1 The Ga. S.C. APA Pool Leagues Local Bylaw s & Amendments to the American Pool Players Asn. Team Manual. 1. League office hours: 10 am 5 pm Monday Friday Office telephone Number: (803) Fax: to the same number A) Only the Team Captains may call on any problems that may have occurred. Do NOT have a team member call on anything pertaining to problems your team may have had. Involving a Host Location owner to call on your teams behalf is also unacceptable. B) No collect calls will be accepted. C) Anyone cursing or being verbally abusive to any staff or league officials will result in suspension from the league for a minimum of 6 months. D) All threats by any team members of dropping their team from the league will result in that team, being dropped from the league roster as of that moment. We are here to help solve team problems and complaints. Knowing the rules and abiding by them, will keep problems to a minimum. But if you must call us remember, if we are asked to resolve and issue, our decision is final and the matter will not be reopened for further discussions. 2. League Dues & Fee s A) Check s & Money Orders: Since all teams are responsible for their team fees, until League Management can collect those fees from the Host Drop off Location. It is recommended that you turn in all League fees by Check or Money Order. Policies for checks are the following:
2 1. All Checks and Money Orders will be made out to Billy or William Sweat ONLY! 2. ON checks or money orders are to be made out to the APA, or APA Pool League, or American Pool players ASN. Those checks will be returned and you will receive a past due on your score sheet as if you had not paid at all. 3) Returned Check Policy 1. Checks will be ran, only once. 2. There is a $30 returned check fee for all bad checks 3. Checks will not be accepted from anyone having written 2 bad checks 4. That person will be notified about the bad check and given 2 days to pay for the Check, and returned check fee. If the check isn t picked up within 2 days a Certified Letter will be sent to that person. If the check isn t paid after that notification. A warrant will be issued against that person for the check. 4) Weekly Team fee s: 1. All Trophies only Division s 8 & 9-Ball: $25.00 per week per Team. 2. All Payback only Division s 8 & 9-Ball: $40 per week per Team. 3. All Masters Payback Division s: $30 per week per Team. 4. All Scotch Doubles 8 & 9-Ball, & Jack & Jill Trophies only: $10 per pair of partners per week. 5. All Scotch Doubles 8 & 9-Ball, & Jack & Jill, Payback only: $12 per pair of partners per week. a) There are NO individual Team Fee s in the league for weekly team fees. How your team divides up the amount for weekly team play is up to your team. b) BYE s will be paid the same as if your team had played.
3 5) Penalties for late or incomplete weekly team fee s or Late team score sheets, are the following: 1. 8-ball teams lose 1 point, after being late or not completely paying weekly fee s after the 2 nd week ball teams lose 10 points, after being late or not completely paying weekly fee s after the 2 nd week 3. Any team late over 3 weeks will lose their chance to pull for a wildcard for the Division Championships at the end of the session. 4. Any team owing any weekly team fee s, or Session fee s, will not participate in any post session play, INCLUDING, Division Championships, Cup Tournaments & Regional Tournaments. Captains & Co- Captains will not participate in the Annual Captains Co Captains tournament. All past dues must be paid by the End of the Session Team Captains meeting. Or the Team will not be reinstated for the next session. 5. Any player that was on a team that owed past dues will not be completely reinstated in the league till they have paid their share of the past dues that, the team they participated on. That player will not be allowed to play on any Singles boards, or Captains Co Captains tournaments, or Play in Division Championships, Cup Tournaments or Regional Tournament. (ex. If your team owed $120 and did not pay the amount at the end of the session and your team had 6 team members, the total amount would be divided by 6 and each member would owe $20 a each.) 6. 8-Ball Late Score Sheets: Teams that are late 3 or more times during the session will lose their chance to pull for a wildcard. Plus after the 3 rd time late they will lose 1 point each time afterward Ball Late Score Sheets: Teams that are late 3 or more times during the session will lose their chance to pull for a wildcard.
