Appendix A: MSP Bicycling Interest Employee Survey

MSP Bicycling Interest Employee Survey The Minneapolis Saint Paul International Airport (MSP) Employee Survey was administered to learn employees current travel patterns, their interest in bicycling to the airport, and their knowledge of existing bicycle infrastructure and facilities to and from, as well as at, MSP. The goal is to identify employee bicycling needs in order to develop bicycle connections to Terminals 1 and 2 at MSP. The survey consisted of seven sections: 1. Introduction 2. Basic employee information 3. Travel within campus Circulation within MSP 4. Getting to campus Access to MSP 5. I am interested in riding by my bicycle to work Future Demand 6. I have commuted to MSP airport via bike Existing Demand 7. Thank you Depending on how respondents answered a question about whether they have or would be interested in commuting by bicycle to the airport, they were directed to a different follow up section of the survey. A complete copy of the survey with an explanation of this transition is available in Appendix A.1 of this document. The survey was available for over two weeks between Wednesday, November 18 th and Friday, December 4 th, Liz Grzechowiak, Assistant Director, Concessions and Business Development at the Metropolitan Airports Commission (MAC) assisted in the promotion of the survey. Liz sent an introduction of the survey as well as a link to access it to manager contacts at the MAC and Transportation Security Administration (TSA), representing employees from concessions, the MAC itself, TSA, and the airlines. These representatives forwarded the survey to their respective employees on two separate occasions. A total of 451 airport employees participated in the survey. This section summarizes the results of the employee survey, but not necessarily in the order that the questions were asked. Results Basic Employee Information All questions were optional and as such, not every respondent answered every question. However, all percentages listed in the Basic Employee Information section are based out of 451 total responses. A percentage for those that did not answer the question is provided when relevant. Demographics The survey asked the gender and age of respondents. Approximately two thirds of respondents identified as male and one third as female. The ages of respondents was more diverse; approximately 35% of survey respondents were over 50 years old. Figure 1 is a summary of the respondent demographics. 1

Home Locations Respondents were asked to enter the zip code of their residence, as well as the distance they live from the MSP Airport. More than one quarter (29%) live within 5 10 miles away, which is a comfortable bicycling commute distance. However, 62% of employees lived 10 miles or greater away from the airport. Studies have shown bicyclists will typically travel three miles to access a transit station via bicycle 1. Five miles was used for this analysis since people may be willing to ride a little further in order to not have to wait for a transit vehicle and arrive directly at their destination. The home zip codes and distances from the airport are provided by those responding to the survey are displayed in Figure 2. Figure 1 Survey Demographic Results /pdf/ pdf Figure 2 Respondents Home Locations and Distance from MSP 2

Employment Characteristics Airline employees comprised the majority of survey responses received (59%), while airport maintenance and operations staff also supplied a significant number of responses. Minimal responses were received from food service, retail, and government employees. Figure 3 is the breakout of employee types who responded to the survey. Other employment descriptions were given by survey respondents and are listed in Appendix A.2. Figure 3 Employee Type Location of Employment at MSP The majority of survey respondents (78%) work at Terminal 1, while 3% reported working at Terminal 2. Employees working elsewhere on the airport campus primarily work at the general office building. Survey responses were also received from those working at the fire stations, the Delta Building, the Trades Building, and the MAC Maintenance Building. Figure 4 indicates the percentage of respondents employment locations at MSP. The list of other locations is found in Appendix A.2. Figure 4 Employment Locations 3

Shift Times Employees were asked which shift times they worked at MSP. 443 employees answered this question with 178 of those choosing more than one shift. More employees reported working the first and second shifts; over 100 responses were reported for all three shifts. Figure 5 indicates the shifts worked by survey respondents. Figure 5 Employee Work Shifts Travel within Campus Employees were asked if they travel between terminals or around the MSP campus throughout the day. Figure 6 indicates that there was a fairly even split between respondents who travel between terminals throughout the day and those who do not. Figure 6 Employee Travel on Campus Getting to Campus Method of Commuting The majority of the airport employees responding to the survey currently drive alone to work. Approximately 7% of employees currently take transit to the airport and approximately 8% bicycle for part of their commute. Figure 7 displays the distribution of survey respondents by commute mode. Some survey respondents provided comments on their current commute mode, which are listed in Appendix A.2. 4

Figure 7 Employee Commute Modes Point of Entry at MSP There are various routes that employees can use to access MSP for commuting. The largest percentage of employees enter near Interstate 494 (I 494) and 34 th Avenue South (43%). Comments that were provided by survey respondents regarding access are in Appendix A.2. Figure 8 Access Points Utilized by Survey Respondents 5

