5 1.0 INTRODUCTION 1.1 Cronin & Sutton Consulting Engineers (CS Consulting) have been commissioned by Labinies Limited to prepare a Transport Services and Mobility Management Report in support of a proposed mixed use student accommodation and retail development at Fassaugh Avenue, Dublin The proposed development site has an area of 0.5ha and is located in the north-west Dublin City suburb of Cabra, to the south of the Royal Canal and adjacent to the Heuston-Connolly railway line. The newly-constructed Cabra LUAS stop is located approx. 600m from the development site and is within a 10-minute walking distance. The site is bound by existing residential developments to the east, by Fassaugh Avenue to the south and by the Heuston-Connolly railway line to the west. 6 1.3 The site is located within convenient walking distance of several higher education institutions, including the new Grangegorman DIT campus and the Honorable Society of King s Inns. 1.4 The proposed development comprises the redevelopment of the former "Matts of Cabra" public house and lands to the rear, at 2A Fassaugh Avenue, Cabra, Dublin 7. This shall entail: the demolition of the former Matts of Cabra" public house and associated structures; the construction of a mixed use development comprising student accommodation consisting of 208no. ensuite student accommodation bedrooms - 198no. bedspaces in 32no. house units (ranging in size between 4 and 8 single bed ensuite rooms) in a linked four and five storey building and 10no. single bed ensuite studio rooms in a three storey building, and associated facilities including a central access lobby, a central hub, recreation spaces, administration areas at basement and ground floor levels - and m 2 of retail floor space in 2no. units fronting onto Fassaugh Avenue m 2 on the basement, ground and first floors of the four/five storey building and m 2 on the basement and ground floors of the three storey building; the construction of a vehicular access onto Fassaugh Avenue and the provision of a vehicle set down in front of the four/five storey building; all other site development works including landscaped gardens and open amenity areas, a roof garden on the Fassaugh Avenue side of the linked four/five storey building, the provision of 9no. surface car parking spaces (including 1no. disabled space), 114no. cycle parking spaces, a covered bin store, an ESB substation and switch room and the formation of a public plaza on the Fassaugh Road frontage including the provision of 2no. visitor car parking spaces. 2 D060 Transport and Mobility Report
7 1.5 As outlined above, a total of 114no. bicycle parking spaces are to be provided within the development site, as well as 11no. car parking spaces intended principally for visitors and deliveries. The proposed development is intended to operate with minimal private car use, supporting objectives of sustainable development and sustainable transport. 8 2.0 EXISTING SITE CONDITIONS The location of the site within Dublin City means that good quality public and private transport facilities are already available. These include walking and cycling routes, rail services, and a number of Dublin Bus services. The proposed development site is linked by numerous key strategic routes in and out of Dublin City Centre. These routes incorporate bus lanes, cycle lanes and footpaths with signalised crossing facilities throughout. These wellestablished serviced routes facilitate good connectivity to surrounding urban and sub-urban areas within Dublin City. 2.1 Existing Road Network Fassaugh Avenue Single carriageway road with a cumulative pavement width of approx. 9m generally in the vicinity of the subject site. Local road with an east/west alignment, connecting to the R108 in the east (via Fassaugh Road and Connaught Street) and to the R805 in the west. Subject to a 50km/h speed limit along its entire length. Raised footpaths are present along both sides of the road in the vicinity of the subject site. No bus lanes or cycle tracks are present. On-street parking is not permitted in the vicinity of the subject site. 4 D060 Transport and Mobility Report

10 2.2 Proposed Local Infrastructure Improvements Cycle Routes The National Transport Authority s Greater Dublin Area Cycle Network Plan proposes the implementation of a formalised feeder cycle route along Fassaugh Avenue. No design details or delivery timeframe for this route are available at the time of writing this report. 11 Eastbound and westbound bus stops are located on Fassaugh Avenue within approx. 110m of the development site. In addition to these, further bus stops are located on Carnlough Road and on Cabra Road, all within a 10-minute walk. These stops are collectively served by 5no. Dublin Bus routes, as given in Table 1. The timetables for these services are provided in Appendix A to this report. 12 The new Cabra stop on the LUAS Green Line is located approx. 650m from the proposed development access (approx. 8 minutes walk). The development site is also situated approx. 15 minutes walk from Broombridge railway station, which is connected by regular train services to Dublin city centre and docklands. 13 3.0 DEVELOPMENT ACCESS, LAYOUT AND SERVICING 3.1 Development Access Vehicular entry and exit to/from to the development shall be via a new access on Fassaugh Avenue, configured as a priority junction. The development site boundary treatment shall ensure that sightlines along Fassaugh Avenue for vehicles exiting the development exceed those required by the Design Manual for Urban Roads and Streets. Access to the interior of the development shall be controlled by retractable security bollards positioned approx. 