2 1. ASSOCIATION AND OFFICERS 1.0 The Council shall attend to all matters relating to the Association and all decisions by this Council shall be binding on the Association unless they contravene any clause of the Constitution or Rule or By-law. 1.1 All correspondence shall be addressed to the General Secretary. 1.2 The Council shall decide protests and settle any matter of dispute between Clubs or teams. 1.3 Executive members of Lillydale and Yarra Valley Netball Association Inc (known as LYVNA) cannot hold an executive position of a Club. 1.4 Convenors of LYVNA, being coaches and umpires, cannot hold a convenors position within a club. 1.5 Any compulsory meeting which includes the Annual General Meeting that is not attended by a club delegate/s, will incur a fine of two hundred dollars ($200.00). 2. CLUB TEAMS AND PLAYERS 2.1 Any club member being a member of this Association agrees to abide by the Constitution and any rules or by-laws made by Council at a meeting. 2.2 Clubs wishing to play LYVNA fixtures must affiliate with the Association by application to the General Secretary. 2.3 Prior to the commencement of the season, all clubs must forward to the Association (on a date specified), details of office bearers, lists of players for registration in proposed teams, necessary affiliation and registration fees and any other information as requested by the Association. 2.4 Transfer of players within a club. i. Players may only fill-in in a higher age group that is up to 2 age groups higher than their minimum eligible age. E.g. An 11 year can only fill in for 15 & Under, regardless of the section she regularly plays in, Penalty loss of (4) four Premiership points to the offending team. If it is bought to the attention of Committee during the course of a match, the Committee has power to remove the player immediately from the court. The player may not be replaced until the next interval. ii. Players may fill in for a higher age group for an unrestricted number of games. E.g. Plays 11 & Under may fill in for 13 & Under. iii. Players may fill in twice (2) only in a higher section of their own age group after the grading period. If the player takes the court a third (3) time she/he is to remain in the higher section. E.g. Player is registered in 11 & Under Sect 4. Club has team in 11 & Under section 3 a player may fill in twice. iv. Players filling in for a higher age section can only fill in for only one (1) team if there are two (2) teams in the same section after the grading period. E.g. Plays 11 & Under. Club has 2 teams in the 13 & under Sect 2 - player can only fill in for one team. v. When these bylaws are contravened a penalty will be incurred by the club - Penalty - loss of four (4) premiership points. 2.5 A player may play no more than two (2) matches on the same day providing the by-laws are not contravened. Penalty - (4) premiership points to contravening team. 3. REGISTRATION 3.1 All players must be NVM registered prior to taking the court. 3.2 NVM fee is set annually by the Victorian Netball Association. After the initial team registration, new players must register with the Registration Secretary BEFORE taking the court. The penalty for playing an unregistered player is a loss of four (4) premiership points per game played. 3.3 Date of birth must be supplied, with verification, or senior fees will apply. 3.4 If a player is NVM registered with another competition, they still must supply full details including registration number. 3.5 All players, coaches and umpires participating in a LYVNA competition or program must be a current Netball Victoria member. 3.6 Single game vouchers may be used. The voucher must be purchased prior to participating. 3.7 If a player is registered on Registration day and withdraws after NVM s have been completed it will be the club/player s responsibility to obtain credit. 2

3 3.8 In winter season no new players will be registered after the tenth (10) round, in spring after the sixth (6) round, with the exception of the 9 & under section where there is no cut off point. 3.9 The Association may refuse the registration of any player that has outstanding fees with the Association from the previous year/years unless a prior payment commitment has been made Every club must supply a suitably badged umpire for 9 & Under, 17 & Under and Open. If registered against a team they must be available to officiate at that allocated time slot. (refer clause 18 d v) 3.11 Players that are registered in a age group higher than what their age is at the beginning of the season, and wishing to re-register into the lower age group or section must request this in writing, the decision will be at Council s discretion. 4. AGE SECTIONS OFFERED 5. GRADING 4.1 Participant age is determined as at 31 st December of that year. 4.2 Open section 17 & under 15 & under 13 & under - boys may play unrestricted in this age section 11 & under - boys may play unrestricted in this age sections 9 & under - boys may play unrestricted in this age sections NetSetGo 5-7 years 4.3 Minimum age (9 & Under) player must turn 6 prior to the last day of the current season 4.4 A mixed section from 15 & under up to the Open section will be offered if there is enough teams to make up a section, this will be determined by Council. Netball Victoria rules would apply, I.e. teams must have three (3) males and four (4) females on the court at any one time. Males must play in separate thirds of the court. 