2 The Youth Report included a short discussion from Kurt Mockenhaupt, President of Rugby Virginia; his presentation was on the State Based Rugby Organization for Youth Rugby and how the SBRO can help accelerate the development of youth and high school Rugby in Virginia. [Kurt s slides are attached to the end of the minutes.] George discussed the issue of conferences and the problems with the splintering of college teams into conferences. There was considerable distain at what USA Rugby (USAR) is doing and the general response was whether USAR had a real plan in place or a handle on the process. George mentioned the issue of a new Competitive Region structure encompassing the current PRU, VRU, NC, and SC for all brackets. Jeremy talked about the issue of the new league forfeiture policy (see handbook) and explained the rationale. There was a lot of discussion, but the bottom line was that teams need to get serious if they wish to compete in league play. The same club caused both the initial policy and the latest, stricter one Budget Deb discussed the execution to date and the budget. VRU wants to use budget money for both coaching and referee clinics, as those are worthy efforts. Deb discussed the players and teams who received grants. David suggested that dues be dropped to $200/season ($400/year) effective immediately (Spring 2012) with the MARFU pass through component removed. The MARFU amount would be put back in if MARFU decides to charge again (i.e., Fall 2012). Clubs that have paid to date would receive credits going forward. Given an analysis of the dues and current funds, we would still likely run a surplus. George provided further Geographic Union info (provided in his separate officer report). Motion (Jim Kellenberger) to apply for GU Status for ; seconded by Matt Robinette. Amended by Carl (and accepted by Jim K.) to say...apply for GU Status for or sooner, if practical. By voice vote, the motion was accepted. Motion was made to accept budget with David Chapman s dues amendments. Passed. Breakout Sessions for Men, Women, College Men, College Women (scheduled for 45 minutes; actual time was approximately 1 hour). College Men & Revival of Ed Lee Cup Matt mentioned that the revival is dependent on the conference system. More to come at a later date. Announcement of Sportsmanship 2011 Awards Men s Clubs: Raleigh Men College Men s Clubs: Hampden Sydney College Women s (Clubs and Colleges): Raleigh Women
3 CIPP Compliance David C restated what is said every year: no registration, no play. This is an absolute; there are no new player waivers. Several people brought up the need for alumni one day registrations; George indicated that he had been working on this for the last few years, but no action or movement by USAR yet. VRU Hall of Fame Update David C discussed the initial Hall of Fame class. In 2012, there will be an additional class and the committee will work with Richmond on scheduling and announcements. Presentation of League Awards The coordinators presented awards to their leagues for 2011 VRUbased championships. Election of 2011 Officers (The following were uncontested, unless noted otherwise) President/MARFU Rep Matt Vice President George Treasurer David C Secretary David C MARFU/USARFU Representative George and Matt were nominated. During discussion with Matt and George excused from the room, Matt withdrew his nomination. MARFU At Large #2 (to be appointed) Men's Club Coordinator Jeremy Women's Club Coordinator Margy Men's College Coordinator Saranna Women's College Coordinator Bill High School Coordinator Tim and Lisa were nominated. After discussion, Tim was elected. Youth Coordinator Kevin Disciplinary Committee Chairman Steve New Business Clubs Entering the VRU Liberty U. was admitted as an associate member of the VRU s College Men D3 for LU will have Full membership in Other New Business Steve Murray announced/publicized Virginia Beach s tournament in April. Simon mentioned resource problems for referees. Les mentioned some upcoming clinics. Carl reminded the attendees that the listservs for VRU and MARFU as a way to support communications. The meeting was adjourned at 3:20 PM.

6 What is a State Based Rugby Organization (SBRO)? A non profit organization coordinating/governing day to day operations for youth and high school rugby in each individual state. Objective: increase the total number of rugby players while lowering the age that kids are first introduced to the sport. responsible for developing administrative structure Objective: promote the development of youth rugby within their state day to day governance, including, but not limited to organizing league structures collecting dues implementing a state championship conducting rugby outreach. narrows the sphere of influence from regions to states which promotes working with individual schools and communities, growing the foundation of youth rugby through both contact and non contact programs by understanding specific community needs, wishes, and wants 2/4/2012 Rugby Virginia State Based Rugby Organization 3
7 SBRO stages There are four stages of SBRO development: Level 1 Emerging SBROs at this level are made up of a group of dedicated volunteers who have by in from the rugby community and have developed a plan for growth within their state. Level 2 Developing SBROs at this level are more organized with establishing nonprofit status, a developing structure, and policies/procedures. Level 3 Functioning SBROs at this level are approved by the USA Rugby Board and Congress. They have put in place paid executive, centralized policies, membership registration, and have officially separated from the LAU. Level 4 Fully Sanctioned The final stage of development finds an SBRO with a financially, self sustaining model in place.
