1 MINUTES OF THE MEETING OF THE COMMITTEE OF MANAGEMENT OF THE NSW COUNTRY CRICKET ASSOCIATION HELD IN THE BOARD ROOM CRICKET NSW MONDAY 3 rd SEPTEMBER 2018 COMMENCING AT 9.00AM MEETING NO ATTENDANCE Messrs P Marjoribanks (Newcastle) Chairman, T Psarakis (Central Northern) Deputy Chairman, B Archer (Central Coast), B Brennan (ACT Southern Districts), T Clayton (ACT Southern Districts), P Dilley (North Coastal), M Erdeljac (Riverina), M Frecklington (Western), I Hogg (Greater Illawarra) and B Whitehouse - Country Programs Manager (CPM). 2. APOLOGIES and PROXIES Apology Mr G Rowlands, proxy Mr B Archer CHAIRMAN S OPENING Mr Marjoribanks welcomed all to the meeting, in particular the new delegate for Western Zone Mark Frecklington, along with Bob Archer (Central Coast) who was in attendance as proxy for Glenn Rowlands. He also welcomed Boyd Brennan, who is the second delegate for ACT Southern Districts, who was attending as an observer. 3. COMMITTEE OF MANAGEMENT MEETING MINUTES (No.142) 4 th June 2018 Mr Hogg moved, Mr Psarakis seconded the motion that the minutes of the Country Committee of Management (CCOM) (No 142) held 4 th June 2018 be confirmed. Carried 4. MATTERS ARISING Centre of Excellence (COE) Tamworth Mr Psarakis tabled correspondence from Dee Brock (CNSW State Infrastructure Manager), providing an update on the status of this project. COE Albury Wodonga Mr Erdeljac advised the Committee that the final designs had been approved, with construction anticipated to commence in January He also advised that he was looking at sourcing grant funds to construct four synthetic practice wickets and eight turf practice wickets to be located outside the COE. He was hopeful that the COE would be open in March/April and looked forward to hosting a level 2 coaching course in June/July. Mr Erdeljac also noted the progress of the construction of the new ground at Lavington, as well as the project to replace numerous hard wickets in Southern Riverina. Tuggerah grounds update Mr Archer provided the Committee with an update, noting that at this stage the project was running behind schedule, meaning that there would be no cricket on the grounds this season. The Committee also discussed the need to have regular cricket played on the grounds before any regional events be held. COE - Hastings Mr Dilley advised the project was progressing, with plans having been drawn up, with a 2020 completion date. The facility will be located in Wauchope and will be multi-purpose facility. Cameron Park Mr Marjoribanks advised that the new facility at Cameron Park Pasterfield Oval, has been purpose built for cricket and AFL. He was hopeful that the ground will be opened with the Plan B Regional Bash (PBRB) match between the Newcastle Blasters and the Lake Mac Attack on the 7 th October.

2 CONFLICTS OF INTEREST Mr Marjoribanks asked all Committee members to declare any potential conflicts of interest. Mr Erdeljac Advised that he was the North East Region Six delegate to the Victorian Country Cricket League Mr Psarakis Advised that he was on the Northern NSW Football board 5. INWARD AND OUTWARD CORRESPONDENCE All matters of inward and outward correspondence had been dealt with appropriately by Mr Whitehouse. Moved Mr Dilley, seconded Mr Hogg Carried 6. ZONE REPORTS 6.1 Strategic Initiatives Mr Marjoribanks asked each delegate to share the major strategic initiatives for their respective Zones for the coming season. Mr Psarakis (Central Northern) Focus was to see the COE up and running, Zone boundaries need to be examined. Mr Hogg (Greater Illawarra) Focus on getting the new Zone up and running effectively, The Zone will be considering levies for representative players. Mr Archer (Central Coast) There was focus on the success of last season, with a goal of being the first Zone to retain the Hogg Silver Shield, Was delighted that Central Coast will be standing alone in both the Under 15 and Under 18 McDonald s Women s Country Championships. Messrs Brennan and Clayton (ACT Southern Districts) There was a need to further align the operations of Cricket ACT and the small surrounding associations with respect to Zone activities, Further work was required with the Zone budget to ensure ongoing sustainability, Further develop the relationship between the Zone Administrator and associations, Ensure junior representative programs are closely aligned to provide opportunities for all. Mr Dilley (North Coastal) Continuing work on governance and structures within the Zone, Concern re funding for mega region carnivals which causes stress on Zone finances. Mr Erdeljac (Riverina) Desire to continue to work closer with CNSW High Performance and Community Cricket departments, Zone boundaries needed to be looked at, Highlighted that volunteers run clubs, and administrators (paid or otherwise) run competitions. Mr Frecklington (Western) Noted the discussions the Zone was currently having about the Council structure within the Zone, Consideration of Zone boundaries to address anomalies re the desired location of towns such as Young and West Wyalong.