4.5 A boy wishing to play, may play unrestricted in 9 & under, 11 & under and 13 & under sections. 4.6 Boys are not permitted to play in the 15 & under, 17 & under or Open sections. 5.1 The Executive reserves the right to instruct a club to re-organise a team that it considers being too strong for the grade/section for which it is submitted. 5.2 All clubs must submit the names of a minimum of seven (7) players for each team registered. 5.3 Teams will be graded prior to the commencement of the playing season. LYVNA holds the right to regrade a team. A grading day will be held on a day decided by Council, if deemed necessary. 5.4 At least five (5) of the originally registered players, as submitted on Registration Day, must play in all grading games or the team will be under penalty of losing 4 Premiership points. Loss of points will be deducted and continue through to the main season games. An exemption may be sought in the case of extenuating circumstances and must be lodged in writing and approved at the earliest possible time. 5.5 All teams to be graded on age, but from time to time and when circumstances permit, Council will have the authority to grade/regrade on ability and not age. 5.6 A player is deemed to be registered by name placement on a registration card. A player may play in a higher age group (i.e. age is 11&under may play in 13&unders) but no more than 2 age groups higher than their minimum eligible age. E.G. Eligible age is 11 & Under they may play no higher than 15 & Under. If Contravened a penalty of (4) four premiership points. A player may play in a higher section in his/her age group (i.e. registered in 11&under section 3, may play in 11&under section 1 or 2) with a limit of two (2) games per player per age group, if a third game is played then the player concerned must remain in this section. If contravened a penalty of four (4) premiership points will be imposed. A player may not play in two (2) games at the same time slot on the same day penalty loss of four (4) premiership points. 5.7 Grade Secretary to be notified of any changes prior to the commencement of the season. 5.8 Winter Season: - Following regrading (3-4 weeks). All team s points including penalty points will remain Spring Season: - Regrading will only be carried out if essential. All team s points including penalty points will remain. 3

4 5.9 Clubs withdrawing team/s after fixtures have been completed will have their entry fee returned, but will be fined fifty dollars ($50.00) per team. 6. DRESS CODE 6.1 Club colours and uniforms must be registered in writing with the Association and be approved. Clubs must register a jumper or long sleeve top, the wearing of is optional. The colour of the jumper or long sleeve top must match the uniform. Track pants or leggings are allowed for 9 & Under only, they must be a solid dark color. Any other age group wearing long pants will be asked by the umpires to remove them. 6.2 Uniforms - must be of an appropriate length. (a) at normal stance to cover the Bike shorts/boy leg pants. (b) not to be revealing when in defensive action.. If the uniform is deemed inappropriate, the player will be asked by either the umpire or Association official to leave the court. 6.3 Nails shall be cut short or taped soft cotton tape securely taped over and around to cover almost to the first joint of the finger. No gloves allowed.no paper tape (No Band-Aids or paper tape) 6.4 All jewellery must be removed, newly pierced places must be taped as are wedding rings. Hard bangles that cannot be removed, are to be bandaged or covered with a sweatband. (No Band-Aids or paper tape) 6.5 No player will be permitted to chew chewing gum whilst playing. 7 CLEARANCES 7.1 A player must obtain a clearance from his/her club before playing with another club during the season. 7.2 Notification of the clearance must be received by the Association prior to the player taking the court with the new club. 7.3 A clearance will not be granted after the 10 th round. 8 SUBSTITUTIONS 9 MATCHES 8.1 In any one (1) game, a maximum of twelve (12) players maybe written onto the scoresheet including substitutions. 8.2 Unlimited substitutions are permitted during a game, these may occur during an interval, in the event of injury or illness. 9.1 All games will consist of four (4) quarters. Duration time of quarters may vary according to age levels and court availability. 9.2 The rules shall be those of Netball Victoria except: Timing (if matches are less than one (1) hour) - 4 x 10 (or as determined) minute quarters. (Change ends at quarter and three quarter time with a 2 minute break at half time). NO INJURY TIME a match maybe stopped by the umpires in extenuating circumstances to ensure a safe playing area is maintained. Blood Policy The game is stopped the clock is not stopped. Player leaves the court substitution rules apply (with no time allowance). Play is resumed. 9.3 All teams shall play on courts designated and at a time as stated on a fixture, which will be made available to clubs prior to the season commencing or following regrading. 9.4 Matches will be timed by a central bell/siren no injury time is allowed. In the event of the non-appearance of one team, the match will be claimed five (5) minutes after starting time. If a team fails to take the court at the end of any interval. The umpire shall give a thirty (30) second warning that requires the team to take the court within the specified period of time. If the offending 4

