This Indiana club has only been around for some 2 years, but already has over a dozen very active members. They recently held their first race and are quickly learning that a successful race requires lots of planning and preparation. This event, and their next race in about 9 weeks is part of the District 14 Series that many enjoy. Plan to include a weekend race at their site to support them and have some fun. Read more about them on page 40 About a Month left till IMPBA Nitro Nationals The River City Racing Club in Evansville Indiana is counting the days till the start of the event. The club has hosted a long list of highly successful races including many IMPBA Regattas, this year the racing format will only take 4 days. CD Mike Schindler invites all of you to join your friends at their event! The entry deadline of July 15 is almost here, so get your entry in. GAS Nationals to be held in Celina, Ohio In late September the IMPBA Gas Nationals will be hosted by the Driftwood Model Boat Club from D-14, but will be held at the District 2, Eastwood Park pond. A shootout race format will be used, and classes with 9 or more boats will be awarded trophies to 5th place The City of Celina is really excited to have us back for this large event at their location. 3 Presidents Corner! The 2011 racing season is about half over. In each district clubs seem to have their own little niche to what division of boat their running. Whether it is gas, nitro, or electric. I would like to see each district appoint the following sub directors; scale, gas, fast electric, and an assistant district director to help with safety. Our organization needs to grow and the only way it will grow is to promote all divisions of our hobby. That brings me to another point. This is a HOBBY! I have noticed a lot of unsportsmanlike conduct by racers and pit men. Yelling at a CD or other competitor is not acceptable. If there is a problem you need to take it up with to CD or the pit boss upon completion of the heat in a reasonable manner. We do have a three strike rule and you can be disqualified for unsportsmanlike conduct. The contest director needs to step up and make the calls, and make sure that the calls are heard by everyone on the drivers stand. Lane infraction, buoy cuts/hits, and starts. The racers want the calls to be made to keep from having their equipment destroyed and to be able to finish a race. If you make a call and disqualify a boat you need to make sure that boat comes off the course immediately. If it does not come in it is the responsibility of your pit boss to see that the boat is brought off the course. If the driver elects not to bring his boat in that constitutes a disqualification from the class for the day. Two strikes one heat. Then when he yells at the CD makes it the third strike and they could be done for the day. I personally would hate to see someone go home and not be able to race the rest of the day. Most racers would rather see the race get called tight rather than let infractions go. I also believe that if a race is called very tight and fair it will eventually draw more racers. I ve heard from several racers they won t go back to a site due to lack of calls. So CDs, when you get on the stand and start calling the race you need to remember no one is your buddy you make the call the same for everyone! A big thanks goes out to the Evansville Model Boat Club for hosting the 2011 NITRO NATIONALS. With the economy the way it is we need to support all the clubs as much as possible. I m looking forward to seeing everyone at Evansville and I m sure they will pull off a great race as usual. Our annual meeting will be held at the Comfort Inn and he general membership is invited to attend. The GAS NATS in Celina Ohio is coming together. The Driftwood model boat club works very hard to put on a great race. A big thanks goes out to Bruce, Dan and crew. We already have entries from three countries other than the US. Other major events to look for are the Hobart race, the Gas Clash, and the Fall Nationals. There are many board elected officials that are up for re-election. They will be listed in the word from the office article. NOMINATIONS MUST BE IN JULY 31st. No exceptions. It takes a lot of time to get the election set up on the website and for John. I know I ve said it a lot of times but drop John and Judy Equi an or a phone call and thank them for the great job he does for our organization. John spends a lot more hours on IMPBA stuff than most of us do working on boats. Kevin Sheren 3

