24 Implementing Vision for A1A Case Study: Delray Beach Federal Highway (US 1) Interim and Final Enhancements, Delray Beach CRA Corridor s 6 north/south travel lanes resulted in high speeds and last-minute lane changes near Atlantic Avenue resulting in high crash rate. Road diet was proposed allowing for pedestrian- and bicycle-friendly urban street. US 1 between George Bush Boulevard and SE 10th Street had six lanes for many years, some were concerned that reducing the number of lanes would result in increased traffic in the Downtown area. Computer modeling suggested otherwise. Prior to implementing a permanent reduction in travel lanes, the City/CRA developed an approach that would mimic the operation of the ultimate design and have the ability to obtain an FDOT permit for the work. Short segments with plastic curbing were temporary installed to study the real-world effects of fewer and narrower lanes and new signal timing plans on peakand off-season traffic, driver operating speeds, and accident rates. The changes were in place for a year. The results were even better than expected. Traffic levels did not increase, and average driver operating speeds and accident rates were reduced. 24
25 Pilot Project Photo Under Construction Implementing Vision for A1A Case Study: Delray Beach In 2010 the City/CRA moved forward with designs for permanent improvements A TDLC was issued by FDOT allowing for a more flexible design criteria that considered the community s goals Permits were secured from FDOT including approval of design variations reducing the offset distance from curb to trees and light poles to provide for better sidewalk design 25

29 VEHICLE / PEDESTRIAN CRASH DATA: Implementing Vision for A1A According to the Florida Department of Highway Safety and Motor Vehicle ( DHSMV) crash records, there have been 3 pedestrian fatalities along SR A1A in the past 3 years and a total of 18 pedestrian injuries resulting from 21 motor vehicle/pedestrian crashes. The Miami-Ft. Lauderdale urbanized are consistently ranks in the top 3 urbanized areas in the nation in terms of annual pedestrian fatalities per capita according to the national Highway Traffic Safety Administration ( NHTSA) data VEHICLE/BICYCLIST CRASH DATA According to DHSMV crash records, there have ben a total of 24 motor vehicle/bicyclist crashes in the last three years resulting in 19 injuries. Miami/Ft. Lauderdale ranked among the worst areas in the nation in terms of annual bicyclist fatalities according to NHTSA data. SOLUTIONS: Lowering the speed limit without physical modifications to the roadways results in a speed trap but will not have the more comprehensive effect of physical roadway modification. Effectively encouraging motorists to travel at appropriate speeds requires a combination of engineering, enforcement and education. The engineering component refers to designing roadways for appropriate speed that balances mobility needs with community context and livability. 29

32 Future A1A Traffic Operations Aesthetic: The current cross section configuration cannot be improved without reducing vehicular lanes to create additional non-vehicular space or adding medians by constricting access. The current ROW is completely dedicated to use primarily by vehicles. 36 N. Surf Road Proposed Traffic Circulation 1. Switch direction of Surf Road to operate oneway southbound in this specific area only 2. Creates smaller loops throughout the neighborhood 3. Eliminates the need for left-turn movements onto A1A and U-Turns on A1A Might require a signal at Carolina street 4. Eliminates more conflicts 5. Creates greater capacity within the system 6. Connecticut Street to become two-way or switch direction to one-way westbound will require FDOT approval 36
37 Pilot Project Process Pilot project will not start until Dual Left Turn Lanes at SR A1A and Sheridan Street have been completed: Contract is being let by FDOT March 26 th, 2014, will begin late summer 2014 Estimated construction schedule is 8 9 months. Pilot Project requires FDOT Permit Approval-Permitting process includes complete traffic engineering data, accident reports, etc. Approximate time for Pilot Project Approval is 12 months. 37