3 Mr Marjoribanks Highlighted the need for a COE in the Newcastle/Lake Macquarie area, and this would be a focus for the Zone, Noted the stand-alone Women s Under 15 and Under 18 sides for the McDonald s Women s Country Championships, Zone boundaries in the northern part of the state need to be evaluated. 7. SUB COMMITTEES 7.1 Formation of Sub-Committees Finance Messrs Psarakis and Whitehouse were appointed to the Finance sub-committee. All Zones will be asked to send their end of year audited accounts to Mr Psarakis for information only. Zone Boundaries Messrs Marjoribanks, Whitehouse and Dilley were appointed to the Zone Boundaries sub-committee. Mr Spyrdz will also be asked to join this sub-committee. Programs and Competitions Messrs Frecklington, Whitehouse and Cameron were appointed to the Programs and Competitions subcommittee. Governance Messrs Dilley, Clayton and Whitehouse were appointed to the Governance sub-committee. Protests and Disputes Messrs Hogg, Erdeljac and Rowlands were appointed to the Protests and Disputes sub-committee. Life Membership Messrs Dilley, Curry and Silver were appointed to the Life Membership sub-committee. 8. GREATER ILLAWARRA ZONE and ACT SOUTHERN DISTRICTS ZONE Mr Whitehouse congratulated all for their positive efforts in getting the new Zones up and running. It was acknowledged by all that there will issues which will occur, and with good will and common sense that these would be easily resolved. He outlined in particular the efforts of Ian Hogg, Graeme Creighton, Tim Clayton, Matthew Phelps, Ben Ryan, Paul Brockley, Glenn Bridge and Boyd Brennan to facilitate this process. Mr Marjoribanks thanked Mr Hogg for his representations at NSW Board level for the special one-off grants to assist in setting up the new Zones. 9. FINANCE The profit and loss statement for 30th June 2018 along with the budget for season 2018/19 was tabled. The Committee noted the much-appreciated increase in the Zone Grant for the coming season and thanked the CNSW Board for their continued financial support of the country cricket programs for season /19 CCNSW PROGRAMS UPDATES The final program of matches for NSW Country Cricket was tabled CONSIDERATION OF PLAYING CONDITIONS FOR SEASON 2018/19 Mr Whitehouse advised the meeting that Messrs Paul Dilley and Simon Taufel had undertaken an exercise to look at playing conditions for all NSW Country Cricket competitions. As such, they had been streamlined and written in the Laws of Cricket order. Mr Whitehouse expressed his appreciation of the efforts of Mr Dilley and Mr Taufel. Mr Whitehouse asked the Committee to review a decision made at the previous meeting to remove bonus points from all NSW Country Cricket competitions, citing that at all next level competitions, bonus points were in play. He believed that it was important that country players learn to play with this playing condition.

