1 CHAUTAUQUA COUNTY SOIL & WATER CONSERVATION DISTRICT Frank W. Bratt Ag Center, Jamestown, NY District Board of Directors' Regular Meeting May 24, 2012 I. Meeting Called to Order: 8:35 A.M. A. Present: Fred Croscut Chairman Allen Peterson Director Shaun Heenan - Director Megan Gregory NRCS Intern Debra Kelley - Secretary Jay Gould Technician PT Sheldon Hightower - NRCS II. Minutes of the Previous Meeting: MOTION by Peterson seconded by Heenan to approve the minutes of the April meeting. III. Treasurer's Report: MOTION by Heenan seconded by Peterson to accept the Treasurer's report and pay current bills. A. The following bills were approved for payment: SEE ATTACHED IV. Correspondence: None V. Reports: A. Other Agencies: None B. Committees: None C. District Conservationist Rob Halbohm 1. Summer Intern I would like to introduce Megan Gregory, she is a summer intern who is going to be working with us. Megan attends SUNY Morrisville; she is working on her Bachelors Degree and hopes to graduate in December. She has an Associate s Degree in Natural Resources Conservation and her Bachelors Degree will be in Renewable Resource Bachelor of Technologies Degree. Megan is originally from Binghamton, NY. 2. National Water Quality Initiative See Attached 3. EQIP We did start to get contracts funded from our previous sign up. Right now we have five chemical handling facilities and one large manure storage cover through the air quality initiative. One Seasonal High Tunnel, three CSP Contracts and one Crop Land for erosion control. 4. Sheldon Hightower a. Don Pettit is our new State Conservationist in New York. Don was previously the State Conservationist in New Jersey. b. Regional Conservationist Richard Sims was appointed as the new Regional Conservationist. c. Training for Districts We have an agreement with Ag

2 District Minutes (NRCS Cont.) Page 2. & Markets to provide training to the district staff for Job Approval Authority with Tim Clark. This is an agreement for one year which will include some engineering assistance also. d. Closing Binghamton NRCS Soil Survey Office There will be some re-organization of staff due to this change around June 1 st. e. National Civil Rights Review The district may be involved with this, it will be August I just wanted to bring this to your attention; we may be interviewing a district board member for this review. D. District Field Manager Not Present 1. Spring Work Load We are working on permits for the 2% projects and we have started a list for hydro-seeding. 2. Envirothon - The Envirothon was held on May 2, 2012 at Fredonia College Lodge in Brocton. We had 15 schools and 28 teams this year, about 200 students participated. The weather started out raining, but cleared off nicely. HEWES BOCES in Ashville took 1 st Place, Brocton took 2 nd Place and Chautauqua Lake was in 3 rd Place. Dave is attending the State Envirothon and will be back on Friday. 3. Conservation Field Days Dave Spann is at Lake Chautauqua Lutheran Camp with the District s Display for Conservation Field Days. E. District Secretary - Debra Kelley 1. Fish Stocking I mailed out the fish order on Tuesday and I have scheduled the delivery for June 8 th and July 20 th. 2. Credit Card Policy I have a draft policy for the board to review and then I will send it to the State Comptroller s Office for review. VI. Old Business A. Personnel Appraisals Tabled. B. Forestry Contract with Chautauqua County There has been some opposition to us getting this contract, because it is felt that we would be competing with the private sector. The legislators have to approve the award, but they tabled action on this until next month. VII. New Business A % Project Applications We are working on the applications and they are due June 1st. We will be submitting several of them for funding. B. NYACD Pay Dues MOTION by Peterson seconded by Heenan to pay the state dues. C. Goose Creek Streambank Stabilization Project I have the contracts for this project and they need the Chairman to sign them. MOTION by Heenan seconded by Peterson for the Chair to sign the contracts.
