1 MINUTES OF BICYCLE PEDESTRIAN COMMISSION REGULAR MEETING TUESDAY, March 27, CALL TO ORDER 6:06 p.m. 2. PLEDGE OF ALLEGIANCE 3. COMMISSION SECRETARY S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday March 23, 2018, at 10:30 a.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION There was none. B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report: Refer to notes submitted in packet Smart Cycling Training hosted by the VTA. There is a two-part training with both classes in Morgan Hill on the weekends. 7. APPROVAL OF MINUTES Minutes were moved for approval by Commissioner Reedy; it was seconded by Vice-Chairperson Reeder. Motion carries unanimously.

2 8. OLD BUSINESS A. Strategic Plan Update There was no report. B. General Plan Advisory Committee (GPAC) Update Report: Vice-Chairperson Reeder Not able to attend Thursday GPAC meeting Zoning recommendations for housing levels were presented Plans to attend GPAC presentation to the public April 26 th at Eliot Elementary School from 6:30 to 8:30 pm and give update. C. Bicycle Pedestrian Commission Monthly Award Nomination Alisa Arce (Through Rosie Ramon and Francisca Garcia) nominated student Karina Rodriguez of Solorsano Middle School for her leadership and integral role in implementing the Safe Routes to School committee at Solorsano. She also collected data and presented a data analysis to a panel of community stakeholders with confidence and ease. She is the heart of the committee and essential to its success. Chairperson Hilton motioned, Vice-Chairperson Reeder seconded, motion carried unanimously. D. Safe Routes to School (SRTS) Sustainability Report: Commissioner Sean Reedy Antonio Del Buono School has a volunteer coordinator, which means elementary and middle schools now have a volunteer coordinator. They will be having a planning meeting in May. Equity statement Vice-Chairperson Reeder motioned to place in agenda packet the following draft SRTS and Equity statement for discussion: BPC SRTS Statement The Gilroy Bicycle Pedestrian Commission is committed to equitably providing a Safe Routes to School (SRTS) program in our community so that every student has the opportunity to walk and bike to school safely. The core partners that make up the Gilroy SRTS Task Force are Gilroy Bicycle Pedestrian Commission, City of Gilroy Public Works, City of Gilroy Police Department, Gilroy Unified School District, Santa Clara County Public Health Department, Silicon Valley Bicycle Coalition, and our dedicated SRTS volunteers. We collaborate to embed SRTS into our community through integration of the 6 E s: Education, Encouragement, Engineering, Enforcement, Evaluation, and Equity BPC Equity Statement The Gilroy Bicycle Pedestrian Commission strives to ensure that our initiatives are benefiting all demographic groups, with particular attention to ensuring safe, healthy, and fair outcomes for community members who are low income, who speak a language other than English, who are homeless, who are of color, who are female, who are LGBTQ, or who belong to other underrepresented groups. Chairperson Hilton seconded, motion carried unanimously Arising from previous discussions, an Equity statement and SRTS statement was developed and discussed. Steps forward include placing on the website, making revisions necessary and bringing them back for approval.

3 Santa Clara County Public health and the Schools have emphasized having accessible Spanishtranslated materials on website. Consider translating document material on BPC website to Spanish. Commissioners developed a plan to translate some document materials into Spanish. Inquired on whether there is data on views and downloads of documents on the City of Gilroy website. Will inquire with staff. SRTS Action plan meetings scheduled for April 26 th from 1 to 3 pm and June 1 st from 2 to 4 pm, both at the GUSD Board Room. Currently working on invitations. Think about feedback you may have for the meetings. E. (Item G) Downtown Bicycle Parking Plan Report: Jessie Bristow, Planner I The Commission provided a framework for downtown bicycle parking and the City adopted document took from that framework. Identified 5 downtown locations for artistic bike maps and the funding for those racks. The artistic bike racks will be installed this week on Thursday pending setbacks. Working with Nirorn regarding a state-funded grant to provide more bike racks and inverted U- racks in the expanded areas. Working on Downtown Parklet Policy Plan to incorporate bicycle corrals in that policy. Also ensure new development in downtown promotes more bicycle lockers. A map of downtown was presented to show a total of 13 bike racks from 4 th to 6 th street and identifies future locations for bike racks in the downtown district pending funding. Comments and questions from the commissioners included placing bike corrals on vacant properties, the inverted U-racks along the future senior housing development south of 10 th street, bike parking at the intersection of 10 th street and Monterey, bike parking capacity at the Alexander Station development, walking with the Gilroy Downtown Business Association to obtain donations from business owners for future artistic bike racks, and requirements for future bike parking and storage from downtown business owners. It was noted that there are five total artistic bike racks. Four are green and the one in front of Pinnacle Bank is wine colored as it was donated by Pinnacle bank. Vice-Chairperson Reeder motioned to approve Downtown Bicycle Parking Plan, Commissioner Leonardo Gonzalez seconded, and motion carried unanimously. F. (Item E) LimeBike Update Report: Gary Heap, City/Transportation Engineer We still do not have any LimeBikes in Gilroy yet Still working on contract, insurance, and business license Having difficulty reaching out to private property owners regarding letters of support for Hub locations. Regardless, it is recommended to go forward in implementing the contract with current hub locations. Help from BPC to reach out to the community and private property owners about LimeBike. Gavalin college unanimously approved contract to bring LimeBike to their campus. LimeBike has a cash deposit program for those who lack smartphones or credit cards. G. (Item F) Bicycle Rack Plaque Program Report: Chairperson Zachary Hilton Program will mirror the Gilroy bench plaque program. Talked with Susan Voss. Twenty-five plaques have been sold since Cost of those plaques is $550. Plaques are ordered through Ross recreation. Funds raised from program stay in separate account from general fund for public art donations. Funds for local bicycle projects such as more bike racks and bike to work day.

