. BY-LAWS FOR JUNIOR COMPETITION A.1 PURPOSE The Far South Coast Cricket Association provides Saturday morning cricket for juniors in the U10, U12 and U14 age groups from October till March, with a break over the Christmas school holidays. Normal cricket rules apply with several modifications made at each age level to enhance the participation, enjoyment and development of children at each stage. Kanga cricket is geared to 8 &,9 year olds (and sometimes younger), with the use of a "Gray Nicolls Junior Wonder Ball", a shortened pitch, and equal batting and bowling time for all players. The emphasis is on fun and learning. Although scores are kept and results obtained, a competition table is not maintained. U12 cricket is for 10 and 11 year olds. It uses a proper small-sized hard ball (142g), a full-length pitch and full protective equipment. It is a competitive grade, but the focus remains very much on fun and learning. A full competition should be played with a final series. U14 cricket is for 12 and 13 year olds. It uses a proper full-sized hard ball (156g), and includes a balance of one- day and two-day games. Again it is competitive, but never at the expense of fun, traditional cricketing courtesies, participation or learning. It is hoped that most players will be able to make the transition from U14s to senior cricket. The vast majority of players have been boys; however girls are encouraged to participate in the same games. For the more talented players a representative calendar exists for U12,U14 & U16 age groups. The Southern Zone competition is contested between FSC, South Coast, Shoalhaven, Southern Highlands, Goulburn, Crookwell, Monaro and Eurobodalla. Trials occur before the start of the season (usually September) with strict age cut-offs applied. A.2 COACHING AND PLAYING PRIORITIES All coaches, players and spectators should be aware of and follow these priorities Safety A policy of safety first includes the use of protective equipment, sensible use of all gear (e.g. no bat swinging), the ten metre fielding rule, first aid procedures (e.g. providing a first aid kit, ice, etc) and adult supervision (see rules below). Sun protective behaviours are recommended, as well as adequate fluid consumption during games and training - all players to supply their own drink bottles. NB Helmets MUST be worn by under 13 & under 15 players when batting in games or at training and whilst fielding close to the bat. Courtesy and Respect This includes respect for team mates, opponents, coaches, umpires and other adults; respect for traditions (e.g. wearing whites); respect for the team (e.g. looking after gear, attending training), sportsmanship (e.g. applauding captains, high scores and hat trick attempts; walking; claiming and disclaiming catches; winning and losing graciously) and correct steps in disputes (e.g. waiting till everyone is calm before questioning decisions). NB Parent modelling of courtesy is essential. March 2013 Ver 4.0 website: Page 1 of 10

Fun and Participation It is the coach's responsibility to ensure maximum participation for every player as well as making training enjoyable and profitable. NB Ensure weaker players have regular opportunities and reward effort given at training. Skill Development With safety, courtesy and fun in place, training should include a teaching focus and concentrate on the specific needs of each player. Coaches are urged to seek accreditation if possible and to utilise any expert assistance that is available. Success In U11's the above four points are the main measures of success. In older levels the score and result are important. However maximum success will require the first four priorities. NB It should always be remembered that cricket is a team game and that all players must feel part of the team eg regular opportunities to bat and bowl. A.3 COACHES AND MANAGERS Each team is to provide the names and contact details of two adult coordinators. (An `adult' coordinator may be a competent teenager who is significantly older than the children in the team). At games one adult will umpire and the other will score. (If other adults from the team are available they may take on the umpire or scorer role). NB Any team unable to supply an adult umpire and scorer will forfeit the game in question. For the purposes of organisation it is useful to separate the coordinator roles into those of 'coach' and `manager'. Naturally their roles will overlap, but a basic list of duties for each role is as follows: Coach Know and carry a copy of the rules and playing conditions. Be a confident umpire. Know, and practise, the coaching priorities - safety, courtesy, fun through participation, skill development, success. Teach don't criticise. Build on each player's strengths. Always be skills focused. Keep advice simple. Teach one thing at a time. Have a standard training routine e.g. stretching and warm-up (10 mins) fielding drills (20-40 mins) batting & bowling practice (30-60 mins) cool down and team talk (10 mins) Ensure players dress correctly, speak positively to each other and opponents, and show respect to all adults, especially umpires. NEVER allow sledging. Encourage everyone to arrive at games on time i.e. 15 minutes early; and to attend training on time, too. (Put this in writing for parents if necessary) Clarify any umpiring uncertainties with opposing team's umpire before play (e.g. boundaries, lbw interpretations, overage players) March 2013 Ver 4.0 website: Page 2 of 10

