For these Members, Your vehicle is Unregistered and severe penalties apply. Begonia Rally We are on the hunt for officials for our flagship event this year. Come give us a hand to run this great event and cement your spot in next years ARC begonia rally. WE NEED YOU!!!!!!!!!!!!!!!!!!!!!!!!!! Club Permit Vehicle Honour Board Don t forget to bring in a picture of your club permit vehicle. Please get some photos together for Keith. Club Permit Scheme Activities. November 1 st, 2015, 9-30 a.m., meet BLCC rooms, the Sunday Drive on the 1st of Nov can all participants meet at the BLCC club rooms at 9.30am for a 10.00am departure. For an entry fee it will be one bottle of wine of your choice which will become the prizes for the highest poker hand at the end of the drive. This will work by me handing one card to each car entry at each of the stop and stretch places we visit, at the fifth stop we will determine the winner and second and third placements. The winner gets to choose their choice of wines depending on how many bottles we get. The first stop will be at Buninyong Crown Hotel car park then on to Ballan through the back way and onto Greendale Hotel for our second stop. For the third stop at Blackwood main street, for our fourth stop at Trentham for a coffee if we want then onto Daylesford for lunch and I hope to book the Boat house on the lake (TBA). This is when I'll hand out the last card and the highest poker hand with five cards at this stage wins. All participants to make their own way home from Daylesford. Club Permit Renewals and admissions:- Your club signatory is a fellow club member and volunteer. He doesn t get paid to sign your vehicle renewal or new application. He is putting his reputation on the line by virtue of his signature, for you. He lives 48 kilometres from Ballarat, Runs his own business, works an average 12 hours a day, and has commitments just like everyone else. Please do not expect him to be available at a minutes notice to sign your renewals or check your new admissions to the scheme. As the vehicle s owner, it is your responsibility to make it happen and not the other way around. Read the rules and Regulations and update yourself on the Club Permit Scheme Requirements, Plan in advance, Book in advance, Network in advance and the signatory will do his best to work with you so that you can enjoy your pride and joy. I am saddened to say that Cogs Carnival did no run this time lack of officials and competitors has led rocket rod to pull it this year. Its very unfortunate that this has happened as many people put in the hours to plan and set up events. So a big hand to all those who put in the effort and commiserations on the fact it was in vain. I must say it is somewhat disturbing that some of these events are, one not attracting the competitors and two we still cannot get officials to help. Website info 4

5 PRESIDENTS REPORT Well its 3 weeks out from this year s 2015 BLCC Begonia rally and there is still heaps to sort. The roads are sorted and final checks are in place. The main thing that is required for the event is officials for both Saturday and Sunday. Saturday requires 8 officials to main start and finish controls for the crews to pace note the event, and we are about 35 officials short for the Sunday. If you can help with a road closure please talk with Sean Payne. Grand final weekend seen the Melton Car Club run its 1 st rally in quiet some time, it was a great opportunity for Gavin Porthouse and myself to shake down Elmo (my new Datto 1600) we had a great run and enjoyed the event, bit dusty. Other BLCC members at the event was George Davidson running under HRA to gain points for the standard car class, which is a great supporter of novice trails and they generally fill half the field. On the same night BLCC setup and manned a stage, as a returning favor to Melton after their assistance of the Tunbridge. Many thanks to stage commander Garry Doyle and officials Noel Peers, Geoff McCarthy, Sam Quick, Darren, Zack and Arron Windus and Darren Windus. A big thanks to Arron Windus for the supporting sign at the spectator On a more somber note it was a great disappointment to receive Rod Halls sms last week to advise that Cogs carnival had been cancelled due to low entries. The event is in honor of a member that gave this club his all and then some. Phil was an ex-president, clubman of the year and life member, this event was meant to be about grass roots motorsport, 3 events 2 days 1 set of tyres. With one of the cheapest entry fees around. Members that I have spoken to are surprised about the event not running, and some have asked has it ran its path? I don t think it has, but maybe it requires some tweaking? A restructure? I would love to know your opinion on this. This month will be a normal meeting with the doors opening at 7.00pm and meeting at 7:30 sharp. See You at the Club Arron Harry Secombe President