Training Options for Commissioners Report: Chairperson Zachary Hilton City Council, in addition to workplan and goals, want to see potential training opportunities It is not past practice to travel out of state Allowed to travel within the state of California Identified a list of training opportunities ranging from webinars to conferences as listed in the report Turning list of potential trainings into City Council I. Update on City Council Strategic Plan/Commission Goals for 2018 The commission held a discussion in which they evaluated their current strategic plan/commission goals and identified the following as their top 5 goals for 2018: o #1: Supporting Safe Routes to School Program o #2: BMX Track in Gilroy o #3: Support the building of a 2 nd Paseo Walkway o #4: Design and build of a Bicycle Pedestrian Bridge from Hecker Pass Trail at Burchill Rd to Gilroy Gardens o #5: Implement Green Bicycle lanes In addition to identifying their top 5 goals for 2018, the commission added these new goals to their list of goals o Building a Downtown network that encourages biking and walking, encourage bicycle parking at all public events o Vehicle back in angle parking for Downtown Gilroy on Monterey Rd during design and repaving. Identify pilot location on Eigleberry, help with public outreach. o Be the conduit for community concerns about bicycle and pedestrian facilities. Work with Public Works and City Engineering in addressing concerns. Public Comment, Tom Fischer: Challenges the board to take up the reverse diagonal parking concept as part of their strategic plan goals. Chairperson Hilton will type up revisions to the Strategic Plan and bring it back for the April meeting 9. NEW BUSINESS A. Addition of Consent Calendar to BPC Agenda Template Report: Robert Carrera, Acting Management Analyst Trainee Proposal to change item 7 of the agenda from Approval of Minutes to Consent Calendar The purpose of a consent calendar is to formally adopt items that have been discussed at previous meetings or are routine in nature. This is designed to help cut down the time spent during meetings. Items in the consent calendar that may require further discussion can be removed from the consent calendar and discussed before or after consent calendar approval. Motion to approve the consent calendar by Vice-Chairperson Reeder, seconded by Commissioner Leonardo Gonzalez, motion carried unanimously. B. Commissioner s Nomination for 2018 National Bike Month Proclamation Person of the Year Report: Commissioner Leonardo Gonzalez Commissioner Leonardo Gonzalez nominated Safe Routes to School Coordinator Alisa Arce for her great work in coordinating SRTS events across Gilroy. Her nomination will bring awareness

5 to the community about the efforts of the SRTS program to promote safe pedestrian/bicycle traveling to school. The process after approval of nomination was that the engineer would draft a letter to be forwarded to City Council. Commissioner Leonardo Gonzalez will work with Gary Heap on drafting letter. Motion to nominate Alisa Arce by Chairperson Hilton, Vice-Chairperson Reeder seconded, motion carried unanimously. 10. CORRESPONDENCE Report: Chairperson Zachary Hilton SRTS Parent Networking Meeting; April 10 from 6:00 to 7:30 pm, El Roble Elementary School Library SRTS Bicycle Rack Design Contest for May 9 Bike to School Day Poppy Jasper International Film Festival Gilroy Downtown Art & Wine Stroll BPC Letter of Support for Specialized Foundation Grant BPC Letter of Support for Bay Area Quality Management District (BAAQMD) Grant 11. COMMISSIONER S REPORTS A. Chairperson Zachary Hilton: Pop up park on the lawn at the Gilroy Center for the Arts during the Gilroy Art and Wine Stroll. It will be staffed by Recreation Department staff. Update to ordinance amendment from last June. Talked to Mayor Velasco and he said that it was pushed back until more information comes from commission assessment report. Advocating for Carolyn to attend trainings B. Vice Chairperson Chad Reeder: Reached out to GUSD Board Member Jaime Rosso regarding walking audit for Eliot Elementary School to include Alexander Station development. April 27 th at 7:30 am from Manual Haro, South Valley Running Club. Couch to 5K on April 7 th 8 am, Run on Levee April 14 th, April 4 th track clinic at CHS Reviewed Gabe s tidbits and projects listed on 3/23 and had interest in a couple projects listed Solorsano Middle School specialized grant program. Kudos to Anthony Fuccella for his help on this grant application. C. Commissioner Sean Reedy: Working on Bike-to-Work day station. Ordered 30 tote bags. Looking into reimbursing them for bags for the suggested amount. Need to work on renting table and shade structure from the City. Looking at a time to get that done. Invited by Alisa to attend monthly South County United for Meeting. D. Commissioner Leonardo Gonzalez: Attended TSCN meeting. Topic of new construction was discussed. We should invite the SRTS coordinator to come to meetings with developers to discuss bicycle and walking safety. E. Commissioner Lionel Gonzalez: There was no report. 12.