4 He proposed that Country Cricket adopt the Sydney Cricket Association of the availability of 1 bonus point i.e. as per the following table: Result Points Win on first innings 6 Win on first innings, with a run-rate one and two thirds (1⅔) times that of opposing team 7 Tie on first innings 3 Draw or no result 1 Loss on first innings 0 It was moved by My Clayton, carried by Mr Dilley that the above points schedule be adopted. Carried by Majority Mr Frecklington also advised that he had been through the playing conditions and will provide his feedback to Mr Whitehouse COMMONWEALTH BANK AUSTRALIAN COUNTRY CRICKET CHAMPIONSHIPS Update Mr Hogg advised the Committee subject to confirmation from Cricket Australia, and agreement from Shepparton Council, the championships will be held in Shepparton, Victoria BRADMAN CUP and 10.4 KOOKABURRA CUP Mr Erdeljac advised the following: Accommodation Scots School the following sides will be staying: All Kookaburra Cup sides, One Bradman Cup side. Burvale Motel Two Bradman Cup sides. Siesta Motel Five Bradman Cup sides. Meals Lunches will be provided by the Scots School and be transported to grounds, Breakfast and dinner for sides staying at the Scots School and the Burvale Motel will be at the Scots School, Breakfast and dinner for sides staying at the Siesta motel will be at the Siesta Motel, On Wednesday 9 th January, a dinner for all sides and officials will be held at the Commercial Club in Albury. The Committee have determined that attendance at this function is compulsory for all sides, Invoices for dinners will be sent to all Zones. Draws It was determined that draws for the Kookaburra Cup and Bradman Cup will be identical i.e. playing the same sides on the same days in the same game format to generate greater interest. Travel Arrangements Mr Erdeljac asked to be kept in the loop with any Zone travel arrangements, as he may be able to assist McDONALD S COUNTRY COLTS Update Mr Whitehouse advised that following his visit to Narrabri, that he recommended Narrabri DCA host the event McDONALD S COUNTRY CHAMPIONSHIPS Update Northern Pool will be in Inverell on the 2 nd, 3 rd and 4 th November, Southern Pool will be in Shoalhaven DCA on the 9 th, 10 th and 11 th November, Final will be at Bradman Oval on the 25 th November.

5 10.7 McDONALD S WOMENS COUNTRY CHAMPIONSHIPS Update Raymond Terrace was once again confirmed at the venue, from the 8 th to the 11 th October PLAN B REGIONAL BASH Update Mr Whitehouse provided the meeting with an update of the locations of the pools, confirming the following: Sixers Pool 1 Port Macquarie (6 th and 7 th October) Northern Inland Bolters, Northern Rivers Rock, Coffs Coast Chargers, Macquarie Coast Stingers. Sixers Pool 2 Day 1 Newcastle and Central Coast (7 th October), Day 2 Newcastle (14 th October) Newcastle Blasters, Lake Mac Attack, Hunter Hitmen, Central Coast Rush. Thunder Pool 1 Bathurst (20 th and 21 st October) Central West Wranglers, Orana Outlaws, South Coast Crew, Illawarra Flames. Thunder Pool 1 Wagga Wagga (27 th and 28 th October) Wagga Wagga Sloggers, ACT Aces, Border Bullets, Murrumbidgee Rangers. 11. REVISED HEAT POLICY Mr Whitehouse advised that the Sydney Cricket Association (SCA) had made some amendments to their Heat Policy for the coming season. The meeting was provided with the amended document, and it was moved Mr Dilley, seconded Mr Erdeljac that the new policy be adopted for all Country Cricket programs. Carried It was also determined to share the new policy with all Country Zones for their information and distribution. 12. REVIEW OF COUNTRY CRICKET Chris Muldoon Mr Muldoon provided the meeting with an overview of his findings following the review of Country Cricket. This covered the following items: Purpose and Objectives, Methodology, Stakeholder Insights, o Health of Country Cricket, o CNSW Support, o Participation in Cricket, o Administration and Volunteers, o Cricket facilities and Funding, o New Initiatives, o Cricket Investment Priorities, Strategic Issues, Recommendations. The Committee discussed what their role was in assisting with strategy, communicating what was found and communicating what was going to happen. Mr Marjoribanks thanked Mr Muldoon for his informative presentation. 13. CONSIDERATION OF REPORTS 13.1 Cricket Performance Department David Moore Appointment of NSW Country Coach and Assistant Coach Mr Moore noted with the success of Jeff Cook as coach of the Bush Blues last season, that it would be appropriate that he be appointed as coach again this season. He also indicated that the Assistant Coach should be an opportunity for a coach already in our pathway system and would need to have a Level 2 coaching qualification as a minimum. As such, the meeting determined that expressions of interest (EOI) be sought for the role of Assistant Coach. It was noted

