EXECUTIVE SUMMARY (General Business): Discuss the revised Floresta Drive Corridor Master Plan, which has been revised pursuant to public input from two Public Information Meetings conducted in January and March, 2018 respectively. Provide staff with final comments to be incorporated into the plan for final presentation in June, PRESENTATION INFORMATION: American Consulting Professionals LLC will provide a 15-minute PowerPoint Presentation. STAFF RECOMMENDATION: Move that the Council provide staff final comments, input and direction on the revised Floresta Drive Corridor Master Plan and conceptually approve the plan to be updated by the Consultant for final presentation and approval at the City Council Meeting of June 11, ALTERNATE RECOMMENDATIONS: 1. Move that the Council amend the recommendation and provide conceptual approval. 2. Move that the Council not conceptually approve the plan and provide staff direction. BACKGROUND: On October 30, 2017, staff and our consultant presented and discussed traffic projections, levels of service and typical roadway sections associated with 2-lane and 4-lane options for the Floresta Drive Corridor. Ultimately, the City Council approved the 2-lane "Complete Street" option, which was in line with the request from the community to preserve Floresta Drive as a neighborhood street, and the Master Plan was updated based upon comments received at the meeting. Pursuant to the direction of City Council, staff and the consultant conducted Public Information Meetings (workshops), the first of which was held January 24, The meeting was well attended, with many public comments received. In an effort to illustrate the input and comments received from that Public Information Meeting and reconvene for further discussion and input at the second Public Meeting to be held March 28, 2018, the Master Plans were revised so the public could conceptualize their thoughts and input, and others could experience the effect of those majority comments received. The next Public Information Meeting was then held March 28, 2018 and again, well attended. Public comments were again received, but fewer and similar in nature. 2 ISSUES/ANALYSIS: The plans have once again been revised pursuant to the comment and input received, but are still in the conceptual development stage at this point. The final decisions on the Floresta Drive Corridor Master Plan layout and amenities is a policy decision of City Council. All versions of the conceptual plans to date have been retained, so therefore, any final revisions decided upon by Council can be easily incorporated. Various Master Plan sections and plan view options will be presented to City Council for consideration and discussion. FINANCIAL INFORMATION: Updated preliminary costs estimates for each phase of the project will be provided at the City Council meeting of June 11, SPECIAL CONSIDERATION: N/A LOCATION OF PROJECT: Floresta Drive from Southbend Blvd to Prima Vista Blvd. ATTACHMENTS: 1.
