This pack has been designed to keep players and parents both old and new informed of what happens within THEIR rugby club. It includes our codes of conduct, details of sponsorship opportunities, recommended kit, and some general information about our great club. 3 CONEY HILL RFC EQUITY POLICY 1. POLICY STATEMENT The RFU/RFUW recognises the importance of affording equity, equal opportunity and fair treatment to all present and potential employees and members. The RFU/RFUW aims to ensure that all people irrespective of their age, gender, ability, race, religion, ethnic origin, creed, colour, nationality, social status or sexual orientation have a genuine and equal opportunity to participate in rugby union at all levels and in all roles. That is, as a beginner, participant or performer, and as a coach, official, referee, manager, administrator or spectator. It is the aim of the RFU/RFUW in its relationships with its members, employees, job applicants and in the provision of its services, not to disadvantage any individual by imposing any conditions or requirements which cannot be justified. Failure to comply may result in disciplinary action being taken. Advice and training will be given to all those working for or on behalf of the Unions. Direct discrimination is defined as treating a person less favourably than others are or would be treated in the same or similar circumstances. Indirect discrimination occurs when a requirement or condition is applied which, whether intentional or not, adversely affects a considerably larger proportion of people of one race, sex or marital status than another and cannot be justified on grounds other than race, sex or marital status. 2. OBJECTIVES The RFU/RFUW Equity Policy has the following objectives: To adopt a planned approach to eliminating perceived barriers which discriminate against particular groups. This will include widening the traditional approach and include communities experiencing disadvantage, poverty and health inequalities; To ensure that no-one working or wishing to work for or on behalf of the RFU/RFUW receives less favourable treatment on the grounds outlined in the Policy Statement above; To give clear guidance to individuals working within the RFU/RFUW, either employed or as volunteers, on the commitment to equal opportunities; To ensure that all those who participate in rugby union, at all levels and in all roles, receive fair and equitable treatment; To ensure that the format and content of all competitions, regulations and assessments provide equity for all, except where specific situations and conditions properly or reasonably prevent this; To ensure that all materials prepared, produced and distributed by or on behalf of the RFU/RFUW promote a clear image of the profile of all those who are apart of the game. 3. IMPLEMENTATION The RFU/RFUW will seek to promote equity and equality through: The monitoring of practices, procedures and data relating to the operations of competitions, schemes, initiatives and development materials; A regular review of existing rules and regulations to ensure that they do not inhibit the participation of people from groups which may suffer discrimination; Increasing collaboration with partner organisations to ensure equity, fair and consistent treatment of all members; Page 3 of 18
4 The provision of appropriate training for all employees, members of the Executive Committee and other key volunteers of the RFU/RFUW to raise awareness of both collective and individual responsibilities, to support their progress within the Union and, where appropriate, provide specialised facilities, equipment and individual training. In pursuance of this policy, the RFU/RFUW may take special measures or positive action in favour of any group which is currently under-represented in its membership, representative bodies or its workforce. In this, the RFU/RFUW recognises its legal obligations under the following acts of Parliament: Race Relations Act 1976 (Amendment 2000) Equal Pay Act 1970 Sex Discrimination Acts 1975, 1986, 1999 Disability Discrimination Act 1995 Rehabilitation of Offenders Act 1974 Human Rights Act MONITORING The Equity and Ethics Manager of the RFU/Managing Director of the RFUW will be responsible for providing their respective Unions with data for monitoring the effectiveness of this policy, and for providing information to members about the policy and its implementation and impact; The RFU/RFUW will continuously monitor and review the selection criteria and procedures in relation to participation and employment to ensure individuals are selected, promoted and treated solely on the basis of the skills and abilities which are appropriate to the position; The RFU/RFUW will work with key equity partners and accountable officers within the respective organizations to ensure that all programmes and initiatives are inclusive. 5. EXEMPTIONS The RFU/RFUW reserves the right to limit competitions to persons of specific age, gender or disability groups where this is necessary to ensure equitable, safe and equal competition. 