5 UMPIRE THEORY EXAMS CENTRE THEORY TESTS Netball New Zealand will provide Theory Test Banks and an on line version to be used at Centre level. Either is to be accepted for Centre Award Umpires A certificate is available with the online version. This should be saved and presented to the local Netball Centre as proof of completion The Test Banks (Hard copy) will be conducted in the Centres when and where they decide Centre personnel will be responsible for marking the Test Banks not completed on line The Test Banks, Questions and Answers, will be on the NNZ website All umpires are required to pass one of the Tests before attempting the Centre Award Centres shall keep a record of candidates and results ZONE and NZ THEORY EXAMINATIONS Dates The Netball New Zealand Theory Examinations will be held twice a year The dates will be advised by November 30 each year Closing dates for all examination entries will be advised annually Eligibility Candidates for the Zone Theory Exam must be current Centre Award Umpires Candidates for NZ Theory Exam must be current Zone Award Umpires An Umpire will be required to resit the relevant theory exam if the practical is not gained within 6 years. Exemptions may be gained for time out with serious illness, injury or pregnancy. The Umpire must apply in writing to NNZ Umpire Development Manager for such exceptions. The Umpire and the Zone will be advised of the outcome. Applications & Fees Applications and fees must be received at the NNZ office by 4.00pm on the closing date Application forms are available through Netball Zones, Centres and also on the NNZ website Late applications will not be accepted Incomplete applications will be returned to the Zone Once a candidate has made application to sit the exam, cancellations will be treated as follows: If written cancellation is received no less than 10 days prior to the exam, a refund will be given less 10% If written cancellation is received between 10 and 5 days prior to the exam, a refund will be given less 50% If notice is received less than 5 days prior to the examination, NO refund will be given 5

6 NB: NNZ will accept transfers to the next scheduled examination of the same level if requested by the candidate/zone and received no more than 7 days from the date of the exam they want to be transferred from. A candidate may attempt the same level paper twice in one year The use of a Reader-Writer or other special conditions may be authorised by NNZ for a Preparation candidate under specified conditions. The appropriate application form must be completed. See page 8 for more detail on use of Reader-Writer. The following resources are available on the NNZ website to assist tutors and candidates with preparation for theory exams; Sample questions The latest theory paper and other suitable papers The Theory Tutors Manual RESPONSIBILITIES Netball l New Zealand Responsibilities Advise closing dates annually Forward examination papers and instructions directly to supervisors no less than seven days before the examination Return marked papers directly to the candidates Send a list of candidates with their results and certificates to the Zone to forward to Centres. Place a copy of the exam script, suggested answers, moderators report and statistics on the Netball New Zealand website Zone Responsibilities Identify needs of each Centre relating to theory examinations Liaise with Centres to ensure the candidates have a copy of the updated application form Co-ordinate the organisation of venues and supervisors for each examination venue in the Zone Ensure candidates who are in another Zone on the day of the exam are registered to sit in a venue in that Zone Return Supervisors notification form to NNZ at least one month before the examination date. Check all information on the Application Form is verified, including eligibility, and signed Forward all applications and payment for examination fees to NNZ by closing date. Liaise with Supervisor(s) regarding all examination venue details. Ensure certificates are given to successful Candidates. Ensure all results are entered on the Zone s database 6

7 Centre Responsibilities Ensure application forms are received by candidates. Liaise with the Zone in regard to venue and supervisor details Ensure all information on the Application Form is verified, including eligibility, and signed Forward all applications to the Zone for sending to NNZ by closing date Supervisor Responsibilities Liaise with the Zone/Centre regarding examination venue Ensure any reader/writer candidate has a suitable venue (separate from the main exam venue) Notify NNZ if examination papers are not received by at least five days before the examination Ensure examination papers are stored in a secure place and are only opened in the presence of the candidates immediately prior to the commencement of the examination Supervise examination at nominated venue on the date scheduled in accordance with examination instructions with examination papers Ensure candidates sign candidates list that comes with the papers. A candidate who is not on the form may not replace another nor can their name be added Return completed papers and candidate list to NNZ as directed in the provided courier bag within 24 hours of the examination The exam must be sat on the day and date outlined by NNZ The exam must start no earlier than 6.30pm and no later than 7.30pm If there are exceptional circumstances an application must be made in writing to NNZ no later than 7 days before the exam, setting out the reasons for such a request No candidate shall be admitted to enter the exam under the influence of liquor/drugs etc. No smoking is permitted in the examination room No cell phones shall be taken into the examination room No candidate may enter the exam after 30 minutes of the start time or leave in the first 60 minutes of the exam Any candidate wishing to sit the exam overseas must apply in writing to NNZ at least 2 month prior to the examination date 7