4 Word from the Office Things are running like clockwork here at the office, but I need to mention that memberships paid for by our online PayPal, mailed in bank checks and money orders will have their paperwork processed and in most cases have their cards mailed out in one or two days. However, all personal checks will be held for 10 working days before the card will be sent. So If you wait to renew just a week or so before a race you plan to attend, you won t have a card. I ve had several calls concerning the District Director election cycle from interested members wanting to run for positions. The Directors serve a 3 year term and the rule book has the election cycle identified. Directorship Service Years 1, 4, 6, 8, 13, FE, GAS 2009, 2012, 2015, 2018, 2021, , 5, 9, , 2013, 2016, 2019, 2022, , 7, 11, 12, , 2011, 2014, 2017, 2020, 2023 D1, D4, D6, D8, D13, FE and GAS are open for nominations ARTICLE VI NOMINATIONS, SECTION 1 Nominations of any elected officer shall be accompanied by a petition signed by five (5) members in good standing and a declaration of acceptance by the nominee. Write in votes will not be allowed unless there are no official nominees received by the IMPBA Office. If write-in votes are to be used they will be counted and totaled in the same manner as for an official nominee provided the write-in candidate meets the eligibility requirements for the President. See Article V, Section 3-A of the Constitution. The secretary shall receive nominations for all elected officers no later than July 31 each year. Remember that July 31 date if you wish to run for District director! John Equi Treasurer Report Racing season has begun!!! The office is having a strong start to memberships so far. Significantly, the use of PayPal to pay membership dues is amazing. We have had over 160 members sign up this way as of May. The finances look good so far as well. We have $29,300 in the checking account and $14,000 in a CD. It always looks good at this time of year with all of the membership dues coming in. Mr. Equi runs a very efficient office and keeps costs as low as possible. Thanks John! Good Luck to all this year. I hope to see you at the Internats in Evansville, Indiana! 5 IMPBA INSURANCE Summary IMPBA membership dues include commercial general liability and property damage insurance for individual members, registered clubs, municipal or state park boards or landowners. The IMPBA insurance covers property damage caused by model power boats that are operated on IMPBA insured bodies of water for which member clubs have submitted the correct application, (on a Club Registration and Insurance Application form), and have been issued insurance certificate. Since rates or coverage s may vary from time to time, up to date insurance information may be obtained from the IMPBA office. Membership Coverage Dues also provide IMPBA members with medical coverage as a result of an accident while racing on an IMPBA insured body of water. All members in good standing will be covered at sponsored, schedule, and supervised activities. This means the coverage is good at sanctioned and club races. IMPBA insurance does cover boaters during open water and practice sessions as long as you are following the safety procedures outlined through the IMPBA, and such events take place on an IMPBA insured body of water only. IMPBA s policy is considered a primary policy and would cover any accidents or property damage that may occur on an IMPBA insured body of water. Non Member Coverage The insurance does not cover any person who is not a paid member of IMPBA regardless of what other club or organization he may belong. Only paid members of other boating organizations may pay a one time $10.00 fee for membership dues during that event only. The application and payment must be mailed by the host club to the Executive Office of IMPBA the first working day after accepted. Therefore, no person may operate or assist in the operation of a model power boat, or enter the pit area, or operate a retrieve boat at any IMPBA sanctioned event on an IMPBA insured pond, and be covered by this insurance, unless he is a paid member of IMPBA. Applied Sites No club may apply for insurance for a body of water presently or previously insured by another IMPBA Registered Club without the permission of that club. All clubs applying for insurance on a body of water should submit along with the club application, a signed letter from the pond owner, on letterhead, giving their authorization for your particular club to conduct Model R/C Boat Racing at that particular site. Deductible: IMPBA Insurance Policy requires a $ deductible per claim, responsible by the insured member. Safety It is not the intent of IMPBA to issue insurance to any organization that does not comply with and foster IMPBA Rules and Regulations. Signs No Swimming" signs must be located at and around the race site. 5

7 Open Water Controlled open water on August 2 nd only. This will be done by classes and times will be assigned at a later date. Directions to Lake Enter Evansville on Highway 41. Continue until exit east on Lloyd Expressway. Go east to stoplight at Drury Inn. Turn south and follow road toward Hampton Hotel. Lake is behind Hampton. Lake Side Rules No RV hookups available at lake. Racers may keep their trailers and tents up all week, along pit row. All trailers must be parked across the street and to the west of the drivers stand NO EXCEPTIONS. Also there must be a 10 foot open path between the road and the trailers. There will be NO parking on the street except to unload your boats and equipment. Race officials will be there to help with the set up and parking. Extra Banquet Tickets are $15.00 each as noted on race flyer. Please