3 1.0 ROFC Development Overview 1.1 Purpose of This Handbook: This handbook is intended to act as a guide for primarily players, parents and carers who are signed to Rushall Olympic FC development. It holds important information in once place. It is valid for the current season. Please refer to the sister document (ROFC Development Plan) which can be found on the club website and is also valid for the current season. The development plan holds generic and lessons learned information and is a general guide for the administration of the development. Any update to this document will be communicated to you and the latest version uploaded to the website, only major changes will result in a re-issue of this document during the season. 1.2 Development Aims and Introduction: Rushall Olympic FC Development aims to: Develop an integrated spoke to the football club Produce footballers who will go on to play the best level of football they can achieve Gradually close the gap between youth and adult football Produce referees, coaches, and club people through training and opportunity Help adults as well as young people to develop and achieve The section is run by development sub-committee which feeds directly into the main committee. The Development programme aims to fit into the wider aims of the club which include: Lowering the average age of the membership Encouraging more members to be part of the club Engaging the wider community of Rushall and surrounding areas The Development section aims to support the football club through various means including development evenings and increase of match day gates via publicity in schools, amongst family and friends and anywhere those members of the development section travel. As a development committee we aim to make the best decisions possible for the players, parents and the club. We cannot always guarantee our decisions will be to everyone s liking but we will communicate the reasons for any decisions made. Please do not ever feel anything a parent or carer suggests or discusses will have any detrimental impact on the player of that person. 1.3 Development Ideal: Rushall Olympic FC Development teams play in the Midland Junior Premier League, a Development League. The development section follows this development ethos which includes giving people the chance to improve through our training methods and time on the pitch. Everyone likes to win but the set up of the league allows a no pressure on results mentality where teams constantly play other sides around them in the league, which should minimise high score wins and losses a situation gives the players club and staff nothing. We work on the basis a training session is as important as a match. You will be rotated as part of the development and you will be expected to play in several positions throughout the season. In addition to playing football we work with local school Shelfield Academy to provide access to FA coaching courses, we have access to a referee s course which has proved popular in recent years opportunities will become available and advertised as appropriate, please contact a member of the Development Committee for more details. In short we are interested in improvement, attitude and enjoyment not trophies, if you are here to win at all costs you are at the wrong football club.
4 1.4 Development Section Club Nights: Every month the Development section will hold a club night at Dales Lane, this will be when the monthly committee meeting is held, this gives everyone an opportunity to come to Dales Lane and chat to the committee and management team about anything concerning the club (good or bad). We actively encourage at least one parent or carer (players also welcome) to represent their age group by attending the meetings, ideally several people will attend over the course of the season. Please let us know if you would like to attend, minutes of these meetings can be found in the development folder located in the clubhouse. 1.5 First Team: We encourage you to come and watch the First team in action they play in the Evo-stik Premier League, which is at step 3 in the Non-League Pyramid (3 promotions away from the Football League), not only is it a competitive league and entertaining to watch (usually) it does give the development players something to aim for, over the last season development players have built a rapport with several first team players which can only aid development. The club offer each player free entry to first team matches (not including FA Cup or FA Trophy, where no passes are allowed under FA rules). We hope you will take the opportunity to come and support the team. Please inform a member of the committee if you would like to claim your pass. 1.6 Final Word: We want you and your family to become part of Rushall Olympic Football Club and so invite you to use the clubhouse for social functions, come with friends and family to the home games, support all of the teams and enjoy your time at Rushall Olympic! Don t take our word for it, it is a friendly club that s succeeding on and of the pitch YOU ARE A BIG PART OF OUR SUCCESS, work with us to make it even better. 