4 Plus after the 3 rd time late, they will lose 10 points each time afterward. 6) $25 Annual National Membership to the American Pool Players ASN. Teams cannot play anyone that has not paid their national membership. No one can play in this league if they are not a current member. If your team play s a non member your team will, Forfeit 2 point s per player in 8-Ball, Forfeit 20 points per player in 9-Ball. 7) $10 session fee, per player, per team that the league member plays on. League members must pay this the 1 st night of the league session, on all teams they participate on. Teams will not be allowed to play in division championship if all team members have not paid their session fees. This includes 1 st 4 th place teams. 6) Procedures for turning in League fees and score sheets: When your team finishes the match for the night, you have till 6 pm the following afternoon to turn in your score sheet as well as weekly team fee s. To a pickup and drop off, official Host Location. Official Pickup & Drop off Host Locations: Columbia S.C. Pickup and Drop off Host Locations 1. West Columbia: Ashley B s ( Springdale ) 2. St. Andrews, Lexington & Leesville: The Corner Pocket 3. NE Columbia: Tap s 4. SE Columbia: Hazelwood Party Shop
5 Augusta Ga. & N. Augusta S.C. Pickup & Drop off Host Locations: 1. All of Augusta: Goonies 2. N. Augusta & Aiken County: The Wagon Wheel 8) Coaching Rules: A) 1 minute Time outs. B) 2 time outs per rack for 2 & 3 s in 8-Ball & 1 s,2 s & 3 s in 9-Ball C) Skill level 4 s and above in 8 & 9-Ball, time out each. D) During a ball in hand situation, the coach can touch & place the Cue Ball. If the coach fouls the cue ball, it is a ball in hand for the sitting player. E) Only the coach may approach the table during a time out. No other person may approach the table. 1 st offense: a warning 2 nd offense: Ball in hand & ball in hand for any offense afterwards. F) Only the Standing player & their Coach may call a time out. G) Any team member may call a foul, but the foul must be addressed to the coach. 1. Any player that calls a foul that is not a foul & continues to do so will cause a ball in hand to be called against their team mate that is shooting nd offence will result in the offending team forfeiting that match. 3. Anymore offences will result in the team forfeiting all 5 points in 8-Ball, 60 points in 9 Ball. 4. The player or players that have made the offence will be suspended from all league play for 1 month or more. 5. Shot Clock: A shot clock can be called at anytime by the Standing player, Coach, or Captain. Once a shot clock has been called, Players has 20 sec s to get into the shooting position, 45 sec. s on difficult shots. Players over 20 sec. s will lose their shot and the incoming player will take the cue ball as it sits. No ball in hand. Time will be kept on both players. Slow Play shouldn t be tolerated. 9) Matching Players
6 1. Both teams have a total of 2 minutes to put up players. The team that puts up the player has 1 minute, the matching team has 1 minute to have a player up to the table to play. 2. The teams can not pull players back if the team captain has officially stated a name of a player out loud. Only time players can be recalled is if that team is about to break the 23 rule. Then both Teams can recall the players they have put up. Then it will be the 2 minute time limit to put players up again. 10) Bye s & Forfeits: 1. If a team does not show at the pointed time, plus 15 minutes. Using real time not bar time. That team forfeits the match 8-Ball: 3 points for a team forfeit 9-Ball: 60 points for a team forfeit 2. 8-Ball teams will receive 1 p;oint for each forfeit match as long as they meet the 23 rule, & have a player there at the time of the forfeit Ball teams will receive 12 points for each forfeit as long as they can meet the 23 rule and have a player present at the time of the forfeit ball teams that play more than 2 senior players will forfeit the match that they played the 3 rd senior player Unless they have broken the 23 rule. Then they will forfeit all points, their opponent will receive 60 points or what points they have made, whichever is higher. 5. Scheduled Bye s: a) 8-Ball 3 points b) 9-Ball 60 points At times we can not fill a division so the scheduled byes do happen. The points above are what all teams receive for the bye. If the bye is filled by the 4 th week, all teams that received the bye will have a makeup match. Teams will receive what points they won during the makeup match s.
7 11) Sportsmanship Good Sportsmanship is a must for all competitive sports. Please show curiously to your opponents. I m sure they will show it back to you also. 1. Sharking: Players that walkup to the table in line of the standing players shot, Breaking down cues (Breaking down a cue, means, attempting or completely breaking the cue stick apart no just nervous twisting of the shaft.),or talking to players as they start to shoot, will not be tolerated. A warning will be given the 1 st time, afterward, Ball in hand. 2. Breaking down their cue in line of sight, of the standing player as he or she shoots the 8-Ball will result in loss of that game. The standing player does not have to shoot the 8, & win s the game. 3. Verbal Abuse: a) Any member of the league that curse s at another or use s innuendo s to harass an opponent. Will be suspended from the league for a minimum of 8 weeks. 4. Physical Abuse: Anyone hitting another league member will lose their membership in the Ga. S.C. Pool League. And Not allowed back in for a minimum of 2 years, if not longer or permanent. 11. Match s Players have to play each and every session to qualify for Division Championships, Cup & Regional Tournaments. Established League Members: are League members that have an established Handicap of 10 or more Match s. Division Championships 8-Ball & 9-Ball: Established players 6 matches New players 7 matches Cup s: The same as Division Championships for Established players New Players that just joined 5 matches.
8 Regionals: All Players must have a handicap of 20 matches or more before they can play. New League members that joins a team during the Spring Session, must have 10 matches played by the end of the Spring Session Division Championships. No matches after that will be counted for the Regional Tournament, even if that player has player several times during the Summer Session. 12. Qualifying for the Regional Tournament: Division Size Number of Slots 4 teams Teams Teams Teams 4 15 & 16 Teams 5 1. Teams must stay active after the team qualifies. 2. Teams must be active during the Summer Session of the Regional Tournament. 3. Teams must play in all cup tournaments they qualify for or they lose their slot for the Regional Tournament. 4. Teams must keep 4 original players from the Session the Team qualifies for the Regional Tournament. 5. Teams that qualify during the summer session, may lose below 4 original team members. But they must have 4 by the 4 th week of the Spring Session. 6. The Spring Session that starts in Jan. is the last session of the fiscal league year. 7. All league members to keep their qualification for the Team Regional Tournament, Singles Regional s, must play a minimum of 4 matches each and every session after their team qualifies.
