2 Welcome to the FFV Refereeing family. Refereeing is a fantastic way to be involved in football. As a FFV referee your child will join our refereeing family with over 1250 members from across Victoria. As a referee, your child will have the opportunity to see football from one of the best seats in the ground and learn some invaluable life skills. Our development pathway provides referees the opportunity to advance from community football to National Premier League level. Referee development is supported by our referee branches who provide referees with education and development to advance their careers. All referees must attend their monthly branch meetings and engage with fellow referees who provide an invaluable support structure around refereeing. Each branch has a level 4 coordinator who will help your child integrate into their branch and on the pitch refereeing. Football refereeing is a great opportunity for your child to develop interpersonal skills, build a network and have fun. This handbook will provide you with the essential information that you will require as a parent. It will assist you with supporting your child s refereeing and ensuring that they are given the best possible opportunities to develop as a referee and have an enjoyable experience. From washing strips, driving your children to games and making sure their administration is done correctly, you play a huge part in the success of FFV referees and are very much part of the FFV referee family. 4 Step 1: Registration All referees are required to register with FFV every season and level 4 course participants receive free first season registration. To register as a FFV referee, please follow the following steps: 1. Go to myfootballclub.com.au 2. Under the referees tab click on Register to Referee 3. If you have an FFA number click on proceed to login pages If you do not simply click create an FFA account 4. Enter your FFA number and password and click login 5. Click register and complete your personal details 6. In step 1 of select registration, you will need to register for FFV Referees (Club) 7. In step 2, select referee as your role 8. In step 3, select the First Season Level 4 Referee package Tips for registration: Ensure your child has their individual address in MyFootballClub. The same address cannot be associated with more than one person, otherwise your child will not receive their Schedula login details. Ensure the club selected to register with is called FFV Referees (Club). If the last registration was as a player or coach then the 'Club' will automatically be set as the club that your child was last registered to. Please make sure that you change it. 5 Step 2: Schedula Schedula is a free online software program that allocates referee appointments. Once FFV has approved the registration, your child will receive an from Schedula with login details. Your child will need to set their availability in Schedula, click Dashboard > Schedula Profile >Manage Availability If they are unavailable for a specific date please enter this into Schedula at least 2 weeks in advance. Please ensure availability for All Organisations rather than a specific region or league. If this is not followed Schedula will not allocate appointments. Appointments Your child will be appointed to junior games by the Branch Appointments Officer who should be contacted for any appointment queries. Availability must be updated 2 weeks in advance. Appointments are released on Schedula every Tuesday at 3:00pm. A notification will be sent from Schedula informing that your child has received an appointment. They must Login to Schedula within 24 hours to accept the appointment. It is vital that the above deadlines are met as the administration record of referees is considered for future appointments. Referees should remember to take note of the following: Date of match Time of match Ground location and transport requirements Home and away team It is important to check Schedula on the day prior to the fixture to ensure no changes have been made to the kick off time, pitch number or ground location. 5
6 Step 3: Branch Meetings and Green Shirt Collection What is a branch? Based on where you live your child has been allocated to a referee branch. Appointments, green shirts, training and meetings are coordinated through the branch. Branch meetings are held every month and this is where green shirts are collected. It is compulsory that referees attend these meetings, please see below for locations. 7 Step 4: Training All course participants must attend a minimum of two compulsory training sessions at their branch before taking the pitch to referee their first game. Training At training your child will receive further practical knowledge on referee, assistant referee and other referee skills. Ongoing Development As well as developing refereeing throughout FFV competitions, the FFV referees department also offers training opportunities at school holiday Development Days, SAP Gala Days, Boys FC, Girls FC and Summer Sevens. 7
8 Step 5: Game Day Your child has accepted their referee appointment on Schedula and it s now game day. A referee mentor will meet your child before the game to go through any issues and ensure that they are ready. The mentor will also watch their first game and be able to provide them with coaching tips. Game Day Equipment Checklist Green adidas shirt, Sportsmart blue shorts and socks, predominately black boots Whistle, red/yellow cards, notebook, pen Assistant referee flags Stopwatch and coin Game Day Tips: Arrive at the ground 45 minutes before kick off time. Wear appropriate clothing to the game ensuring that your present a neat and tidy appearance. Please ensure that you do not wear any clothing affiliated to a club. Game Day Procedure: Arrive at the ground 45 minutes before kick off time and introduce yourself to home team officials. Find the referees room and get changed whilst waiting for team sheets to arrive. Once changed proceed to inspect the field of play to ensure it is suitable for play and conduct your own warm up and stretching. Upon returning from your field inspection the team sheets and match balls will be in your change room, if not chase them up with the home team. Ensure team sheets have been submitted 30 minutes prior to the game and completed correctly with all player i.d photos matching the team sheets. 15 minutes before kick off ensure that you have 3 match balls and all of your equipment for the game. Ensure that a club marshal escorts you from the changing room to the pitch. 8
