2 IN 2013 PLEASE KEEP IN MIND: - A competitor s age for a Racing Year is determined by their age as at 31st December of the Racing Year (the term RACING YEAR will be deemed to mean: the Calendar year, i.e. 1st January to 31st December annually). - Age divisions -Juniors Racing Division Requirement 19 years and Under must not turn 20 in the Calendar Year of competition 16 years and Under must not turn 17 in the Calendar Year of competition 14 years and Under must not turn 15 in the Calendar Year of competition 12 years and Under must not turn 13 in the Calendar Year of competition -Seniors Adult Age Divisions Women s Age Men s Age 21 years and Under 20 to 21 inclusive Open Adult age i.e. 20 yrs and above Masters 40 yrs and above 40 yrs and above Senior Masters 50 yrs and above 50 yrs and above Golden Masters 60 yrs and above 60 yrs and above Platinum 70 yrs and above 70 yrs and above Juniors eligibility to compete in Adult events a) 19U division may compete in adult divisions (21U and Open) without the need for parental or coach consent. b) Must be aged 14 yrs and above and have: i) written parental / guardian permission ii)written approval of qualified outrigger specific coach - Junior paddlers must turn at least 9 years of age in the calendar year. The following conditions will also apply to paddlers under 10 years of age. - a risk assessment must be conducted by a Level 1 sports specific outrigger coach prior to each training / racing session and - correctly fitted life jackets must be worn by all paddlers under 10 years as assessed by a qualified coach. The above applies to training and racing. - Juniors may not paddle in more than 2 junior age divisions at the same regatta. - Juniors may only paddle up one division within a regatta except where Junior eligibility to compete in Adult events is met.
3 - If conditions deem it necessary the Race Director will require 14U & 12U OC6 crews to have an adult steerer/paddler (position 5 or 6). - OC6 Open Mixed division each crew is to have at least 3 women in it. - OC6 Golden Master Mixed division (when offered in the program) each crew is to have at least 1 woman in it. - A minimum of three clubs must be nominated two weeks prior to the regatta for an event/race to take place. - The minimum weight for OC6 canoes is 130kg. - It is recommended that OC1 paddlers wear a leg rope (but it is not compulsory) when racing. It is recommended that one paddler per OC2 wear a leg rope (but it not compulsory) when racing. - Combining of Clubs at regattas: i) Small clubs ie clubs with fewer than 12 gender specific senior members (over 18 years of age) are entitled to combine with other small clubs, within NQ Zone to race at regattas for medals and points (points will be given to the club who makes the nomination). Approval must be sought from the NQ Zone Committee prior to the small club nominating for the regatta. The request is to be sent via to the Zone Secretary Stephen Mills s-mills@bigpond.com at least 21 days prior to the regatta date. i) If there is no other small club within a 400km radius, that small club will be allowed to race with any club within that 400km radius, subject to zone approval. Approval must be sought via to the Zone Secretary Stephen Mills s-mills@bigpond.com at least 21 days prior to the regatta date. - Women can substitute into a Men s crew in the appropriate Age Division. The crew is considered official and so is eligible for points and medals. Approval must be sought from the NQ Zone Committee prior to the regatta the request is to be sent by to the Zone Secretary Stephen Mills s-mills@bigpond.com at least 10 days prior to the regatta date. - Safety Boat Ratios - A Safety Boat Calculator may be downloaded from - For every OC6 nomination your club makes your club will receive a ticket in the draw for an OC2. The raffle will be drawn at the last regatta in September.