indicate the size and number of shirts you would like to purchase. Concessions will be on hand for the duration of the event. But feel free to bring along snacks and drinks. Race Rules Paid Registration deadline is July 15, (Entries MUST be in CD hands by this date.) No telephone, or late entries allowed. (NO EXCEPTIONS)! All entries must have an alternate frequency for each boat entered. You must be willing to accept a collect phone call for frequency conflicts. All IMPBA rules apply. IMPBA cards must be shown at time of check in. APBA & NAMBA members welcome with one $10 event fee and please SEND a copy of your membership card with your entry form. Membership card must be shown at race. Impounding of all 75 and 27MHz transmitters is a requirement. The 2.4 GHz radios are NOT required to be impounded. An impound area will be used and manned at all times. All transmitters will have the frequency number and contestant s name on them. No engine will be started prior to 8:30AM No boat limit. Eight Boats required to make a class. All boats will run five rounds for National Champion. ** Specialty classes will run five rounds and will follow each complete round of heat racing ** Accommodations: Comfort Inn Hilton Garden Inn

8 8 RTR 18 HYDROPLANE RULES OF COMPETITION Abstract: The purpose of this document is to classify the rules for Specialty Class RTR 18 HYDROPLANE in District 14 IMPBA. 1 INTENT The intent of this class is to provide an attractive class of racing to foster new membership to the model boating community. This is accomplished by providing a place for new boaters to experience the hobby of model boating, yet be an attractive class to even the most seasoned racer. This intent can be met by making the class both low in cost using readily available high volume production boats and parts, and by specifying rules to maintain class intent. The following sections shall support the intent of this class. 2 LEGAL BOATS A legal RTR 18 HYDROPLANE boat must meet the following criteria: 2.1 It must be intended for the R/C hobby market. 2.2 It must be available from hobby shops and e-commerce nationwide, or have been available from hobby shops and e-commerce nationwide during or after The boat/engine/radio system must be available as a ready to run package retailing for a maximum of $ The boat as designed must use nitro power not to exceed cubic inches (3.0cc). 2.5 The hull must be a full-body hydroplane with rear wings, at least 25 inches in length and no more than 33 inches in length. 2.6 It cannot resemble outrigger hydroplanes, tunnel hulls or catamarans. 3 ALLOWED MODIFICATIONS You may change parts, and or modify a legal boat to increase reliability, improve drivability, or to make your boat unique, ONLY if the modification is listed below. 3.1 You may paint and decal your boat however you wish - in fact, we encourage it! (No profanity or other disparaging remarks) 3.2 You may modify or replace the cowling to effect air flow to the engine compartment, or to suit a different look. 3.3 You may use any control equipment including any radio box, electronics, linkages, and battery may be used, as long as placement is not deemed advantages towards the Center of Gravity of the hull. 3.4 You may replace the engine with a glow engine up to cubic inches (3.0 cc) that is or was original equipment from a legal boat made by the same manufacturer. 3.5 You may use any flywheel or backplate. Belt starting is allowed. 3.6 You may use any glow plug. 3.7 You may use any glow fuel (for example, with any nitro percentage). 3.8 You may use any turn fin, any rudder, and any brackets to support them. You may sharpen and polish all hardware. 3.9 You may change any silicone part, such as the fuel line or pipe coupler You may modify or replace the fuel tank with any tank Weight may be added to balance or stabilize the hull. 4 ILLEGAL MODIFICATIONS 4.1 You may NOT perform any of the following modifications. 4.2 You may NOT modify the engine. You must use the carburetor that comes with the engine. You may not modify the carburetor. 4.3 You may NOT modify the hull or remove detail parts. Repairs and preventative bracing are ok so long as they are not deemed to enhance performance. 4.4 You may NOT run without rear wings. 4.5 Additional wings, spoilers, air dams, or fins if deemed to stabilize the boat at speed are NOT allowed. 4.6 You may NOT use a 3rd channel fuel mixture adjustment. 4.7 You may NOT change, or modify the tuned pipe. 5 RACING RULES Racing rules are per IMPBA rulebook unless as stated below. 5.1 Milling Procedure - In the effort to help group boats together on the start, and conserve fuel, the Half-Mill course will be allowed You must complete a full out lap from the pits. Then, if you wish, you may cut the course from buoy 6 to buoy 1 from the front stretch to back stretch only You must yield the right of way when cutting the course to any boat that has the chute You may NOT cut into the course in the last 5 seconds of clock time. 5.2 Heat races shall be 5 laps. 6 RULES ENFORCEMENT 6.1 The Contest Director for an event is ultimately responsible for enforcing these rules.

