1 RECORD OF BOARD PROCEEDINGS (MINUTES) Bowling Green, Kentucky 13 February 2012 The Bowling Green Independent Board of Education met at Bowling Green, Kentucky, at 6:30 o clock p.m. on the 13 th day of February 2012 with the following members present: (1) Mr. Michael K. Moore, Jr. (3) Ms. Deborah Williams (4) Ms. Christine Dressler Members absent: Ms. Dianne Howerton, Vice Chair OTHERS ATTENDING: Bowling Green City School Administrators; Justin Story, The Daily News; Regina Jackson, Board Attorney; Chris Bowling, Civic Finance Advisors, LLC; Dr. Bernie Stenecky and Western Kentucky University Students THE BOARD: Heard Ms. Leslie Peek s Spotlight on Learning presentation Recognized Ms. Jeanie Orr, Ms. Maggie Blair and Mr. Patrick O Rourke Heard a presention on The $100 Solution from Mr. Gary Fields, Dr. Bernie Strenecky, and WKU Students Received the Student Survey results from Ms. Leslie Peek and Mr. Ken May Was presented the Bowling Green Independent School District Comprehensive Improvement Plan (CDIP) by Mrs. Vicki Writsel Received tentative SBDM allocations from Mr. Jeff Herron ORDER # ORDER # APPROVE MINUTES Motion was made by Mr. Moore and seconded by Ms. Williams to waive the reading and approve the minutes of the Bowling Green Independent School District for the regular meetings of January 9 and 30, 2012, and special-called meeting of January 23, 2012, as presented. APPROVE PAYMENT OF BILLS Motion was made by Ms. Williams and seconded by Ms. Dressler to approve payment of bills, as presented for the following: CHECK NO. Dressler to approve the Monthly Financial Report for January 2012 for the Bowling Green Independent School District General Fund, Bowling Green Junior High School and Bowling Green Senior High School, as presented. ORDER # APPROVE A RESOLUTION AUTHORIZING A CONTRACT, LEASE AND OPTION Motion was made by Mr. Moore and seconded by Ms. Williams to approve a resolution authorizing the execution of a Contract, Lease and Option with the Bowling Green Independent School District Finance Corporation, and approving all other documents in connection with the proposed Bowling Green Independent School District bond issue and the Board s participation in said financing plan. ORDER # APPROVE CONTRACT FOR FINANCIAL ADVISORY SERVICES Motion was made by Mr. Moore and seconded by Ms. Williams to approve a contract with Civic Finance Advisors, LLC for financial advisory services, as presented.

3 ORDER # APPROVE BOWLING GREEN INDEPENDENT SCHOOL DISTRICT S COMPREHENSIVE DISTRICT IMPROVEMENT PLAN (CDIP) Upon the recommendation of the Superintendent, motion was made by Ms. Dressler and seconded by Ms. Williams to approve the Bowling Green Independent School District s Comprehensive District Improvement Plan which describes the District s plan to improve teaching and learning and eliminate achievement gaps for the school year, as presented. ORDER # ACCEPT KENTUCKY SCHOOL FACILITIES CONSTRUCTION COMMISSION TECHNOLOGY ASSISTANCE Motion was made by Ms. Williams and seconded by Ms. Dressler to accept the official offer of technology assistance, pursuant to KRS Chapter and 750 KAR 2:010, in the amount of $42, (forty-two thousand three hundred fifty-four dollars), from the Kentucky School Facilities Construction Commission with an equal match from Bowling Green Board of Education, as presented. ORDER # ORDER # APPROVE PARKER-BENNETT-CURRY ELEMENTARY SCHOOL STUDENT TECHNOLOGY LEADERSHIP PROGRAM (STLP) TRAVEL Moore to approve Parker-Bennett-Curry Elementary School Student Technology Leadership Program (STLP) travel to Louisville, Kentucky to present at the KYSTE Conference, March 8 9, 2012, as presented. APPROVE BOWLING GREEN JUNIOR HIGH SCHOOL SIXTH GRADE TRAVEL Moore to approve Bowling Green Junior High School s sixth grade travel by charter bus to Louisville, Kentucky April 25, 2012, as presented.

ORDER # APPROVE BOWLING GREEN HIGH SCHOOL FOOTBALL TEAM TRAVEL Moore to approve Bowling Green High School football team travel to Dalton, Georgia by school bus to participate in the Southeastern 7-on-7, July 14 15, 2012, as presented. ORDER # APPROVE BOWLING GREEN HIGH SCHOOL BAND TRAVEL Moore to approve Bowling Green High School Band travel by charter bus to Louisville Kentucky to participate in the Kentucky Derby Festival Parade, May 3, 2012, as presented. ORDER # APPROVE BOWLING GREEN HIGH SCHOOL CULINARY ARTS CLASS TRAVEL Moore to approve Bowling Green High School Culinary Arts class travel by school bus to Harrodsburg, Kentucky March 6-7, 2012, as presented. ORDER # APPROVE BOWLING GREEN HIGH SCHOOL HEATLH OCCUPATIONS STUDENTS OF AMERICA (HOSA) TRAVEL Moore to approve Bowling Green High School HOSA travel to Louisville, Kentucky March 7-10, 2012 to participate in the state convention, as presented.

APPROVE REQUEST FOR USE OF PARKER-BENNETT- CURRY-ELEMENTARY SCHOOL FACILITIES Williams to approve a request from Warren County Public Library for the use of Parker-Bennett-Curry Elementary School library, as presented. APPROVE REQUEST FOR USE OF PARKER-BENNETT- CURRY-ELEMENTARY SCHOOL FACILITIES Williams to approve a request from 11 th Street Baptist Church for the use of Parker-Bennett-Curry Elementary School gymnasium and cafeteria, April 28, 2012, as presented. APPROVE REQUEST FOR USE OF PARKER-BENNETT- CURRY-ELEMENTARY SCHOOL FACILITIES Williams to approve a request from Graduate Chapter of Alpha Kappa Alpha Sorority for the use of Parker-Bennett-Curry Elementary School multi-purpose room, February 25, 2012, as presented. APPROVE REQUEST FOR USE OF BOWLING GREEN JUNIOR HIGH SCHOOL FACILITIES Williams to approve a request from Bowling Green East Little League for the use of the Bowling Green Junior High School gymnasium March 5 6, 2012, as presented.

APPROVE REQUEST FOR USE OF BOWLING GREEN HIGH SCHOOL FACILITIES Williams to approve the use of the Bowling Green High School auditorium by The Fable Factory for tryouts, rehearsals and performances March 10 23, 2012, as presented. APPROVE TENTATIVE SBDM ALLOCATIONS Motion was made by Mr. Moore and seconded by Ms. Williams to approve the tentative SBDM allocations for the Bowling Green Independent School District, as presented. ORDER # APPROVE PERSONNEL POSITIONS Upon the recommendation of the Superintendent, motion was made by Ms. Dressler and seconded by Ms. Williams to approve the following personnel position items: CREATE CERTIFIED: Teacher Pre-School (Pre-School Funds), Itinerant, effective February 14, 2012; REDUCE CLASSIFIED: Instructional Assistant (School Improvement Funds), Dishman McGinnis Elementary School, from full-time to part-time, effective February 14, ORDER # DECEASED: TRANSFER: PERSONNEL ACTIONS As required by KRS l60.390(2), the Superintendent hereby notifies the Board of Education of the following personnel actions completed since the January 30, 2012, Board Meeting: Marvin Conner, Substitute Bus Driver, Transportation Department, effective January 13, Brent VanMeter, Teacher, Bowling Green Junior High School, from 186 days to 196 days, effective February 1, 2012.