4 IMPORTANT NOTICE RACING PROGRAM The Race Program will run on time, or at the discretion of the Race Director. Clubs must provide adequate canoes for competitors in each division. Please be ready for your event. The Race Director will not wait for crews to get to the START LINE. Please note that races may be brought forward on the day so please notify all competitors that it is important to listen for changes over the PA system. All canoes are required to carry one PFD per paddler, and must be easily accessible. Always be Sun smart. Your Race Director will be: Michelle Lloyd (MBOCC) THE VENUE The regatta will be held at Kennedy Esp, STH MISSION BEACH, with the officials/registration area in front of the shelter shed opposite the Sth Mission Beach Shop. All briefings will be held in the area in front of the shelter shed. The alternative venue, if strong winds are forecast and it is deemed to be unsafe, will still be at Sth Mission Beach but with an approved alternate course. PARKING Parking for competitors is available along Kennedy Esplanade. TRAILER PARKING Trailer parking is available at Frogs Hollow, which is on the right just before entering Sth Mission Beach and will be signed. Canoes can be offloaded anywhere south of regatta site. REFRESHMENTS Fresh homemade food and burgers as well as a variety of drinks will be available during the day. PRESENTATIONS The Presentations will be held on Saturday at a venue to be advised. The Presentations for the Vaka Tua Motu Challenge (the race on Sunday) will be immediately after the days racing has finished at the regatta site at Sth Mission Beach. ACCOMMODATION You must book direct.
5 ALCOHOL Alcohol is strictly prohibited in public areas. If any paddlers are found with alcohol YOUR CLUB WILL BE DISQUALIFIED AND LOSE MEDALS AND POINTS. On Sunday at the designated time (11.00am until 3.00pm only) a wet area permit will be in place for the convenience of competitors and their families to BYO a few drinks to enjoy while the presentations take place.

We ask that out of courtesy paddlers nominate by 5 pm Fri 12 TH JULY, 2013 If nominations are not received for certain divisions, then the host club will organize to delete these from the schedule of events
7 When Signing In for OC6 events clubs need to indicate: - which individuals are in each crew for the upcoming race - the canoe number (and any identifying feature eg sponsor name) - crew name (if applicable) When Signing In for OC1/2 events individuals need to: - confirm the division - indicate individual/s paddling - the canoe number (and any identifying feature eg colour of ama) It would be appreciated if paddlers do not approach the Sign In desk until they have all of the above details. 8 Generally: RULES AND REGULATIONS 1) Only competitors who are members of a club affiliated with AOCRA are eligible to compete and this does include crews from outside of our Zone. Crews from another zone compete for medals only! 2) A competitor may only paddle for a club in which he or she is a current and financial member. EACH CLUB SHALL REGISTER ALL PADDLERS ONLINE 14 DAYS BEFORE THAT PERSON S FIRST REGATTA, including proof of age when required. 3) International paddlers/crews may compete for medals only! 4) International paddlers must have their own personal travel insurance in order to compete. 5) AOCRA or its respective committees reserve the right to request proof of age of a competitor at any time. 6) It is recommended that OC1 paddlers wear a leg rope (but it is not compulsory) when racing. 10 16) Junior competitors may only paddle up one division within a regatta (i.e. 12U competitor may paddle up a division to 14U, but not 16U), except the requirements of Juniors eligibility to compete in Adults events (as per point 12) are met. EXTRACT AS PER AOCRA REGATTA AND TRAINING RULES 1. AOCRA regatta rules apply and any other special rules which may be required for a specific event. 2. An alternate venue must be available for the Regatta in the event of a strong wind warning or unsuitable paddling conditions. 3. An alternate course must be available for all events. 4. All Australian competitors must be registered with AOCRA 5. Rules compliance: A. A senior official appointed by AOCRA or the zone, and a member of the organising committee should make a pre race inspection of the course. AOCRA rules calls for a course and facilities inspector. B. If conditions are considered unsafe, as in rough seas, tidal convergence, strong wind or forecast strong winds or other conditions that may effect the safety of competitors, then an alternate course is to be made available. Or the event cancelled. C. In severe conditions as defined in AOCRA regatta rules the event must be postponed or cancelled. D. The lead boat in every event must have an official observer who will take responsibility for reporting conditions and make decisions on safety. If conditions deteriorate at any point of the course in any event, the observer must recommend a course of