3 The Comprehensive Transportation Project List To help inform its various planning and funding efforts, the CCTA maintains a database of all transportation projects in Contra Costa This project database called the Comprehensive Transportation Project List, or CTPL is built on input from local jurisdictions, transit agencies, Caltrans, and other sponsoring agencies in the county. To be included in the CTPL, a project or program must have a sponsor capable of implementing it and an estimate of how much it will cost to implement. The CTPL is meant to be a living document. CCTA regularly updates the CTPL as new information from sponsors becomes available. All project sponsors have access to the database, and the CCTA relies on them to enter and update project descriptions. As a living document, the number of projects and programs included, and the cost of those projects and programs, will change over time. Currently, the CTPL summarized in this volume includes 873 projects, estimated to cost about $11,651,209,000, and 92 programs, estimated to cost $14,556,726,000. HOW THIS VOLUME IS ORGANIZED This volume is organized into two tables. The first lists the projects included in the CTPL and the second the programs. Within each table, the projects and programs are listed first by RTPC and then by project type (arterial/roadway, bicycle/pedestrian, etc.). The RTPC sections are listed in this order: Countywide WCCTAC (West County) TRANSPAC (Central County) TRANSPLAN (East County) SWAT (Southwest County). The SWAT area is listed first by the Lamorinda area and then by the Tri-Valley area. 3-1 Draft for Public Review

The total project cost for this request is the Contra Costa County share of the cost of the capacity increases to the three systems combined. It can be segmented by project type. Purchase 225 vehicles to accommodate increased growth in BART ridership. BART Security Program includes projects necessary to improve or enhance BART security for patrons and system. 9 4255 Refugio Bridge - Bike, Pedestrian & Vehicle Connectivity The Refugio (Bayfront) Bridge, a vital component of the Waterfront District TOD, will create a pedestrian and bicycle link to the Hercules Intermodal Transit Center from the proposed 1,390 unit Transit Village, the North Shore Business Park and the Victoria by the Bay, a 900-unit community including 134 below market rate rental units. 11 3231 San Pablo Dam Rd Pedestrian The purpose of this project is to create a pedestrian friendly business district for the Community of El Sobrante by upgrading the existing aged path of travel to a new ADA standard accessible pathway with new landscaping along San Pablo Dam Road between Appian Way and Hillcrest Road. San Pablo Dam Road is a major arterial through downtown El Sobrante providing access to I-80. It also provides connection between I- 80 and SR-24 in Orinda, making it a commuter route carrying approximately 30,000 vehicles per day. The project, in compliance with ADA, will include reconstruction of existing sidewalk, curb and gutter, and driveway conforms along both sides of San Pablo Dam Road between Appian Way and 100 feet west of Hillcrest Drive; an approximate project length of 1,700 feet.
