6 Dated June 2017 Contact Listing Agent for updated Sewer and Water Access Agreements Brief Development Fact Sheet COS 797 and COS 2829 Entitlement Background: The larger subject parcel was a part of the Dykstra Farms Subdivision in That preliminary plat application was approved; however, the applicant did not move forward with final plat approval and the preliminary plat approval has since lapsed. The larger 9+ acre parcel was created by realignment COS in Zoning: The subject parcels are not zoned. However, they are located in the Belgrade Jurisdictional Planning area and are labeled on the future land use map of the Belgrade Area Growth Policy as being High Density (see attached map) which encourages commercial land use patterns, along Jackrabbit Lane south of Belgrade. Below is the full verbiage for the City of Belgrade s Growth Policy vision for the subject parcels: These areas are located adjacent to Belgrade s zoning jurisdiction and are likely to be zoned and or annexed by the City in the future Property north of Belgrade adjacent to the airport noise contour and areas along. Jackrabbit Lane south of Belgrade should be expected to develop commercially. Commercial areas should be developed with adequate buffers from residential development. Whether commercial or residential new development should be in character with adjacent existing development. Most of this area should support higher density residential development than is normally seen in subdivisions located outside City zoning jurisdictions in Gallatin County Residential subdivisions with lots smaller than one acre with central water and sewer systems are strongly encouraged. Water and sewer systems should be designed to easily connect to City or County mains when available Subdivisions should include trails sidewalks curb and gutter and developed parks Development in the High Density areas should be reviewed as if it will someday be located within the City of Belgrade. (pg. 37) Access: Montana Department of Transportation will need to be contacted for access options for the proposal. Based on a basic overview, it seems that full access off of East Valley Center Rd. and Jackrabbit Ln. may be feasible, since the separation distances on both roads are over 660 feet. Although access seems feasible, the MDT is the ultimate governing body that will authorize access for the proposed development. Sewer and Water: The subject parcels are outside of district boundaries. Therefore, the development can request annexation into the Four Corners Water and Sewer District. If the development decides to move forward with applying to be annexed into the Four Corners District, the following information is pertinent: Since the proposal is for a commercial development, the EDU s (which are 250 gpd 2.5 people / home at 100 gpd) for future development will be negotiated with the district. Kevin Kundert is the contact to discuss EDU utility solutions. The district charges $5000 / EDU for sewer, $2500 for water. Since the location is outside of the District s water supply place of use, Barb Campbell will be the contact regarding water rights. The district charges $3000 / EDU for water rights. Based on the costs outlined above, the total cost per EDU is $10,500 to connect to the district. Summary: Since the property is not zoned and is in compliance with the City of Belgrade s Growth Policies, the main issues to address for the proposed development are sewer/water and MDT access.