2.0 Finance 2.1 Subs and Equipment: Subs need to be paid in the second week of every month, Subs will be set according to the amount of money needed to run the development section, this will be communicated to you before signing on. There are a range of payment plans available including standing order and lump sum payments If you have any issue paying subs please contact a committee member, we WILL help, no player can fall more than one month behind, if subs are not received and there has been no contact we have to assume you are refusing to pay and may find the player not able to be part of training and matches, the local football association may be informed if deemed appropriate. This stance is a necessity as just a few missed payments can have a serious impact on the balance of the development sections finance and spoil it for the ones who pay. NOT ONE PENNY OF YOUR SUBS GOES ANYWHERE ELSE BUT INTO THE YOUTH DEVELOPMENT Monthly subs are due on the following dates (local agreements can be made regarding payments): 10 th August th September th October th November th December th January th February th March th April 2013
5 Included in your sign on and monthly subs: Membership of Rushall Olympic FC (Legal Requirement) Playing Strip (additional items may be provided) League Entry Fees Playing and Training Facilities (Pitches, Training, Referees, Equipment etc.) Post-Match Food When Required Insurance (public liability and team) End of season awards You Must Provide: Any transport to and from games and training (including coach travel) Football Boots and Shin Pads Drinks for Matches and Training Any fines or costs incurred as a result of the players actions (e.g. bookings, dismissals, damage) 2.2 Sponsorship and Fundraising: We actively encourage you to find a sponsor for your player, this helps to keep sign on fees down and enables the club to improve the Development facilities within the club. Opportunities are available for sponsorship of various forms, please speak to a member of the Youth Development committee for more information. This type of fundraising does not remove the need to pay subs, it is additional income that will be put to good use to improve the facilities for your player. Along with individual sponsorship the Development committee will run a number of fundraising events, again we encourage you to attend such events where possible and bring new people into our football club. We are registered with when shopping online this scheme donates a percentage of your money to a pre chosen cause, in our case Rushall Olympic FC Development please support this when possible, you do not pay any more money for your items, the store donates part of their profit. Sponsorship and fundraising for the youth development section stays in the development NO MONEY YOU RAISE WILL GO TO THE FIRST TEAM OR ANY OTHER PART OF RUSHALL OLYMPIC 3.0 Guidelines and Rules 3.1 Queries, Complaints, Concerns, Questions, or Praise: Throughout the season you will no doubt have any or more of the above; we encourage you to get into contact with a manager or committee member to discuss matters. Most of the time a phone call, conversation or will result in a matter being closed. Please use this especially when external sources spread rumours, which has been known to happen. The complaints procedure can be found in the appendices of this handbook. 3.2 Codes of Conduct: As a signed player or official of Rushall Olympic FC you automatically sign up to the codes of conduct and are expected to behave in accordance with these rules, if you break these rules the discipline policy may be enforced. The codes of conduct are there to protect people playing and behaving in the right way, not to punish them.
6 3.3 Discipline Policy: The Development discipline policy can be found in the appendices of this handbook, it is in place to PROTECT all people associated with Rushall Olympic FC Development. 3.4 Leaving the club (Non-disciplinary reasons): These policies are designed to hopefully allow a long and fruitful association with Rushall Olympic. We recognise however that the years of the development system are amongst the most tumultuous and there are a number of reasons which may lead to a player leaving the club. We would like to avoid this situation if possible, please contact your team manager, a welfare officer or committee member for support, but in the event of a player wishing to leave we will continue to conduct ourselves in a courteous and professional manner and expect you to do the same. A letter will be issued detailing the equipment, kit and monies that are outstanding and that we expect to be returned to the club as quickly as possible. Until all items and monies are returned the player will not be able to play any competitive football for any other side. Monies outstanding will include any subscriptions owing. Subscriptions are payable for any full or part month for which the player was with the club. Please be aware that should a player leave after the transfer deadline then subscriptions up until the end of the season will be payable. This is because we will not be able to sign any replacement player to take up the remaining subscription. Despite leaving Rushall Olympic the development committee will endeavour to support any further involvement in the game wherever we can. This may be achieved by facilitating a move to another club, development into coaching, refereeing or administration. You may be asked to attend an exit interview with the Development Welfare Officer, this is to ensure the people in question have been treated according to all Club and Welfare policies.