6 FOUR WHEEL DRIVE NEWS SIMPSON DESERT TRIP PART 2 - by Garry Doyle Day 8 was a day off so everyone did their own thing. As it happened, the weather was cold and wet so we ventured into Broken Hill proper to look around before heading back to Silverton Pub for lunch. What another great country pub and great hot dogs! We visited the museum with a couple of others whilst others in the group visited the Mad Max Museum. It was a restful day and fortunately the rain dried up but there was still a cold wind. Silverton is another place to book-mark for later. It s well worth exploring as is Broken Hill. But we were on our way to bigger and better places so after two nights we were on our way again, this time north back to outback territory. Day 9 and we had to fuel up and everyone needed water. One of the group had a puncture (caused by a screw driven over in Broken Hill the day before) so we had a slow departure. The drinking water is available from the Information centre but the tap is the slowest I ve experienced. We had around 300litres of water to fill for everyone so we were there for an hour. That was OK as it allowed for more coffee and a puncture repair. North bound may have been a challenge because of the rain so a check at the Information centre put minds at ease as the track was fine. They did advise of an alternative camping area in Tibooburra rather that the Sturt National Park. Lunch was at Packsaddle and Tibooburra was reached in good time. The wind was less now so that would make camping easier. Check in at the General Store to pay for the Aboriginal run camping area just out of town. This is one great spot hot showers, flushing toilets and plenty of room to camp. Our only mistake was we collected some timber along the way. It was left over old power poles and when we put it on the fire, the creosote in the timber meant we couldn t get too close. It was a great place and it s down the road next to the roadhouse. I can recommend this if camping in Tibooburra. take much water to turn the track into a nightmare. I had to concentrate to keep the camper behind me and we were only going as fast as the truck. Wouldn t want to be out here when it rained. We were heading for Innamincka and would take in Cameron Corner along the way. The road conditions varied between soft sand, smooth gravel and corrugations like no other. Arriving at Cameron Corner not too long before lunch we stopped, took the obligatory photos whilst being in three states at once and then to the roadhouse where the hot chips and cold drinks were welcome. I was on the lookout for the yellow bus and I had it marked on my map, but we didn t see it. I don t know whether we missed it (I don t think so) or whether it has been moved. It was getting a bit dangerous so it may have been removed. We stopped on the Strzlecki Track for lunch just near the man of bones. The kids thought it was interesting. It was certainly getting warmer now so shorts and tee shirts were the order of the day. This track is in great condition and there was work being done in many places. Innamincka was busy but there was plenty of camping in the Common where there are long drop toilets. If you want a shower you have to go into town to the Trading Post. This was the first time many had seen such a popular place but many were amazed that Innamincka isn t much more than a pub and a store. Day 10 and we wouldn t be seeing bitumen for some time. Fueled and fed at the roadhouse we were off. We came across a Cruiser with a van that had broken several spring shackles and was heading to the bitumen to get it fixed. That was the first of lots of vehicles we d see with problems. Our group had no problems at that stage so we were able to make good time. There was a section of track being upgraded and we followed a water truck. That was some experience as it doesn t t 6

7 Day 11 and Burke and Wills were on the agenda. We d been talking about the famous Burke and Wills Expedition and everyone in the group was looking forward to seeing the Dig Tree and Burke s Grave. The day was one of the warmest we d had to date so it would make for a pleasant drive. We decided to travel the back road out of Innamincka and head up inside South Australia for most of the way, crossing briefly into Queensland. The track had seen some rain recently and had become quite chopped up and rutted so the going was slow. It was rocky in spots and travelled predominantly through pastoral land so the scenery was amazing. Back onto the main road and we soon turned off for the Dig Tree and the Cooper Creek. We had some children with us so it would be an educational experience. We looked at the Dig Tree, read the information boards, took photos of the Face Tree and measured the steps to where the stores were buried. The Cooper Creek had water but it was low. The pelicans were there as they have been for a while and that s an amazing sight. On leaving the Dig Tree site, we travelled closer to Innamincka and turned off for Burke s Grave. I hadn t been here before, so I was looking forward to this place also. What a great place. To understand the history but also to see the beauty and remoteness of where Burke died is just amazing. I d recommend this for anyone travelling to Innamincka. Surrounded by magnificent gum trees and sand like beach sand, the setting is just amazing. What a great day and of course it would be topped off with dinner at the Innamincka Pub. soft and we d have to travel the 40 or so kilometres to Cordillo Downs before returning to this place to make our way up through Queensland to Haddon Corner. On the way out to the station we passed the burnt out wreck of a Toyota and it was a solemn reminder of what can go wrong out here. We arrived at the Shearing Shed and spent about an hour looking over the ruins. When we left I m sure we were heavier with all the photos we d taken. The drive up to Haddon Corner was much the same as we d already experienced but we did experience our first soft, albeit small dunes on the 15 kilometres to the corner. This made a good lunch break