5 10 SCORING 11 FORFEITS team fails to take the court within a further thirty (30) seconds, the game shall be awarded to the non offending team. 9.5 A weekly progressive points table will be kept and displayed on the complex notice board and also available on the MyNetball website Each team to provide a scorer, who should sit/stand together for the duration of the match The official score sheet is to be completed with FULL name of players, positions played each quarter, and scores All fill-ins are to be listed on the score sheet, with details of team that they are registered with i.e. U15 Sect 3 or Team 9. Failure to comply will result in loss of one (1) Premiership point At the completion of the game the score sheet is to be handed to the umpire by the first named team after it has been signed by the captains, the scorers. The umpires will return the scoreboard to the Associations officials Players will be deemed as having not played unless original positions taken on the court are marked on the scoresheet. Interchange players will be deemed as not playing unless position taken on the court is marked on the scoresheet Any scoresheet that necessitates the Match Secretary having to make enquiries back to the club secretary for verification of an error could result in the loss of premiership points Any team forfeiting a match must notify the General Secretary by phone (not text) and the opposing team. A fine of eighty dollars ($80.00) will be imposed. A fine of one hundred dollars ($100.00) will be imposed on any team that forfeits twice within a season. An exception will be made in the case that school events etc. affect the entire team. E.g. School Debs. Advance notice must be given. (iv) The non offending team to be allotted a win of ten (10) goals to nil If a team following inspection, holds up a game e.g. less than five (5) players ready to take the court a penalty of one (1) goal per minute wasted will be awarded to the opposing team. The first goal will be scored immediately the bell/siren goes, followed by one (1) goal for every minute thereafter. The game will be called a forfeit at the end of the first quarter if the team cannot take the court 12 CANCELLATIONS 12.1 If a match is cancelled after half time, the current score stands. If cancelled prior to half time, teams will be awarded two (2) points each The stoppage/cancellation of a match is at the determination of LYVNA council. 13 PROTESTS 13.1 A team wishing to protest must Not sign the scoresheet and notify the Committee of the intention to protest. Lodge the protest in writing with the Association Secretary within 48 hours of the match being played A club may have the right of appeal to the Committee within 48 hours of notification of a penalty The committee will advise the result of the appeal and this decision shall be final. 5

6 14 FINALS 14.1 The number of points gained during the season shall determine teams qualifying for finals. In the event of teams being on equal points, positions shall be determined by the percentage of goals scored for and against. In the event of teams being equal on percentage, positions shall be determined by the greater number of goals scored for Matches shall be conducted as for rounds, the starting time may alter To qualify for finals players are to have played twelve (12) quarters with the team or with the club 14.4 Teams found playing an ineligible player during the finals will be considered to have lost that match Drawn matches in finals: There is one (1) minute time allowance to enable teams to change ends and scores to be verified. Positional changes and substitutions may be made during the change over time. 2 x 5 minute halves will be played. (iv) At the end of the first half teams change ends. (v) Should there still be a draw at the end of the second half of extra time, play continues until one team scores two (2) goals. (vi) No Substitutions or positional changes may be made. (vii) In the event of illness or injury during extra time, positional and/or substitutions may be made. 15 TROPHIES AND AWARDS 15.1 Trophies or medals are to be presented to members of premier and runner-up teams in all grades with the exception of 9 & under In the winter season a flag will be given to clubs giving the details of their premiership win, this flag to be held permanently by the club concerned In the winter season there shall be an Association fairest & best award in each grade (with the exception of 9&unders), to be determined by the votes of neutral umpires. These votes are commenced after the grading matches & under section players shall all receive a participation medal. 16 COURSES, SEMINARS & OTHER OPPORTUNITIES 16.1 LYVNA shall provide notification of opportunities for all members to improve their skills by attending courses, seminars and other personal development activities. 17 ACCREDITATION 17.1 The Association shall ensure that all officials have current appropriate minimum qualifications Where minimum qualifications/accreditation standards are not met, the Association shall encourage and support the members to achieve the minimum standards. 18 UMPIRES SECTION LYVNA shall have an umpire sub-committee which shall be under the authority the Victorian Netball Association (Netball Victoria) and function under the direction of Council OBJECT To develop interest in netball umpiring in the Lilydale & Yarra Valley district and to secure the highest possible standard. To prepare umpires Council will run workshops prior to and during the season for beginners and unbadged umpires. 6