8 THEORY EXAM INFORMATION Use of a Reader and or Writer or other Special Conditions The use of a reader and or writer or other special conditions may be authorised for a candidate for Theory Examinations (NZ or Zone) under specified conditions. NB Candidates are required to attach their requests to have a reader and or writer or other special conditions to their NNZ Theory Examination Application Form Previous approval granted for use of a Reader and/or Writer Any person who has been approved to use a Reader and or Writer or other special conditions in a national external examination administered by the NZ Qualifications Authority or similar statutory examination authority or a registered university or Polytechnic, will be permitted to use a Reader and/or Writer or to have similar conditions in a NNZ Theory Examination Formal evidence of this approval must be provided before permission will be given (original letter of approval or certified copy required). This report, letter of approval or certified copy must be attached to the Theory Examination Application Form Candidates for whom English is not their first language may be given approval for a Reader and/or Writer. Assessment by a Teacher/Tutor of Learning Needs/Literacy A candidate who wishes to apply for use of a Reader and or Writer or other special conditions and who does not have approval as outlined above may submit a report from a Teacher of Learning Needs to support his/her application for such consideration. The report must be attached to the Theory Examination Application Form. The Umpire Development Manager may contact the writer of the report to discuss any conditions related to the report. Unsuccessful previous attempts A candidate who has unsuccessfully sat a NZ Theory Examination one or more times may apply for use of a Reader and/or writer or for other special conditions. The candidate must make a written application on the Theory Examination Application Form. The candidate shall attach one completed unsuccessful script. Please take a copy of the original paper before sending it with the application. 8

9 Approval and Conditions for the Examination The candidate shall be advised of the outcome of his/her application no less than 14 days before the date of the Examination The Umpire Development Manager may need to make contact with personnel to assist in the decision making If the application is approved the Supervisor must be advised by the same date and requested to make the necessary arrangements NNZ must be advised of the Reader and/or Writer no less than seven days before the examination A candidate using a Reader and/or Writer is required to sit the examination at the same place as other candidates but must be located separately so other candidates are not disturbed A third person shall be present to act as supervisor of the examination The Reader shall read the question as written and may not convey any hints or messages Similarly the writer shall record the answer exactly as provided by the candidate Any cost associated with this application will be resolved between the candidate and the supervisor of the examination Additional Time The Umpire Development Manager shall determine the amount of any additional time permitted. The Guidelines are Length of examination: 1 hour Extra Time: 10 minutes Length of examination: 1 hour 30 minutes Extra Time: 20 minutes 9

10 FITNESS TESTING Procedures and Information All Umpires who are wishing to be appointed to NNZ events are required to provide current Yo Yo Test results All Umpires are required to complete the Yo Yo test prior to being screened for NZ A, B and C assessment The Yo Yo test must be carried out and verified by approved personnel A guide to the level required in the Yo Yo test is: Umpire Level Yo Yo Test Level Umpires prior to screening for NZ A, B or C, including 13.3 endorsement All Umpires applying for NNZ events (e.g. U17, U19/23, 14.5 NZSS, NZC) Centre, Zone & NZ Umpires not applying for events recommended levels 13 Netball New Zealand Responsibilities Set all dates relating to the fitness testing Provide the Fitness Testing Guidelines Zone Responsibilities Appoint approved personnel to carry out this programme and testing. Return Fitness Testing Personnel Notification Form to NNZ by February 15 th annually Maintain a data base of fitness results and send the accumulated results to NNZ at the set times Fitness Tester Responsibilities Test umpires according to the Fitness Testing Guidelines Provide test result data as requested by the Zone Requirements of a Fitness Tester Must have a thorough understanding of the requirements of the Yo Yo test Must be approved by NNZ May not be a participating umpire Dates for Fitness Testing To ensure NZ Umpires have current Yo Yo Test results for events, qualifying, endorsements and upgrades NNZ requires Regions to test umpires just prior to the following dates annually: 15 March 15 June 15 September er 10