9 Post Match Requirements Match Records Once in the dressing room post match you must enter the full time score, yellow/red cards and sign the match record. The white copy is the original that the referee should keep for the remainder of the season. Whilst the home team collects the green copy and the away team retains the yellow copy. For senior games submit the match record via to Misconduct Reports A misconduct report must be submitted to FFV when a referee has issued a red card to a player. The misconduct report should include: The team names, venue and date of the match The competition (league or tournament) Player s name, number, FFA number and team Reason for report A factual description of the incident If you require assistance with writing your first misconduct report there are many referees at your branch that will be able to assist you as well as the level 4 coordinator. Incident Reports A incident report is used to report incidents to FFV before, during or after the game. This may include coach/team official abuse or any other out of the ordinary incident. An incident report should also be submitted if a game has to be abandoned for any reason including: spectator invasion, a player refusing to leave the field of play after being sent off, a club official or coach entering the field of play or a unplayable pitch. Misconduct and Incident reports should be completed and submitted via to discipline@ffv.org.au within 48 hours of the game. These can be found under the match day documents section of the Referee HQ website. 9
10 Referee Fee Schedule The below table indicates the match fees for each playing level. Referees can be paid by cash or cheque and should only receive payment after the game has concluded. When appointed to a junior game as an assistant referee the fee is half of what the referee receives below. In the rare event of a non payment by a club please referees@ffv.org.au 10
11 Referee Uniforms Uniforms and gear can be purchased from the official retail partner of FFV, Sportsmart. Adidas is the only brand of uniform that a FFV referee is permitted to wear. First Season Level 4 Referees can wear the green referee shirt, black shorts and socks and predominately black boots. For junior appointments a FFV referees polo can be worn. For a professional approach black suit pants and black dress shoes can also be worn. For senior appointments a FFV referees polo, black suit pants and black dress shoes. Referees should not wear any clothes that represent another club locally or internationally, this is because referees must appear impartial to the public. 14 Australian Officiating Development Schedule The Australian Officiating Development Schedule (AODS) is the foundation document for match officiating in Australia. It represents the only match official qualification system recognised by FFA and its use is mandatory throughout Australia. FFV is fully committed to improving the standard of refereeing across Victoria by providing all referees with opportunities for further education & development. Below is the outline of the AODS & the pathway available to all referees who wish to progress along the development pathways to refereeing at higher levels. Your child will begin their refereeing career post course as a level 4 referee (depicted in green below). We recommend that your child has at least one year s experience refereeing before applying to undertake a level 3 upgrading course. 14
15 Pathway for Victorian Referees The pathway for refereeing in Victoria is shown in the below diagram. As your child builds their refereeing skills and confidence they will have the chance to move into higher age groups to aid their development. In addition, there are two FFV Referee Development Groups, the FFV Referee Academy and FFV Referee Talent Pool which give referees an opportunity to additional education and development. If your child is interested in joining the FFV Referee Academy, then they should speak to their branch coach and appointments officer. FFV Academy Referees will be provided with additional education sessions and development which will aid them as referees in Victoria. The best performing referees from the FFV Referee Academy will be selected for the FFV Referee Talent Pool. 15
16 FFV Referee Green Shirt Program The Green Shirt Program aims to support those that are new to refereeing and need the support of the football family as they begin their refereeing careers. Through the Green Shirt Program new referees are identifiable to players, coaches and spectators to encourage all to support referees in a positive way. In 2017, the Referee Green card has been introduced to assist new referees in forming positive relationships with coaches and clubs. Before each game the referee hands the green card to the coach with their name and a short message that explains the Green Shirt Program. Through this pre game interaction it is envisaged that coaches will assist the referee to learn and develop in a supportive environment. 16