15m back from the road edge on Fassaugh Avenue. 3.2 Parking Provision 9no. car parking spaces (including 1no. disabled-accessible space) shall be provided within the interior of the development site; a further 2no. publicly-accessible car parking spaces shall be located within the development site, outside the retractable security bollards. A setdown/servicing area shall also be provided on Fassaugh Avenue immediately adjacent to the development site boundary and approx. 10m to the west of the vehicular access. The publicly-accessible car parking spaces and the set-down/servicing area shall accommodate the drop-off/collection of students, allow shortterm parking for the retail units, and facilitate service vehicles, without obstructing traffic on Fassaugh Avenue. The 9no. internal car parking spaces are intended for occasional use by students moving into or out of the apartments, or by those requiring the use of a car for reasons of impaired mobility. 14 3.3 Internal Layout Within the development, a minimum 5.0m-wide internal access road shall give access to the 3no. student accommodation blocks, bin storage area, and car and bicycle parking spaces. This internal road shall be configured as a shared surface; car parking within the development is very limited and vehicular traffic within the site shall be minimal. A turning head for large vehicles (e.g. refuse collection vehicles) shall be provided at the northern end of the internal access road. 3.4 Vehicle Swept Paths Swept path analyses have been carried out for cars, fire tenders and refuse vehicles circulating within the proposed development. These analyses, provided on drawing D within this planning application, indicate that the design of the development access and the internal layout can cater for the swept paths of these vehicles where required. 3.5 Pedestrians & Cyclists Pedestrian and cyclist access to the development shall be provided from Fassaugh Avenue. Pedestrian/cyclist paths shall be located to the east and west of the retractable vehicle security bollards. Within the development, pedestrians and cyclists shall use the shared surface internal access road. Covered bicycle parking stands shall be provided to the east and west of the internal access road, in proximity to the student apartment blocks. These shall total 114no. bicycle parking spaces. 3.6 Waste Disposal and Collection Typical municipal waste streams are expected to be produced during the operation of the proposed development. 15 Food wastes; Cardboard and Paper; Plastics (including bottles and other containers); Glass (including green, brown and clear); Metals (including aluminium cans and tin cans). Periodic maintenance and repair activities will generate small quantities of wastes such as green waste, inert building materials (e.g. textiles) and certain chemicals (cleaning products, paints, pesticides, etc.). Waste Disposal A Waste Control Strategy will be developed by the site Facilities Manager to clearly outline the approach to waste disposal. Waste material shall be collected internally at the surface level bin storage area, where it shall be segregated into the following categories: Cardboard / Paper; Plastic; Glass; Metals; Mixed non-recyclable waste; Organic (food) waste; Electrical waste. Bins/containers will be clearly labelled and colour coded to avoid cross contamination of the different waste streams. Signage will be posted above or on the bins to show exactly which wastes can be put in each. Dedicated containers will be provided for electrical and battery waste. Waste Collection The majority of waste produced during the operation of the proposed development shall be disposed of through domestic refuse collection (recyclable materials, mixed non-recyclable waste, and organic waste). 16 Refuse bin collection shall be accommodated within the development site. Refuse bins shall either be collected directly from the bin storage area or shall be moved by facility management to the set-down/servicing area on Fassaugh Avenue immediately prior to collection. Refuse bins shall remain within the development site and shall not be allowed to obstruct the public roadway or footpath. Facility management will be responsible for the collection and disposal of all waste. 3.7 Other Development Servicing Other servicing of the proposed development, such as grocery delivery vehicles, shall be accommodated by the set-down/servicing area that is to be provided on Fassaugh Avenue. 12 D060 Transport and Mobility Report
17 4.0 MOBILITY MANAGEMENT PLAN OVERVIEW A Mobility Management Plan (MMP) serves to promote and enhance travel via more sustainable modes of transport. MMPs are conducted to identify travel demand strategies that reduce single occupancy private car travel, which in turn reduces traffic congestion, noise pollution and environmental impacts. Users of a site are informed of existing alternatives to the private car and are given the required advice, support & encouragement to travel in a sustainable way. An MMP will also take account of proposed future improvements to those transport options already available. An MMP should be considered as a dynamic process, wherein a package of measures and campaigns are identified, piloted, and then monitored on an ongoing basis. The nature of the plan therefore changes during its implementation: measures that prove successful are retained, while those that are not supported are discarded. It is important that the plan retains the support of users and receives continuous monitoring. Feedback and active management of the plan are required for it to continue to be successful. 