1 Officials e-news Volume 2 Issue 3 November 2011 Merry Christmas As this will be our last newsletter for 2011, the LAQ Officials Committee, BoD and Staff want to take this opportunity to wish all Officials and their loved ones a very happy and safe Christmas and New Year. A Thank-You Message or Two Thank you to every one of you who made LAQ s Medibank Senior Carnival and Junior Pentathlon such a successful carnival, enjoyed by over 680 athletes and their families. The winners of the Officials draws were Isabel Green, Sunnybank (Key Official) & Jan Taylor, Sunnybank & Andrea Centenary (General Officials). Regional Committees also send their thanks to Officials involved in the successful staging of Regional Relay competitions held over the weekend of the 5 th and 6 th of November. Officials at the IGA State Relays 10 th December IGA State Relays Key, Chief and General Officials required for the first block of programmed events are reminded that public audio announcements for Officials and athletes to marshal cannot be made prior to 8:00am. Therefore, we ask that all Officials be on the arena ready for competition at least 20 minutes prior to the event s programmed start time. The first event is scheduled to commence at 8:00am. Even now that we are on the countdown for the IGA State Relay Championships, there are still a number of Officials places that must be filled. So if you have not put in your application, please contact Donna Smith or Karen Lunt through the LAQ Office ASAP. See the attached and revised list of appointed Officials. IAAF Rule Changes The correct message really needs to get out there, so please take note and share this little piece of info with your fellow Officials.. LAQ WILL NOT BE adopting any of the recent IAAF equipment specifications changes for or during the 2011/2012 season. If any are accepted for implementation, this will not be until the commencement of the 2012/2013 season. Entry Level Official Accreditation Papers D Grade papers are now available online. Look for them on the LAQ website under the Officials > Officials Accreditation papers page.
2 Page 2 Appointed OLC s Congratulations and thank you to the following LAQ members that will be functioning as Officials Liaison Coordinators for 2011 & These people have been appointed to assist Centres & RCC s with the coordination of education (entry and C Grade level) and appointment of Officials at Regional Competitions. Central North Ray Robins North Qld Ros McAlister Central Coast Phil McNamara Met North John Hayter Met West David Boddington South Cst Darryl Dickson South East Simon Woodward Sun Cst Alison Quirke Ready for Relay Reminders Whoever drops the baton must retrieve it. The athlete can leave their lane to retrieve a baton but cannot shorten race distance or obstruct other runners. The pass of the baton must commence and be completed within the takeover zone. Only the position of the baton is important, not the position of the runners. The pass of the baton commences when the baton is first touched by the receiving runner and is completed when the baton is solely in the hand of the receiving runner. Race Walking Cautions and Red Cards A Caution is an advice to a competitor to be careful as he/she is in danger of breaching the rules. This advice is given via a yellow paddle or folder bearing one of two symbols: a squiggle ~ for loss of contact, or an arrowhead > for a bent knee. A competitor can receive two cautions (one for contact, one for bent knees) per race from every judge on the course. The number of cautions a competitor receives has NO bearing on disqualification. In LAQ competitions, the Race Walk Judge will also call Cautions to all athletes. A Red Card is a silent communication between the on-course judges and the Chief Judge. A judge issues a Red Card when the competitor has actually infringed the rules of Race Walking (contact or bent knee). In LAQ competition for athletes in the U9 to U12 age groups, the race walk judge will call Red Cards to athletes. Note there is no such thing as a Warning. This term has not been used for some time. Recognition for Tech Training Participants in the speciality workshop will be issued a Certificate of Participation and will be recognised in the database.

The Official s Mythbuster & Handy Hints In High Jump, three baulks means the athlete will have a foul recorded. Is this correct? No.. An athlete can do as many as they like in the time allowed. In Long Jump, the measure is always taken from the front of the take of board. No.. The measure of the Long & Triple Jump at LAQ competitions, including Centres have different rules depending on the age & circumstance see the attached paper. At the Jumps: Setting or Resetting Run Ups Once competition has begun, athletes are not permitted to use, for practice purposes, the runway, implements, sectors or circles. But did you know that once the competition has begun and an athlete has lost their marker or needs to reposition it, they are allowed to do it within their allowed trial time for their jump (i.e. 1min) on the runway. They may not go over the foul line when attempting to do this. Equally, if an athlete arrives late for the event for any reason, the same procedure would apply. On the Long / Triple Jump, they are also allowed to do this off to the side of the runway as long as it does not interfere with the event or competing athletes.
