1 Team A6 OCR Change-out Event Mean Time: 20 Minutes, Drop Dead Time: 25 Minutes EVENT SUMMARY: Replace a pole mounted oil circuit reclosure (OCR) on a single phase distribution line for scheduled maintenance. OCR will weigh approximately 180 lbs. Line will be considered energized upon entering the event. Switching will be done to de-energize line to drop reclosure then re-energized after reclosure is changed out. Switching to de-energize line will follow a specific sequence; OCR will be opened from ground to kill load side of line, meter will be pulled from meter base and checked for voltage to confirm OCR is open, once confirmed, switch at take-off pole can be opened to isolate line feeding OCR from source. Take off pole shall be tagged with pole banner and stick(s) placed back on tarp/mat. Switching to de-energize is complete and event pole can now be climbed. Rubber gloves shall be required when climbing/descending pole, testing for primary and secondary voltage, and installing/removing grounds. Line shall be tested and grounded on both sides of work area. Wire shall be brushed before installing grounds. Testing of primary and placing/removing grounds must be done below neutral. Contact with neutral during this time will be subject to penalty. After line is tested and grounded, linemen will have option to work in leather gloves. OCR can then be dropped, tested, and re-hung. OCR must be set in non-reclosing position sometime prior to energizing. New jumpers and hotline clamps will be installed during event. Once OCR is changed, grounds can be removed and linemen shall descend pole to assist with switching to re-energize line. No switching can take place until linemen are on ground. In sequence linemen shall close switch at take-off to energize source side of line to OCR, manual switch on OCR shall be closed to energize load side of line, linemen will then check for voltage at meter base to confirm line is hot, then re-set meter into base, non-reclosing lever on OCR will then be placed back in reclosing position. Time will stop when the pole banner, meters, and all extension sticks are placed back on mat/tarp. Items to be furnished at event: Bierer AV40 Primary Voltage Detector, Pole Banner, # 4 soft drawn cooper jumpers for OCR, and hotline clamps. Bierer AV40 will have a universal attachment so it can be attached to either end of grip/shotgun stick. Teams must furnish all other tools needed for event. 1 Teams will be given 5 minutes set up time in which questions can be asked, rubber gloves tested, and meters tested. Make sure judges are aware of testing. 2 Event will start with all sticks, meters, hand tools, and hardware placed on mat/tarp. Exception to the rule applies to blocks, handline, and climbing tools as they will be allowed to be laid out in work area during set up time. 3 All switching shall be done from ground with extension stick(s). Stick must be inserted into ring of barrel and ring of OCR lever during switching. 4 Hot/Grip Sticks shall be a minimum length of 8. 5 Time will start when extension stick is removed from mat to start switching procedures. 6 After switching to de-energize is complete pole can be climbed, primary tested for voltage, grounds

2 installed and OCR dropped. 7 A rated manufactured pole gin and at a minimum 2 way blocks must be used to lower and raise the reclosure. The pole gin and blocks can be of any brand or style the team chooses as long as they meet load requirements and are not altered in any way. 8 The OCR that is lowered to the ground will be used as the new OCR. The reclosure shall be lowered all the way to the ground but does not have to be detached from rigging. The groundman will test reclosure with ohm meter, in open and closed positions, to check for continuity. Once the OCR is verified as in good working condition it can be raised back up the pole, with the assistance of men on pole if needed, for re-installation. 9 There will be a 10' diameter circle around the bottom of the pole that the climbers must wear gaff guards if they go outside of. There will be an additional 40' diameter circle around the bottom of the pole that the ground man must remain in while raising and lowering the reclosure. 10 OCR shall be equipped with a non-reclosing lever and a manual operating lever( open/close ring ) 11 Jumpers in OCR shall be changed out and new hotline clamps installed. Existing jumpers can be removed at any time during the event, new jumpers can be installed any time after OCR is lowered to ground. All connections (jumpers, ground and stirrups) shall be brushed. Be sure to make the judge aware when you are brushing the connections. 12 Brushing of connections/wire can be simulated by running hand or stick over surface. 13 New jumpers shall be made up after time starts. 14 Climbers must wear class 2 or higher rubber gloves while ascending/descending pole, using hot sticks while testing primary for voltage, installing/removing grounds and setting/pulling meter. This is a team event requiring 2 climbers to perform work on the pole. 15 The first climber must carry the hand line up the pole and secure it to the pole with a choker. The hand line may be secured below or above the neutral, but the lineman must not make contact with the uncovered neutral in the process of attaching hand line. All tools and material, with the exception of the pole gin and blocks, must be sent up and down the pole in a bag. The pole gin and blocks may be sent up on the hand line hook or in a bag. 16 It is very important that all actions are verified vocally. Reclosure open, line dead, switch open, stirrups brushed, line coming hot, etc. need to be loud enough for judges to hear. 17 Proper transition with secondary safety/fall restraint will be required when ascending/descending. 18 Judging will start when participants enter the event and continue until they exit the event. Teams will be judged on their conduct and must adhere to the code of conduct listed in the general rules. You are required and responsible to sign your score sheet. Once the score sheet has been signed and the team leaves the event the score is final and ineligible for appeal. All general rules will apply that have not already been specifically covered.