11 CENTRE UMPIRE AWARD Procedures and Information UMPIRE AWARDS All umpires who have passed their Centre Test Bank Theory or Online Theory will be coached towards the practical assessment. At least 2 Centre Coaches/Assessors will screen umpires for their readiness to sit the Centre Practical Test At least 2 Centre Assessors will assess the umpire Coaches and Assessors will be allocated to umpires by the Umpire Coach Assessor Coordinator in the Centre The umpire will be given a copy of the Assessment Report and another copy is filed in the Centre Office Centre Umpires should be encouraged to complete the fitness test An umpire who passes the assessment will be known as a Centre Umpire Centres Update data base Pre-requisites requisites It is preferable all Umpires have completed a Centre Umpire Course, which should include; - Getting started - Techniques/Understanding the Game - NetballSmart fitness, nutrition, injury prevention - Communication including dealing with conflict; mental skills - self reflection - Protocols and the rules in practice Have a Centre Theory Pass Screening Screening will take place over one or more games An umpire will not be advised they have been screened 11

12 ZONE UMPIRE AWARD Procedures and Information Umpires will be coached in preparation for the Zone Award by NZ or Zone Coaches At least 2 Coach/Assessors shall screen umpires for their readiness to be assessed for the Zone Award. At least 2 Assessors shall assess an umpire for the Zone Award. Coaches and Assessors will be allocated to the umpire by the Centre or Zone Co-ordinator The umpire will be given a copy of the Zone /Endorsement Report. A copy will be filed with the Centre Co-ordinator within 3 days. The Co-ordinator will forward a copy to Zone Office within 7 days of the assessment. The Zone office will add details to database and forward a copy of the report to NNZ within 7 days of receiving. Once an umpire gains the Zone Award they will be required to undertake an endorsement assessment every 4 years to remain current A Zone Umpire should be encouraged to do the fitness testing Centres or Zones may order badges for Zone Umpires from NNZ Pre-requisites requisites Current Centre Umpires Award A current pass in NNZ Zone Theory examination Screening Screening may take place at a NNZ Event or approved games in the Zone or Centre. Screening will take place over one or more games An umpire will not be advised they have been screened 12

13 NEW ZEALAND B AND C UMPIRE AWARD Procedures and Information Umpires will be coached towards NZC and B Award by NZ coaches At least 2 Coach/Assessors shall screen the umpire to determine whether the Umpire is ready to be assessed for NZC or B, including endorsements At least two Assessors will assess the Umpire for NZ B and one of the assessors must be on NZUDG Coaches and assessors will be allocated by the Centre or Zone Coordinators or NNZ Event Panel Co-ordinators The NZB upgrade or endorsement assessment may be done in Zones on games approved by NZUDG, or at selected NNZ events A NZ Award Umpire can be assessed for a NZB Award if the pre requisites are met The candidate will be assessed according to the assessment form Successful umpires will be given a copy of the NZC or NZB Umpires Award Report. A copy will be filed with the Centre Co-ordinator within 3 days. The Co-ordinator will forward a copy to Zone Office within 7 days of the assessment. The Zone office will add details to database and forward a copy of the report to NNZ within 7 days of receiving. Once NNZ receives the report they will send the successful candidate the NZC badge and certificate or NZB certificate NZB and NZC Umpires are required to successfully endorse by the end of the fourth year but not within 2 years of gaining the NZC Award or endorsement A NZB or NZC Umpire who does not choose to endorse or who fails to be successful will become a NZ Award Umpire On gaining NZC Award an umpire is entitled to purchase a NZ Umpire tracksuit Pre-requisites requisites Current Fitness test result Screened Current Zone Practical A current pass in the NZ Theory examination For assessment of umpires with NZ Award i.e. not current NZ A, B or C see NZ Award section Screening Screening may take place at a NNZ Event or approved games in the Zone or Centre Screening will take place over one or more games An Umpire will not be advised they have been screened 13

