3 WHAT WE DO The Area Council of Governments (OG) is an association of Valley governments formed from the six regional counties El Dorado, Placer,, Sutter, Yolo and Yuba and 22 member cities. OG s directors are chosen from the elected boards of its member governments. OG s primary charge is to provide regional transportation planning and funding, as well as a forum for the study and resolution of regional issues. In this role, OG prepares the region s long-range transportation plan; approves distribution of affordable housing around the region; keeps a regionwide database for its own and local agency use; helps counties and cities use federal transportation funds in a timely way; assists in planning for transit, bicycle networks, clean air and airport land uses; and has completed the Blueprint Project which links transportation and land development more closely. 4 Annual Listing of Obligated Projects Fiscal Year 2009 ABOUT THIS DOCUMENT regulations, under the Safe, Accountable, Flexible, Efficient Equity Act: A Legacy for Users (SAFETEA-LU), require that the Area Council of Governments (OG) publish an annual listing of projects using federal funds that were obligated during the prior federal fiscal year (FFY). The Annual Listing of Obligated Projects provides a record of federal transportation funding delivered to projects for the year. This document is available for download on the OG website at ABOUT OBLIGATIONS of federal funds means that a project sponsor received a federal commitment for reimbursement on a project. It is a critical milestone in the development of a project. Although helpful, on their own, the dollar amount, fund type, and date of obligation provide an incomplete picture. If a project was obligated, it does not necessarily mean that the project was initiated or completed in that year or that the obligation amount indicates the total cost of that project. Each phase of work (preliminary engineering, right of way, and construction) programmed with federal funds requires a separate obligation before an agency can begin federally reimbursable work for that phase. After an obligation takes place, the local agency may proceed with that phase. Generally, local agencies proceed with a phase within 6 months of obligation. The schedule in which a phase gets completed depends on multiple factors, including the magnitude of the project, the type of phase, and any delays that arise. Deobligations occur when a project sponsor relinquishes its right to federal reimbursement, returning some or all the funding to the agency in charge of managing those funds usually to the Department of, Caltrans, or OG. Typically, deobligations occur if a project is completed under budget or deleted. ABOUT THE RAMENTO AREA COUNCIL OF GOVERNMENTS The Area Council of Governments (OG) is an association of Valley governments formed from the six regional counties El Dorado, Placer,, Sutter, Yolo, and Yuba and 22 member cities. OG s work is guided by a 32-member policy board. OG is also a federally designated metropolitan planning organization (MPO) and a state designated regional transportation planning agency (RTPA). Over the years, state and federal laws have given OG an increasingly important role in financing transportation improvements within the six-county Region. At the federal level, the 1991 Intermodal Surface Efficiency Act and its successor, the Equity Act for the 21st Century, empowered MPOs like OG to determine the mix of transportation projects best suited to meet their region's needs. Congress reaffirmed the MPOs role in transportation financing in 2005 with the passage of the SAFETEA-LU. 1

5 Annual Listing of Obligated Projects Fiscal Year 2009 METROPOLITAN TRANSPORTATION N Projects listed in the Annual Listing of Obligated Projects come from the Region s long range transportation plan. The current plan, known as Metropolitan Plan (MTP) for 2035, was adopted by OG in March The MTP specifies a detailed set of investments and strategies throughout the region from 2008 through 2035 to maintain, manage, and improve the surface transportation network. Major regionally significant projects are all planned in the MTP before they obligate federal funds. However, many of the projects in the Annual Listing of Obligated Projects are not significant enough to be found individually in the MTP. Instead, these projects fall into MTP lump sums such as highway safety and bicycle/pedestrian improvements. As a reminder, this annual listing is limited to just federal funds and does not include all revenues expended on transportation in a given year. METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM In addition to being found in the MTP, projects seeking to obligate federal funds must be programmed, or listed in detail, in the Metropolitan Improvement Program (MTIP). All MTIP projects are programmed individually or as part of lump sums in the MTP. The federally required MTIP is a short range comprehensive listing of all Region transportation projects that are regionally significant or expect to receive federal funding in the next four years. The MTIP sets forth OG s investment priorities for transit and transit-related improvements, highways and roadways, bicycle and pedestrian, and other surface transportation improvements in the six-county Region. OG prepares and adopts the MTIP every two years. The MTIP must cover at least four years and contain a priority list of projects grouped by year. Further, the MTIP must be financially constrained by year (meaning that the amount of dollars programmed must not exceed the amount of dollars estimated to be available). ANNUAL OBLIGATED PROJECT LISTING SUMMARY The Annual Listing of Obligated Projects for FFY 2009 shows that approximately $427 million of federal funds were obligated in the OG region for highway, local road, transit, bicycle and pedestrian facilities, transportation enhancement, and air quality projects. 2