as the kids hunted for footprints that were everywhere. After lunch we made our way to the Development Road and turned to Birdsville. We stopped Day 12 was a long day. We wanted to see Haddon Corner, Cordillo Downs and of course get into Birdsville. We fuelled up at the Trading Post and this as as we expected the dearest fuel we would find on our trip. A few supplies and souvenirs and we left for the Cordillo Downs Road to get to the Station. The road was in good condition but dusty. In places the sand was also quite off at Dion s Lookout which is also well worth a stop, if nothing else but the toilet break. The view is terrific and the story of Dion is tragic. From there a couple more hours and we were in Birdsville. We arrived late afternoon and it is a magical feeling as you get closer to Birdsville. For me this town is a magical place and I love going back there. It s almost like I want to drive through slowly so I don t miss a thing and at the same time take in everything. I can t wait to get back here. Dinner that night was of course at the pub. 7

8 Day 13 and a look around town, the obligatory curried camel pie at Dusty Miller s Bakery and a look over the Information centre. A large part of the day was spent relaxing, washing of clothes and generally getting ready for the desert crossing. More food purchasing was done, more drink purchasing as there s no pubs in the desert and fixing the few small niggles on the cars. There was desert is unforgiving. Rod and Tina s Triton, Josh and Tik s 200 Series V8 Cruiser and Rod Hall s Patrol made it. The others didn t but at least there was one variant of each brand. Back in Birdsville and the decision was easy for dinner back to the pub. Some even had time for a Camel ride around the oval. something we had to do this day and that was have a decent go at Big Red. Adam stayed back to try and fix an oil leak that was concerning him but the rest of us went to the big dune to have a look and a play. There are many tracks up Big Red and they range from easy to difficult. The sand was extra soft and so tyre pressures were also quite low. Everyone had a go but mot everyone made the challenging track. We did all get up the easy track so there were many good photos on top. It was also interesting to see how others attempted the dune. I have video of one Prado with the front wheels at least 3 feet in the air as he took off over the bumps. We all took it easy as the Day 14 and it was a reasonably early start for us. We needed to pack up the camper as it was staying in the caravan park. Packed and ready and breakfast had at the bakery and we were ready for the challenge that lie ahead. We were packed to the limits and even had some of the firewood left over from Rawnsley Park, just in case there wasn t any wood in the desert. Last time I crossed that was the case and we could only have small fires. We went up Big red from the back and took our group photo at the top. Adam had decided not to risk thye trip with the oil leak and that was a very wise decision. The engine consumed a large amount of oil on the return trip to Ballarat, so it wouldn t have been any fun breaking down in the middle of nowhere. As it happened, Josh s Cruiser also did a front strut on day 1 so we used the satellite phone to order new parts into Mt Dare. The first day across the desert was great. The track was rough (QAA Line) as everyone uses it. We did collect some large pieces of wood at Eyre Creek as there hadn t been much wood and the nights would be cold. We didn t get all the way to Poeppel Corner and stopped beside the track around site 7. Camp was in a good place and as dusk arrived, the only wildlife we encountered were a couple of foxes not dingoes. In fact we didn t hear a dingo howl at all. The funniest site was Rod when he was trying to catch the foxes. Here s a grown man with a head lamp on, a shovel in his hand and a stalking movement that would have done an Aboriginal tracker proud. Needless to say, the foxes were smarter than the hunter. A cloudless sky and the first time we saw the night sky in all its splendor. A big thanks to all those that helped me out on the day, Michele Bayley, Noel Peers, Ben McKee, Amy and Gemma Mahony, Wayne Holness, Dave Stewart and Rod Hall for organizing the permit. When you consider the majority of these volunteers don t compete but give up their time so we can, it makes them very special people. Many thanks to volunteers and competitors. Ross Prosser Having 2 events running on the same day, first the Motorkhana and then Rod s Khanacross I was mindful of the time factor. Six tests were run and I had done my best to keep them simple but four of them proved to be tight and they ended up catching out some competitors. Ben McKee taking out top honours, with as always a masterful drive and a little help from 2 extra driving wheels. With 13 starters and all drivers finishing even if one needed to swap cars half way due to electrical problems, the event ran well and out of the 13 starters it was great to see 3 of our club juniors, Jake and Paul Gladman and young Sam Cassar putting in some good performances 9