14 NEW ZEALAND A UMPIRE AWARD Procedures and Information NZUDG shall coach NZA Award Umpires if requested. If an umpire is in a National Squad this will be done in consultation with Squad Coaches To be considered for a NZA Award an Umpire shall be successfully screened by at least two members of the NZUDG and one NZHPUG who is an assessor. Assessments will be done by two assessors, one NZUDG and one HPUG (who is an assessor). The umpire shall be given a copy of the NZ A Award & Endorsement Report and a copy will be filed with the NNZ Office within 7 days A NZ A Umpire shall be assessed for Endorsement by the end of the fourth year but not within two years of gaining the award A NZ A Umpire who chooses not to endorse shall become a NZ Award Umpire A NZ A Umpire who fails to successfully endorse shall become a NZ B, NZ C or NZ Award umpire dependent on level assessed at A NZA Award may only be awarded at National Events on games approved by NNZ Umpire Development Manager. 15 INTERNATIONAL UMPIRES AWARD Procedure and Information The International Umpires Award is an International Netball Federation (INF) Award. International Testing Panel members are responsible for assessing Umpires for the award. Pre-requisites requisites Currently umpiring at the highest national level within his/her country/region Hold the highest national umpiring award within his/her country Pass a Fitness Test Have been successfully screened by the International Testing Panel IUA Key Performance Indicators Details available in the INF book Assessment Panels The International Testing Panel is responsible for assessing Umpires for this award. Endorsements An Umpire must have the award endorsed every four years by the ITP A New Zealand Umpire who chooses not to endorse the IUA Award will become a NZ Award umpire at the time the IUA lapses A New Zealand Umpire who fails to gain endorsement of the IUA Award will become a NZ umpire at the level they are assessed to be i.e. NZA, NZB,NZC or NZ Award 15

16 NEW ZEALAND AWARD UMPIRE Procedures and Information An active umpire who has previously held IUA, NZA, B OR C and is no longer current will become a NZ Award Umpire A NZ Award Umpire may be assessed for the NZ A/B/C Award providing all pre requisites are met If assessed in the Zone the Zone shall update the database, advise Netball NZ and forward a copy of the Assessment report form to NNZ NZ Award Umpires will be encouraged by the Zone to complete the fitness testing each year RECOGNITION OF PRIOR LEARNING (RPL) Netball New Zealand recognises Umpires from other countries who take up residence in NZ may have relevant umpiring qualifications from those countries. Every effort will be made to acknowledge prior learning and enter the Umpire at an appropriate level on the Netball New Zealand Accreditation pathway. The Application Form for Recognition of Prior Learning shall be completed. 16

17 KEY PERFORMANCE INDICATORS FOR NETBALL NEW ZEALAND UMPIRE AWARDS CENTRE AWARD Game Management An umpire at this level should be able to demonstrate the following: Use some protocols correctly Clear, crisp whistle blowing Firm confident manner Audible calls with correct terminology Introduction of hand signals Set penalties clearly, quickly and correctly Indicate all Centre Passes Introduction of stoppage and discipline procedures (if used, used correctly) Umpiring Techniques Position & Timing Generally Level with or slightly ahead of ball carrier (on sideline) Moves to the goal line as ball arrives on circle edge or in goal circle Is generally positioned on the same side of the Goal Post as the ball when it is in the Goal Circle Show some knowledge of re-positioning to get a clear view of play Keeps off the court except to take a Toss Up or to move back to ZONE AWARD Game Management An umpire at this level must be able to demonstrate Use Most Umpiring protocols appropriately Clear, crisp whistle blowing Firm confident manner Audible calls with correct terminology Use of appropriate hand signals to aid communication Set penalties clearly, quickly and correctly Indicate all Centre Passes Deal with stoppage and discipline procedures correctly Umpiring Techniques Position & Timing Generally Level with or slightly ahead of play Moves to goal line in relation to play. Shows a connection between the umpire s timing of movement and the movement of the players and the ball. Adjusts as appropriate Show knowledge of re-positioning in relation to play Keeps off the court except to take a Toss Up or to move back to centre third for the re-start of play 17