11 A Club and Development Welfare Officer Statement The following information is required from EVERYONE who has contact with under 18 s, eg managers, coaches, trainers, physios, secretaries, treasurers, minibus drivers, and youth development committee. Essential Qualifications: Criminal Records Bureau Enhanced Disclosure: Disclosure number, date of issue, authorising body (County FA, previous club etc) Safeguarding Children Certificate: Certificate number, date of issue, workshop attended (eg Staffs FA, Birmingham county FA) First Aid Qualification: Level of certificate, issuing body, (St Johns, Red Cross, HSE etc), date of issue FA Number: Other Qualifications (optional) FA Coaching Certificate: Level, date achieved, course attended Sports Coach UK Award: Type & level, date awarded Treatment of Injury Certificate: Awarding body, level achieved, date of issue MIDAS mini-bus driver certificate Date achieved *any other qualifications which may be relevant to your involvement in youth football The child welfare officer is not allowed to take a person s word for it, regarding qualifications he or she actually has to have sight of the documents, certificates, etc originals, NOT photocopies. When verifying your application for CRB disclosure the child welfare officer will need a photo ID (Passport/Driving Licence) plus 2 recent (less than 6 months) utility bills bearing your name and address. The secretary can NOT forward any members of staff to the league without FULL approval of the child welfare officer, no exceptions will be made to this rule.
12 B Safeguarding Children Policy and Procedures 1). Rushall Olympic Football Club acknowledges its responsibility to safeguard the welfare of every child and young person who has been entrusted to its care and is committed to working to provide a safe environment for all members. A child or young person is anyone under the age of 18 engaged in any club football activity. We subscribe to The Football Association s Safeguarding Children Policy and Procedures and endorse and adopt the Policy Statement contained in that document. 2). The key principles of The FA Safeguarding Children Policy are that: The child s welfare is, and must always be, the paramount consideration. all children and young people have a right to be protected from abuse regardless of their age, gender, disability, race, sexual orientation, faith or belief. All suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately. Working in partnership with other organisations, children and young people and their parents/carers is essential. We acknowledge that every child or young person who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from poor practice and abuse. Rushall Olympic Football Club recognises that this is the responsibility of every adult involved in our club. 3) Rushall Olympic Football Club has a role to play in safeguarding the welfare of all children and young people by protecting them from physical, sexual or emotional harm and from neglect or bullying. It is noted and accepted that The Football Association s Safeguarding Children Regulations applies to everyone in football whether in a paid or voluntary capacity. This means that whether a person is a volunteer, match official, helper on club tours, football coach, club official or medical staff. 4) We endorse and adopt The FA s Responsible Recruitment guidelines for recruiting volunteers and we will: Specify what the role is and what tasks it involves Request identification documents As a minimum meet and chat with the applicant(s) and where possible interview people before appointing them. Ask for and follow up with 2 references before appointing someone Require an FA CRB Enhanced Disclosure where appropriate in line with FA policy. All current Rushall Olympic Football Club members who are regularly caring for, supervising, training or being in sole charge of children and young people will be required to complete a CRB Enhanced Disclosure via The FA CRB Unit. If there are concerns regarding the appropriateness of an individual who is already involved in, or who has approached, Rushall Olympic Football Club to become part of the club, guidance will be sought from The Football Association. It is noted and accepted that The FA will consider the relevance and significance of the information obtained via The FA CRB Unit Enhanced Disclosure and that all decisions will be made in the best interests of children and young people. It is accepted that The FA aims to prevent people with a history of relevant and significant offending from having contact with children or young people and the opportunity to influence policies or practice with children or young people. This is to prevent direct sexual or physical harm to children and to minimise the risk of grooming within football. 5) Rushall Olympic Football Club supports The FA s Whistle blowing Policy. Any adult or young person with concerns about a colleague can whistle blow by contacting The FA Safeguarding Team on , by writing to The FA Case Manager at The Football Association, Wembley Stadium, PO Box 1966, London SW10 9EQ or alternatively by going direct to the Police, Children s Social Care or the NSPCC. Rushall Olympic Football Club encourages everyone to know about it and utilise it if necessary. 6) Rushall Olympic Football Club has appointed a Club Welfare Officer in line with The FA s role profile and required completion of the Safeguarding Children and Welfare Officers Workshop. The post holder will be involved with Welfare Officer training provided by The FA and/or County FA. The Club Welfare Officer is the first point of contact for all club members regarding concerns about the welfare of any child or young person. The Club Welfare Officer will liaise directly with the Staffordshire County FA Welfare Officer and will be familiar with the procedures for referring any concerns. They will also play a proactive role in increasing awareness of Respect, poor practice and abuse amongst club members.
