1 Bowls Bay of Plenty Newsletter Bay Bowler President s Message Welcome to our first edition of the Bay Bowler for the season. This will be my final column as on 30 September I will be resigning the Presidency and our Vice- President, Annette Holford of Ohope, will step up. It has been my privilege to be your President for the past 3 years and I had been looking forward to completing my current term; but my election last weekend as Vice-President of Bowls NZ requires my resignation to avoid any perceived conflict of interest. I will, however, continue to follow with interest the fortunes of Bowls Bay of Plenty. I am sure that you will all give Annette your total support and I wish her well she has been a loyal and effective deputy for the past two years. September 2013 Inside this issue: Message from Mike Spring BOP Board Photo 3 High Accolade for Sandy Quigley Last weekend s Bowls NZ AGM approved a change to the Constitution requiring Bowls NZ to advise Centres by 30 April of any proposed increase in the Membership Fee. This amendment, which was sponsored by the Northern Region Centres, will ensure that Clubs are aware of such increases prior to their AGMs. A Manawatu motion that teams entering the National Championships be restricted to players from the same Centre was defeated, but delegates recommended that the schedule for the Nationals be reviewed with the objective of reducing the time involved. The Bowls NZ Hall of Fame was launched at the dinner which was very well attended. We were proud to see two BOP bowlers among the inaugural inductees: New Umpires, Level Two Umpires Bowls NZ Hall of Fame Created Patsy Jorgensen of Omanu who won a bronze medal in the fours at the 1998 Commonwealth Games and gold medals in the Fours and Triples at the 2000 World Bowls Championships; and Continued on Page 2

2 Page 2 Bay Bowler Irene Foote of Matua who won five National Champion of Champion singles titles from 1965 to 1981, and gold medals in the Fours and Triples at the 1973 World Bowls Championships. Also launched was a book entitled Bowls Through the Decades, a history of over 100 years of bowls in NZ. It is an excellent and very readable book of some 250 pages and is available from the Bowls NZ Office at a cost of $25 plus p&p. The order form is available from the Bowls NZ website at the following link: A Special General Meeting of Bowls BOP was held on Saturday 14 September to consider a Board-proposed replacement of the Centre Constitution. In my column in our April edition I reported that, as an outcome of the Bowls NZ SGM on 27 March, all Centre and Club constitutions would need to be amended no later than December 2014 to reflect the new judicial system. Our current Constitution is unchanged from when it was registered in February 2006 and was in need of amendment, and the new judicial provisions needed to be included. Your Board therefore produced a new Constitution based on the template constitution provided by Bowls NZ. The new Constitution was approved with one club dissenting. This Constitution will come into effect on its registration by the Registrar of Incorporated Societies. Following the SGM the Board met to approve new Centre Regulations; these include a new judicial regulation that conforms with the Bowls NZ judicial system. Clubs now need to, as a minimum, amend their Constitutions and Regulations to adopt the new judicial system no later than 31 December Bowls NZ has funded the development of new templates for Club Constitutions and Club Disciplinary Regulations; these can be obtained from the following Bowls NZ website link under the heading MODEL CLUB CONSTITUTION TEMPLATE: Our CDO, Steve Beel, is available to assist Clubs with their new constitutions. Our representative season kicked off on Sunday 15 September with the annual Waioeka Shield match against Gisborne-East Coast. This has traditionally been an U-5 match, but this year was expanded to include our Open Representative Teams as well. Interestingly, some old trophies have just been unearthed and after Saturday s SGM I took possession of the ENDEAVOUR SHIELD which in days gone by was played for between the Seniors of BOP and Gisborne-East Coast in Annual Inter-Centre Outdoor Bowls. The last shield on the trophy shows it was won by BOP in 1998! So in a quick meeting with the Gisborne-East Coast President at Ohope we agreed that the U-5s would play for the Waioeka Shield and the Open Teams would play for the Endeavour Shield. The match is reported elsewhere in this newsletter, but our hold on the Waioeka Shield was lost while the Endeavour Shield was re-presented to our Open Team Captain, Mina Paul. And so comes the time for me to say goodbye. I ve enjoyed my three years at the helm. In particular I have enjoyed meeting so many of our bowlers at the various Centre tournaments. Our tournaments provide a strong level of competition and I encourage you all to consider participating in them. They are hugely enjoyable events and do much to improve standards across the board; this year they have been included in the training expectations of our representative squad players. 4 Page 4 BAY BOWLER High Accolade for Sandy Quigley Congratulations Sandy Quigley from Bowls Bay of Plenty on this outstanding achievement. Ocean Shores village manager Sandy Quigley has been award the 2013 INsite Retirement Village Association (RVA) Manager of the Year for New Zealand. The manager of the year is an auspicious industry recognised award keenly contested by high-calibre RVA village managers throughout New Zealand. Sandy was nominated for the award by the village residents committee at Ocean Shores. Terry Middlemost, Lend Lease s Retirement Living New Zealand s regional manager, described Sandy as a truly worthy recipient and someone who always has the needs of her community as her driving force. Sandy has been the village manager for almost seven years and this award reflects her dedication and commitment to ensure the ultimate retirement living experience for her community. As well as managing day-to-day operations Sandy has led the redevelopment of the community centre and apartment block. Her continuous communication and reassurance to residents has been the key to a successful outcome. he said. During construction Sandy s tasks included sourcing suitable off-site accommodation at the Anchorage Apartments, Mount Maunganui, packing Sandy Quigley (centre) is presented with the award by Retirement Villages Association of New Zealand president Margaret Owens (left) and Michelle Bourke from the judging panel and moving the residents and supporting them with Ocean Shores staff in their offsite location. The logistical task was immense, but thanks to Sandy s management skills, the efforts have paid off and the residents have coped very well with what has been referred to as an extended holiday. Mr middlemost said. Based on a rigorous set of judging criteria, what impressed the judges was the way Sandy managed the logistical challenges of the development works while continuing her full-time role of running the retirement village and looking after the needs of all residents. The chair of the Ocean Shore Resident Committee, described Ms Quigley as a fantastic village manager who has a positive attitude that rubs off on everyone she comes into contact with. The resident committee is delighted that Sandy has been recognised as the INsite Manager of the Year We are so thankful for her assistance, particularly over the past 12 months and this recognition for her hard work under challenging circumstances is well deserved. The announcement was made in July at the New Zealand RVA Conference held at the Marriott Resort and Spa, Surfers Paradise. From Bay of Plenty Times

