3 Presidents Report November 2013 Arron Secombe President Gee only 4 and a bit weeks to Christmas, where has the year gone? November has been another busy month for the club and the committee, with motorsport, meetings etc. I think the committee had back to back Monday meetings for 3 weeks running. November is always a special month for the BLCC where we honour past president and life member Phil Coghlan. As most members know Phil was a big corner stone in the BLCC foundations and worked tirelessly to make sure the club was secure. Coghlan s Carnival has been running for a number of years now and is an awesome concept of grass roots motorsport. With 3 different disciplines of events, including motorkhana, Khanacross and Autocross. The success to placing in the event is to have a well-balanced car (someone should tell those Secombe boys this) across all three events and a bloody good set of tyres. The directing team was led by Damian Faulkner overall with Paul Hocking directing the motorkhana, Keith McElroy directing the Khanacross and Micky Goossens directing the Autocross. The directing team did an awesome job of the event, but like every successful person there are an amazing group of people to support them, sorry I am unable to name all of them but a big thank you to all that helped and made us the competitors have a great event. The following week after Cog s the BLCC had a car display at the Ballarat Show, the display was run by Ross Barnett and Chris Burke, the photos I seen looked great and the new marque stood out with our name. Thanks guys for getting behind this. Back at the start of November we had 3 crews compete in the Bendigo sprint rally ran by the HRA, 6 kms of bull dust, fast straights, hair pins, yumps and plenty of sideways action. See results and pictures in the bulletin. On the 30 th of November BLCC will be running round 12 of the VCAS at the BLCC motorsport complex, the event will be run as a day /night event with a trophy presentation for our last round during the tea break. I am still looking for some officials for on the day. Our last round was a huge success with great wrap and expectations to follow it up again. The night will end with a quiet beverage or 2 at the clubrooms. So please either enter or come and give us a hand. A great day to be had by all. This month s club night I am hoping that Ronda and Roy are feeling up to coming out to share their experiences from the recent trip on the Ghana, I haven t had a chance to catch up with them and chat about their 2 nd honeymoon, I just hope the Roy behaved himself. (Sorry Roy had to have a crack after your reaction from last month) Also Rod Hall will be running his style of celebrity head so look out for Rods strange and mysterious people s names that may appear on your head. 5 Sports Sub November Update November Sports Sub & Competition Report Big thanks to Damian Faulkner, Paul Hocking, Keith McElroy and Michael Goossens for their efforts directing the 2013 Coghlans Carnival and Rhonda for turning up with birthday cake as well as helping. All done and dusted and there was plenty of that! Thanks to those who timed, scrutineered, checked entries, cooked or served food or helped in any capacity as without you the event would not have happened. Thanks to all those who entered too and made the competition tight. Congrats to Greg Pitt who won by the narrowest of margins by one point!! Arron Secombe is directing another VCAS round on 30 th November which is on a Saturday. It will be a day night event which will start a little later than the earlier VCAS event but will finish later, in the dark as they say. If you can help in any capacity at any stage during the day or night please let Arron or myself know ASAP. We set the bench mark at our first foray into VCAS events and now need to maintain it. Our 2013 Club Drivers Championship will culminate at the Sandown Sprint on the 1 st of December with the points very close at the top. Greg Pitt and Ash Findlay are both poised in winning positions so it will be interesting to see who stands up to the pressure. Can Greg build on his recent Cogs Carnival success or will Ash spoil his party. The Geordie Fawcett Memorial Autocross will then roll up just over a week later. Barney will have an activity for the juniors in the morning whilst our dearly beloved President will have something to keep those of us too old for juniors occupied and challenged in the morning. These activities will be in and around scrutiny. The Autocross itself will start at 1:30pm after lunch. Lunch will be at the clubrooms during which a certain fella in a red suit will turn up to hand out some pressies to the kids. There will also be a car display outside the clubrooms in the carpark for those who like to show off their pride and joy. See Chris Hall or his deputy Noel Peers for details of the Car Display. Your November Bulletin should have a copy of the 2014 Calendar. We have another busy year next year. We are hoping to reinstate a Khanacross series next year. We are still waiting on confirmation of suitable dates for the Sprint events that are included in our CDC. 6 Editorial Welcome to the November edition of the Bulletin. I have been engaed as usual in the caterng of events. I will cntinue to do this, going forward but I have reached a point physically that I now suffer back pain if I am on the job for too long. To this end I really am reaching the point where I will not be able to complete a dats catering. I have put the word out many times but thaere has been little or no response to my pleas. The greatest thing that anyone could do for me at this stageis just do some serving and a little prep or even just the cleaning up beforewe begin each time. This occured at the recent Cog s carnival where several of ladies hooked in and cleaned the catering area, this was wondrful! If I had had a few breaks during the day my back wouold not have required a day off work the next few days. Please - just an hour or less would be greatfully accepted. Whilst on the subject, have you got an old site hut or 20ft container that we could get free or very cheap? I would love to be able to build a catering box in order to vacate our tower area and have a purpose built dust free and secure area. The added benefits of this would also be that no more money needs to be spent on the tower area and if or when we need to move to a new track site we will have and easy to move ready to go catering facility. I have been encouraged lately by the addition of new members and even more juniors. Hopefully this will bode well for the clubs future through the next faze of our life. You can not help but notice the little markers situating the new road that will be the new connecting ring road. One small thimg was the recent declaration of land rights by the local Wannik people, I can only wonder weather this will have effect on the Wendouree West Employment Zone s progress. 