7 18.2 ORGANISATION There shall be an umpire convenor and a sub-committee of at least two (2) umpires representatives. Umpires shall officiate as directed at all matches played by teams in fixtures arranged by LYVNA OFFICERS Umpire convenor, who will keep all records of registration and business. Representatives will report to umpires meeting/sessions any relevant information from LYVNA. The executive of LYVNA with the umpire convenor may co-opt from umpires section any persons required to assist in organization and administration REGISTRATION (iv) (v) (vi) All umpires to be registered with Netball Victoria and LYVNA prior to umpiring. On recommendation of the Association, membership of any umpire maybe cancelled. There must be an umpire registered for each team entered. A non playing umpire maybe registered against two (2) teams that play at different times. Clubs must provide an umpire to officiate at each teams match time. For 9 & under, and the last two time slots, a badged umpire or approved trainee must officiate. The umpires convenor will approve umpires named to officiate at matches and shall make all umpire appointments. Should a Club lose a registered umpire during the season, they may replace him/her with an umpire not previously registered, without a penalty being applied GENERAL (iv) Umpires will record on cards provided for fairest & best player votes. Two players from each match are to be recorded on the card, placed in the envelope provided, sealed and returned with the scoresheet. First player receives two (2) votes, second player one (1) vote, irrespective of which club they represent. All umpires are to report on undesirable conduct, rough play etc. of teams or individuals. Such reports are to be noted on the back of the scoresheet of the match concerned, stating the name of the player/s and or team/s and the nature of the offence. Player/s and or team/s to be told of the report. Should the Association consider further action necessary, the umpire/s will be required to submit a written statement. On occasion of an umpires late arrival or non attendance at an appointed match, a fine of twenty five dollars ($25.00) will be imposed on the relevant club. Following a third or subsequent offence an additional fine of $ will be imposed on the club. If the Association or Umpires Convenor are required to organise an umpire for a club, there will be a fine of $40 to the relevant club MEETINGS An introductory meeting will be called by the Association prior to the commencement of the winter season. This meeting must be attended by all registered umpires. A compulsory umpires convenors meeting will be held prior to the commencement of a season, penalty for non attendance will be a fine of two hundred ($200.00). A number of umpire workshops will be held during the year on varying topics, at which any umpire may attend. 7

8 18.7 ACCREDITATIONS (iv) All umpires will be examined and graded in accordance with the ALL Australia Netball Association. All umpires who do not hold a current theory pass mark should submit for a theory exam during the year. All umpires who do not hold a current umpire course accreditation should update umpire course during the current year. For new umpires course attendance is required prior to commencing umpiring. Practical testing will be offered during the year. Suitable candidates must hold current course and theory accreditation NUMBER OF GAMES PER DAY An umpire must not participate in (play or umpire) more than two games in a row. Penalty - $ fine to club. A non playing umpire may officiate 3 games per day, however must not participate in more than 2 games in a row, with the exception of 9 and Under A playing umpire may officiate in 2 games per day however must not consecutively umpire and play without a break with the exception of 9 and Under. (iv) A playing badged/trainee umpire may officiate 9 and Under 19 REPRESENTATIVE TEAMS 19.1 REPRESENTATIVE TEAMS COMMITTEE The council shall appoint a sub-committee (representative teams committee) of at least three (3) persons to select coaches, oversee selections and liaise with teams and Council COACHES Applications for coaches shall be called for as follows: Applications for representative team coaches will be issued in September of the year prior to the season in question and should be finalised by the November. If there are insufficient and/or unsatisfactory nominations, the sub-committee may coopt/nominate coaches and submit to Council for approval A representative coach must have a minimum standard of a Foundation coaching accreditation Advertising for coaches will be affected by notices on the notice board at the State Netball Centre and at our complex. Further advertising as deemed necessary TOURNAMENT TEAMS Any player playing in a team must be a registered and a regular playing member of a club/team playing in any LYVNA organised competition to retain his/hers position The Association will aim to select the following, thirty (30) players of each 11&under, 13&under, 15&under Player selections will be by the appointed coaches and/or selectors as appointed by coaches coordinator NIGHT REPRESENTATIVE TEAMS From the 13 & Under and 15&Under Association tournament teams, three (3) teams will be entered to play on a night and at a venue to be determined by Council. Re-selection for 2 nd season may occur The Association will aim to select two (2) open teams and two (2) 17&under teams. A squad of players will be selected, the number will be decided by the selectors/coaches and Council relevant to the number of players available. 8