action. E. Consultation must take place by the race committee, and other interested parties, if a safety issue arises and paddlers may be jeopardised, with a view to altering the course or stopping the race. F. All OC6 canoes must have tow ropes on board and the canoe crews be trained to be able fix the tow rope in the approved manner to assist in rescue procedures. Tow ropes to be 12mm silver rope 20/25 metres in length G. The organising committee prior to race start must make inspections of canoes. Positive floatation is mandatory, bailing buckets and spare paddles are mandatory storm covers (good condition) must be fitted when so directed by the race director. All canoes must conform to AOCRA standards and scrutineers requirements H. Support boats must be available to the standard required by AOCRA and the water control authorities and have extra life jackets on board. The vessels must comply with state transport regulations. I. Briefings should be video recorded in case of litigation resulting from insurance claims. J. Time restriction and cut off points where crews can be required to drop out of a race at a pre agreed point, need to be documented and mentioned in all briefings. Once a crew or person is requested to turn back or take advantage of rescue and refuses then all insurance for the crew or person will be invalidated. This will decrease the chance of weaker or inexperienced crews who have decided to, have a-go, getting themselves into trouble when commonsense would say turn back. Crews that refuse to turn back shall be advised that insurance will be voided at this point. K. Canoes need to be rigged to suit the conditions and the team using the canoe. The onus is on the crew to ensure this is in effect. Competitors should be made aware in the invitation that thermal clothing may be necessary in cold water conditions. L. All canoes must carry sufficient PFD s for all paddlers, i.e. one PFD on an OC1, two PFD s on an OC2, six PFD s on an OC6, and must be easily accessible. M. Addition to Training and Regatta Rules (May 2012) Safety Requirements D.7.1 a) It is the responsibility of both the Race Director and Race Committee that all aspects of the Safety Requirements are catered for at the Regatta both on, and off the water. Beach Launches:-i. The decision to implement a beach launch at any regatta must be made / confirmed by the Race Director no more then 1 hour prior to the scheduled race start.ii. If a beach launch is considered a
11 safe option by the Race Director, the Race Director and host club must ensure that adequate support personnel are in place to assist paddlers if necesary to negotiate the conditions.iii. Beach launch officials must ensure that any paddlers that return to the beach and not participate in the race are assisted from the water and noted as DNS. THE ORGANISING COMMITTEE AND THE ZONE COMMITTEE HAS TO ACCEPT DUTY OF CARE RESPONSIBILITY TO PREVENT SITUATIONS WHERE INCIDENTS AND ACCIDENTS CAN DEVELOP THAT CAN JEOPARDISE THE SPORT OF OUTRIGGER CANOEING AND JEOPARDISE THE SPORTS INSURANCE POLICY OF AOCRA INC. 6. 13 2km course - OC1 12U & 14U (Boys & Girls) - OC2 12U & 14U Mixed - OC6 12U & 14U Mixed The 2km course will commence between the start/finish line in front of the regatta site, proceed out to marker buoy TB3 and return through the start/finish line. Distance between the start line and buoy TB3 is 1km.
14 All Divisions OC6 Short Course 500m The course is a straight 500m dash from the start line in between marker buoy SPB1 and SPB2 to the finish line in front of the regatta site.
15 Senior OC6 Marathon 9km All OC6 senior divisions will complete a 9km marathon. The course will commence from the start/finish line in the front of the regatta site, proceed out to marker buoy TB1 onto TB2 and back through the start finish line.
16 All Divisions OC6 Mix-up 4km The OC6 mix-up will be a not for points race with a cash prize for the winning team. Paddlers wishing to take part in this event can do so by putting their name down at the admin tent during the day. Crews will then be drawn out of a hat with each canoe having an allocated steerer. The course will be 4km triangle with a beach start, out to TB3 south to TB4 and back to the beach. Up to two extra persons can be used to assist in holding the canoes at the start. To finish the race, one paddler from each canoe must run up the beach to the finish line between the flags.

18 SUNDAY RACE PROGRAMME Combined Clubs OC1/2, OC6, OCEAN SKI 24KM Vaka Tua Motu Challenge The 24km endurance course in red will commence from the start/finish line in front of the regatta site and proceed to the north of Pertaboi Island and then around Dunk Island in a clockwise direction. After passing Forty Foot rock, on the far sth/east of Dunk Island, craft will then head to Timana Island and go around in a clockwise direction and then head back to the start/finish line. In the event of bad weather, the course will be three laps of the 9km course used for Saturdays marathon.
