2 IN 2012 PLEASE KEEP IN MIND: - If conditions deem it necessary the Race Director will require 14U & 12U OC6 crews to have an adult steerer/paddler (position 5 or 6). - The minimum weight for OC6 canoes is 130kg. - Women can substitute into a Men s crew in the appropriate Age Division. The crew is considered official and so is eligible for points and medals. Approval must be sought from the NQ Zone Committee prior to the regatta the request is to be sent by to the Zone Secretary Stephen Mills s-mills@bigpond.com at least 10 days prior to the regatta date. - It is recommended that OC1 paddlers wear a leg rope (but it is not compulsory) when racing. It is recommended that one paddler per OC2 wear a leg rope (but it not compulsory) when racing. - The OC2 division to being extended include SM and GM gender based (not Mixed) - OC6 Open Mixed division each crew is to have at least 3 women in it. - OC6 Golden Master Mixed division (when offered in the program) each crew is to have at least 1 woman in it. - Age divisions -Juniors Racing Division Requirement 19 years and Under must not turn 20 in the Calendar Year of competition 16 years and Under must not turn 17 in the Calendar Year of competition 14 years and Under must not turn 15 in the Calendar Year of competition 12 years and Under must not turn 13 in the Calendar Year of competition -Seniors Adult Age Divisions Women s Age Men s Age 21 years and Under 20 to 21 inclusive Open Adult age i.e. 20 yrs and above Masters 40 yrs and above 40 yrs and above Senior Masters 50 yrs and above 50 yrs and above Golden Masters 60 yrs and above 60 yrs and above Platinum 70 yrs and above 70 yrs and above Juniors eligibility to compete in Adult events a) 19U division may compete in adult divisions (21U and Open) without the need for parental or coach consent. b) Must be aged 14 yrs and above and have: i) written parental / guardian permission ii)written approval of qualified outrigger specific coach - Safety Boat Ratios - A Safety Boat Calculator may be downloaded from - All regatta races will adhere to the marathon point system 14, 12, 10, 9, 8, 7, 6 etc 2/17

3 IMPORTANT NOTICE ALCOHOL is strictly prohibited both at the regatta site and anywhere along The Strand. If any of your club members are found with alcohol your club will BE DISQUALIFIED AND WILL LOSE MEDALS AND PRIZE MONEY. The Race Program will run on time, or at the discretion of the Race Director. Clubs must provide adequate canoes for competitors in each division. Please be ready for your event. The Race Director will not wait for crews to get to the START LINE. Please note that races may be brought forward on the day so please notify all competitors that it is important to listen for changes over the PA system. However, the PA system will not be used before 8:00 a.m. this is a Townsville City Council requirement. Storm covers will be used if necessary. Leg leashes are mandatory for all OC1/OC2 Events. All canoes are required to carry one PFD per paddler, and must be easily accessible. Always be Sunsmart. 4 THE VENUE The regatta site will be on the Strand, on the headland and adjacent, North-Western, beach area at the end of Landsborough Street. If you are bringing your own marquees please set them up to the North-West of the Headland. Some tents will be provided, however, we encourage clubs to bring their own tents if possible. TRAILER PARKING Trailer parking is available alongside the Military Barracks in Cook St., and Isley St. See page 6 for map and details. PRESENTATION VENUE Monsoons Bar & Grill 194 Flinders Street Competitors tents DROP OFF/PICK UP Boats can be dropped off from their trailers in the parking area (marked on the map) North-West of the regatta area. The zone is comparatively short so unloaders are urged to use a drop and go approach, and to not linger. The use of this space has been negotiated with the City Council. The best approach, for drivers, to the zone is to head down the strand from NW toward the SE. 5 EMERGENCY EVACUATION ASSEMBLY AREA In case of a critical incident requiring the evacuation of the regatta area, the Emergency Evacuation Assembly Area is the Pier Headland 150m South-East of the regatta headland. 8 FEES FEES AND NOMINATION INFORMATION OC6 Per Crew Per Division Per Event Senior Paddlers Juniors Paddlers $66.00 $60.00 OC1/2 Per Paddler Per Division Per Event $11.00 $10.00 CLUB AND TEAM NOMINATIONS All clubs must lodge a CLUB NOMINATION with payment to be performed online at Nominations close at 5 pm Friday, 10 th August, late nominations will accept a late fee of $10 per paddler TEAM NOMINATION FORMS must be lodged online at no later than Friday, 17 th August, When signing in clubs will need to indicate which individuals are in each crew for the upcoming race. OC1 and OC2 nominations will be accepted on the day (laptop via however late fees will apply! We ask that out of courtesy paddlers nominate by 5 pm Friday, 17 th August, The reason for this is, if nominations are not received for certain divisions, then the host club will organize to delete these from the schedule of events 8/17

