False Project The project consists of widening the existing 4 lane divided highway to a six lane divided roadway for approximately 2.3 miles, from north of the existing bridge over Bull Run to the intersection with Old Centreville Road/ Upperridge Drive. The typical section will include a shared use path on both sides of the roadway. This section of Route 28 currently carries 60,000 vpd, with a peak hour Level of Service F. The project seeks to eliminate split phase signals at all intersections by expanding turning lane approaches. Existing traffic signals will be upgraded; bike and pedestrian crossings will be improved at all intersections. It is anticipated that right of way acquisition and utility relocations will be required. ise wall analysis will be prepared as part of the environmental process. -See pages 4-9 of Econ Plan -See pages 5-26 of Corridor study, project will be consistent in implementation with recommendations of the study -Proposed schedule for this project was developed considering experience implementing projects of a similar size and complexity. -Scoping for NEPA study is underway. 2 How does this project address VTrans 2040 need? COSS Widening (increasing roadway capacity) Route 28 from Prince William County to Old Centreville Road will directly address Need G2-3 I4-H, which notes congestion on Route 28 between Route 234 and I- 66, and I4-H, which notes moderate to severe person-hours of delay on Route 28 between Sudley Road and Route 50, by increasing roadway capacity, providing much needed congestion relief and improving travel time reliability. Regional Network rthern Virginia needs of Goal C The project increases roadway capacity in the corridor, making improvements at several intersections and optimizing traffic signals, which will help provide for free flow of traffic, reduced congestion, and less accidents. The needs of Goals D, E, and F are addressed by This roadway serves as the connection between Centreville and the cities of Manassas and Manassas Park activity centers. The project addresses these goals by including multimodal improvements, such as pedestrian and bicycle amenities, which will further provide for missing links in connectivity. The increasing roadway capacity will provide improved operations for transit in the Corridor.
