MOTION None II. AGENDA ITEM SUMMARY The purpose of this fourth work session on the update to Lane County s Transportation System Plan (TSP) is to: update the Board on the process; revisit the safety policy given the Board s strategic planning discussion; and share the updated project list and funding assumptions. Staff seeks the Board s input before proceeding with the next step of developing the updated TSP. III. BACKGROUND/IMPLICATIONS OF ACTION A. Board Action and Other History The Board has had three work sessions on the TSP update process, on December 15, 2015, February 9, 2016 and June 29, 2016, respectively. Staff has provided responsive information to the Board s feedback from the second work session on June 29, 2016 (see Attachment 1). Since the second workshop, the project list has been refined to include cost estimates and potential funding sources for each project (see Attachment 2). In December, the Board held an annual work session on the Strategic Plan, which resulted in several additional transportation-related action items to advance Priority 1: Safe, Healthy County. These additional actions (i.e., adopt a Transportation Safety Plan and create a Bike/Pedestrian Plan) are supported by the TSP update. Since the TSP is the transportation policy document, and given the Board s discussion regarding broader safety initiatives (e.g. Vision Zero and Towards Zero Deaths), staff has further revised the related safety goal/policy in the Page 1 of 3

2 draft TSP for the Board s consideration (see Attachment 3). Staff will present more information about the national strategy on highway safety Towards Zero Deaths at the work session, regarding the proposed revisions. B. Policy Issues The TSP is the transportation element of the Rural Comprehensive Plan, as required by the Statewide Planning Goals and Oregon Administrative Rules (OAR). The last update to the TSP occurred in 2004, which was adopted by the Board as Ordinance No. PA Staff will provide findings of compliance with the applicable criteria at the time of adoption, which is tentatively scheduled for summer The TSP contains the transportation policies for Lane County. The Board reviewed the updated goals and policies in the prior work sessions. The Board is being asked to consider additional revisions to the safety goal/policy based on the discussion at the December Strategic Plan work session. C. Board Goals The TSP includes 10 goals for Lane County s transportation system, which were reviewed by the Board at the June 29, 2016 work session. Given the Board s discussion on safety as part of the Strategic Plan, staff will present proposed revisions to the TSP safety goal for the Board s consideration. The TSP goals will be formalized by the Board during the adoption process this summer. D. Financial and/or Resource Considerations The TSP identifies needed transportation projects within the required 20-year planning horizon (through 2037). Cost estimates and funding assumptions are provided for each project, based on current information (2016). The needs are greater than the known funding sources. The projects are identified as either having a reasonable chance of being funded by 2037 (financially constrained) or needing additional funding from an unknown source (illustrative). The funding for both the financially constrained and illustrative projects assumes that Lane County would need to compete for state and federal funds. Staff will provide more information about the funding assumptions at this work session. E. Health Implications The TSP has positive health implications by: establishing transportation goals and polices that promote safety, economic vitality, environmental stewardship, equity and accessibility; and identifying the transportation needs of all populations; and recommending projects that improve transportation safety and expand transportation choices for everyone. F. Analysis Staff will provide findings of compliance with the applicable approval criteria for Page 2 of 3