18 5.0 CONTENT OF THE MOBILITY MANAGEMENT PLAN 5.1 The MMP is a management tool that brings together transport, staff, residents (students) and site management issues in a coordinated manner. This report sets out the objectives and specific measures required to establish an effective MMP at this initial stage. 5.2 The plan s aim is to provide more sustainable transport choices that will lead to the development operating free from private car use. 5.3 The plan will set out specific targets and objectives, including measures to be implemented to establish an effective modal shift in transport to and from the development. The plan will require regular monitoring to develop an effective implementation of mobility management measures. 5.4 Within Ireland, travel demand management is becoming well established through the initiatives and strategies identified in the document A Platform for Change, which was published by the Dublin Transportation Office (DTO) in Within this document, the first steps for travel demand management in Ireland are described as seeking to reduce the growth in the demand for travel while maintaining economic progress, [through measures] designed to encourage a transfer of trips to sustainable modes. 5.5 Building on the policies set forth in A Platform for Change, further progress in the Irish context was made with the publication of the document Smarter Travel: A Sustainable Future A New Transport Policy for Ireland and, more recently, the publication of the Transport Strategy for the Greater Dublin Area Within these documents, numerous actions have been proposed which aim to foster improved sustainable travel habits for Ireland. 14 D060 Transport and Mobility Report
19 The Transport Strategy for the Greater Dublin Area pertains to an area encompassing the counties of Dublin, Meath, Kildare and Wicklow. A complement to this document is the Greater Dublin Area Cycle Network Plan (2013). Specific to the core of Dublin City, the Dublin City Centre Transport Study (2015), also addresses many of the same issues as the Transport Strategy for the Greater Dublin Area In order to establish an effective mobility management plan, the development once occupied should submit the following information: A travel survey of residents (students) and staff, to establish the origin and destination of trips to and from the development; An outline of specific schemes/measures implemented to discourage car dependent transport to and from the site; Any comments/suggestions on travel that have been offered by residents (students) and staff; A set of targets, to be set out in accordance with approved DTO guideline documents; An outline of the specific schemes that the development plans to make available to its residents (students) and staff, in order to encourage the desired change in their travel patterns to and from the site. These might include, for example: cycle facilities, public transport subsidies, walking groups, cycle groups, communication and consultation, etc. It is intended that the Mobility Management Plan will follow the above guidelines. The success of the MMP depends on the co-operation of all parties; the appointment of a co-ordinator and a steering group is vital for the success of the plan. The MMP will need to be reviewed on a regular basis by the steering group, with updates implemented as improvements to the transport network in the vicinity of the development site are carried out. 20 6.0 OBJECTIVES OF THE MOBILITY MANAGEMENT PLAN The objectives of the Mobility Management Plan for the proposed development shall be as follows: To promote and increase the use of public transport, walking and cycling for residents (students), staff and visitors, and to facilitate travel by bicycle, bus and light rail; To integrate mobility management into the development decisions, policies and practices; to work closely with governing bodies on matters of access to and use of transport services around the vicinity of the development site; To provide information on sustainable modes of travel and to have resources readily available to increase awareness of these amongst residents (students), staff and visitors to the development. 6.1 Objective 1 To promote and increase the use of public transport, walking and cycling for residents (students), staff and visitors, and to facilitate travel by bicycle, bus and light rail. The encouragement and the increased use of other modes of transport, which are less damaging to the environment in terms of congestion and emissions, are directly linked to operating a car free development. Public transport, pedestrian and cycling facilities are present in the area of the site; there are frequent Dublin Bus services; together with the LUAS Cross-City line that is scheduled to commence operation in December 2017, these will offer a variety of travel options. Furthermore, facilities are constantly improving with the ongoing implementation of different strategies and projects, such as expansion of the DublinBikes scheme and the proposed Swiftway Bus Rapid Transit scheme. 16 D060 Transport and Mobility Report
