Pedesian accommodaions ae also eviewed and impovemens ae also suggesed in his plan. Ofen he focus of a bicycle plan is solely on a newok of impoved oads and ails, bu i is equally impoan o conside policies and pacices. TYPES OF CYCLISTS The Ameican populaion can be divided ino fou classes of bicycliss: 1 pecen descibe hemselves as fealess. These ides ae confiden in hei abiliies and will ide egadless of oadway condiion, amoun of affic, o inclemen weahe. 6 pecen call hemselves enhusiasic and confiden. GOAL 1. Make All Roads Safe To Walk O Bike. All oads in Adams Couny ae available fo people o walk and bicycle on. Some oads ae dangeous o vey uncomfoable o walk o bicycle on, and heefoe need alenaive oues o he oad igh-of-way needs some ohe accommodaion o make i safe fo all uses. Objecive 1.1 Idenify high pioiy couny highway segmens fo bike lanes. Objecive 1.2 Idenify vey hazadous oad segmens fo pioiizaion so ha basic impovemens can be scheduled o make hose segmens much safe o use. Objecive 1.3 Idenify pinch poins whee bicycling could be vey dangeous due o pedicable and obsevable hazads. Objecive 1.4 Add bicycle accommodaions (usually bike lanes) on all sae and couny highways wihin a 2-mile adius of he A-F Middle School. Runnes will use hese paved shouldes o say ou of affic. Eveyone who owns a bicycle has a place o secuely pak i a home, bu many desinaions do no povide secue bicycle paking. Objecive 2.1 Povide bicycle paking guidance hough fac shees o all employes. GOAL 3. Povide Safe Roues To School. This is an oppouniy o make walking and bicycling o school safe fo childen in gades K-8, and o incease he numbe of families who encouage hei childen o walk and bike. Objecive 3.1 Apply fo Safe Roues To School assisance fo each school. 3

4 PROPOSED BIKE ROUTES All of he poposed bike oues on Map 5 and ecommended impovemens on Map 6 will need Couny Highway Depamen coodinaion. Each poposed bike oue becomes a bike oue when he Couny Highway Commiee: 1. Officially designaes by odinance one of he segmens o pa of a segmen named below (e.g. Segmen 1) pe WI Sae Saue ; and 2. Insalls bike oue signs (see ecommendaion: Roue Wayfinding Signs ). A bike oue may be officially designaed when hee ae favoable condiions fo bicycling. If a oue is inheenly dangeous, hen i should no be officially designaed unil i becomes accepable o bicycle on. Favoable condiions is defined fo Adams Couny as having good o modeae condiions on Map 1 (Aachmen B ables); so a bike oue wih favoable condiions may be signed. If a oad is no aed on Map 1 fo bicycling condiions, hen use Aachmen A o deemine he aing. Segmen 1 CTH Z o Plainfield A combinaion of bike lanes and bike oue designaions will make his oue safe o use and connec esidens in he Town of Rome s lakes aea wih local commecial esablishmens along wih Owen Rock and Plainfield. Segmen 1 uses all of Alpine ive and all of CTH D. Segmen 2 Rome All of he esidenial sees empy hei affic ono hese colleco sees. Fo ha eason, seasonal affic is high and 6-foo wide paved bike lanes ae ecommended. Since hese oads ae slowe, hen paving a 5-foo shoulde on an 11-foo wide avel lane wih a solid whie sip sepaaing he avel lane fom he paved shoulde is also accepable. All of Apache Ave and beween CTH D and Apache Ave make up Segmen 2. Segmen 3 Wisconsin Rive This oue includes all of CTH Z, pa of STH 82, pa of STH 13, and finishes on Rive Road. Ceaing bike lanes on CTH Z connecs a vaiey of esidenial and eceaional aeas ogehe. Sae Highway 82, fom CTH Z o STH 13, should have an off-see pah on he noh side so bicycliss using Segmen 3 will no need o coss a he unconolled CTH Z & STH 82 inesecion a he Wisconsin Rive Bidge. If an off-see pah is povided on Sae Highway 13, beween STH 82 & Rive Road, hen place he pah on he eas side o connec all he ual esidenial aeas and he vaious oads ha make loop bicycle oues. Souh of Chula Visa eso, Rive Road meandes hough sandsone bues ha ae close o he oad. The pak oad up Rib Mounain in Wausau was econsuced ecenly o include a bicycle and pedesian ail paallel o he oad. Maybe an off see pah would wok along all of Rive Road. Segmen 4 Sae Highway 13 If STH 13 is no going o be epaved wihin 10 yeas, hen designae he own oads maked on Map 6 as alenaives o using STH 13. Some segmens of STH 13 aleady have 5 foo paved shouldes, which accommodae bicycliss well. Because of he 55 mph speed on STH 13, hen conside pemanenly using he own oads and paving bike lanes on STH 13 whee ecommended on Map 6. Seveal of he paallel own oads ae oo fa ou of he way fo esidens o bike o wok, so ha is why bike lanes on STH 13 ae ecommended (Town of Big Flas esidens o STH 13 & 21 inesecion fo employmen). Segmen 5 Couny Highway G No much is needed fo upgades along CTH G. On he scenic sech of CTH G beween CTH J and CTH M, he ecommendaion is o pave a leas 5- foo shouldes, because a bicyclis may dif while hey ake in he scenic bues. 4

To save WisDOT money and povide a moe scenic and less sessful ip, he ecommendaion is o mak a vaiey of own oads as alenaives o STH 21. Those own oads include Cypess Ave, 20h Ave, Cumbeland Ave, and 22nd Avenue. Connecing hese own oads wih small pas of STH 21 ha will have 10-foo off-see pahs on hem will complee he oue. Adding 6-foo wide bike lanes on STH 21 fom Akdale o STH 13 povides a diec oue fo employmen access. Segmen 8 - Akdale A vaiey of Town of Songs Paiie oads connec Akdale o he noh and souh alenaives o STH 21 (Segmens 6 and 7).