12 National Safety Director - Bill Zuber Safely Speaking! I m glad to see that the racing season in full swing now, remember to keep your eyes peeled for any safety related hazards you can spot at a race site, and let one of the club officials know about it. Then do me a favor, let me know what the issue was, and what the club did to mitigate the hazard, or if they couldn t do anything at the time maybe let me know what you think they could do to correct the hazard. The IMPBA / Model boating has got to keep the hazards mitigated and in turn that will help keep the accidents and injuries down. One thing I really need to stress to all model boaters is Radio Safety especially during a race /open water or even practice. First, perform a range check each time prior to starting your engines or motors. Second if you have leak in your radio box find out where the leak is coming from and FIX IT! Radios and water do not play well together! If your radio in the boat has been wet, dry everything completely and do a VERY thorough check of the radio PRIOR to trying to run your boat. DO you really want to risk running your boat up on the shore or crashing your fellow racers boat because you didn t want to bother proper maintenance on a wet radio system? This is common sense practice it all of the time and model boating will be safer for EVERYONE, racers and spectators. BE SAFE! NO ACCIDENTS! Bill Zuber IMPBA SAFETY DIRECTOR 12

20 DISTRICT REPORTS District 1 RANDALL THOMAS Due to the windy conditions, the Oval time trails at Lake X did not go so well where it turned into a waiting game for the lake to calm down. Some runs where made in more of a test and tune session. I really have to thank Bob Morton for all the hard work he puts into making the time trails happen. Lets all hope that the weather will be better next time. Our eight race high point season is in full swing. Our first race In Elmira was well attended with a number of new faces all the way from Quebec representing the Ottawa Valley Racers. Marco, Kevin and Mr. Norm infused the true sprit of competition and all out good sportsmanship. We re looking forward to racing with then again in Elmira, and back at their home pond. With eight races this year, we will be using your best five to count towards the season high point award in each class. For a class to eligible for high points, it must run at least four times. All events will offer Nitro, Gas and Fast Electric classes. So be sure to check each clubs race flyer for more details. 22 DISTRICT REPORTS District 1 TERRY KEELEY - Race Report 3rd ANNUAL NORTHERN LIGHTS OPEN June 18, Combined Scale, FE, LSG Thunderboat Concours With no midnight move this year, our 3 rd Annual Northern Lights Open was much easier for our club, and by all accounts a great success. A huge thank you to Mike Hallam and the Thames Valley MBC for the use of their facility, anyone that s been to London knows what a fantastic site this is. We had beautiful weather both days and with close to 100 boats got 5 rounds in and trophies awarded by 3pm Sunday. A great bunch of guys from the Ottawa Valley Racers came that definitely know how to have a good time! Was nice to finally meet you guys, thanks for coming. With London actually being a D2 site we ran this event as a combined D1/D2 points race and hope to do the same next year. Each year we ask our competitors how to improve the event, we got some good feedback and suggestions for next year and hope to make the event bigger and better each year. 26 DISTRICT REPORTS District 2 CHRIS RUPLEY Our racing season is finally underway after a cold wet spring. We have a very busy schedule for the 2011 season. We kicked it off with The Need For Speed time trials in Flint Michigan. However, the weather was not cooperative and no records were set. Maybe the fall time trials, also held in Flint will be better for setting some new records. The Driftwood Club race in Celina was cancelled due to the site being flooded with some 4 inches of water from all the rain we have had. It was fortunate for the Saginaw Club though, which used that date to hold their race. I know we have a lot of races so let s hope that gas prices start falling and hopefully the clubs will get some good turnouts. And don t forget the 2011 IMPBA Gas Nationals will be held in Celina Ohio Sept 29 th through Oct 2 nd and hosted by the Driftwood Model Boat Club. 27 DISTRICT REPORTS District 2 GAS Nationals Invitation - Dan Kramer ~ ~ ~ ~ Welcome Racers!! ~ ~ ~ ~ Once again the 2011Gas Nationals will be held in Celina, Ohio It is being hosted by Driftwood Model Boat Club from Ft Wayne, Indiana. Eastview Park Lake is our home race site. The location is a public park and has great atmosphere with trees, shade and paved roads. New permanent restrooms have been installed. Shopping and restaurants are also very close. We have many activities planned for an event that should be remembered for a long time. We have the HOLIDAY INN ( ) as the host hotel with rooms blocked at a special rate. Overflow when full will be taken at another hotel. Primitive camping will be allowed, but.. there are no hookups or facilities. Keeping the park in top shape is a primary