13 7) We acknowledge and endorse The FA s identification of bullying as a category of abuse. Bullying of any kind is not acceptable at our club. If bullying does occur, all players or parents/carers should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the Club Welfare Officer. In cases of serious bullying, the County FA Welfare Officer may be contacted. 8) Respect codes of conduct for Players, Parents/ Spectators, Officials and Coaches have been implemented by Rushall Olympic Football Club. In order to validate these Respect codes of conduct the club has clear actions it will take regarding repeated or serious misconduct at club level and acknowledges the possibility of potential sanctions, which may be implemented by the County FA in more serious circumstances. 9) Reporting your concerns about the welfare of a child or young person. Safeguarding is everyone s responsibility if you are worried about a child it is important that you report your concerns no action is not an option. i. If you are worried about a child then you need to report your concerns to the Club Welfare Officer. ii. If the issue is one of poor practice the Club Welfare Officer will either: Deal with the matter himself or seek advice from the County FA Welfare Officer iii. If the concern is more serious possible child abuse, where possible, contact the County FA Welfare Officer first, then immediately contact the Police or Children s Social Care. iv. If the child needs immediate medical treatment take him/her to a hospital or call an ambulance and tell them this is a child protection concern. Let your Club Welfare Officer know what action you have taken, they in turn will inform the County FA Welfare Officer. v. 14 C ROFC Managers Code of Conduct (including responsibilities): The Manager and his or her assistants must abide to the ROFC Development AND FA Managers code of conduct which can be found at thefa.com and rofc.co.uk copies of this document are on display in the clubhouse. As a registered club official (Manager, Assistant Manager, Coach) you MUST abide by these rules, disciplinary action may be taken if the below rules are broken. Code of Conduct Provide documents required by the child welfare officer before commencing role Give every player the same opportunity to develop Show enthusiasm and professionalism towards all players (i.e. be punctual, in correct kit etc) Show respect to both players, parents or carers, officials and opponents Explain decisions to each player individually Be prepared to develop oneself as well as the squad and coaching colleagues To be part of the wider club and act as its ambassador Deal with any grievance through the Development Committee To be presented in a manner suitable of Rushall Olympic and the MJPL rules Do not smoke or drink alcohol during matches or training sessions Responsibilities Be responsible for health and safety of all young people in their charge including responsibility for child protection To be responsible for the budget management of the age group which will be pre agreed with the Development committee prior to the beginning of the season To be responsible for Match Days running smoothly from arrival to departure from the club following any refreshments Be responsible for making sure that all league rules in relation to the playing side of their team are abided by To bring to the attention of the Youth Development Committee any issue with the potential to defame the name of Rushall Olympic FC To follow all policies and procedures of Rushall Olympic and its youth development section
15 D ROFC Players Code of Conduct (including responsibilities): The Player must abide to the ROFC Development AND FA Players code of conduct which can be found at thefa.com and rofc.co.uk copies of this document are on display in the clubhouse. As a registered Player you MUST abide by these rules, ensure you read, understand, agree with and sign this policy before joining Rushall Olympic FC, disciplinary action may be taken if the below rules are broken. Code of Conduct Attend every training session and match where applicable, inform your manager should you not be able to attend Respect and accept the referee s decision Respect and accept your manager s decision, should you have a problem seek counsel with him or her Respect both your and opposing players, managers, coaches, club officials, parents or carers, show good sportsmanship at all times Maintain punctuality throughout season Shake hands with every opposition player after the match Wear appropriate kit for matches and training, including shin pads, do not wear any jewellery or chew gum during matches or training Maintain the highest levels of appearance and behaviour Do not bully, swear, be racist, show sexism or fight, none of this will not be tolerated To act as an ambassador of Rushall Olympic and to create a good impression of the football club and at all times when representing the club To give of your best both on and off the field of play. No