Bicycle Ownership Seventy five percent (75%) of the 451 respondents own a bicycle. Commute via Bicycle Employees were asked if they have ever commuted to the MSP campus via bicycle. This question formed the basis of how respondents progressed through the remainder of the survey. Out of the 451 respondents, 19% (87 respondents) have commuted via bicycle to work, and 31% (142 respondents) have never commuted via bicycle but are interested. Just under half (48%) of respondents indicated that they are not interested in riding a bicycle to work. The survey stopped at this point for people not interested in bicycling to MSP for work. Figure 9 Survey Respondents Who Have Bicycle Commuted to the Airport I Am Interested in Riding My Bicycle to Work This section summarizes the results of questions asked of those who stated they have not commuted by bicycle to the MSP campus but are interested in doing so. As such, all percentages listed in this section are based out of 142 total responses unless noted otherwise. Barriers to Bicycling Survey respondents were asked to rank the barriers to bicycling to work from 1 to 5, with 1 representing the greatest barrier and 5 representing the least significant barrier. Total responses vary since respondents were not required to rank all 5 options. Table 1 displays how many times each barrier was selected and how each was ranked. 6

Table 1 Barriers to Bicycling for Those Interested Who Have Not Bicycle Commuted Rank* Answer Options Total Weighted Average There is not direct or comfortable bicycle route to the airport I don t know where to park my bicycle I don t have enough time I don t have a place to shower and change when I arrive before work Bicycle parking and lockers are not safe and secure Total *1 represents the greatest barrier and 5 represents the least significant barrier Although not having enough time was selected most frequently (122 times), when the results are weighted based upon number of responses and rank, the absence of a direct or comfortable bicycle route to the airport is the greatest barrier in terms of rank to not bicycling to work amongst this group. Other barriers presented to respondents were ranked fairly equally and had relatively the same number of total votes. Average rankings of barriers to bicycling are presented graphically in Figure 10, with 1 meaning the most significant barrier, and 5 meaning the least significant. Respondents were also able to write in their own barriers to bicycling to the airport. Weather, distance, and safety were some of the most common responses given. All comments regarding barriers to bicycle commuting are listed in Appendix A.2. Figure 10 Average Ranking of Survey Respondents Barriers to Bicycle Commuting (1 represents the greatest barrier and 5 represents the least significant barrier.) 7

Improvement that Would Most Incentivize Bike Commuting Employees were asked what improvement would make it more likely that they would commute to MSP by bicycle. One hundred thirty three respondents answered this question. Figure 11 indicates that over three quarters of respondents stated that a direct bicycle route would make it more likely that they would commute via bike to the airport. Figure 11 Improvements that Would Encourage Survey Respondents to Bicycle Commute Bicycling Frequency under Optimal Conditions Employees were asked how often they would bike to work under optimal conditions. One hundred thirty one respondents answered this question. Figure 12 indicates that 77% of respondents stated that they would bike to work 1 5 times per week under optimal conditions. Figure 12 Bicycle Commute Frequency Provided by Survey Respondents 8

Other Comments Those who have not commuted to the airport via bicycle but are interested were also asked to share any other comments or ideas that they had about improvements to make it easier and more comfortable to commute by bicycle to the airport. There were a variety of answers given, which are listed in Appendix A.2, but the most common answers related to a direct, safe, and clear bicycle path. The full set of comments are displayed in Appendix A.2. I Have Commuted to MSP Airport via Bike Those who have commuted via bicycle were asked a slightly different set of questions from those who answered that they have not biked but were interested in doing so. This section summarizes the results of questions asked of those who stated they have commuted by bicycle to the MSP campus. As such, all percentages listed in this section are based out of 87 total responses unless noted otherwise. Bicycle Routes and Experience Bicycling to the Airport Those who have commuted via bicycle were asked to provide their origin and destination and the route they took to get to the airport. This information is provided in Appendix A.2. These individuals were also asked to comment on the positive and negative aspects of their commute when they bicycled to work. These responses are all listed in Appendix A.2. The most common responses given were related to the absence of a direct path, lighting, and high volume and high speed motor vehicle traffic. Bicycle Parking at the Airport Those that have commuted to the airport via bicycle were also asked where they parked their bicycle at the airport. Seventy eight respondents answered this question. A variety of answers were provided, which are listed in Appendix A.2. The most common response was that people parked their bicycle in their work place as opposed to on a bicycle rack. Employees were also asked if they know where the bicycle parking is located at both of the airport terminals. Eighty four respondents answered this question. Figure 13 depicts that slightly more people did not know where bicycle parking is located versus knowing (56% versus 44%). Figure 13 Survey Respondents Aware of Bicycle Parking Locations 9