job. Motor homes and campers will be kept on the pavement, no exceptions. We should have the whole park as ball season is over and that is the major activity. We will have a master setup plan as to where all will be set up in orderly fashion. Hospice of Mercer County will have food available at the pavilion everyday. All proceeds go to them. Co CDs are Kevin Sheren and Chris (juice) Rupley. They will be running the tower and scoring with some backup personnel. Driftwood members will be handling retrieval, pit bossing, raffles and site coordination. Volunteers will be greatly welcomed. Controlled open water will be on Tuesday and Wednesday from 9:00am till 4:00pm, or at the CD s discretion. All normal rules such as backer, frequency, dead boats, buoy cutting will be observed. Safety is the primary concern along with not destroying someone's boat. Racing will commence Thursday at 8:00am until approximately 6:00pm. The Thursday night cookout will then be held at the south pavilion. This is always a big hit with people bringing their favorites from home for the cookout. You never know what will be available, but all is good. Racing begins Friday at 8:00am until approximately 6:00 pm. Friday night is the banquet at the AMERICAN LEGION POST just east of the race site on Rt 703. They have chicken, roast beef, dressing, potatoes, gravy, salad, noodles,vegetables, desert, beverage are on the menu. Cash bar is also available. Saturday at 8:00am racing begins until conclusion. We have 5 rounds scheduled with the 5 th round being the top 6 boats from each class. All heats will be 6 boat heats. Awards will be at the conclusion. 8 boats down will be three trophies and 9 or more will be 5 trophy classes. No racing is scheduled for Sunday UNLESS WE NEED TO GET FINISHED. Entries are being take online at RCRACINGEVENTS.COM and PAY-PAL is also taken for payment. Mailed entries are also accepted for payment, but we need the form filled out on the rcracingevents site. Banquet tickets can be purchased even if you are not a racer and are all welcome to attend. Extra shirts can be ordered and picked up the site. We will have T - shirts available for sale at the race. 29 DISTRICT REPORTS District 4 PAUL BYCHOWSKI District 4 is off and running in the 2011 race season. This year so far has not been one of the best, but all in all, I love this hobby and all the people. Our first race of the season was held on May 15 th by Summer Thunder in Schaumburg, Illinois and that turned out to be one of the worst days of the year for a race. The weather was 41 degrees with 40 mph winds and rain. With a vote from the drivers present we ended up cancelling the race and with the IMPBA OK we reschedule for the following Sunday May 22 nd. This turned out to be a really beautiful day for racing 80 degree's but a little windy and did create for some really rough water. Because of the rescheduling of the race I think that is the reason we had such a low turn out of boats. None the less it was an awesome day spent with awesome people! The race does have a traveling B Mono Cup Trophy which Brian Stieglitz took the Honors of taking home... Brian does get a lot of these trophy's he is a very tough driver to beat. I would like to welcome two new boater to the IMPBA in District 4, Dave Dorn and his son Conner did some really quality driving for there first time running around some buoys... Hope to see you both real soon racing. Our second race of the season was held on June 5 th in Sommers Wisconsin by the Badgers Model Boat Club and this was the nicest day of the year. Turn out could have been better but the racing was excellent. One of the most exciting classes to see is our 1/8 Scale class, we have top notch drivers and top notch boats. Like I mentioned earlier Brian Stieglitz came away with the win in this class with a perfect score of 1200 with 6 boats racing the class. We did from my understanding start our Thunderboat High Points Series at this race with Ken Stang taking 1 st place over all with 1025 points, we had 4 Thunderboats raced. I would like to mention that District 4 is racing by the the IMPBA rules for Thunderboats with 1 added rule. Any engine failing inspection will result in a 54 week suspension from the Thunderboat Class. I would like to say I mentioned in the March 2011 Roostertail that this is my last season as director. I think that was not said correctly on my behalf. I meant this year I am up for re-election (for the seasons) I will be more than happy to remain the director of our district. 31 DISTRICT REPORTS District 5 Paul Traufler I m sure most of you have heard about the storms that hit Huntsville on 27 April, and yes it was pretty bad. I live less than 2 miles from some of the hardest hit areas and I can tell you it was too close for comfort. With the complete loss of power for the entire northern part of the state and a 5+ day repair time the Huntsville Club had to take the path to reschedule the Gene Taylor/John Hall Memorial Race. The race site did not have any damage, however with no power, very limited hotels, and food/gas shortage we could not hold a race under these conditions. The race has been rescheduled to July 16-17, if you have already signed up for the event but can not make this new date please contact David Hall, he will work out a refund for you. We have room for more boats!!! Please mail in an entry by the 8th of July (cutoff), trust me it will be here before you know it! There are discount rooms available ($49/night) at the LaQuinta Inns & Suites Huntsville Space Center. 