10 October Sports Sub Notes by Rod Hall Well folks it was particularly sad to have to cancel Coghlan s Carnival this year. Numerous hours were spent getting the event ready by Rhonda Cogs, Donk Hocking and yours truly. It was all to no avail as Friday night there wasn t enough entries. It was particularly disheartening when I remember the passion and effort displayed by Phil who the event is in memory of. Please make sure the next events on our competition calendar are well subscribed so they can proceed. 31 st October will see both our Autocross Series and Motorkhana Series reach their full conclusion for As will our 2015 CDC once the Autocross Rd 4 is run and won. At our recent Sports Sub and subsequent committee meetings it was discussed whether we could include 2 rounds of the Khanacross Series in our Club Driver s Championship. This championship previously was a split of 50% dirt events and 50% bitumen with 2 Autcrosses, 2 Motorkhanas, 2 Hillclimbs and 2 Sprints. Including 2 Khanacrosses would give the CDC a higher emphasis on the dirt surface. Presently however the bitumen sprints are very poorly patronised probably due to the expense and the travel distance to do these events. If we increase the number of events from 8 to 10 it is envisaged that competitors would then be able to drop 2 rounds rather than just 1 round as it is currently. This is not set in concrete yet so please make your feelings or other suggestions known. To have it in place for next year s championship it would need to be published in the November Bulletin. So what s on the table at present is adding 2 rounds of the Khanacross series to the CDC and allowing competitors to drop their 2 worst rounds from the 10 rounds when the year s tally is made. The other possibility is to find a big patch of bitumen on which we can conduct a Khanacross or similar event on. If you know of such facility being available and close let us know. Wayne Holness, Dave Stewart, Rob Prosser and Noel Peers along with first timers (pun intended) Paul Mahoney s daughter s Amy and Gemma manned the stopwatches and recorded our times. Noel also was our chief scrutineer along with the other Mr Hall and a few others. Michele B once again did bookin for us. At the end Mick Goossens added up the times to see who won the silverware. Thank you to all those who helped and made the day go smoothly. I think most looked to enjoy themselves except for Greg & Sharon Pitt who sadly had to retire the Familia early with a power steering leak and went home early. Class A honours went to Mick Goossens in the mighty Suzuki Swift along with 3 rd outright with Richard Gay having to settle for second. Class B was Paul Gladman s domain as was 2 nd Outright. Paul the Donk Hocking reminded us he still knows how to steer buying cleaning up Class C with Sam Mennen 2 nd in class. BennY McKee had the 4WD Modified class all on his lonesome but also pulled 1 St outright. Chris Hall showed the other Mr Hall (yours truly) a clean set of heels or tyres in the special s class. Drew Gladman was the quickest out of the Junior 14 & 15 year-olds from Josh Gay in 2 nd place. Thank you to all those who entered and those who helped out. Particular thanks to Amy and Gemma on their first go who took to the task like ducks to water, gave us cheek when needed and did a good job showing considerable competence to the task at hand. 14 Club plates Hello all. I continually have members ringing me up, who can t understand the Club Permit Rules. The Rules have been clearly documented on the Club Website, the Club Bulletin and discussed at length at Club Meetings for at least the last six months or more. Indeed one of our monthly meetings was dedicated to just this topic. Apparently the Club Permit Rules don t apply to some of our members because they are Club Rules and not Vic Roads Rules and that the Club Signatory who is a volunteer and fellow member should be prepared to bend and / or break the rules to get some members vehicles to remain on the scheme. Please, It is morally unfair and wrong to assume that it is a members right to ask another member to do this. Indeed it is even more wrong to actually ask for this to be done. I don t understand how or why any member can morally behave like this, when, a refusal to do so is going to be the result, purely by necessity and Statutory requirement, because it has the very real potential to bring the Club Permit Scheme into Disrepute. That any member of this club can believe that they have a right to then become insulting, aggressive and down right rude to the very person that they want to help them befuddles me. I am putting my signature and reputation on the line for every member who s vehicle I sign at renewal or for that matter on New applications. If a member cannot understand this then there is something seriously wrong with that members take on what honesty is or what it stands for. It also says something to me about that persons integrity (and I must say it is not saying anything good). I don t ask any member to break the rules for me, so please be gracious enough and honest enough not to ask me to break the rules for you. Simply put, don t ask for the rules to be broken and you wont be offended disappointed with the response and there will be no reason to act in this way. I am somewhat disappointed in the behavior of some members that has caused me enough concern to actually have to write this publication, let alone make it public knowledge. 