6. RESPONSIBILITY The RFU/RFUW expects all those acting on behalf of the organisation to adhere to this policy. In pursuance of this policy the RFU/RFUW reserve the right to discipline any of its members or employees who practice any form of discrimination on the grounds of a persons age, gender, ability, race, religion, ethnic origin, creed, colour, nationality, social status or sexual orientation. We now boast current GRFU county cup champions at last seasons under 15 s level and are again looking for continued improvements from our under 12 s, 13 s & an new exciting under 17 s team. We also hope to add at least one more age group to bolster our ranks. At senior level, the club s first team had an improved 2 nd half to their South West 1 East league campaign and were prominant in the local NGC cups, victorious in 2 competitions. We will continue the Coney Hill tradition of nuturing & developing young players from touch rugby through to full contact rugby played by the teenagers then onto the senior sides and hopefully to Gloucester RFC and beyond.. One of the highlights of last season was the tour for the under 12 s & 15 s to Torquay. This was an excellent weekend of rugby and social activity and the 15 s were unbeaten returning with the cup. The 15 s were unbeaten all season! Parents are welcome and encouraged to be at the training sessions and matches both on the touch-line and in the clubhouse afterwards. You can also help the Junior and Mini section by joining the Club as a member. We do rely heavily on your financial assistance & help in the kitchen for catering and support for our social events. The club is going through an exciting phase of development I welcome you to be part of it. Players.. Matches On match days please try to meet at the allocated time, if not inform your coach if you re going to be late or you re going straight to the away ground. We are always short on transport to away matches so if you have the use of a car or even better if you re parents/carers own a minibus!! PLEASE INFORM YOUR COACHES. 7 The Club has relied on a fairly small committee for numerous years and as the Committee Members children get older and progress out of mini or junior sections these committee members will, obviously, leave the junior committee. We are sure you appreciate how the club is run and may take it for granted that there will be someone there every Sunday to run the bar, man the car parks, cook the sausages, sell you the kit, sell the kids their sweets, keep an eye on the changing rooms etc...etc... These jobs are all done by volunteers and for the club to continue to be well run WE NEED YOUR HELP. If you feel that you could give any time to help to run the section, please speak to any Junior Section contact, your coach, team manager or our Club Volunteer Coordinator (CVC) lisa.jones@coneyhillrfc.com or That the bar is open every Night & Saturday s & Sunday s. The bar is a great place to get to know other parents, other members of the club and to talk about how well the team has played, etc. It is open every Sunday whether there are matches or just training. That the players get a free meal after playing a match. The club provides each player (Coney Hill and opposition) with free food after they have played a match. The food will be made available to your coach or a team representative. Please be aware that the kitchen is only available when there are volunteers to run it. When it is your age group s turn to cover the kitchen please volunteer to help see above. Leave the kitchen as you would want to find it please and remember no Under 16 s are allowed to work in the kitchen. Coney Hill RFC Junior section is accredited with the RFU Seal of Approval. This demonstrates all your coaches & team managers have been CRB checked, and all coaches are either in the process of gaining a recognised RFU coaching qualification or have already qualified. This means we are teaching our players the safest and most advanced techniques in rugby football. All our sessions are based upon the RFU APES guidelines. 8 Child Protection Coney Hill RFC is committed to providing a safe environment for our players, coaches and parents. To ensure this welfare we follow guidelines set out by the Rugby Union for the protection and involvement of children under 18 in our teams. Our Child Welfare Officer has attended relevant courses and their contact details are on page 4. Additionally, all coaches and other staff who are involved with the Youth section of the club are all CRB checked. If parents have any child protection issues or concerns they are advised to take them directly to the Club Safeguarding Officer (CSO) rather than their child s coach. A copy of the RFU Child Protection policy is available on the junior notice board & the clubs website. The RFU guidelines on child protection can be found on the web at Insurance ONLY paid up members enjoy the standard RFU players insurance cover & the Club maintains a Public Liability Insurance Policy to cover visitors to its premises in the event of an accident occurring during organised events/meetings. However this does not cover the specific needs of players