names to be printed on shirts, if this happens you will be expected to replace the shirt Be aware of any league rules that you need to abide by. Responsibilities Should you leave football club all kit will need to be returned and subs paid up to date before you will be released to play for any other football club, the relevant authority will be informed should this not happen which may result in you not playing football To report any concerns to an appropriate adult Report to the Development Secretary ANY organised football you play (school, other clubs, district etc) Report to the Development Secretary ANY suspensions you have picked up for ANY other organised football Report any injuries to your manager as soon as possible (ie before training or match days) Be responsible for your own development and your own behaviour
16 E ROFC Parents/Carers Code of Conduct: The Parent of Carer of a Rushall Olympic Player you MUST abide to the ROFC Development AND FA code of conduct which can be found at thefa.com and rofc.co.uk copies of this document are on display in the clubhouse. As the Parent or Carer of a Rushall Olympic Player you MUST abide by these rules, ensure you read, understand, agree with and sign this policy before joining Rushall Olympic FC, disciplinary action may be taken if the below rules are broken, ensure you read, understand, agree with and sign this policy before joining Rushall Olympic FC. You are as much a representative of ROFC than the players, staff and committee. Subs and Fines: Please pay your subs on time to your manager (or nominated person) who will collect all subs and pass on to the treasurer on the Youth Development night (usually 2 nd Friday of month, if you have problems paying your subs please approach the manager or Development Committee rep and we will do our best to help, payment options are in place) Please be responsible for payment of booking or sending off fines carried by your child (via club secretary), this is not included in your Subs. Please: Accept your managers decision, should you have a problem seek counsel with the manager and Development committee rep for your team, this can be escalated if required to the Development committee, you can contact any member of the Development committee. Respect your opposition and fellow parents or carers Support your team and the wider football club Do not be under the influence or to take any recreational drugs or alcohol during fixtures Act as unofficial ambassadors of the club Be aware of other aspects of the clubs operation, e.g. other youth teams, first team, social aspects. Understand should you or your child break any of the above rules you may be subject to internal club discipline to be decided by the ROFC YD committee Elect a parents rep for your age group and know who it is (could be more than one) Please ensure: You are a member of Rushall Olympic FC (included in subs, make sure you have a membership card) Your child abides by the ROFC and FA players code of conduct Should your player leave football club, all kit is returned and subs paid up to date before your child will be released to play for any other football club, the Development committee can apply for suspension if this does not happen. Provide all contact details (emergency and personal) Inform us of any changes to personal details You are aware of development opportunities and job lists

18 G Discipline Policy Rushall Olympic FC makes a commitment to its players and staff that they will not be released during the active season for football reasons, this in essence means as long as persons behaviour is good and not causing determent to the Youth Development section of the club you will spend the season as a Rushall Olympic player or coach. The first team follow a discipline policy; to keep in line with the youth development committee has tailored this procedure to suit the development and model child protection issues. It is critical to the success of the football club as a whole that we are well represented wherever we are. If a player, carer or member of staff breaks brings the club into disrepute or breaks the codes of conduct the youth development committee will impose the following sanctions: First Warning: This warning is to act as an alert to the person in question that his or her behaviour has not been acceptable, the person or persons in question will receive a written warning to which they will be required to acknowledge with the signature of the person involved and where applicable the parent or carer. Yellow Warning: This is your final warning before the development committee considers your release from the club, this warning will be copied to the relevant authorities (Main Club Secretary, Staffs FA, League etc). You will meet a member of the Youth Development committee along with your age group manager and you will receive a written warning, you will be required to acknowledge with the signature of the person involved and where applicable the parent or carer.