This list includes projects using FHWA fund sources such as Surface Program (STP), Congestion Mitigation Air Quality Improvement (CMAQ), Enhancements (TE), and High-Priority Earmarks (HI-PRIO). Transit projects, sorted by lead agency and project. FHWA Projects with Funds Transferred to FTA. This list includes projects with CMAQ funds being used by a transit agency on an FTA grant. The table columns in the listing include: County indicates the county abbreviation in which the project is located. Lead Agency indicates the lead agency or project sponsor, if information is available. Title indicates the project title or location Description indicates scope, limits, and the type of work. Fund Type indicates the obligated fund source. OG ID is the identification code for the project in OG s MTIP. Please note that there may be multiple obligations for a given project with the same MTIP ID, usually indicating an obligation of more than one fund type or repeated obligation activity during the year. Project ID indicates the federal project identification code. 4

8 Annual Listing of Obligated Projects Fiscal Year 2009 EA # (Expenditure Authorization Number), assigned by Caltrans, is also know as State Project ID. Grant #, is the Transit Administration Grant Number. A transit agency, in a given year, may obligate multiple transit projects under a single grant number. indicates the amount authorized. Negative numbers indicate a deobligation, where the federal funding commitment is no longer given for the project. This may indicate a cost savings in a project phase. In some cases the deobligation is reprogrammed, either to the same project (as a different fund type or to later phases), alternative projects, or returned to the agency in charge of programming the funds. Bike/Ped, references a project whose primary objective relates to bicycles and/or pedestrians. Many projects construct bicycle and/or pedestrian improvements in addition to other work being done. Caltrans may have additional information regarding the obligations they manage. If a cell was left blank, then the information was not available. REPORTING REQUIREMENTS 1. OG must file the annual listing no later than 90 calendar days, following the end of the program year. ACTION: OG intends to list the draft version (on its website) before November 5, 2010, with the final version expected to be posted in December, OG shall develop this document cooperatively with the State and Public Operators. ACTION: OG intends to present the draft document to its Regional Planning Partnership (RPP) and the Transit Coordination Committee (TCC). These committees assist in regional federal planning and oversight activities. 3. OG shall include a listing of the investments (obligations) in pedestrian walkways and bicycle transportation facilities ACTION: Pedestrian walkways and bicycle transportation facilities are so noted on Tables 1, 2, and This listing shall be prepared in accordance with Section (a) and shall include all federally funding projects authorized or revised to increase obligations in the preceding program year, and shall at minimum include: A. MTIP information number (OG ID) under Section (e) (1) and (4). B. of federal funds requested in the MTIP. 5

The listing shall be published or made available in accordance with OG s public participation plan for the MTIP. ACTION: Tables 1, 2, and 3 reflect the requirements above except for funding remaining and available for subsequent years by project. Instead, the MTIP shows this information by project and it is available on OG s website. This information changes often as projects update their costs and receive additional funding as they proceed. ACTION: OG s Public Participation Plan, under SAFETEA-LU, states that the MPO shall develop and use a documented participation plan that defines a process for providing all interested parties with reasonable opportunities to be involved in the metropolitan planning process. As such OG intends to perform the following: Post a draft report on its website. Present the draft report to the RPP and TCC committees for their input.