who may be injured during play. We strongly recommend that parents of young players should look at taking out additional insurance to cover all sporting activities in which their children are involved. Information on policies can be obtained from the RFU who promote several Individual Injury Cover Options further details can be found on their website at: Valuables and Liabilities The club does not accept liability for the loss, damage or theft of personal belongings on the Club premises. It is advisable not to leave valuables (i.e. jewellery, watches, phones, ipods, money etc.) in kitbags in the changing rooms as these are not secure. If you have no choice but to bring valuables to the Club, we advise that you pass them to a coach or parent for safe-keeping. Vehicles/Cars/Bikes parked in the club car parks, and all contents therein are left at the owner s risk and the club will accept no liability for loss or damage in respect thereof. Mouth Guards & Body Protection The club recommends that all players wear a mouth guard. Indeed it is likely that any player not wearing one of these essential pieces of protection will be turned away from training / matches by their coaches. This is in the interest of their own and others safety. It is also advisable to wear additional protective gear such as shin pads, head guards, body armour & other products as recommended by the RFU. In the Club Info section is a library of documents which includes this pack and other forms including all of our policies which we expect everyone, player, parent, coach or volunteer to adhere to.
9 Sponsorship The Junior section relies heavily on financial support from generous sponsors and benefactors, undoubtedly without this assistance we would be unable to take the teams to tournaments and festivals that we have enjoyed competing in and on an increasing number of occasions winning!!! If you run your own business or are in a position to influence the company spending budget for sponsorship please download a sponsorship pack from the website or contact our junior sponsorship coordinator amy.dunn@coneyhillrfc.com or please help make a difference!!! Club Kit Shop The Club Shop will be open on most Sundays. A selection of kit will be kept in stock but in general orders will be placed & paid for with delivery hopefully being made the following week. If you require kit at any other time, please contact the shop manager to arrange a mutually convenient time to meet at the club. The latest prices are available from the kit shop or possibly on the club website. Recycle Your Unwanted Boots/Kit With the growth of Junior Rugby at CHRFC and the expense of boots & other kit in general; one idea was for the senior players and juniors to pass on their unwanted boots/kit to other members. A collection point will set up by the Home dressing rooms for players to deposit their clean old kit for the coaches to distribute. What kit do I need? All players are expected to play in Coney Hill shirts, shorts & socks; these will be supplied by the club & returned immediately after the match. You will need to purchase: Training Shirt, available from kit shop Mouth guard Black shorts, any make will be fine however CHRFC shorts are available from kit shop Socks, available from the kit shop Rugby or football boots, studs must meet the British kite mark standard (football studs are not acceptable). All players MUST wear a mouth guard. Mini Section up to Under 12 s Whilst we cannot insist that players shower after they have played rugby, they WILL NOT be allowed into the club house unless they have changed out of dirty kit in very wet & muddy conditions. We would, however, encourage players to change as this helps them with good social habits expected in the future. Junior Section Under 13 s upwards We expect all players to change into trousers and a shirt (and, ideally, a club tie) after all games at home (your school shirts will be fine), and they are expected to travel in a club polo shirt (or, ideally, shirt & club tie) to all away games. Ties can be purchased from the club shop. Please join your committee in promoting pride in your club. Page 9 of 18
10 CONEY HILL RFC CODE OF CONDUCTS THE GOOD COACH S CODE Coach s should: Young people come into Rugby Union for a variety of reasons; it is the duty of the coach to recognise this and stimulate continued participation. Coaches have a responsibility to ensure that all youngsters are given the opportunity to fulfil their aspirations in a caring environment where the emphasis is on fun, enjoyment and skill development. In Rugby Union coaches should: Recognise the importance of fun and enjoyment when coaching young players. Understand that most learning is achieved through doing. Appreciate the needs of the players before the needs of the sport. Be a positive role model - think what this implies. Keep winning and losing in perspective - encourage young players to behave with dignity in all circumstances. Respect all referees and the decisions they make (remember it could be you refereeing next week) and ensure that the players recognise that they must do the