18 FFV Referees Youth Council The purpose of the FFV Referees Youth Council is to engage the ideas and thoughts of referees between the ages of and those who are involved in the FFV Youth/Community programs. The FFV Referees Youth Council will assist in the development of referees by providing resources or sharing best practice and expertise within their referees branch, using materials and support provided by the FFV Referee Department. Each region and branch has a candidate and this member will be communicated to you at your child s branch meeting. If you attend your child s referee branch meeting then this will give you an opportunity to talk to the FFV Youth Council member and provide them with feedback to give the referees department. 18
19 Providing Feedback To Your Child When you observe your child refereeing, some of the areas you could assist them with could include: Match Preparation- Correct kit, Ground details, Pitch Inspection, Club Assistant referees How to deal with Club Officials polite and personable Discipline- Before, During, After and helping them with reporting Any laws of the game queries and Rules of Competition Club Assistant Referees (Co- operation) Did the referee protect player safety? If not what can we do to help them? Post match requirements of referee, filling in the team sheets Post game self reflection what are three things I did well today and what are 3 things I would like to improve on next match? Write down any questions that you may have about your refereeing to ask at your next branch meeting. Schedula availability for next game, ensure that this is up to date as soon as you arrive home. 19
20 Dealing with Abuse There will be times when you notice your son or daughter receives some unwelcome comments from parents, coaches or perhaps players throughout the season whilst they are refereeing. As a parent of a referee this can sometimes be difficult. It is important to remember that any kind of abuse can be reported to FFV via the correct channels. During a match a referee can report that they are being abused to a club marshal who can ask the person to stop, it is important that as a parent that this process is followed. If the abuse is excessive or continues, it can be reported to the discipline department of the FFV via a misconduct report. This can be found on the FFV website under Referee HQ and sent to discipline@ffv.org.au 20
21 There are also several people within your son or daughters referee branch who can assist with any difficulties associated with unwelcome comments. For example, each branch has a Referee Welfare Officer whose role is to support and talk to referees about any issue. Each branch also has numerous mentors who are experienced in dealing with this type of incident. Also, 30 minutes prior to referee branch meetings, Level Four Referees meet for to discuss a range of topics including match day and reporting procedures. 21
22 Luke s Top Ten Tips for New Referees Luke Camilleri is part of the FFV Referee Talent Pool and represented Victoria at the 2015 Boys National Youth Championships. Luke was awarded referee of the tournament in the U13 age group. 1. Organisation is crucial Appointments are released every Tuesday at 3:00pm via Schedula. Ensure that you confirm your appointments within 24 hours and begin to plan your necessary travel arrangements for your upcoming fixture. 2. Be Professional Every referee builds an image from their first appointment to their last and from the first moment they arrive at the ground. For a professional approach a FFV polo, black pants and black shoes is recommended. Furthermore, ensure you use appropriate language when speaking to club officials. 3. Build relationships with clubs It is highly likely that you will referee the same team more than once during a season. Therefore, it is vital that you introduce yourself at each appointment with intent to form positive relationships. Use your personality to chat with club contacts that will assist you in future matches. 4. Teamwork is essential When working with other referees ensure that you focus on communication. As a referee ensure that you hold a pre-match team talk in which you guide your assistants on your style of refereeing. Sending a text message to your assistants a couple of days before the appointment will begin teamwork. 22
23 5. Be Patient It may take a while to become comfortable whilst refereeing a match, however this is to be expected. With each game you will gain confidence and increase your ability as a referee. As the players themselves spend years perfecting their craft, so do referees. 6. Seek assistance Refereeing has the potential to become a lonely pursuit if you don t know where to go for help. Attending local branch meetings is vital to gain knowledge and assistance on the laws of the game and best practices to become a successful referee. Your branch has a Welfare Officer and Youth Council Member who are always willing to help you. 7. Be Confident The ability to sell your decisions is a helpful way to gain respect. A player will be less likely to question decisions when you show a strong and confident presence. 8. Learn from other referees and assessors FFV referees and assessors hold a wealth of knowledge and experience. Try to incorporate such advice into your own game. It is helpful to keep a diary of all the useful tips you have received which can be used as a reminded prior to each match. 9. Aim to develop resilience Often there are incidents in a game that can cause a referee immense stress. For example, a penalty that you instantly realise was a mistake. It is important not to look back on the decision for the rest of the game as you cannot change it. 10. Enjoy the experience Relax and enjoy you refereeing career. It can be an extremely rewarding career that with hard work and dedication can even take you all the way to the World Cup. 23