21 Apart from the environmental benefits, the use of more sustainable modes of transport provides the following benefits to the individual: Savings in personal costs. Walking is free, cycling does not incur any fuel costs and buying a bicycle or using public transport is cheaper and can benefit from Government tax incentives. Health benefits. Levels of fitness and wellbeing increase with the practice of exercise, which is directly related to walking and cycling. The use of public transport avoids the stress of driving, traffic congestion, seeking parking spaces, etc. 6.2 Objective 2 To integrate mobility management into the development decisions, policies and practices; to work closely with governing bodies on matters of access to and use of transport services around the vicinity of the development site. Mobility management and sustainable transport cannot be addressed in isolation, but as part of a more general approach towards the development of a sustainable organisation whose functions deliver significant benefits to the community and the environment, together with economic savings. Regular communication with the Local Authorities on further improving facilities in and around the vicinity of the development can establish good policies and practices when developing decisions within the MMP. In addition, the Local Authorities require mobility management plans for developments which the planning authority may consider generate significant trip demand. D060 Transport and Mobility Report 17
22 6.3 Objective 3 To provide information on sustainable modes of travel and to have resources readily available to increase awareness of these amongst residents (students), staff and visitors to the development The MMP has a significant role to play in the provision of information and resources both to people within the development and to the wider community. Information should be made readily available and the benefits of sustainable travel should be widely promoted throughout the development when completed. Information positioned correctly can influence attitudes, which in turn can influence behaviour. 18 D060 Transport and Mobility Report
23 7.0 TARGETS OF THE MOBILITY MANAGEMENT PLAN 7.1 The following outlines the MMP targets that should be set in order to achieve the objectives defined in section 6. Residents (students), staff and visitors are the three target groups for which the improvement of sustainable travel is possible. Of these three groups, the residents and staff are those amongst whom meaningful changes are possible: they travel daily to and from the development, and can be influenced by the MMP coordinator. The travelling habits of visitors, on the other hand, cannot easily be influenced by the plan. 7.2 The development consists of student accommodation with a total of 208no. beds, as well as a 153m 2 retail GFA. 114no. bicycle spaces are to be provided on site (exceeding local authority requirements of 1 space per 2 students, and 1 space per 150m 2 GFA of retail space, as per Table 16.2 of the Dublin City Development Plan ). It may therefore be assumed that a maximum of 55% of students (114/208) will have the ability to make the journey from the site to their chosen destination by bicycle. It is also assumed that no students will travel regularly by car, given the location of the development and the limited provision of car parking on site. 7.3 The following initial target modal splits have been applied for this development. 24 7.3.1 Walking The location of the site and connectivity to suitably serviced local streets surrounding the development will encourage walking from the urban area. This mode of transport is initially targeted at 35% Cycling The provision of bicycle parking will encourage a high proportion of bicycle trips to and from the development. This mode of transport is initially targeted at 30% Public Transport For the remainder of the development s users, a modal split by public transport shall have an initial target of 35%. This includes bus, train and LUAS services. 7.4 These targets are aimed at maintaining a car free development in favour of other more sustainable modes such as walking, cycling and public transport. The overall target modal split for development residents and staff is 0% car and 100% in favour of means of transport other than single occupant vehicles. 7.5 As part of on-going monitoring and review, the percentage shares of individual modes such as walking, cycling and public transport will be monitored to understand how successful implementation of targeted programs have been. 7.6 The targets will require ongoing work and commitment from the development as a whole, without which they will not be achieved. It is recognised that some people will be easier to convert to alternative modes of transport than others, and that the more that is done to facilitate the use 20 D060 Transport and Mobility Report
25 of those alternatives, the more they will be used. As it has already been noted, a mobility management plan is an ongoing process and targets that are achieved should be replaced by further targets. D060 Transport and Mobility Report 21
26 8.0 MOBILITY MANAGEMENT MEASURES The measures identified are a mixture of policies and incentives designed both to encourage changes in travel behaviour and to encourage car free development. The measures are designed to be implemented over a period of time, allowing costs to be spread and ensuring that policies and incentives are implemented together. While little may be observed in terms of travel behaviour in the short term, as implementation gains momentum so will the impact in terms of travel behaviour. The mobility management measures in the plan can be grouped under the following headings: Marketing and Communications Walking & Cycling Public Transport Implementation / Consultation / Monitoring 8.1 Marketing & Communications The education of residents (students), staff and visitors on the mobility plan initiatives and the importance of contribution is extremely important. The services available must be communicated in a consistent and continuous manner to sustain behaviour change. Communications should include promotional initiatives and activities aimed at informing residents, staff and visitors of the existing and proposed transport networks. Such initiatives and activities should for instance take the form of: Promoting the MMP through both internal communications and external avenues. Developing an Access Map to show public transport facility locations and to highlight safe walking and cycling routes. In addition to this, 22 D060 Transport and Mobility Report