Decisions An umpire at NNZ Centre Award level should be able to: Display a range of knowledge of the other minor rules such as Held Ball, Offside, Over a Third, Throw In, Footwork, etc Conduct a Toss Up in accordance with the Rule Book Penalise obvious Obstruction Penalise obvious Contact If using the Advantage Rule, particularly through court, show that they are using it correctly Vision Maintains clear vision of the ball carrier. Shows some ability to look wide (across court) and long (down court) as often as possible. Shows some ability to see ahead to the next phase of play Decisions. An umpire at NZ Zone Award level should be able to: Display a range of knowledge of the other minor rules such as Held Ball, Offside, Over a Third, Throw In, Footwork etc Conduct a Toss Up in accordance with the Rule Book Penalise obvious Obstruction Penalise all obvious Contact Signal each Centre Pass Demonstrate good knowledge of general rules together with reasonable consistency of their interpretation Show some ability to apply the advantage rule appropriately 18

Generally maintains good control and tone throughout the game. Generally identifies and reacts appropriately to any discipline matters that arise. Umpiring Techniques Positioning and Timing Movements generally relate well to play. Shows ability to read and understand play and positions accordingly. Timing of movement to goal line is generally in relation to play. Readjusts position when play dictates, most of the time. Game Management INF Protocols for Umpires almost always used correctly Appropriate use of hand signals and re-enactments used to illustrate what the umpire is penalising Almost all penalties are set correctly with clear direction and effective communication. 22 UMPIRE DEVELOPMENT New Zealand Umpire Development Group The key focus for the NZ Umpire Development Group (NZUDG) is to provide support in Zones and to take an active role in overseeing and leading the development of umpiring in the Zones. The NZUDG provides a critical link between NNZ and the Zones. Appointment Process An appointment panel will be formed by NNZ to consider all applications and recommend appointments All positions are for an initial term of one year with the option of up to 2 year terms to follow on completion of appraisal. Panel members may reapply for positions when advertised at completion of their term Cadets may be appointed for a term of one or more years. At the completion of their cadetship following a satisfactory appraisal they may be appointed for up to a 2 year term Vacancies will be advertised by September 25 and applications close on October 10 The term of appointment is from November 1 to October 30 Qualifications Required NZUDG members must have at least one of the following qualifications: IUA, NZA or NZB Umpire International Umpiring experience within last four years Umpired at NZ Championships within last 4 years Assessed at NZ level within last two years ANZ Championships Panel within last 2 years Former Regional NZ Panel member Skills Required It would be expected members of the NZUDG would be able to: Impart up to date umpiring knowledge Analyse an umpire s performance and pinpoint strengths and weaknesses Build positive relationships and communicate in a constructive and honest manner Make decisions which are detached and impartial Foster and encourage individuality in umpiring performance which contributes to positive enjoyment of the game by the player and umpire Be an effective team member responsible for setting processes and carrying them out in a timely manner Execute duties in a professional manner and maintain confidentiality as required Ability and willingness to lead in a positive manner 22

23 Key Functions Assist Zones to develop and implement umpire development plans Attend Zone Umpire Development Group meetings. Assist with training, mentoring and monitoring Zone and Centre Coaches and Assessors Upgrade and endorsement of umpires during the year and at events Preparing individual plans and assist with coaching of all A and B Award umpires who are not in National Squads if required Assist with selection of National Squads as required Identify talented Umpires and recommend umpires to attend national events Assist the National Umpire Squad Coaches with supporting the development of National Umpire Squad members as requested Assist with Module/workshop presentation Attend professional development opportunities as required Other tasks as agreed with NNZ Zone Umpire Development Group Zones are encouraged to establish Zone Umpire Development Groups who will link closely to the Zone Community Netball Manager and/or Zone Umpire Development officer.the Group should include representation from Umpire Coach/Assessors, Umpires and NNZ High Performance Squads. At least one NZUDG member will be in this group as a link to NNZ. The Group should include representation from Umpire Coach/Assessors, Umpires and NNZ High Performance Squads (if any in Centre). 23

24 Key Functions In conjunction with Zone Community Netball Manager/Development officers prepare and co-ordinate delivery of NNZ and Zone umpire development and assessment plans Support and coordinate Umpire Coaches and Assessors within the Centre Implement Talent Development Programmes to link with NNZ and Zone programmes 24