9 RULES AND REGULATIONS Generally: 1. Only competitors who are members of a club affiliated with AOCRA are eligible to compete and this does include crews from outside of our Zone. Crews from another zone may compete for medals only! 2. A competitor may only paddle for a club in which he or she is a current and financial member. EACH CLUB SHALL REGISTER ALL PADDLERS ONLINE 14 DAYS BEFORE THAT PERSON S FIRST REGATTA, including proof of age when required. 3. International paddlers/crews may compete for medals only! 4. International paddlers must have their own personal travel insurance in order to compete. 5. AOCRA or its respective committees reserve the right to request proof of age of a competitor at any time. 6. It is recommended that OC1 paddlers wear a leg rope (but it is not compulsory) when racing. It is recommended that one paddler per OC2 wear a leg rope (but it not compulsory) when racing. 7. 10 9. Junior competitors may not paddle in more than 2 junior age divisions at the same regatta. 10. Junior competitors may only paddle up one division within a regatta (i.e. 12U competitor may paddle up a division to 14U, but not 16U), except the requirements of Juniors eligibility to compete in Adults events (as per point 9) are met. 11. All canoes are required to carry one PFD per paddler. 12. OC6 Open Mixed Division each crew is to have at least 3 women in it. 13. OC6 Golden Master Mixed Division each crew is to have at least 1 woman in it. 14. Course requirements a) The first turning buoy of a marathon course shall be a minimum of 2 kilometres from the start line. b) The first turning buoy of a short course event will be a minimum of 1 kilometre from the start line. EXTRACT AS PER AOCRA REGATTA AND TRAINING RULES 1. AOCRA regatta rules apply and any other special rules which may be required for a specific event. 2. An alternate venue must be available for the Regatta in the event of a strong wind warning or unsuitable paddling conditions. 3. An alternate course must be available for all events. 4. All Australian competitors must be registered with AOCRA 5. Rules compliance: A. A senior official appointed by AOCRA or the zone, and a member of the organising committee should make a pre race inspection of the course. AOCRA rules calls for a course and facilities inspector. B. If conditions are considered unsafe, as in rough seas, tidal convergence, strong wind or forecast strong winds or other conditions that may effect the safety of competitors, then an alternate course is to be made available. Or the event cancelled. C. In severe conditions as defined in AOCRA regatta rules the event must be postponed or cancelled. D. The lead boat in every event must have an official observer who will take responsibility for reporting conditions and make decisions on safety. If conditions deteriorate at any point of the course in any event, the observer must recommend a course of action. E. Consultation must take place by the race committee, and other interested parties, if a safety issue arises and paddlers may be jeopardised, with a view to altering the course or stopping the race. F. All OC6 canoes must have tow ropes on board and the canoe crews be trained to be able fix the tow rope in the approved manner to assist in rescue procedures. Tow ropes to be 12mm silver rope 20/25 metres in length G. The organising committee prior to race start must make inspections of canoes. Positive floatation is mandatory, bailing buckets and spare paddles are mandatory storm covers (good condition) must be fitted when so directed by the race director. All canoes must conform to AOCRA standards and scrutineers requirements H. Support boats must be available to the standard required by AOCRA and the water control authorities and have extra life jackets on board. The vessels must comply with state transport regulations. 10/17

