1 2016 OREGON SPORT OCEAN REGULATIONS FOR SALMON, HALIBUT, AND OTHER MARINE SPECIES This information supersedes information listed in the 2016 Oregon Sport Fishing Regulations pamphlet Note: Regulations are subject to in-season changes For more information and in-season updates: Marine Resources Program at (541) or visit: Salem ODFW Headquarters at (503) National Marine Fisheries Service (NMFS): Ocean Salmon and Halibut Hotline at (800) Waypoints for 30-fathom groundfish management line and 40-fathom Pacific Halibut management line can also be found at Anglers are advised to be aware of areas with special closures or restrictions including: the Marine Reserves and adjacent Marine Protected Areas at Cape Falcon, Cascade Head (Lincoln City), Otter Rock (S of Depoe Bay), Cape Perpetua (Yachats), and Redfish Rocks (Port Orford); the Stonewall Bank Yelloweye Rockfish Conservation Area; the Columbia Conservation Zone; the Whale Cove Habitat Refuge (Depoe Bay); the Pyramid Rock (Rogue Reef) seasonal closure from May 1-Aug 31; and the Three Arch Rocks (Oceanside) seasonal closure from May 1-Sept 15.

2 2016 Oregon Ocean Salmon Sport Seasons Statewide Regulations: Anglers fishing for salmon and all anglers fishing from boats with a salmon on board are limited to no more than 2 single point barbless hooks per line, and no more than one line per angler It is unlawful to fish for or take and retain any legal species while possessing on board any species not allowed to be taken in that area at that time Minimum lengths: Chinook = 24, coho = 16, steelhead = 20, no min. length for pink, chum, or sockeye salmon in the ocean fishery Refer to the 2016 Oregon Sportfishing Regulations booklet for descriptions of special marine management areas including closed areas and additional restrictions Leadbetter Pt. Leadbetter Point, WA to Cape Falcon, OR: Selective Coho (fin-clipped) Season: Season: Open July 1 through August 27 earlier of August 31 or 18,900 marked coho quota (Chinook guideline of 10,200) Bag Limit: All salmon. Two salmon per day, but no more than one Chinook prior to 8/16 then up to two Chinook, and all coho must have a healed adipose fin clip Notes: Open seven days per week. Closed within the Columbia Control Zone Cape Falcon to Humbug Mountain: Chinook Season (all salmon except coho): Season: Open March 15 through Oct. 31 Bag Limit: Two salmon per day, closed to retention of coho except as listed below for the selective coho and the non-selective coho seasons Selective Coho (fin-clipped) Season (Cape Falcon to OR/CA Border): Season: Open June 25 through earlier of Aug. 7 or 26,000 marked coho quota Bag Limit: All salmon. Two salmon per day, all coho must have a healed adipose fin clip Ilwaco, WA Astoria Cape Falcon Garibaldi Pacific City Depoe Bay Newport Non-selective Coho Season: Season: Open Sept. 3 through the earlier of Sept. 30 or 7,500 coho quota Bag Limit: All salmon. Two salmon per day Notes: Shoreward of the 15 fathom curve off Tillamook Bay between Twin Rocks and Pyramid Rock and prior to Aug. 1, only fin-clipped Chinook may be retained Within the Stonewall Bank Yelloweye Rockfish Conservation Area salmon angling is restricted to trolling on all depth halibut days. Chinook Season (all salmon except coho) will reopen for the period of March 15-April 30, 2017 unless modified by in-season action in March 2017 Humbug Mountain to OR/CA Border: Chinook Season: Season: Open May 28 through August 7 and September 3-5 Bag Limit: Two salmon per day, closed to retention of coho except as listed above for the Selective Coho Season from Cape Falcon to the OR/CA Border Florence Winchester Bay Charleston Bandon Port Orford Humbug Mt. 3 2016 Pacific Halibut Sport Seasons COLUMBIA RIVER SUBAREA (Leadbetter Pt., WA, to Cape Falcon) Nearshore Season Quota = 500 lbs. Open inside the 40-fathom line off of Oregon beginning May 2, on days when the all-depth Pacific halibut fishery is closed (Monday-Wednesday), through the earlier of quota or Sept. 30 All-Depth Season Quota = 10,509 lbs. Open May 1, Thursday-Sunday, through the earlier of quota or Sept. 30 CENTRAL COAST SUBAREA (Cape Falcon to Humbug Mt.) Nearshore Season Quota = 24,769 lbs. Open June 1, seven days a week, inside the 40-fathom line, through the earlier of the quota or Oct. 31 All-Depth Seasons Combined Quota = 154,557 lbs. Spring season (130,038 lbs.): Open May 12-14, May 19-21, May 26-28, and June 2-4 Back-up dates include: June 16-18, June 30- July 2, July 14-16, and July Summer season (51,603 lbs.): Aug Back-up dates, if quota remains, are every other Fri-Sat beginning Aug Leadbetter Pt. Ilwaco, WA Astoria Cape Falcon Garibaldi Pacific City Depoe Bay Newport Florence The Stonewall Bank Yelloweye Rockfish Conservation Area (YRCA; about 15 miles west of Newport) is closed to Pacific halibut fishing. Anglers on vessels possessing Pacific halibut are prohibited from fishing in the Stonewall Bank YRCA, even when targeting legal species Winchester Bay Charleston Bandon SOUTHERN OREGON SUBAREA (Humbug Mt. to OR/CA border) All-Depth Season Quota = 8,605 lbs. Open May 1, seven days per week, through the earlier of the quota or Oct. 31 Port Orford Humbug Mt. Gold Beach Statewide Regulations: Daily bag limit: 1 Pacific halibut. Annual limit: 6. No length limit Pacific halibut possession limit: 1 daily limit at sea, 3 daily limits on land Brookings Fathom lines and conservation areas are defined by waypoints Pacific halibut seasons are managed and enforced based on port of landing. Halibut may only be landed at ports located within areas currently open to halibut retention, regardless of area of catch. North of Humbug Mt.: During days open to all-depth halibut fishing, most species may not be in possession when Pacific halibut are onboard the vessel except salmon (as regulations allow), sablefish, Pacific cod, flatfish species, tuna and other offshore pelagic species are allowed. During days closed to all-depth halibut fishing, retention of groundfish (as regulations allow) is permitted when Pacific halibut are onboard South of Humbug Mt.: When angling for Pacific halibut outside of the 30 fathom curve, most species may not be in possession when Pacific halibut are onboard the vessel except salmon (as regulations allow), sablefish, Pacific cod, other flatfish species, and tuna and other offshore pelagic species are allowed It is unlawful to fish for or take and retain any species while possessing onboard any species not allowed to be taken in that area at the time Anglers are advised to consult the 2016 Oregon Sport Fishing Regulations for General (statewide), Zone, and Special Regulations prior to fishing