25 UMPIRE COACHES AND ASSESSORS A pool of Umpire Coaches and Umpire Coach/Assessors is required to enable umpires to develop and achieve high standards of umpiring and accreditation. Appointment Process NNZ will invite applications for positions as Umpire Coach/Assessor at NZ, Zone and Centre level annually An appointment Panel consisting of the Umpire Development Manager and NZUDG members will consider all applications and where applicants are unknown to the panel information will be sought from Centre or Zone personnel Appointments will be provisional until completion of appropriate workshops and if necessary further training Some appointments may be conditional on extra support which will be detailed at time of appointment Term of Appointment A Applicants may be accredited for up to four years at which time they must reapply. During the four years they will be required to undertake update training according to a training schedule which will include one workshop each year and practical observations by NZUDG members or others delegated to do this. Attendance at designated Zone events may be required for training purposes. Preferred Qualifications include Current or former qualified umpire Previous Panel experience preferred for NZ level Skills required It is expected Umpire Coaches and Umpire Coach/Assessors would be able to Empower Umpires by effective coaching methods which promote Umpire Centred Learning (UCL) Assist Umpires to develop self-analysis skills Impart up to date umpiring knowledge Analyse an umpire s performance and pinpoint strengths and areas to develop Communicate in an honest and constructive manner Make decisions which are detached and impartial Exercise duties in a professional manner and maintain confidentiality as required 25

26 Key Functions Coach Umpires to improved performances and progression along the accreditation pathway Assess Umpires according to the assessment requirements set out by NNZ Advise NZUDG of Talented Umpires Centre Umpire Coaching Coordinator A Centre Umpire Coaching and Assessing Coordinator will be appointed by each Centre with responsibility for coordinating the coaching and assessing of all Umpires. Larger Centres may choose to appoint assistant co-ordinators at various levels. The Centre Co-ordinator will work closely with the Zone co-ordinator or Development Officer to ensure Umpires at all levels receives the relevant coaching and are given equal opportunity to receive coaching. A record of coaching should be kept. Umpires in National and Zone Squads Generally Umpires in National Squads will be coached by the National Squad Coach or as arranged by that Coach and the Umpire Where Zones have development squads the coaching of the umpire will be arranged with the umpire and may include a Squad Coach and a coach from their Centre or NZUDG. Coaching of NNZ Emerging Talent Umpires will be arranged by NZUDG with relevant Zone personnel. These umpires should be included in Zone Development Programmes where possible. 27

28 UMPIRE COACHES OACHES CODE OF CONDUCT Be a positive role model for Netball and Umpiring and act in a way that projects a positive image Ensure the Umpire s time spent with you is a positive experience All Umpires are deserving of equal attention and opportunities DO NOT coach an Umpire officiating a game where you are involved as a team coach Only coach an Umpire if asked to by the umpire or allocated the Umpire by the Centre/Zone co-ordinator Respect the talent, developmental stage and goals of each umpire in order to help each reach their full potential. Display high standards in your language, manner, punctuality, preparation and presentation Display control, courtesy, respect, honesty, dignity and professionalism to all involved within the sport this includes coaches, officials, administrators, the media, parents and spectators. Encourage Umpires to demonstrate the same qualities Refrain from criticism of other Coaches and Umpires Be fair, considerate and honest with Umpires Seek continual improvement through on-going coach education, and other personal and professional development opportunities It is inappropriate for Umpires U to be assessed when visiting another Centre unless the Umpire s home Centre has requested it. The exceptions to this are - Regional Secondary School events where panels have been appointed and games are held over several days enabling screening to also take place. - Any event where NNZ approved panels are in place 28

29 Umpire Coaches and Assessors sors Training Training of Coaches/Assessors Netball New Zealand values the time and skills this group of people bring to umpiring and will provide ongoing training and development opportunities. It is possible an individual may wish to focus on coaching alone and not be involved in assessing. That option is available when applying for accreditation. Netball New Zealand has developed an Umpire Coach and Assessor training programme which will be delivered by National Training and Development Trainers, NZUDG and Zone personnel. A structured framework will cater for new coaches through to Coaches of Talented Umpires Introductory 8 hour Workshop Level One 6-8 hour workshop Annual Update for coaches/assessors who 2 hour workshop have completed both Coaching Talented Umpires To be developed 29