3 the Board as part of the adoption package in summer G. Alternatives/Options No formal action is involved at this work session. Staff seeks the Board s feedback and direction prior to the adoption process this summer. IV. RECOMMENDATION None required for work session V. TIMING/IMPLEMENTATION Formal adoption of the TSP will involve a public hearing before the Board in summer VI. FOLLOW-UP If additional follow-up is requested after this work session, staff will coordinate a subsequent work session as needed. Unless otherwise requested, the next scheduled meeting before the Board will be a work session on the Draft TSP document, prior to the adoption process that involves a public hearing, in summer VII. 4 Attachment 1 Follow-up Information from the June 29, 2016 Work Session #3 On June 29, 2016, the Board had its third work session on the Lane County Transportation System Plan (TSP). At that meeting, staff and consultants: provided follow-up from the second work session held on February 2, 2016; shared draft project lists and maps; and presented new products for transportation resource routes. The Board provided productive feedback on the resource routes for bicycle, freight, and emergency transportation. An updated on these products is summarized below, based on the Board s feedback and subsequent investigation with the project management team, stakeholders, and technical advisors. Transportation Resource Routes Bike Routes: The Board noted that several routes were missing from the figure showing the popular bicycle routes from the 1998 Lane County Bicycle Map. We discussed the challenge of identifying bicycle routes when virtually every Lane County road has bicycle usage. An objective of identifying popular bicycle routes in the Transportation System Plan (TSP) was to identify related shoulder widening projects. We subsequently consulted our bicycle stakeholders, including Greater Eugene Area Riders (GEARS) and Travel Lane County, and learned that many of the bicycle routes from the 1998 map no longer meet the demand criteria for the majority of users because the routes are either too challenging or require other modes of transport to arrive at the destination. Rather than mapping bicycle routes, the majority of stakeholders said they would prefer a map that detailed bicycling conditions on all roadways, such as elevation changes, shoulder width, and traffic volumes. This approach is consistent the Oregon, Eugene, and Springfield bicycle maps, which all acknowledge that nearly every road can be used by a bicycle; Oregon s map takes it a step further by recommending some roads over others to avoid higher-volume and higher-speed roadways. This level of mapping is beyond the scope of the TSP, but is appropriate for a future Bicycle and Pedestrian Master Plan that was recently included in the Lane County Strategic Plan. Although the TSP will not include a figure showing bicycle routes, the proposed project list includes shoulder widening projects based on feedback from bicycle stakeholders. Lane County is providing mapping support to the Travel Oregon Bicycle Studio that was initiated by Oakridge Mayor Coey to promote recreational bicycling. Although the studio is focused on economic development by identifying bicycle friendly businesses and includes routes through forest lands, Lane County will be collecting some baseline data from system users that will help inform the future Bicycle and Pedestrian Master Plan. Staff thanks the Board for their support on both the studio and the master plan efforts.

5 Attachment 1 Freight Routes: Similar to the bicycle route mapping challenge, most Lane County roads are used for the movement of freight. In addition to mapping the state and federal freight routes, a local resource route designation is proposed for the updated TSP. The purpose of this mapping is not only to identify project needs for roadway upgrades, but also to leverage state and federal resources for funding those types of improvements, given the focus of freight movement in the Fixing America s Surface Transportation (FAST) Act. For example, ODOT is currently developing an Oregon Freight Intermodal Connectors Study to assess the location, condition and performance of local streets that connect to freight facilities; the outcome of the study will be used to prioritize future investments. ODOT is also leading an effort to amend the Oregon Freight Plan to ensure consistency with the FAST legislation. The Resource Routes proposed in the TSP include County roads that facilitate the movement of truck freight between major designations (i.e. industrial areas) and ODOT freight routes. These routes would be prioritized for maintenance and upgrades for 12-foot travel lanes with fivefoot shoulders. Based on the Board s feedback, the following routes have been added: Poodle Creek, Clear Lake (from Territorial to Hwy 99), Prairie, River, and Bob Straub Parkway (from Jasper to Hwy 58). In response to Commissioner Farr s opposition to a new freight route north of Coburg due to the affected property owner s objections, staff proposes to change the figure from a dashed line to a shaded circle to show a larger study area, rather than suggesting that a road will actually be constructed through specific properties. The associated project is for a future study that would evaluate the freight needs, review a variety of alternatives to meet that need, and then arrive at a community-preferred solution derived from public outreach and property owner discussions. The need for additional freight connectivity was raised as part of the Coburg TSP co-adoption process, in which the Board directed staff to address the issue as part of the Lane County TSP update. Emergency Routes: Similar to the freight route mapping, we propose to include in the updated TSP a figure showing the Oregon Lifeline Routes in Lane County along with a local designation for additional County roads that are essential for the movement of response resources during a major regional emergency or disaster. Based on the Board s recommendations from the last meeting, we added Poodle Creek and extended the designation to include all of Marcola. We shared this product with all of the fire chiefs in Lane County and our emergency stakeholder representatives at the Oregon State Fire Marshal s office and Siuslaw Valley Fire and Rescue. Conclusion Staff appreciated the Board s input and welcomes any additional questions or comments.