6 that both Anthony Kershler and Shane Burley had already indicated their interest. Mr Whitehouse agreed to circulate this, with the EOI closing on Friday 21 st September. James Henry and Mark Cameron Mr Cameron provided the Committee with feedback on the Bush to Baggy Blue program, which highlighted the depth of research and support provided to regional aged based cricketers. He also provided the Committee with a report covering the activities of the regional Coach and Talent Specialists. It was also confirmed that quicker style bowlers will require a day s rest from bowling during the Bradman Cup and Kookaburra Cup. This will be compulsory. Mr Henry advised that once again that Community Coach (Level 1) courses will be free again this year. It was noted that there was an on-line component which must be completed before attending the course. Mr Marjoribanks thanked Mr Henry for all his support over the last few years and wished him all the best of luck in his move to Queensland Community Cricket Department Ivan Spyrdz Mr Spyrdz provided the Committee with an update on the following items: Conference Administrators Mr Spyrdz clearly outlined the role of Conference Administrator, and what their responsibilities are. He noted that the goal was to provide administrative support and ease the burden on volunteers. It was acknowledged that some associations need help. The Committee was very supportive of the concept of Conference Administrators. Increase in Staff Mr Spyrdz noted that in there will be a rapid increase in staff in the Community Cricket department, with 34 new positions to be field in the coming months. 14. ZONE UMPIRES REPRESENTATIVES It was confirmed that the following people would fulfill these roles for the coming season: Zone North Coastal Central Northern Newcastle Central Coast Greater Illawarra Western ACT Southern Districts Riverina Representative Paul Dilley Gary Crombie Kim Norris Don Maisey Neil Findlay Graeme Glazebrook Stuart Wearne Pat Kerin OAM 15. ANNUAL DINNER and AGM The Committee thanked Mr Whitehouse for his efforts in organising a successful function. Mr Whitehouse noted his disappointment in the attendance at the function, being the lowest number attending in the last 10 years, with the trend in attendances heading down. He also noted that a lot of people attending were free of charge. As such, he asked the Committee to consider the following things such as: if the annual dinner was the best option timing of the dinner presenting the 2 major awards at the CNSW Awards Night having all delegates come to Sydney for a planning and strategy day, aligning it with the AGM CNSW events staff to run the dinner in future

7 16. MURRAY VALLEY OVERPAYMENT NON-PAYMENT OF AFFILIATION FEES Mr Whitehouse advised that this matter had been resolved, with Murray Valley now having met their financial obligations to Southern Riverina Cricket Council. 17. COUNTRY HANDBOOK Mr Whitehouse advised the Committee that the Handbook will now be structured in the same order as the Laws of Cricket. 18. GENERAL BUSINESS Mr Psarakis On behalf of Mr Grosser, requested that the Under 14 and Under 16 City v Country Challenge matches be played in regional NSW this season, Spoke about a proposal from Kevin Maher from Queensland Country Cricket for an Under 21 NSW v Queensland matches, to take place in early December. This would be over 3 days, with 2 fifty over matches and a day of Twenty20 cricket. This would have to be funded by the Zones. There was no support from the Committee for this proposal, The Central Northern Zone Academy had finished and had yet to receive any clothes from BLK and as such requested a refund. Mr Whitehouse agreed to follow up with Andrew Gilchrist. Mr Dilley Asked that Mr Whitehouse meet face to face with Wayne Evans to discuss the Code of Conduct Commissioner role, Whilst acknowledging the benefit, outlined that there may be budget issues for the Zone with the mega region carnivals, Thanked Mr Hogg for his feedback on the local Code of Conduct document, noting that the only grounds for appeal should be on severity and process. Mr Dilley agreed to review the document, North Coastal Zone and all North Coastal Zone Councils had adopted the new constitutions. Mr Frecklington Noted the selection process for the NSW Women s side for the Toyota Australian Country Championships, and the need to provide selection opportunities for over age players. Mr Whitehouse advised that he was working with Neil McDonald on this. Mr Marjoribanks Congratulated Mr Hogg on his six years on the NSW Board, and was honoured to take over from Mr Hogg Meeting closed at 4.45pm 19.