33 DISTRICT REPORTS District 5 Paul Traufler - continued The district 5 boys went on a trophy hunting trip! The Evansville, Indiana club hosted the Evansville Little Thunder race on June 18 & 19. This event is at the same location as where the Nitro Nationals will be held in August so they have a very nice setup already in place. Most of the boys arrived Friday to do some open water testing and weed out any issues before the racing starts. Great weather on Friday, ok a bit hot but really not bad at all. Well come Saturday that hot/nice weather was sorely missed! Heavy rains/storms delayed the start until after lunch, but the racing was excellent. The plan was to do the shoot out format, but with the late start the plan was changed to 3 or 4 rounds of flat out racing, all based on time available. The club kept things moving pretty well and we finished up about 1.5 rounds on Saturday. Well Sunday started the repeat weather pattern of Saturday with heavy rain/wind so once again a late start, this time about 11AM. The new game plan was to do 3 rounds, and base the class placement on this. Some GREAT racing in several classes greeted the many fans on Sunday, there were spectators all around the lake that just happened to be driving by, or going out to eat, and saw the boats. It s very good for the sport to have folks interested in watching, as these are potential new racers! The wild and wooly F Mono races was really a just make it to the finish (with all your parts if possible) to get the win, but all in all there was some very good driving and avoidance going on. In the end, the district 5 boys collected up their trophies and took home the hardware! 34 DISTRICT REPORTS District 6 ALLAN HOYLE The first race of the season was hosted by the Shoal Creek R/C Boat Racers at the Shoal Creek Resort in Joplin, MO. My good friend Steve Cooper CD the event and he did a great job. The weather was not as good, sorry to say. Saturday greeted the racers with high winds, but settled down later in the afternoon. Sundays forecast called for rain and thunder storms. During the drivers meeting Saturday is was decided to push as hard as we could to get 5 rounds of racing in before Sunday. Steve picked up the pace and we completed racing Saturday, and on Sunday we gave out the trophies to the winners. 37 DISTRICT REPORTS District 12 DON FERRETTE Well things have been moving at breakneck pace this year in D12. The SAW and ovals record trials saw yet another full frontal assault on the IMPBA record books which are listed in Record Director Doug Smock s report. By the time folks read this we will have already complete 4 out of 5 District Points Championship Series races but that was due to an unexpected schedule change and will get worked on in the off season to get things back to being more spread out. We are still trying to resolve the ODMBA race site issue as well as when and where we can move that race to but we will find a way to make it happen. We are also seeing even more growth in the FE classes and I fully expect that trend to continue. I hope all my fellow racers are having a great season so far and look forward to seeing more great racing in D12. 37

38 DISTRICT REPORTS District 13 JIM RAGAN We are at the middle of our racing season in District 13. Racing has been great as usual in our district, but attendance has been down some. We have been doing really well until this year. I guess that the sluggish economy and the high gas prices finally got to the point that it is making it hard for some people to travel. As I write this, we are seeing some decrease in the price of oil, so maybe attendance will increase at our next races. We started with a race schedule of 8 events, and so far we have completed 4 of them. See the remaining 4 races outlined below. We are looking forward to all of these popular races in the last half of our year. This is the election year for District 13 Director. I will not be running for re-election. I have been in this position for 4 years already and I think that it is time for someone else to take over. I know that there is someone in our District that has a vision of what they think our District can become. An individual that recognizes that we, as well as all other Districts, have both positive and negative things happening all the time. Someone that has good ideas on how to eliminate the negatives, and build on the positives. Think about it and see if you are that person. Our District definitely needs a good leader for the future. 