27 Travel Information Points should be established at dedicated on-site locations, to make staff and visitors aware of the mode choices available in and around the development site. The Travel Information Points should be conspicuously located at reception areas and provide travel and mobility information such as maps, public transport routes and timetables, leaflets, etc. Preparing a formalised Sustainable Travel Welcome Pack, which is to be provided to students prior to their taking up residence in the proposed development. The Pack will contain all the information relating to the Mobility Management Plan, including the Mobility Access Map and the locations of cycle parking, lockers, etc. Developing a digital Travel Information Point for the development, to provide details of travel choice to the site, as well as linking to external websites relevant to visiting the development. 8.2 Walking & Cycling Safe Walking and Cycling Routes All pertinent safe walking and cycling routes should be identified within a radius of at least 5km around the development site. These routes will be selected with regard to: Availability of footpaths and cycle paths Safety at crossings Signage Lighting Umbrellas, Drying Room, Bicycle Repair Kit Facility and Changing/Shower Facilities Provide umbrellas for staff and residents (students) at reception. Provide space for drying clothes and equipment, and investigate the possibility of staff and visitors making use of onsite laundry D060 Transport and Mobility Report 23
28 facilities. It is presumed that residents (students) shall in any case have access to the onsite laundry. Provide sheltered and secure bicycle parking and ensure that it is clearly visible. Supply a toolkit containing puncture repair equipment, pump, etc. for use in emergencies and make it available to bicycle users at reception. 8.3 Public Transport The proposed measures intend to promote the use of public transport Improved Information It must be ensured that the information supplied in the development Access Map, Sustainable Travel Pack and Travel Information Points includes the location of stops, routes, timetables, walking times to main public transport facilities, etc. Changes and improvements to public transport provision must be publicised as well. 8.4 Implementation / Consultation / Monitoring The Mobility Management Plan is a document that evolves over time and depends upon ongoing implementation, management and monitoring. Its successful implementation requires organisational support, an internal Mobility Manager and financial resourcing. To implement the MMP the following inputs are required: Senior Management support and commitment; A Mobility Manager as the plan coordinator; A Steering Group to oversee the plan; Working Groups on various related issues; Consultations with staff / student unions / external organisations. 24 D060 Transport and Mobility Report
29 To secure effective results from any initial sustainable travel investment, it is imperative to obtain the agreement of all the stakeholders and the support of external partners, such as the Local Authority, public transport operators, etc. Ideally, the MMP will be managed by a Mobility Manager or travel plan coordinator with the clear mandate to implement and evolve the plan. The Mobility Manager will also be best suited to monitor the results of the plan. Staff and resident (student) travel surveys should be carried out in the early stages and repeated annually, to monitor the initial success of the travel plan and to gain a better understanding of the staff and residents travel habits. These survey results can also serve as a sustainable travel performance benchmark to indicate how the mobility management plan is performing in comparison to previous years and against the sustainable travel targets initially outlined in the plan. 30 9.0 CONCLUSIONS This report examines a proposed student accommodation development at Fassaugh Avenue in Dublin 8. The report discusses mobility management measures that would benefit the proposed development, and summarises the internal road layout, car, cyclist and pedestrian facilities, public transport accessibility, and development servicing arrangements. The key points of this report may be summarised as follows: The proposed development site is well served by public transport. 5no. existing Dublin Bus routes serve stops located within a 10-minute walk and the Cabra stop on the LUAS Green Line is located approx. 8 minutes walk from the site. In addition, Broombridge railway station is located approx. 15 minutes walk from the site. The proposed development will operate almost entirely free of private car use. A minimal car parking provision of 11no. spaces is proposed, which shall serve exclusively to accommodate visitors and deliveries to the development. An appropriate level of bicycle parking is to be provided in the proposed development, which shall encourage cycling among residents. Servicing of the development and the collection of refuse material shall be accommodated within the development site and shall not obstruct traffic on Fassaugh Avenue.
