5 ExpressLanes Background Initiated as a one-year congestion reduction demonstration project. o I-110 opened in November 2012 o I-10 opened in February 2013 The project s success led the Metro Board to approve continuation of the operation of the ExpressLanes in The California Legislature allowed tolling in perpetuity in
6 Current Business Rules All vehicles (except buses, motorcycles, & emergency response) required to have a FasTrak transponder. Dynamically priced. Single Occupant Vehicles (SOV) Pay Toll at all times. I-10 - HOV 3+ Toll-free peak hours; HOV 2 off-peak. I HOV 2+ Toll-free at all times. $40 to open account, $1 per month account maintenance fee. Low-income Assistance Plan; maintenance fee is waived 6

9 Project Need I-105 experiences heavy demand during peak commute hours that exceeds the freeway s capacity. Between 200,000 to 250,000 daily vehicles on an average weekday. HOV lane is degraded (speeds are less than 45 miles per hour during peak periods). o It can take 43 minutes to drive the HOV lane during the PM peak compared to 15 minutes with no congestion Peak period speeds average 25 miles per hour or less in the General Purpose lanes. o It can take as long as 50 minutes to drive the corridor during the PM peak compared to 15 minutes with no congestion 9
10 Project Purpose Enhance traffic flow; Improve trip reliability and travel times; and, Sustain and manage mobility within the corridor. 10
11 Project Description The I-105 ExpressLanes Project is studying the possible implementation of ExpressLanes on the I-105 between the I-405and I-605, a distance of 15.7 miles. o In addition, the Project will also study the I-105 west of the I- 405 to Sepulveda Bl and east of the I-605 to Studebaker Rd to identify potential signage locations and access points into the ExpressLanes. 11