30 All Coach and Assessor training will be based on Umpire Centred approach to coaching. Be interactive and practical as much as possible Introductory The Umpire Coach & Coach Assessor will have a stronger understanding of: their role & the difference between an Assessor, Coach & Mentor importance of Umpire Centred Coaching priority order of development styles of coaching what Centre/Zone/NZ Umpires look like understanding Key Performance Indicators (KPI s) report writing Level One This will include; Position, Vision, Timing and stages of it Effective questioning Recognising patterns and causes Assessment requirements at various levels Understanding the game at various levels and how to coach to the level Other current topics Updates 2 hour workshop Covering rule changes, interpretations Other current topics of interest, trends Follow up practical support will be provided by NZUDG and identified Zone personnel. They will provide specific feedback to the Coach. At the end of the season NZUDG in each Zone will prepare brief reports for NNZ records on each Coach/Assessor in the Zone. To complete these reports they may seek input from others. 30

31 NATIONAL EVENT APPOINTMENTS The New Zealand Umpire Development Group (NZUDG) and High Performance Umpire Group (HPUG) may recommend the appointment of Umpires to the following National Events. New Zealand Championships (LFNC) New Zealand Age Group Championships U19/U23 New Zealand Secondary Schools Championships NZUDG will recommend Umpire appointments to the: New Zealand under 17 Championships HPUG will recommend Umpires for appointment to: College Netball Appointment Panels Appointment Panels comprising NZUDG and HPUG members will be set up for all NNZ events. Appointment of Umpires Criteria When appointing Umpires to Domestic events the following factors may be considered; ability of Umpire to progress on the accreditation pathway ability of Umpire to progress to National Squads succession planning fitness, health and well being current form responsiveness to coaching Oceania Development Zone representation i.e. if no difference between two Umpires consideration will be given to wider geographical representation Every effort will be made to advise Umpires of appointments at least eight weeks prior to the event date. Reserve Umpires will be appointed to each event and advised. In any year Netball New Zealand may invite Umpires from other countries to attend events. This includes NZ residents living overseas. 31

32 As a guideline the minimum qualification for each event will be: Event NZ Championships NZ U23 College Netball NZ AGC U19 NZSS NZAGC U17 Minimum qualification NZC Award National Squad, NZB or Emerging Talent National Squads NZC Award NZ C Award NZ Zone Award with NZ Theory Application process Umpires will apply to Zones by 3 rd Monday of March to umpire at the following events; NZ Championships NZ Age Group Championships U19/23 NZ Secondary School Championships Zones will forward these applications to NNZ by March 31. Every effort will be made to observe all applicants before appointments are made. Umpires may be required to travel in order to facilitate this viewing. Zones will provide list of events that are available for applicants to officiate at Umpires for NZ Under 17 Championships will be recommended by NZUDG in the Zone. They shall be forwarded to NNZ by 30 May. Fitness test results for all event Umpires must be forwarded to NNZ by March 15, June 15 and September 15. Event Panels Event Panels will be appointed for all events. Expressions of interest for event panels may be sought from; HPUG NZUDG NZ Coaches Their role will include allocation of Umpires to games, coaching, reporting. 32

33 NEW ZEALAND UMPIRE APPEAL Procedures and Information The Appeal Form is intended for use if there is an appeal on procedural irregularities of any of the procedures outlined in this manual. The person appealing must fill out all details on the form, attach any supporting papers and return to NNZ as directed on the appeal form within 7 working days of the assessment, appointment, application, selection or theory exam result being notified. Late or incomplete appeals will not be accepted. The appealer shall be informed of the result, in writing, within seven working days of receiving For any unsuccessful appeal involving a Theory Exam the paper shall not be remarked but returned to the candidate with a letter of explanation NNZ shall file all appeal correspondence including a copy of the original script Note: If any person, for whom this Manual applies, wishes to appeal any Umpire process they should in the first instance appeal to the controlling body for that process. For example a Centre Umpire should appeal to their Centre. NB: All forms referred to in this manual are available on the NNZ website 33
