3 Minutes Introductions Louisiana Safety Summit o November 14-15, 2017 at the Crown Plaza Baton Rouge o According to DOTD, the agenda will be finalized in 1-2 weeks. At that time it will be ed to all Coalition members. o Register online: o All Coalitions have been invited to participate in a poster session at the Summit. If you have any ideas/suggestions of programs or initiatives for the New Orleans Coalition to highlight, please contact Dan Jatres. November Coalition Date o The Coalition members decided to move the November meeting forward one week to Thursday, November 9 instead of holding the meeting the day after the Louisiana Safety Summit. LHSC/Coalition Funding Ideas o Dan Jatres provided a brief recap of the LHSC funding opportunity for the Coalitions directly. o The application will include 3 program elements: 1) Screening and Brief Intervention and Referral to Treatment (SBIRT) Program at Jefferson Parish District Attorney s Office; 2) Bike/Walk Friendly Driver Training Program; 3) Pedestrian Safety Video Series o A motion to submit this funding request was made by Dan Jatres, seconded by Lt. Ron Tardo; and passed by unanimous vote. Presentation: Bicycle Related Traumas, UMC o Shana Zucker presented the initial findings from a review of bicycle related trauma admissions at UMC. o This chart review covered the time period of for all patients resulting in a trauma activation for a bicycle related injury. Ultimately 184 cases fell into the category. o They identified statistically significant changes in a number of indicators between the pre-2011 and post-2011 data: Injury severity score decreased. GCS Scale increased. This scale ranges from 3 thru 15 and estimates how alert and oriented a patient is at admission. The top level is best, a rating of 13 or higher tends to indicate more positive long term treatment outcomes. Head and face injuries reduced. Patients requiring surgical interventions decreased. o They have also identified several future research questions. ADD THEM TO THIS o It was discussed that a future research should also attempt to document the impact of education/outreach efforts on trauma numbers and severity. o Tara Tolford noted that observed helmet use in the Pedestrian and Bicycle Count project has doubled since 2010.
4 o Louis Haywood noted that DPW looks for reductions in severity for all users. He would like UMC to consider reviewing the impact of projects on traumas for all roadway users. Old Business o Move It Law Dan Jatres will present to the Louisiana Property & Casualty Insurance Commission on October 11 to pitch the idea of placing language about the Move It law on vehicle insurance cards. Emphasis Area Updates o Impaired Driving Several local jurisdictions have conducted checkpoint operations since the last meeting, including: August 18: Jefferson Parish Sheriff s Office, along with Louisiana State Police, Plaquemines Parish Sheriff s Office, St. Charles Parish Sheriff s Office, and Kenner Police Department. August 24: St. Bernard and Plaquemines Parish Sheriff s Office. August 24 and 28: New Orleans Police Department Brad McGlothren noted that they are arresting more people for drugs than alcohol. o Infrastructure & Operations Claiborne and MLK: Signal timing changes are underway, pedestrian signals and traffic detectors are being added. Expected to be complete by the end of September. District 02 staff will then observe traffic patterns to determine if additional changes are necessary. Intersections improvements at Leo Kerner Parkway and Barataria Blvd in Jefferson Parish were completed this month. Currently reviewing two Gretna intersections and one Harahan intersection (Hickory and Dock) for capacity and safety concerns Over the last several weeks, DOTD maintenance crews and a DOTD contractor have clearer 750 catch basins. This will be ongoing for some time. o Occupant Protection National Seat Check Saturday is September 23, at Boy Scouts Headquarters in Metairie. Sonic fundraiser funded child seats will be distributed. Buckle Up Louisiana is the Facebook page. o Pedestrian & Bicycle Complete Streets Training underway in Hammond and Ponchatoula 2017 RPC/UNO Walking and Bicycling Count Report to be published before year end. 46 manual count locations. Trends observed in the past have largely continued: infrastructure promotes increased walking and bicycling; increased right way riding, increased helmet use. Automated locations continued to show good trends: for example Jeff Davis Trail since 2010 has had about 14% annual growth.
5 NOLA City Council Transportation Committee: recommendations of the Council s Pedestrian and Bicycle Safety Advisory Committee will be presented on September 25. Some items that will be addressed include: Vulnerable User Law; Vision Zero Response Team; general policy and process improvement recommendations. St. Charles Parish Walking and Bicycling Plan: approximately 50% complete. o Young Drivers Bridget Gardner: Sudden Impact is off to a good start. They have expanded the number of schools participating. The program itself is newly revamped, including content on distracted driving. Robert CPS class next week is fully booked. Timelines for grant funding are better lined up to keep programs rolling without interruption. Kenny Martin: He has met with DOTD and TTEC regarding the driver education program, and have agreed to fully fund the research, development, and implementation of an updated driver education program for the state. This includes the 30 hour instructional course, the 8 hour behind the wheel training, the parent training, the third party testing, and train the trainer for driving schools. Reviewing best practices from other states, their training, their laws, etc. Surveys will be sent to Coalition members and other stakeholders to allow specific expertise to be input into the curriculum. End product will be a new training program and curricula, available for free to the public and driving schools. Stakeholder and Agency Updates o Dan Favre: Bike Easy and City of New Orleans collaborated on a pop-up demo bike lane on St. Bernard Ave for 2 weeks in August. Provided an opportunity to engage with the community, get feedback, real world experiences. They are putting together a process that can be replicated in other neighborhoods. o Louis Haywood: protected bike lane coming on Tulane between Baronne and Claiborne. The countdown signal design work for the rest of downtown is going to be begin soon. Wisner Bridge should reopen by Sept 30. The trail extension was accelerated and should be complete in a couple of months. o Bridget: New class offering: UMC offers weekly Stop the Bleed classes to train people how to deal with serious wounds until EMT arrives. More information and registration can be found online: o Joel Galatas: curious how the coming Bike Share system will impact safety. Dan Jatres provided a summary of the program and how the experiences of other cities show bike share generally be safer than riding personal bikes. o Jim Bellmyer: National Rail Grade Safety week kicks off on Sept 24. Norfolk Southern will have their Emergency Response train in Slidell for various events. o Brenda McNary: Uber is partnering with Voodoo Fest to organize a pick up zone to reduce drinking and driving.
6 o Brad McGlothren: an off duty Slidell PD officer killed last night in a motorcycle crash, when a driver turned in front of him to enter a private driveway o Walter Brooks: Marconi Dr rehabilitation project under design and will include a 2-way protected bike lane; Hammond and Covington Master Bicycle Plans to start by years end o Meg Young: 14 schools will actively participate in Walk and Roll Week in October. The Health Department will be adding 5 schools per semester to their safe routes program thanks to support from DOTD. This will begin with school transportation plans at each campus, including identification of resources to connect schools to. o Stephanie Kreller: completed 18 training sessions for RTA operators (about 650 operators) in blindness sensitivity training and the needs of blind and deaf riders. Program funded thru the GNOF Pitch It Innovation Challenge in o Bruce Adams: The water leaks and standing water on Press Dr at Leon C Simon continues to create problems for people walking and driving in the area. Efforts are ongoing to identify a responsible entity to correct the problems. Upcoming waves/events of relevance o See agenda. o Send social media plans and materials to coalition members.