During a game a lead delivers the first bowl. It come to rest short and to the right of the jack. The opposing lead, on stepping on to the mat, notices that the jack is off-centre. What should happen? A. Law 22.7 After the first player to play has delivered the first bowl, no-one has the right to challenge the legality of the original position of the jack. Q. A player plays a running bowl which hits a non-toucher which was at rest in the same rink. The bowl which has been hit rebounds from the bank and displaces the jack. What should happen? A. Law If a jack at rest on the rink is displaced by a non-toucher rebounding from the face of the bank, an opponent or marker should put it back to its former position

13 September 2013 Page 13 Bowls NZ Hall of Fame created With Bowls New Zealand celebrating one hundred years of a `sport for life`, the time has come to pay tribute to the careers and contributions of the legends of New Zealand bowls. A corner stone of the centennial year festivities, the establishment of the Bowls NZ Hall of Fame last night at the Waipuna Hotel and Conference Centre in Auckland aims to emphasise honour as a crucial value in the sport, not to mention looking back on the many successes of the top athletes, administrators and recognised legends of bowls. Of the 36 inductees into the inaugural Hall of Fame annals, 27 are athletes of the highest calibre and the final nine were selected for their outstanding achievements in support of the sport. From the Bay of Plenty IRENE FOOTE Irene Foote was a much respected member of the Hauriki Womens Bowling Club where she was President seven times between 1955 and 1971, prior to moving to Tauranga and continuing her bowling career at the Matua Bowling Club. In total she collected 15 centre titles at Thames Valley and Bay of Plenty. A unique performance earned her a New Zealand Gold Star by winning 5 champion of champion singles titles. National Open and International titles: National C of C Singles: 1965, 1973, 1975, 1977, 1981 World Bowls 1973: Gold Medals in Fours and Triples PATSY JORGENSEN Patsy Jorgensen rose to prominence as a member of Wairere Bowling Club in Napier and is currently a member of Omanu Bowling Club in the Bay of Plenty. Throughout her career she has proven to be extremely competent bowler who is still active. She has won a total of 40 club titles and 19 centre titles. In addition to her World Bowls gold medal winning performances she won a bronze medal in the fours at the 1998 Commonwealth Games. National Open and International titles: National Fours: 2004 World Bowls 2000: Gold Medals in Fours and Triples

14 Page 14 Bay Bowler From the list of 27 athletic luminaries five elite players were chosen to wear the mantle of `Kiwi Bowling Legends`, in recognition of their mastery on the greens in the first hundred years of the sport in this country. All recognised by their peers for their sublime skill and successes, the bowling mavericks that stand out are Elsie Wilkie MBE, Cis Winstanley MBE, Millie Khan MBE and living legends Peter Belliss MBE and Phillip Skoglund OBE. Without doubt some of the finest players to ever grace national and international rinks, these five bowlers were pivotal in creating golden eras in the sport from and and still provide inspiration to the bowlers of today that are creating their own golden era on national and international greens. Inducted into the NZ Sports Hall of Fame in 1990, Elsie Wilkie was a natural bowler that won two World Bowls Singles gold medals (1973, 1977), four national singles titles (1966, 1970, 1971 and 1976) and 50 club titles from the Walton and Matamata clubs in the Waikato among various other accolades. Another NZ Sport Hall of Fame inductee (1996), Cis Winstanley was an all-round sportswoman that won gold in both fours and triples at the 1973 World Championships and was a dominant force on the national scene. She was part of various winning fours and triples teams from 1957 until In the new golden age of bowls Peter Belliss is a living legend that has represented his country more than 40 times, but has remained a committed member of the Aramoho Bowling Club throughout his career. Belliss has transferred his own World Bowls gold medal successes (1984 Singles, 1988 Pairs, 2000 Triples) experiences into his current role as assistant coach for the Blackjacks (Bowls NZ National Team). Two names that are synonymous with bowls in New Zealand are Millie Khan and Phillip Skoglund. Often considered the undisputed `King and Queen of the Green`, both players dominated the national and international scenes in their time. A fearsome competitor, Khan is still a household name that captured the imagination of a nation with a Commonwealth Games silver and bronze in singles, silver (triples) and bronze

15 September 2013 Page 15 (singles, fours) at the World Bowls Championships and numerous national victories that ensured her a place in the hearts and minds of the bowling community.