11 I. Briefings should be video recorded in case of litigation resulting from insurance claims. J. Time restriction and cut off points where crews can be required to drop out of a race at a pre agreed point, need to be documented and mentioned in all briefings. Once a crew or person is requested to turn back or take advantage of rescue and refuses then all insurance for the crew or person will be invalidated. This will decrease the chance of weaker or inexperienced crews who have decided to, have a-go, getting themselves into trouble when commonsense would say turn back. Crews that refuse to turn back shall be advised that insurance will be voided at this point. K. Canoes need to be rigged to suit the conditions and the team using the canoe. The onus is on the crew to ensure this is in effect. Competitors should be made aware in the invitation that thermal clothing may be necessary in cold water conditions. L. All canoes must carry sufficient PFD s for all paddlers, i.e. one PFD on an OC1, two PFD s on an OC2, six PFD s on an OC6, and must be easily accessible. M. Addition to Training and Regatta Rules (May 2012) Safety Requirements D.7.1 a) It is the responsibility of both the Race Director and Race Committee that all aspects of the Safety Requirements are catered for at the Regatta both on, and off the water. Beach Launches:- i.) The decision to implement a beach launch at any regatta must be made / confirmed by the Race Director no more then 1 hour prior to the scheduled race start. ii.) If a beach launch is considered a safe option by the Race Director, the Race Director and host club must ensure that adequate support personnel are in place to assist paddlers if necessary to negotiate the conditions. iii.) Beach launch officials must ensure that any paddlers that return to the beach and not participate in the race are assisted from the water and noted as DNS. THE ORGANISING COMMITTEE AND THE ZONE COMMITTEE HAS TO ACCEPT DUTY OF CARE RESPONSIBILITY TO PREVENT SITUATIONS WHERE INCIDENTS AND ACCIDENTS CAN DEVELOP THAT CAN JEOPARDISE THE SPORT OF OUTRIGGER CANOEING AND JEOPARDISE THE SPORTS INSURANCE POLICY OF AOCRA INC. 6. In the event of poor weather conditions and/or rough seas an alternate venue is not deemed necessary. 2. 13 Event Outline 12km OC6 Marathon Course Middle Reef: western channel marker Middle Reef: eastern channel marker , km1 km Start Finish , channel marker Regatta Headland OC6 12km Marathon (Senior and 19U) The Marathon course for all Senior and 19U paddlers will head North-East (straight out to sea, on an anti-clockwise course. A left turn, after about 2km, to Northerly bearing will lead to the Eastern Middle Reef marker. Another left turn of about 60 0 will lead to the Western marker. A sharp left turn here will lead on a Southerly leg to a buoy offset about 1km from the rock pool, and then on to a 1.5km run to the finish line in front of the headland. 13/17

14 OC6 3km Marathon (12U, 14U, 16U) The course will start on the Finish line between the two buoys directly in front of the regatta headland. Craft will proceed North-West, parallel to the Strand for 1.5km to the buoy, then turn hard left through 180 degrees and return to the finish line (the same line from which they started. OC6 Open Mixed 6km Marathon All mixed crews will require a minimum of 3 female paddlers. The Marathon course for all Open Mixed will head North-East (straight out to sea, on an anticlockwise course. A hard left turn, after about 2km will lead West back to the buoy offset about 1km North-West of the rock pool. Another sharp left turn will lead parallel to the strand on a 1.5km run to the finish line in front of the headland. 14/17

15 OC6 500m Short Course The course will start between the two buoys directly in front of the Rock Pool. Craft will proceed South- East parallel to the Strand to the finish line directly in front of the regatta headland. OC6 500m Short Course OC6 Open Mixed Skins All open mixed crews will require a minimum of 3 female paddlers. This event will take on a Skins/Drop-off format. It will be conducted over a 250m course parallel to the beach. Canoes will start between two buoys and then race to cross a (start/finish) line 250m away. Canoe/s will be then eliminated see below. All remaining canoes will have 90 seconds after the first canoe crosses this second line to turn their canoes around and sit ready for the next start. Canoes will then race back to cross a (start/finish) line again. Canoe/s will be eliminated. There will be no warmup lap with eliminations happening after the first run through. Eliminated canoes must head immediately to the beach. Once the field has been reduced to 3 canoes they will then race for 1st, 2nd and 3rd placing. Elimination process If there are 11+ canoes initially in the race then the last 3 canoes to cross the line will be eliminated each time. If there are 6-10 canoes initially in the race then the last 2 canoes to cross the line will be eliminated each time. If there are 4 or 5 canoes initially in the race then the last canoe to cross the line will be eliminated. 15/17

16 3.5km OC1/OC2 (Snr, 19U, 16U) , , Start Finish Regatta Headland OC1 and OC2 3.5km Short Course The Short Course for all OC1 & OC2, except 12U and 14U, paddlers will head North-East (straight out to sea, on an anti-clockwise course. A hard left turn, after about 1km will lead West back to the buoy offset about 400m North of the rock pool. Another sharp left turn will lead parallel to the strand on a 1km run to the finish line in front of the headland. 1.1km 12U &14U OC1/OC2 Short Course OC1 and OC2 12U & 14U 1.1km Short Course The Short Course for 12U & 14U, OC1 & OC2 paddlers will head clockwise from the start/finish line in front of the regatta headland, around the two 500m short course start line buoys, and back to the finish line. 16/17