Employees were asked if they felt current bicycling parking areas were safe and secure. Seventy eight respondents answered this question. As shown in Figure 14, nearly 54% felt these areas were secure. Figure 14 Survey Respondents' Opinions Regarding Safety and Security of Airport Bicycle Parking Bicycling Frequency Current Bicycling Frequency Employees that have commuted by bicycle to the MSP airport were asked how often they do so in warmer and colder months. Seventy nine respondents answered the question about bike commuting in warmer months, while 63 respondents answered the question about bicycle commuting in colder months. In warmer months, Figure 15 indicates that approximately 43% of respondents reported bicycle commuting 3 5 times per week. In colder months, however, over 57% of respondents stated they commute by bicycle once per month, as seen in Figure 16. Figure 15 Frequency of Cycling Interest by Survey Respondents in Warmer Months 10

Figure 16 Frequency of Cycling Interest by Survey Respondents in Colder Months Frequency Under Optimal Conditions Employees were also asked how often they would like to bike under optimal conditions. Eighty two respondents answered this question. Approximately 70% of these individuals are interested in bicycle commuting 3 5 times per week, as shown in Figure 17. Figure 17 Frequency of Cycling Interest by Survey Respondents in Optimal Conditions Barriers to Bicycling Employees were asked which barrier prevents them from riding their bicycle to work more than they already do. Survey respondents were asked to rank the barriers from 1 to 4, with 1 representing the greatest barrier and 4 representing the least significant barrier. Table 2 indicates how many times each barrier was selected and how each was ranked. 11

Table 2 Barriers to Bicycling for Those Who Have Bicycle Commuted Rank* Answer Options Total Weighted Average There is not direct or comfortable bicycle route to the airport I don t have enough time Bicycle parking and lockers are not safe and secure I don t have a place to shower and change when I arrive before work Total *1 represents the greatest barrier and 4 represents the least significant barrier Although not having enough time was selected most frequently (72 times), when the results are weighted based upon number of responses and rank, the absence of a direct or comfortable bicycle route to the airport is the greatest barrier for bicycling to work amongst this group. Other barriers presented to respondents were ranked fairly equally and had relatively the same number of total votes. Average rankings of barriers to bicycling are presented graphically in Figure 18, with 1 meaning the most significant barrier, and 5 meaning the least significant. Respondents were also able to write in their own barriers to bicycling to the airport. Weather, distance, and safety were some of the most common responses given. All comments regarding barriers to bicycle commuting are listed in Appendix A.2. Figure 18 Average Ranking of Survey Respondents Barriers to Bicycle Commuting for Those Who Have Bicycle Commuted (1 represents the greatest barrier and 4 represents the least significant barrier.) 12

MSP Bicycling Interest Employee Survey Summary A total of 451 employees responded to the survey. Nineteen percent of respondents stated that they had commuted to MSP by bike, and another 31% said that they had not but are interested in doing so. Among those that have biked to MSP and those that have not but are interested, the absence of a direct and comfortable bicycle route is the primary barrier to bicycling more. More than half of those that have biked to MSP (56%) do not know where bicycle parking is located. Safe, secure, and convenient bicycle parking is very important to those who have biked to MSP and to those who have not but are interested in doing so. Both of these groups noted this as a prominent barrier to biking more often to MSP. 13

All freeway no way to cross the bridge on cedar No well illumited paths for biking at night. Only route off Hwy 13 dosent seem that safe in dark A path More bike lock stations The distance from my home No safe bike trails. None No lighting Safety Getting it through security and bring it to my work area (break room). No direct route I have tried looking a way for bike lane on w7th but not good. None I have an extremely late schedule sometimes and it can be dark As an airline employee being able to bike and park to work area and not add the extra time additonal walking from bike parking Distance I live too far away Distance Weather No bike lane on W. Seventh Weather, need car at work Dont know about bike Snow. No good way to get from bus at MOA TO my office Distance to great? The terminals are surrounded by highways. The only people who would truly bike to work would be employees north of hwy 62 in richfield, bloomington but the light rail is simple enough and convenient Access to bike trails at home Weather I thought biking to the Airport was not allowed. Minnesota River No easy access to General Offices from west side of airport. Must go north of 62 by quite a bit to come back to 28th. Its an extra mile or two that doesn't have to exist. Distance No effective public transport options from Woodbury to Terminals. Would happily ride a train/bus to terminal and bike the last few miles to the MAC General Offices. I live 41 miles away. I need to drive my own car to get around the MSP campus. So if I bike, I am stuck at my location. An internal shuttle around the MSP campus would help significantly. Additional Barriers Provided by Interested Employees Who Have Not Commuted by Bicycle *Please note that responses have been capitalized but not edited Bus or train route to bring me closer to MSP to bike there. All of the above Enough time All the above! 9