9 Division Representatives: 1. Division Rep. s are players that have been playing in the league for a long length of time and know the rules very well. They cannot make calls for you, but can give you advice on how to handle situations. 2. Div. Rep. s Are Officials in all Local League, Cup s, Singles Regional s, Team Regional or any other official tournaments. 3. Division Rep. s are appointed by the league Operator annually. 4. Division Rep. s also are the members of the Board of Governors & Chairmen of the Handicap Review Committee s. Team Captains Responsibilities are the following 1. Making sure that your team is present and on time for your team match 2. Make sure that the player is the Proper Age of 18. No one under the age of 18 may participate in the Ga. S.C. APA League s Regular teams. 3. Collection all League weekly Fee s, $25 National Member, $10 League member session fee s and turn them in with your nights team score sheet by 6 pm the following afternoon. 4. Having all new members fill out an application. 5. Making sure that all your team mates have current addresses and phone numbers reported to the league office. 6. Making sure your score sheets are correctly and completely filled out. 7. Make sure your team knows the RULES! 8. Take charge of your team when bad sportsmanship is shown. 9. Make sure your team always acts in a sportsman like manner. 10.Make sure that all your team mates read all league materials, Singles board notices, Fliers, that are sent out in your weekly team envelope. If you do not know what some of the literature is about, please contact your Division Rep or the League office. We will make sure you understand the meaning of the content.
10 Age Requirement All members must be the age of 18 or older to participate on any, Ga. S.C. APA Leagues Teams, with the exception of APA Junior 8-Ball or 9-Ball Divisions. Teams playing under aged players will be penalized 8 points 8-Ball, 100 points 9-Ball, or dropped from the league roster. Captain & Co Captain of the team, will be suspended for a minimum of 6 months. Severe Weather Policy In case of Severe weather, there will be no forfeits if a team does not show. Teams must contact the league office by 10 pm, the next morning. A makeup match will be scheduled by either the League Office or between the teams for their convenience. All makeup matches must be played within 2 weeks from the time of the Severe Weather. Makeup Match Procedures 1. The Team that is asking for a makeup match must contact their Opponent, 24 hours before the match starts. 2. If your team calls less than 24 hours before your regular scheduled starting time. Your Opponent does NOT have to reschedule! And your team will be expected to play as scheduled. If your team does not show, then your team will still pay weekly fee s, and receive 0 points. 3. Your Opponent will receive 3 points for 8-Ball, 60 points for 9-Ball. 4. If the Opponent has been contacted 24 hours before the regular starting time of their weekly match. Then the Opponent is obligated to reschedule. 5. The Date for the Makeup match will be UP to the Opponent. The Team asking to reschedule has no say so in the matter. Unless the Opponent agrees and sets a date for both teams convenience. 6. All Rescheduling must be APPROVED by the Ga. S.C. APA League Office. 7. The makeup match must be played within 2 weeks of the regular scheduled match. If not played by then and another date not approved by the league office. Both teams will receive 0 points and still owe all weekly fees.
11 Travel Assistance to National Team Championships Open 8-Ball 1. Teams winning their slot to the APA Open 8-Ball National Team Championships will receive $750 per player that is qualified on the team that has prepaid for his or her, Air Line Ticket & Room to the National Team Championships in Las Vegas. 2. Any team member that was qualified and played on the team during the 8-Ball Team Regional Tournament and cannot go to the National Team Championships because of Work, or Illness. Will receive $ Teams & team members must meet all requirements of the Ga. S.C. APA League, And the National APA Standards to receive any money for the travel assistance. Open 9-Ball 4. Teams winning their slot to the APA Open 9-Ball National Team Championships will receive $650 per player that is qualified on the team that has prepaid for his or her, Air Line Ticket & Room to the National Team Championships in Las Vegas. 5. Any team member that was qualified and played on the team during the 8-Ball Team Regional Tournament and cannot go to the National Team Championships because of Work, or Illness. 12 Ladies 8-Ball 7. Teams winning their slot to the APA Open 8-Ball National Team Championships will receive $650 per player that is qualified on the team that has prepaid for his or her, Air Line Ticket & Room to the National Team Championships in Las Vegas. 8. Any team member that was qualified and played on the team during the 8-Ball Team Regional Tournament and cannot go to the National Team Championships because of Work, or Illness. In every sport, good sportsmanship is required & expected. No less will be expected from you and your team. Read and know your rules. Handle disputes in a gentlemanly or lady like manner. By showing good common sense, and courtesy, you will find that the time you have spent playing in the APA league is well spent and enjoyable, for you and your team mates. As well as your opponents. Any questions should be directed through your team Captain or your Division Rep. League Management has the rights to amend these rules in the future for the betterment of the league.