40 DISTRICT REPORTS District 14 ROCKY FARMER - Race Report Hello, my name is Rocky Farmer, President of the D14 Quad Counties R/C Boat Club. I would like to give you some background on our club. Our club was formed in September of 2009 and we currently have 14 members. Our lake is located just north of Sellersburg Indiana along Interstate 65 on the north bound side. We found this lake by searching Google earth, and were able to find the owners, Donnie and Bill Weber. We asked them if we could use the lake to run boats, but they were a bit hesitant at first. After talking with them about our club and explaining what we planned, plus telling them that there will be a 2 million dollar certificate of insurance in their names, they allowed us to use the lake. The lake was originally dug for fill dirt when the expressway was built. It is not very deep and floods in the spring, which you might have seen on the International Waters R/C model boating website. The first full year was real busy for us, trying to improve our lake since it had not been in use for years. We had to clear the south shoreline of small trees and brush. Then we had to have more gravel laid on the access road. A driver s stand was also built so that we could host our clubs first race in October of However, due to drought conditions we had to move our race to the Madison Club s lake. The race took place and we as a club learned a lot. For those of you who have never run an event, there is a lot of work done in the background to prepare for it. I gained a lot of respect for the Clubs that host a lot of large events. It s not easy to host a race and requires a lot of help to successfully pull it off. This year our club is hosting two district 14 series events. The first event, called Summer Fun, took place on June 11th. The weather was a little iffy at first, but all in all it was a good day, and I think everyone had a lot of fun. We ran three rounds of racing with RTR, B Sport Tunnel, Sport 20, B Hydro, Sport 40, Eighth Scale, Gas Hydro, Gas Sport Hydro, Gas Cat, and Thunderboat. A big congratulations to the winners! 41 NATIONAL FAST ELECTRIC DIRECTOR RANDALL THOMAS There is a rule addition that will be coming out to add a P Spec racing class. The P Spec rules are still being discussed on a number of the web forums. The basic intent of the class is for a low cost, entry level racing. A short brief of the rules for P-Spec would be limited to just a few manufactures of speed controls, motor types and batteries. The idea is well meaning and generally works well at a local club level. At the national level from a technical inspection point of view we have to be careful. For example, to say a speed control will be limited to 30 amps and then use the label that is affixed to the speed control to confirm the current rating would be asking for trouble. The same problem occurs with batteries. In order to properly do a technical inspection on a speed control current capability or a battery amp capacity would require some very expensive test equipment that would need to be calibrated to a standard. The cost of this type of test equipment for IMPBA or a club would be prohibitive. So I would recommend that any P- Spec class be a Special Event class, not allowed for records. In the electric 1/8 Scale rules, currently both S and T voltage is allowed. The proposal is to remove the S voltage and make scale a T voltage only class. This change would make sense as it will put all FE 1/8 scale boat into the same power rating making for an even playing field. More information will be presented at a later time. The Southwestern Fast Electric Race Will be held on September 17 & 18, at the London Pond site. The current list of classes is; Limited Sport Hydro, Limited Sport Offshore, P Outboard Tunnel, P Mono, Open Mono, Open Hydro, Open Cat and 1/8 Scale. NLMBC is going to try something new with the introduction of a 10 minute enduro race. The general rules for the enduro race will be any legal electric mono, full mill start, one optional pit stop allowed and total number of clean laps to determine the winner. For the optional pit stop, contestants must use the pit area to work on their model. Any setup change is allowed including a pack change. A clean lap is a lap completed without any type of penalty. The intent of the enduro race is to give drivers more time on the water. It looks like all the districts are having their share of racing even with gas prices around the 4 dollar mark. The Driftwood Model Boat Club is busy getting everything in line for the 2011 IMPBA Gas Nationals to be held in Celina Ohio on Sept 29 th through October 2 nd. The Gas Nats have been held there in 2004, 2007, and now Celina is a very nice venue so get signed up and come join the excitement only the Gas Nationals can provide. With Hydro's pushing the 140s and Mono s approaching 100mph, it is more important than ever that we take EVERY precaution to keep the public and our membership safe, should the unexpected happen. I strongly urge you to use netting, straw bales, etc. to stop a runaway, and caution tape wherever possible to keep the public at a safe distance from the waters edge. Sites without a drivers stand need to take some measures to keep our drivers safe. Public areas require special attention. It is the host clubs responsibility to insure the safety of our sites. I will be working with our Safety Director in the coming weeks to put together a set of guidelines to follow, since no two of our sites are the same.