same. Provide positive verbal feedback in a constructive and encouraging manner, to all young players both during coaching sessions and games. In Rugby Union coaches of young players must: Provide experiences that are matched to the young players age and ability, as well as their physical and mental development. Ensure all youngsters are coached in a safe environment, with adequate first aid readily to hand. Avoid the overplaying of the best players by using a squad system, which gives everybody a satisfactory amount of playing time. Never allow a player to train or play when injured. Ensure good supervision of young players, both on and off the field. Recognise that young players should never be exposed to extremes of heat, cold, or unacceptable risk of injury. Develop an awareness of nutrition as part of an overall education in lifestyle management. Recognise that it is illegal for young players under 18 to drink alcohol. Ensure that their knowledge and coaching strategies are up to date and in line with RFU philosophy. Be aware of, and abide by, the RFU recommended procedures for taking young people on residential tours at home and abroad. Be aware of, and abide by, the policies and procedures outlined in the RFU child protection guidance booklet. Remember: Coaches working with young players up to the age of 12 must follow the guidelines laid down by the RFU continuum. Coaches working with young players age 13+ must be aware of the under 19 and under 15 Law variations, including those that apply to cross border matches and keep themselves updated on relevant changes. Coach s should remind all players that they are ambassadors for Coney Hill RFC at all times and should set the appropriate positive role model example. The Club has a Disciplinary Committee and any Member or official breaching the club constitution or bringing the club into disrepute may be asked to attend a formal disciplinary hearing and can be subject to sanction by the Disciplinary Committee which may include expulsion. 11 CONEY HILL RFC CODE OF CONDUCTS THE GOOD PLAYERS CODE Players should: Young players should recognise that we are working to provide a safe and enjoyable game in which they can develop both as a player and as an individual. In Rugby Union young players are encouraged to: Recognise and appreciate the efforts made by coaches, parents, match officials and administrators in providing them with the opportunity to play the game and enjoy the rugby environment. Understand the values of loyalty and commitment to adults and team mates. Recognise that every young player has a right to expect their involvement in rugby to be safe and free from all types of abuse. Understand that if an individual or group of young players feel that they are not being treated in a manner that is acceptable, then they have a right to tell their Child Welfare Officer or an adult either at the rugby club or outside of the game. In Rugby Union, as a young player, you should: Play because YOU want to do so, not to please coaches, parents/guardians or anyone else. Remember skill development, fun and enjoyment are the most important parts of the game. Be attentive, listen and be quiet when requested at all training/coaching sessions. Work equally hard for yourself and your team and both will then benefit. Recognise good play by ALL players on your team and by your opponents. Be a good sportsman - win or lose. Play to the laws of the game and accept, without question, all the referee's decisions. Control your emotions. Verbal or physical abuse of team-mates, opponents, or match officials is not acceptable. Treat all players, as you would like to be treated yourself. Do not interfere with, bully or take unfair advantage of any player. Match officials are there to enjoy themselves as well, treat them with respect, make them smile and who knows what way decisions may go. Remember: You are an ambassador for Coney Hill RFC at all times and should set the appropriate positive role model example. The Coney Hill RFC motto is NUMQUAM MORI NEVER DIE. 12 Page 12 of 18 CONEY HILL RFC CODE OF CONDUCTS THE GOOD PARENTS/GUARDIANS/VOLUNTEERS CODE Parents/Guardians/Volunteers should: In Rugby Union we acknowledge that parents are an integral part of the partnership, which ensures that young players enjoy their involvement in the sport and experience an environment in which they can flourish. In Rugby Union parents are encouraged to: Be familiar with the coaching and training programme in order that they can ensure that their child is fully involved and the coaches are aware of their availability. Be familiar with the teaching and coaching methods used by observing the sessions in which your child participates. Be aware that the club has a duty of care and therefore, where appropriate, assist coaches with the supervision of the young players, particularly where numbers are large and there is a need to transport youngsters to away games. Be involved with club activities and share your expertise. Share concerns, if you have them, with club officials. Be familiar with the Good Coach's Code. In particular be aware