Ensure players have their own drinks at games and training - drink regularly, especially on hot days. Be Sun Smart' Encourage parent participation at training and games. Manager Keep a player list with birthdates, phone numbers and parent names. Develop a phone tree. This is especially useful for wet weather messages. Ensure all players and parents have copies of (and read!): - i. By-laws and playing conditions ii. iii. the draw the phone tree Ensure the kit arrives at all games & training sessions. Encourage players to pack the kit & always look after the gear. Ensure you have all necessary gear, including: - score book (& pencils etc.); new balls (U12s and U14s) NB. Poor quality balls are not allowed; stumps and bails; boundary markers (Make boundaries such that average players can hit them); ball counter, chalk, sun cream, insect repellent; protective gear (helmets, pads, boxes, gloves, thigh pads); bats, keeping gloves; training gear (e.g. batting tees, tennis balls and racquet). Coordinate training times and other activities with senior club executive. Collect fees and coordinate gear purchases with club executive. Attend association junior committee meetings (2 or 3 per year) A.4 SEASON DATES The U12 and U14 competition season normally begins on the Saturday two weeks after the end of the September-October school holidays. Trial matches are sometimes organised on the Saturday before i.e. at the end of the first week of school. Kanga matches usually start at the end of Week 3. The season continues until the first Saturday of the Christmas school holidays. There is then a mid-season break. U12s and U14s resume on the Saturday before school resumes in the New Year. Kanga resumes on the Saturday after the first week back at school. U12s and U14s finish on the last Saturday of February, followed by semi-finals and finals during the first two weekends of March, Kanga continues until the first Saturday in March. 8 all clubs prior to the first selection trial day. Possibilities include: a) A strict squad of 12 per team with a substitute list of approximately 4 (e.g. a batsman, a fast bowler, a spin bowler, a wicketkeeper). b) A squad of 15 per team with selections finalised a week in advance of the game. c) Any alternative policy pre-agreed by the full junior committee. A.11.5 Non-selected players who perform well throughout the season and are keen to play at representative level should have their club coach inform the selection sub-committee. The sub- committee retains final selection decision rights in such circumstances. A.11.6 Selection will be guided by player ability and potential, as determined by the expertise of the selection sub-committee, with the following considerations: a) A player's enthusiasm for representative cricket, including parental support, should be used as a factor in selection decisions. b) If another association (e.g. Monaro) combines with FSC under the FSC banner their players will be selected on merit. However, if two players of equivalent standard, one from each association, are competing for one position, priority will normally be given to the FSC player. c) Such decisions are ultimately the responsibility of the selection sub-committee A.11.7 All squad players (whether 12 plus 4, 15, or some other configuration) are to be directly informed, by phone or in person, of their selection or omission on a match by match basis at least one week prior to the game by a selection sub-committee member. Players outside the main squad will normally not be informed unless they are playing. The exception to this is when a player outside the squad has played a game (including trial games) and is not required for the next game. As a courtesy such a player will be directly informed, by phone or in person, that they are not required. A.11.8 In line with representative guidelines which use the 12 player rule of one non-batting bowler and one non-bowling batter, all players chosen for these roles will be advised at the time of being informed of their selection. Under no circumstances should a player be asked to play as just as a fielder without informing the player and his or her parents prior to travel to the game. A.12 COMMITTEE MEETINGS AND PROCEDURES A.12.1 Committee meetings will occur when called and publicized by the Junior President, with the Secretary to take minutes. All clubs are expected to supply at least one representative to all meetings. A.12.2 An Annual General Meeting (AGM) will occur prior to the season, usually early in September, during which the executive for the next 12 months will be elected. It is recommended that at least three other meetings occur: early October to organise the start of the season; mid-november to monitor progress; late February/early March to prepare for semi-finals. A late winter meeting may also be useful (eg early August), especially with regard to representative cricket preparations. A.12.3 Meeting procedures are formal but relaxed. The general order of proceedings is: List of those present Apologies Previous minutes (Secretary) Matters arising General business March 2013 Ver 4.0 website: Page 7 of 10

In two day cricket this is when an outright victory is achieved by a team. Any additional play that may have occurred after the official end of the match is not to be entered in MyCricket. B.4.18 Disputes must be communicated to the Association as per By-Law A.9 (Disputes/Decisions). B.5 SPECIFIC PLAYING CONDITIONS ONE DAY MATCHES U12 & U14 B.5.1 Play will commence at 8:30 a.m., with the first team's innings closing by 10:10.There is to be a 10 minute change of innings. The second team's innings will be from till noon. B.5.2 B.5.3 B.5.4 An innings consists of a maximum of 25 overs. If the game finishes early coaches may continue play in any agreed format, but the single innings result stands. At least one drinks break should be taken (eg after over 12 or 13) in each innings. In an uninterrupted match the team scoring the highest number of runs shall be declared the winner, regardless of the number of wickets lost by either team. If the scores are level at the completion of both innings the match shall be declared a tie, regardless of the number of wickets lost by either team. March 2013 Ver 4.0 website: Page 4 of 6