15 A report on the Akademos Rally 2015 by Arron Windus Akademos Rally 2015 was a huge success for myself and my navigator Joe Brick, taking out the rally by 42 seconds outright. Joe and I went into the event with no intention of placing as it was a pure test with our new car to settle in and get comfortable with what we will be competing in next year's VRC (Victorian Rally Championship). Stage 1 and immediately and very unexpectedly gained some pace and felt very comfortable with our notes as Joe was so perfectly accurate with every call. We complete the longest stage of the Aka only 12 seconds off Dad's (Darren Windus) time! A huge eye opener for both myself and Joe and of course a confidence booster to show that we were taking the right steps forward. My highlight for the event is not so much the win, it was the experience we gained before Begonia and future rally's to come. We walked away from Akademos with a smooth consistent run on each stage! which of course was what i was chasing no matter what the outcome! From now both Dad and I are very focused on Begonia and of course, Dad has a championship to think about!! after the DNF for him at AKA, he only now leads Warren Lee and David Leathlen by 19 points...with 30 points on offer for just 1 heat of Begonia, its going to be the most exciting rally of the season to watch! For Joe and I, we will be doing everything we can to help Dad and Jamie Sargeant with there championship fight! At the Windus Motorsport camp we're hugely excited for Round 6 of the Focus On Furniture Victorian Rally Championship! we hope to see everyone out in force watching what is going to be the most exciting and thrilling Begonia Rally ever!! 19 TECHNICAL BULLETIN Schedule D Apparel, Helmet Clarification REFERENCE: RATIONALE: Define the style of helmet applicable for use in motor sport events held under CAMS permit. ACTION: Amend Schedule D to read as follow: 4.3 Helmet Requirements and Advice (a) Style In addition to the helmets approved for use above, each helmet shall be one of the following design types; full face or open face. An open faced helmet is defined as a helmet that, as a minimum, covers the hair line of the average person and includes covering the ears. Specifically excluded are helmets that do not cover, when viewed in side elevation, the area from the top of the ear to the bottom of the jaw, commonly referred to as a skull cap style. (a)(b) Modifications Other than as provided in this regulation, and then only for the purpose of fitting anchorage points for the attachment of an approved head restraint device, no helmet may be modified from its specification as manufactured except in compliance with instructions approved by the manufacturer and one of the standards organisations listed above, which certified the model concerned. (b)(c) Frontal Head Restraints The fitment of tether posts for an approved head restraint device must be carried out strictly in accordance with the restraint manufacturer s fitting instructions and any guidelines published by the helmet manufacturer. Any holes drilled for the fitment of anchorage points must fall outside the impact test area defined by the relevant helmet standard. Without limiting the general prohibition of helmet modification outlined in 4.3(ab), it is nevertheless permissible to anchorage points for the attachment of approved head restraint devices to helmets complying with the following standards: Snell 2000 and 2005; SFI Spec 31.1, 31.2, 31.1A and 32.2A; BS Type A and A/FR; and FIA CAMS (Confederation of Australian Motor Sport Ltd) 19

20 (c)(d) Communications Systems The FIA has advised that communication systems in helmets must have been tested with that model of helmet for standard assessment. Any subsequent additions or modifications to facilitate communication or breathing devices may invalidate helmet certification. (d)(e) Decoration Decoration of helmets is potentially dangerous, and members are warned of the hazard of using paint on approved helmets. Paint, stickers and transfers, or surface treatments can react with helmet shell material and affect its protective capacity; therefore, where a manufacturer provides guidelines or restrictions on the painting or decoration of helmets, these must be followed, using only paint or surface treatment specified by them (eg, air drying acrylic, polyurethane enamel or others) and preferably a painter having their approval. This is particularly important for injection-moulded shells which are not usually suitable for painting. The shell being painted should be efficiently masked as paint penetrating the interior can affect the performance of the helmet liner. Paints requiring heat curing should not be used and any process should not exceed the maximum temperature of conditioning of the helmet in the standard to which it is approved. The manufacturer s instructions should also be consulted for any considerations on the use of stickers and transfers. (e)(f) Accidents & Damage Competitors are cautioned against using a helmet which has been damaged or involved in accident. Helmets shall be deemed by the Event Officials to be in a suitable condition for motor sport use. Unfortunately Cogs didn't run this time round lack of entries and VERY few officials. Which unfortunately brings me to this, There was a working bee this month, where we had one person show up. I find this very disappointing. This club is a living breathing thing, it is owned by us all. It only lives because we make it live, I have said it before and will say again its our CLUB. We occasionally need help. It was proposed a while ago to put a levy on involvement and it was shouted down. What we want is suggestions on how to promote involvement within the club. So please send your suggestions and comments to the editor, or turn up the next club night and tell us in person. Website info 21