that: Coaches should recognise the importance of fun and enjoyment when coaching young players. Coaches should keep winning and losing in perspective, encouraging young players to behave with dignity in all circumstances. It is important that parents support coaches in instilling these virtues. In Rugby Union parents should: Remember that young people play rugby for their own enjoyment not that of their parents. Encourage young people to play - do not force them. Focus on the young players' efforts rather than winning or losing. Be realistic about the young players' ability, do not push them towards a level that they are not capable of achieving. Provide positive verbal feedback both in training and during the game. Remember that persistent, negative messages will adversely affect the players' and referee's performance, attitude and enjoyment of the sport. Always support the rugby club in their efforts to eradicate loud, coarse and abusive behaviour from the game. Remember young people learn much by good example. Always show appreciation of good play by all young players both from your own club and the opposition. Respect ALL decisions made by the match officials and encourage the young players to do likewise. Enjoy yourself and smile it can be addictive and contagious. Parents are actively encouraged to get involved as volunteers within Coney Hill RFC & the club management team will try to provide activities to promote this i.e First Aid courses, Coaching courses & bespoke roles within the club structure. We are constantly looking for volunteers to assist with the smooth, safe and enjoyable running of any events we stage, Everyone has a skill that we can put to good use PLEASE JUST ASK. A good volunteer is honest, dependable and supportive of their club. A good volunteer does not TELL people how to do things but SHOWS THEM!! 13 CONEY HILL RFC CODE OF CONDUCTS THE GOOD SPECTATORS CODE Spectators should: Young rugby players are impressionable and their behaviour will often reflect that of adults around them. In Rugby Union we welcome spectators on our touchlines who embrace the ethos of the game as one of fun, enjoyment and skill development. In Rugby Union spectators are encouraged to: Act as positive role models to all young players. Be familiar with, and abide by, the RFU child protection guidance in relation to verbal and emotional abuse. Respect the rugby club policy with regard to spectator behaviour. In Rugby Union spectators should: Remember children play sport for their enjoyment not yours. Acknowledge good individual and team performance from all youngsters irrespective of which team they play for. Respect match official's decisions. Remember that they are volunteers and are giving up their time for free and in doing so are providing an opportunity for youngsters to play rugby & you to watch them. Never verbally abuse young players, match officials, fellow spectators or coaches. Such behaviour can create a negative environment for young players and their behaviour will often reflect this. Acknowledge effort and good performance rather than the "win at all costs" ethic. Verbally encourage all youngsters in a positive way. If you do want to shout make sure it is 'for', not 'at', the players. Condemn bad language, rude behaviour and violence. Encourage all youngsters irrespective of their ability never ridicule any individual player, regardless of their ability or the team they play for. 14 CONEY HILL RFC JUNIORS DISCIPLINARY PROCEDURE Any complaints or breaches of the club rules, code of conduct or policies should be reported to the Junior Section Chairman or Secretary, who will review the nature of the incident and determine the action to be taken. Any incident that clearly falls under Child Protection may be reported directly to the Club's Child Protection/Welfare Officer. Wherever appropriate, the incident will be dealt with immediately and resolved informally by discussion. However, the other possible courses of actions are as follows: Referral to the Club Safeguarding Officer Referral to the Club Junior Disciplinary Committee Referral to the RFU The sanctions the Club may issue following the above actions include, and are not limited to: Verbal Warning Written Warning Suspension Exclusion Any of the above sanctions may be applied, dependant on the severity or nature of the incident. Where it is deemed appropriate, the offender may be suspended temporarily by the Club pending the outcome of any disciplinary procedures. Where there is any risk that Child Protection Guidelines have been breached or may be breached, suspension should always be considered an immediate priority, until the incident has been investigated or resolved. Temporary suspension in the above circumstance should not be deemed as an indication of guilt, but is a precautionary measure taken to protect all Club Members. Anyone who feels that they have not been dealt with fairly under the above procedure has the right to appeal. All appeals will be referred to the Club Senior Committee and then the RFU for resolution. The RFU's verdict will be deemed final. Page 14 of 18
