The City Council will receive a presentation on two potential projects to submit for funding under the new HB2 legislation signed into law in HB2 requires the Commonwealth Transportation Board (CTB) to utilize a prioritization process for making funding decisions for the statewide Six Year Program. In 2014, Governor McAuliffe signed HB2 into law. This requires the CTB to develop and use a scoring process for project selection. The scoring process has been finalized; projects will be scored on six factors and in Northern Virginia (and Hampton Roads), congestion mitigation, which is one of the six factors, is required to be the highest weighted factor. The City has the opportunity to apply for funding this Fall; the application window for FY 16 is August 1 September 30. Staff has identified two potential projects for funding: 1) Government Center Parkway extension to Jermantown Road and 2) University Drive extension to Eaton Place. The purpose of the discussion this evening is to review the project evaluations and seek a final decision from Council on whether to submit projects for funding by September 30. The City utilized 30% NVTA funding to conduct the traffic analyses and prepare concept sketches and preliminary cost estimates for the two candidate projects. If we proceed with the applications, the City is applying for full design and construction funding for the projects via the HB2 process. Direct staff to proceed with the Government Center Parkway application and continue to evaluate University Drive Extension for the next application cycle. Do not submit either project for HB2 funding consideration.