FAR SOUTH COAST CRICKET ASSOCIATION INC - DRAFT JUNIOR COMPETITION RULES SECTION B Batting & Bowling Limitations U12s U14s B.5.5 B.5.6 Bowling (all except over-age players) Max Overs Max Spell Batting Batsman will retire on the ball on which they reach their retirement limit. In the interests of participation, batsman may be retired before reaching the limit. Any retired batsman may resume their innings when all other non-retired batsmen are out. If more than one batsman retires they will return in the same order in which they retired. However; if a batsman has retired before reaching the retirement limit, then those retired batsman must return to bat with the lowest scoring batsman having priority over higher scoring retired batsmen runs 30 runs B.6.1 B.6.2 B.6.3 B.6 SPECIFIC PLAYING CONDITIONS TWO DAY MATCHES U12S & U14S Matches run from 8.30 am to am over consecutive Saturdays. At least two drinks breaks will be taken (eg at overs 13 and 26) if one side bats for most of the day. There is to be a 10 minute change of innings if required. A match consists of a maximum of 50 over innings per team with the option of a third and fourth innings if teams are dismissed or declare before the end of 50 overs. The equivalent of 50 overs is to be bowled in a day's play.. Each 10 minute innings break that occurs is counted as 3 overs. B.6.4 If a team bats for a full 1st day, 50 overs must be bowled. This team cannot resume batting on Day 2. B.6.5 If the team batting first is dismissed in less than 50 overs or declares its innings closed, the team batting second is required to face the remaining overs in the day s play. The remaining overs are 50 less the total faced by the team batting first and less 3 overs for the innings change. B.6.6 B.6.7 B.6.8 B.6.9 For example, if the team batting first is dismissed in 42 overs, the second team is required to bat for 5 overs before stumps on the first day. If the team batting first is dismissed in 46 overs, the second team is required to bat for 1 over before stumps. The team batting second is entitled to face a maximum 50 overs for their first innings and will continue to bat on the second day until 50 overs are reached, they are all dismissed or they declare their innings closed. The other team will commence a second innings and shall be limited to the overs remaining in the days play, less 3 overs for the innings change.. A team pressing for outright victory on the second day has until a total of 50 overs (or equivalent with interruptions) have been bowled. A lead of 75 runs entitles a team to request a follow on. In the second day of a match a coach may make up to 4 changes to his first day team, except in finals. Where a player being replaced is currently batting they shall be recorded as retired not out, March 2013 Ver 4.0 website: Page 5 of 6

FAR SOUTH COAST CRICKET ASSOCIATION INC - DRAFT JUNIOR COMPETITION RULES SECTION B and the replacement player shall commence to bat in that innings under their own name. Batting & Bowling Limitations U13s U15s B.6.10 Bowling (all except over-age players) Max Overs per day or per innings Max Spell (includes slow bowlers) B.6.11 Batting Batsmen must retire on the ball which they score their retirement limit. Retired batsmen may return (as per one-day rule) runs 50 runs B.7 WET WEATHER INTERRUPTIONS TO PLAY B.7.1 If play is interrupted by adverse weather one over will be deducted for each 3.5 minutes lost. One Day/T20 Matches B.7.2 If the start of play is delayed it will be divided equally between both sides (eg for 30 minutes lost, 8 overs are deducted, 4 from each side) B.7.3 B.7.4 If the interruption occurs during the second innings that team s innings will be reduced according to clause B.7.1 and the match result will be determined by run rate (unless the team is dismissed). Run rate equals the total runs scored divided by the total overs received (irrespective of wickets lost). In a one-day match, each team must receive at least 15 overs otherwise the match will be declared a draw. Two Day Matches B.7.5 Any time lost on the first day will be divided equally between both sides (eg for 12 minutes lost, 4 overs are deducted, hence each team is entitled to 48 overs) B.7.6 B.7.7 B.7.8 Should interruptions occur on the second day, the number of overs that the team batting second is entitled to receive will be reduced by one over for every 3.5 minutes or part thereof lost. The match will then be decided on run rate on the overs received (unless the team is dismissed). Run rate equals the total runs scored divided by the total overs received (irrespective of wickets lost). Unless dismissed beforehand, each team must receive a minimum of 20 completed overs, or the match will be declared a draw. If the first day is completely washed out, the game reverts to a one-day game on the second day. March 2013 Ver 4.0 website: Page 6 of 6