Move closer to the airport would be the one Convenient, safe, and secure bicycle parking Access to decent, well-maintained, modern shower/locker rooms - not the crappy ones we have now Public transport links that compete with travel time by private car. It shouldn't take 1.5 hours to get from a major suburb to the airport on a bus. Moving closer to work, or being able to drive part way and bike the rest of the way. I don't bike because I can't access the terminal without a car. At the GO I have a direct route, secure bicycle parking, and access to a shower. Other Comments or Ideas that Interested Employees Who Have Not Commuted via Bicycle Provided That Would Make It Easier and More Comfortable to Commute via Bicycle *Please note that responses have been capitalized but not edited Bus service that can bring both my bike and I closer to MSP so I can bike to airport conveniently from the station. There should be a clear and safe route for cyclists to help ease traffic congestion at MSP. having bike paths and the signs lighted up especially when working the 3r shift We need safe paths across most bridges - sidewalks work until you reach some of the bridgesmaybe you can pass on 35e under highway 96 and rice street over 694. Having a secure place to lock bicycles out of the elements that is conveniently located near a practical entrance to Airport security would be the most helpful. Also, assuring that there is direct access to the airport from the nearby bike trails is a must. Bike trail should be direct for fast riding. Stopping for traffic would greatly increase bike riding time. I direct link would be great. A link to the Fort Snelling rail station with free or discounted fare to the terminals would work well too. A route directly into the airport A direct route to the terminal would be amazing! It would promote a healthier lifestyle to those that commute. Add in secure bike parking and MSP would be the number 1 bike -friendly place in the states! If we could have a Nice Ride station on the campus. I primarily use that and would love it! A direct route from w 7th would make it easier for me without fear of being hit once I cross the bridge None None at this time. A path from HWY 5 to Terminal 1 and 2 I would love to be able to bicycle to Terminal 1 on my bicycle without having to go to T2 and park it there or bring it onto the light rail. It would also be nice if there were a place to at least rinse off from cycling to work. It would be just as simple to ride to a light rail and bring the bike on board. Extend the light rail from MOA to Highway 13 in Burnsville. 10

There should be bicycle trail from 66th street and Cedar to 28th St that doesn't require you to go 2,3 extra miles to get to the north side of the airport. Better bus connection Public transport options that compete with travel time in a private car. Woodbury to Terminal 1 is at least an hour on the bus vs a 25 minute drive. The problem is that everything goes into downtown St Paul/Minneapolis rather than following 696/494. It would be great to have bicycles for transit on airside, if allowed. Then we could acce ss other parts of the campus easily if we arrived by bicycle. 35 Orig in Destina tio n Route Home T2 Parkway and then thru Snelling since there are no really good streets Aspects of the Bicycle Commute to the Airport *Please note that responses have been capitalized but not edited Too much traffic around airport. There is no direct route and the route available is busy with vehicle traffic, fast moving. Not safe to bike directly into terminal 1 Long way out of the way to go up to 66th street to cross over Hwy. 77 Not very accessible for bikers Dark trail at night That route is out of the way. If I could use the old Cedar Avenue bridge that would be better. I believe it would shorten my ride by 3 miles Inconvenient to get across Hwy 77 so have to go way around via 66th St. American Blvd busy traffic and 34th Ave not very biker friendly. Having to ride on surface streets. It's somewhat annoying having to ride in from Terminal 2 (when I do bike the whole way). Crossing under 494 Convenient Too much traffic along Post Road 34th Avenue could use bike lanes Sometimes the traffic is heavy at the end of the day so I just go on the back streets or along the creek. LOVED IT! I did cross illegally from Post Office to bring my bike into the terminal I would like to be able to ride directly to the airport. I don't think I can get to the airport by bike. I enjoy riding through the State Park, however if there was a path along Highway 5 my ride would be significantly shorter and it would be more efficient. Diffixcult to get to airport safely to bike There are no bike friendly roads on airport property. "There is no direct route to Terminal 1. Even on a nice day I am limited to catching the Blue Line at some point. The current best option is to cut through Minnehaha Park, under the freeway, and around a government building to the Fort Snelling Station. I would happily bike further, longer, and be able to directly bike to the terminal. Or at least a more direct route from Minnehaha Park to the Fort Snelling station. Riding through the greenway and park is quite nice (though both could use more lighting)." Lots of traffic "Almost impossible in the winter due to snow on trail. Once you arrive near MSP campus (by post office) it is unclear how to get to (or if it is legal) Termial 1 so I end up biking to Terminal 2 and taking the train which feels counter productive. " When riding to T1, the sidewalk is not continuous along the G concourse. When leaving, at the post office, it's either against traffic on the service road, and/or using the limited sidewalk 15