10 The BP Rally Reunion BP Desert Rally Reunion 18 th April 2014 In recent years a vinduro movement (vintage enduro) has evolved, where old blokes are ressurecting, restoring and riding their 1970s enduro dirtbikes around various courses. In mid-2014, a unique Vinduro desert event is planned for Hopetoun, central Victoria... and we aim to be running the track through the actual main street and out into the desert. This got me thinking about the famous BP Rally, and I started digging for photos. Six months later, I have completed a very large pictorial book on the history of the first seven BP desert rallies ( ). The event s original name was the BP Sunraysia 250 Desert Rally, and not to be confused with the Mallee Rally at Sea Lake which started two years later. The book will be launched on Easter Friday next year, at the annual Broadford Bike Bonanza... approximately a month before the desert vinduro at Hopetoun. Bikes will be on display, and Garry Baker is coordinating a desert buggies display as well. We still have tons of time up our sleeves and so - if anyone at the BLCC has an interest in the reunion... or in assisting Garry Baker - we still have lots of time for you to take action. 15 BLCC Club Permit Scheme Requirements Financial members of VicRoads approved clubs are able to apply for either a 45 or 90 day permit depending on how much use they expect to make of their vehicles over a 12 month period. If a person obtains a 45 day permit but later decides that this is not enough, another 45 day permit may be purchased later on. However, no-one will be able to obtain a permit to drive their vehicle for more than 90 days in each 12 month registration period. Modifications. The club s position is that the club permit scheme is there to preserve CLASSIC and HISTORIC vehicles and to allow members to utilise their vehicles in various club events including driving to and from them. Regulation 155(1)(b) states Club responsibility for verifying that a vehicle is safe for use will be the same as currently i.e. by club inspection and a letter confirming the vehicle s state or by sighting a current Certificate of Roadworthiness for the vehicle. All modifications for safety or performance must be approved by our CPS inspector. In other words the vehicle should be and should remain in a safe condition and not have post inspection alterations made. These may result in your permit being suspended or worse, having your vehicle defected by police. This will also mean that a full roadworthy will be required. Please note that the scheme is not there to allow cars to be driven that would not normally be able to be registered. Vic Roads and the police are likely to start stopping cars for checks with the result that the club can lose its ability to have vehicles on Club Plates if members are found to not complying with these VicRoads rules. A reminder to all club members who use this scheme that you must renew your membership otherwise your permit lapses (no membership, no permit) If you use your car without renewing your membership you are driving an unregistered, uninsured vehicle (a $600 plus fine) Vicroads will be notified of un-financial members who are using the scheme. If you sell a car that is on the scheme you must inform the club, as the permit is not transferable when the vehicle is sold. You must fill out an entry in your log book for each day of use BEFORE you begin your journey. Failure to abide by this rule may result in you getting a fine for an unregistered vehicle and of course you'd have no TAC cover. You won t have time to fill out your log book after an accident or when you are pulled over by the police November 2013 TheBulletin 15

16 BLCC Club Permit Scheme Requirements Recent changes to the VicRoads Club Permit Scheme has opened up freedoms on the use of red plated vehicles. This in turn has led to an increased demands from prospective members of our club. The concern is that some people may take advantage of the privileges offered by the scheme without putting anything back into the club. As a result, the committee have moved that some requirements be placed on new members, especially members who have joined our club simply to benefit from membership to use the scheme. The following are the new requirements :- New members who wish to join BLCC in order to have vehicle/s on the Vicroads Club Permit Scheme need to participate in at least three (3) activities per year for the first three (3) years of their membership. This will not apply to existing members who are still encouraged to continue to contribute to the clubs ongoing events and activities. All new members will be issued their membership card at their first event of the month in which they sign up and entry will be free which includes a Motorkhana, Autocross, Khanacross or Club Night and will also count as their first contribution to the club (If State Championship Hillclimb or any Rally/Trial, Winter Classic will not be free) It will be the new member s responsibility to maintain proof of other contributions for the committee at time of renewal. A suggestion of this proof is to get an official of the attended function / event to sign your VicRoads Logbook or provide results from the event you competed in or your CAMS official logbook signed by senior official as applicable. The club activities that are eligible for this are:- A Monthly General Meeting, Club run motorsport events, competitor or official or Social tours / Working Bees / Fundraisers or the contributions of and article to the Bulletin Club Permits will not be renewed by the club if proof of participation is not provided Special consideration for an exemption from this participation will be considered on a case by case basis. All Club Permit holders must :- Be a full financial member of the BLCC ( Associate Members are required to upgrade to full membership if a CPS user ) Comply with the current rules and regulations outlined by VicRoads Be aware at all times that every time you use your vehicle you are representing your club and should always act in a responsible manner. Our club has designated Mr Chris Hall as our CPS vehicle inspector for these inspection/s. Noel Peers can act a Chris deputy. Chris or Noel will not sign off on the inspection paperwork without sighting a current full membership card, receipt of $45 fee and successful completion of the inspection. To ensure that there is no deterioration or modification in our Club Plated vehicles an annual inspection will be required for continuation in the scheme. This may be done by attending one of the many events (with prior arrangement) where scrutineering occurs (no fee) or by having Chris or Noel inspect the vehicle at a pre-arranged time at (Peter Stapleton s or Carline garages with a charge of $20) 16 TheBulletin November 2013