9 Players will be selected by the coaches and or selectors. Selectors will be appointed by the coaches co-ordinator Open and 17&under teams will be entered to play on a night and at a venue to be determined by Council players standing for selection do not have to be a registered or regular player of any team/club playing in an LYVNA organised competition. Selections are open to any player who wishes to present for selection Fill ins players for teams must be taken from the same age group eg 15/1 take from 15/2, with the exceptions of team 3 which will need to take from the younger age group or draw on the reserve players list if needed Clearances. A player must obtain a clearance from his/her club before playing with another club during the season. Notification of the clearance must be received by the Association prior to the player taking the court with the new club. No player will be granted more than one (1) clearance per season. Players who owe outstanding playing fees or are in possession of Club/Team property will not be granted clearance. (iv) A clearance will not be granted after the 10 th round PLAYERS Injury/illness. If a player is unable to play or train for a period of four (4) weeks or more due to illness or injury, that player is to be replaced until cleared to re-commence training by a medical professional or primary care giver. If the player is a member of the open team, a replacement is to be taken from the second team, if the player is from the second team then a replacement is to be taken from the third team. If there is not a suitable replacement in the current team/squad, a suitable player maybe approached from: (a) unsuccessful applicants on the short list (as supplied by selectors on selection day). (b) If it is felt that there is not a suitable player on the list the coach is to submit names for consideration to the Committee who will make the final decision Players who do not attend two (2) consecutive training sessions without a reasonable explanation risk disqualification A players position in a team may be reassessed on playing performance and/or attitude at any time A suitable form of recognition maybe presented to all representative team players All players are required to wear the appropriate uniform as designed by Council Any representative player who is reported personally and is found guilty by the tribunal, is automatically disqualified from any representative team for the remainder of the season. If her whole team is reported, the matter will be considered by Council. 20. RISK MANAGEMENT 20.1 Pre Match Checklist. A pre-match checklist will be completed prior to all LYVNA matches, programs and training. Any hazards identified will be: a) Documented b) Rectified if possible c) Reported to the appropriate agency (local council) if major repair is required First Aid All clubs are to provide their own basic first aid kit at each game for the treatment of minor injuries and when using the complex for training. 9

10 The LYVNA will ensure that a qualified first aider is present during all competition. A first aid kit will be available for Representative team training Emergency phone numbers are displayed by the phone in the office and in the first aid room LYVNA will adopt Netball Vic policy in the following circumstances Extreme Weather infonets RM3 and RM5. Blood and infectious diseases infonet U4 and RM6 Codes of behaviour. (iv) Pregnancy infonet RM LYVNA will adopt A Smoke Free policy including indoor venues and outdoor court surroundings. A Sun Smart policy as prescribed by the Cancer Council Victoria. Responsible serving of alcohol as prescribed by the Australian Drug Foundation s Good Sports Program. (iv) Pregnancy infonet RM LYVNA does not support the use of performance enhancing substances and views any such use as detrimental to both the sport of netball and the spirit of the game. The Netball Vic drug policy, August 1993 as amended from time to time, is implemented and will apply for all LYVNA competitions. 21 DISPUTE RESOLUTION The committee will impose the prescribed penalty or any other penalty to any member that fails to adhere to this By-law Any member of a team or club that does not agree with a penalty or action of the Committee made under this By-law, may advise the Committee within 48 hours of the penalty or decision being made The Committee may then: Discuss the issue with the relevant team or Club and make a decision regarding the matter. The Committee shall inform the parties involved of their decision either verbally or in writing. Have an informal meeting with the relevant parties in order to discuss the dispute. The Committees decision is final. 22 SPECIAL CIRCUMSTANCE Where this by-law is silent, a decision can be made that ensures the integrity of the LYVNA is maintained at all times. The Committee may in using its reasonable discretion, in exceptional or extenuating circumstances, alter, vary or waive the requirements set out in this by-law relating to the LYVNA. 23 INDEMNITY Except where provided or required by law and such cannot be excluded, the LYVNA and its respective directors, officers, members, servants or agents are absolved from all liability however arising from injury or damage however caused, arising whilst participating as a member. 10