Flatfish (soles, turbots, sanddabs, flounders, and halibuts except Pacific halibut) 2 fish 7 fish in aggregate, of which only 1 may be a canary rockfish, only 1 may be a cabezon (only during periods open to cabezon retention), and no more than 3 may be blue or deacon rockfish in aggregate. 25 fish in aggregate 22 inch minimum length for lingcod 16 inch minimum length for cabezon 10 inch minimum length for greenling When Pacific halibut are onboard the fishing vessel, see Halibut Regulations for possession restrictions Exceptions: Ocean closed April 1- Sept. 30 outside of the 30-fathom curve (defined by coordinates) Cabezon retention prohibited Jan. 1- June 30 Refer to 2016 Oregon Sport Fishing Regulations for specific restrictions for Marine Areas (pages 79-83) Surfperch (includes all marine perch species) 15 fish in aggregate Herring, Anchovy, Sardine, and true Smelts (Note: Topsmelt and Jacksmelt are part of the 7-fish bag limit listed under #2 above) Offshore Pelagic Species: Includes: All species of tuna and mackerel, swordfish, bill fish, all species of the family of jacks (family Carangidae), opah, dorado, Pacific pomfret, and all sharks except leopard shark, spiny dogfish, and soupfin shark which are classified as groundfish. Retention of white shark, megamouth shark, oceanic whitetip shark, and basking shark is prohibited 25 lbs. in aggregate 25 fish in aggregate Unlawful to take or attempt to take Eulachon in inland waters including: bays, estuaries, rivers, and streams Refer to page 77 of the 2016 Oregon Sport Fishing Regulations for details on details special allowances for use of chum and multiple rods for offshore pelagic species when fishing outside of 3 miles from shore while only possessing offshore pelagic species on board Note: Unlawful to remove the fins or tail from a shark at any time (exception for spiny dogfish). The fins and tail must remain attached and disposed with the carcass * Herring jigs may have any number of single point hooks with no greater than 3/8 gap.

Twin Rocks OR/CA Border Recreational Season: Open Oct. 1-3 and Oct. 8-9 Daily bag limit of 2 Chinook per angler, but no more than 1 wild Chinook (non fin-clipped) per day Terminal tackle limited to no more than 2 single point barbless hooks Minimum length: Chinook -24 Commercial Troll Season: Open Oct. 10 through earlier of Oct. 31 or 300 Chinook quota Daily landing and possession limit of 5 Chinook per vessel Open days and landing limits may be adjusted in-season No more than 4 spreads per wire Single point barbless hooks required Mandatory catch reporting at the end of each trip by either: calling (541) ext. 252 or reporting via to kmzor.trollreport@state.or.us Minimum length: Chinook -28 Landings restricted to Brookings

7 Columbia Control Zone: Closed to all salmon fishing Stonewall Bank Yelloweye Rockfish Conservation Area Within the Stonewall Bank YRCA it is UNLAWFUL to fish for, take or retain Pacific halibut or any species from the "Groundfish Group" (defined in the Oregon Sport Fishing Regulations) including lingcod, rockfish, greenling, Pacific cod, skates and flatfish. The Stonewall Bank YRCA is OPEN to sport fishing for these commonly targeted species: Salmon & steelhead (using authorized methods during authorized seasons) Tuna & other Offshore Pelagic Species (defined in the Oregon Sport Fishing Regulations)