21 Attachment 3 Draft Safety Goal and Policy Background At the February 2, 2016 work session, the Board reviewed the revised goals and policy structure for the updated Lane County TSP. The Board requested the inclusion of a statement about the goals needing to be balanced and to emphasize that the goals are neither listed in priority nor weighted differently. At the time, the Board directed staff to revise the safety policy so that it could not be characterized as giving priority to one mode over another. In response to the Board s comments, staff presented the following revisions at the June 29, 2016 work session: Policy 1-a: Reduce severe and fatal collisions Strive for zero transportation-related fatalities for all transportation modes by reducing the number and severity of crashes through a multi-disciplinary approach including education, emergency medical services, enforcement, engineering, and evaluation. Additionally staff provided the Board with a broader context for the safety policy with a work session on April 19, 2016, regarding the development of a Transportation Safety Action Plan (TSAP). The TSP and TSAP are intended to improve the safety for all transportation modes and their interaction with each other. These plans neither intend to only address the safety of people walking and biking nor to force people from driving their own vehicles. On the contrary, these efforts are intended to make driving safer, as well as provide safer walking, biking and wheel chair accessible transportation choices. Our economy and lifestyle improves when we have more choices. Because human error will always exist on our roadways, it is important for us to continue to improve traffic engineering, education, emergency services, enforcement and evaluation whenever possible. Each one of these measures will not be fully successful by itself; rather, they each rely on each other. Both plans support all of these efforts, including increased traffic enforcement. More recently, at the Board s Strategic Plan work session in December 2016, broader safety initiatives (e.g. Vision Zero and Towards Zero Deaths) was discussed. Vision Zero is the Swedish approach to road safety, rooted in the philosophy that no loss of life is acceptable; it has been adopted by many cities in the United States, including the cities of Eugene and Portland in Although Vision Zero is neither specific to urban areas nor exclusive to bicycle safety, its movement has been quickened by bicycle advocates with an emphasis on redesigning streets for everyone. Another safety initiative that may be more relevant to Lane County is Towards Zero Deaths. Towards Zero Deaths (TZD) is the United States highway safety vision and strategy for reducing fatal and severe-injury traffic crashes. Members of the TZD initiative include: Federal Highway Administration; National Association of County Engineers; American Association of State and Highway Transportation Officials; American Traffic Safety Services Association; many states, including Minnesota, Wisconsin, Michigan, and Maryland; many counties, including Clackamas

Joining the TZD initiative does not require members to endorse all of the strategies; instead, it is intended to motivate partners to reinforce partnerships, increase collaboration, create new opportunities, and focus aggressively on reducing traffic deaths. The TZD initiative includes strategies that are known to be effective in addressing specific factors contributing to crashes and have the potential to make a significant reduction in fatalities and serious injuries. Staff will provide more information at the January 24, 2017 work session regarding TZD and the benefits of joining the national initiative. Proposed Revisions for Consideration Goal 1: Safety Provide a transportation system that is structurally and operationally safe for all users and modes Eliminate serious traffic crash injuries and fatalities on the County s transportation system. Policy 1-a: Reduce severe and fatal collisions for all transportation modes through a crashes on the County s transportation system through participation in the National Strategy on Highway Safety Toward Zero Deaths (TZD) program, which includes a multi-disciplinary approach including targeting education, emergency medical services, enforcement, engineering, and evaluation. Conclusion Staff seeks the Board s feedback on the proposed revisions.
