ( Registro de Títulos e Documentos RTD ). Furthermore, the Stadium Code of Conduct is available in on and will also be posted at the stadiums on match days.

12 Regulations 7.1 Prohibition on Unauthorised Resales and Cooperative Enforcement Activities According to the legal framework in Brazil, the resale of sporting event tickets, at a price superior to the one indicated on the ticket, is prohibited by article 41-F of Law No. 10,671/2003 (the Fan Statute ). Article 41-G of the Fan Statute considers it a crime to supply, deviate or facilitate the distribution of tickets for sale at a price superior to the one indicated on the ticket. In addition, according to article 16 of the FIFA World Cup TM General Law, anyone who sells, offers, exposes for sale, negotiates, deviates or transfers tickets to the FIFA Confederations Cup or uses tickets to the FIFA Confederations Cup for advertising, sales or promotional purposes, as competition or sweepstakes prizes or uses the ticket availability for advertisement for these purposes is subject to civil sanctions and criminal penalties. Non-delivery It is quite common for unauthorised resellers to offer to sell tickets that they do not have, on the hopes that eventually they may get some official tickets and can then fulfil the orders they have taken in advance. If the unauthorised resellers fail to secure the tickets, they may offer consumers refunds. Such refunds do not help consumers necessarily, in particular the number of fans who travel significant distances to Brazil to watch and who make booking arrangements on the assumption of being provided a purchased ticket. Thus the damage suffered by the consumers will in any case exceed the refund potentially offered by the unauthorised resellers. Mis-description 8 Glossary of Terms CEP - Códigos de Endereçamento Postal Refers to a person s post code / zip code in Brazil CPF - Cadastro de Pessoas Fisicas Refers to a person s number on the Natural Persons Register, whereby the generated number is attributed by the Brazilian revenue Agency for Brazilians and residents who pay taxes IVR Interactive Voice Response Service Refers to an automated response / information service that allows customers to contact to receive an update on their application status PMA Participating Member Associations Refers to the 8 FIFA Member Associations taking part in the tournament Therefore, FIFA will cooperate with Brazilian governmental authorities to combat the dangers to consumers that clearly arise out of the unauthorised sales of tickets to the FIFA Confederations Cup. FIFA has appointed MATCH Services as its agent to manage its enforcement efforts. Working together with the appropriate Brazilian governmental authorities and MATCH Services, FIFA seeks to minimise the following types of harm to consumers: Consumers paying significantly higher than the official prices for tickets For any major event of international significance, the resale price mark-up can be multiple times the official price. FIFA sets ticket prices with a view to making tickets accessible to people from all economic backgrounds. The unauthorised reseller mark-up renders high demand tickets economically out of reach for many fans. Fraud For events of international significance and importance, it has been the case that unauthorised resellers, who purport to have legitimate tickets, actually sell or resell counterfeit tickets. Security procedures will impede access to the stadium for anyone using a counterfeit ticket. However, the innocent consumer, who purchases the counterfeit ticket from an unauthorised reseller, will only realise the harm when access to the stadium is denied. Another common problem for consumers who purchase tickets from unauthorised resellers is that the type of ticket product, the terms of the tickets and/or the location of tickets are not disclosed properly or described by the unauthorised resellers, leading to frustrated and misled consumers. These types of consumer harms are exacerbated by the significant number of unauthorised resellers who transact online. For some fans, who are truly passionate and determined to buy tickets, the lure of colourful, well-designed websites, developed by companies that are: (a) in the business of reselling tickets to other events (which they may have the legal right to resell), (b) offer refunds if they fail to deliver tickets, and (c) seem to have legitimate businesses, is just too hard to resist. If the consumers cannot get tickets from official ticketing sources because the match has sold out, passionate fans in particular will buy tickets online from the unauthorised resellers, without realising the extent of the risk they are taking by doing so.
