2 BACKGROUND All those that knew Greg Couldwell will attest to his passion and deep affinity with the underwater world. Greg s spearfishing mates will tell you he was the sort of bloke that would do anything for you and that his enthusiasm for spearfishing was contagious. Tragically, Greg passed while spearfishing off Moreton Island in May Greg had always toyed with the idea of getting a major spearfishing competition off the ground in South East Queensland. Greg took inspiration from the ethos of other major Australian competitions. The Couldwell Cup encompasses Greg s ideas about what he envisioned in a great spearing comp. The competition places a great emphasis on safe, sustainable and selective spearfishing. The scoresheet and pairs format is designed to limit the take while still ensuring an interesting (and delicious) mix of species. One major step that sets this competition apart is the pairs format. In recent years there has been a pairs format event during one day of the Australian Titles and Queensland Titles - but that is in the context of a generally individual type competition. There is no other major competition in Australia that has wholly embraced the pairs format until now. The pairs format enforces buddy diving and the winning pair share the glory together. The Couldwell Cup is in line with the trends in other countries, such as New Zealand, where all major competitions, including the Nationals, are held as a pairs event. Experienced comp divers will tell you it can sometimes get lonely swimming around the ocean for up to 6 hours by yourself under an individual format style comp. However, those familiar with a pairs format will say diving with a buddy and working together with your mate to land fish as a team is FUN! A pairs format also halves the usual fish take during a comp. The competition area is within the Moreton Bay Marine Park. This area is a melting pot for both tropical and temperate species and has a great diversity of marine life. The marine life in this reserve is precious to all. To this end we must all ensure that everything is done to preserve it for future generations; hence the selective species list and pairs format. The timing of the event during May is not only designed to mark Greg s passing but also take advantage of the fact the conditions in Brisbane are prime at this time of year. Winds are usually favourable, the water temperature is typically degrees (so a 3mm wetsuit should suffice) and the visibility ranges from 10 to 30 metres. 4 Boat ramp(s): There are three separate boat ramps in the Scarborough Boat Harbour that competitors may utilise. Thruecht Pde and Bird o Passage are public boat ramps. The MBBC boat ramps will also be available for competitors to launch and retrieve their boats. However, regardless of which ramp is used all competitors must report to the designated Signon / Sign-off / Weigh-in areas and for briefing at the MBBC pontoon. This will ensure that the Sporting Committee has your contact details and will be able to keep you up to date with developments importantly any cancellations. It will also greatly assist the Sporting Committee in organizing the event generally, in particular the Presentation Dinner. While the Sporting Committee will attempt to facilitate late registrations the very latest all competitors must pay the full registration fee is prior to the 4 th May All Australian participants must be current financial members of either the Australian Underwater Federation (AUF) or the Underwater Skindivers and Fisherman s Association (USFA - NSW). 6 INTERNATIONAL COMPETITORS As this event is promoted as an International event, no limits will be imposed on the number of overseas competitors that can Sign-on. International divers wishing to compete would be welcomed, and assisted wherever possible to enjoy their stay. The only provision put on overseas competitors is that they must be properly insured. This can be achieved if overseas competitors provide sufficient documentary evidence that they are members of CMAS (or an affiliated organization) and that they are covered by the necessary insurance, in particular public liability insurance. Failing that international competitors are required to join the AUF at an additional fee of $55 on top of the usual competition fee. International competitors should contact the Competition Director who can assist them in arranging boat rides. 5:00 am - Briefing and Sign-on PROGRAM Day 1 Saturday 4 TH MAY 2013 All competitors to assemble at Sign on/off Area at the MBBC for official Sign-on, time check and briefing. 7:00 am - Commence Spearing No diver is to enter the water before 7:00 am to allow all divers to reach their dive-sites in vessels of varying speed and power. A penalty of disqualification from the day's event will be imposed on any diver shown to have entered the water before this time. Boat captains have the duty of keeping their crew out of the water until 7:00 am. 4:00 pm - Sign-off All persons fishing the competition must return to Moreton Bay Boat Club pontoon weigh in area by boat and Sign-off personally before 4.00 pm. Any person who arrives later than 4.00 pm to Sign-off may be fined points or even disqualified from that days event. All fish to be bagged prior to bringing fish into the Weigh-in area. All fish entering the sealed off Weigh-in area must be presented for Weigh-in. Weigh-in to commence ASAP at the Moreton Bay Boat Club weigh station. 5:00 pm - Saturday evening meal Sausage Sizzle and soft drink provided. Additional meals and drinks can be purchased at the MBBC restaurant. Day 1 scores will be posted on the MBBC notice board. 5:00 am - Briefing and Sign-on Day 2 - Sunday 5 TH MAY 2013 All competitors to assemble at the sign on/off area for official Sign-on. Reclaim previous day's bags for use from Weigh-in official am - Commence Spearing 2 pm - Sign-off All persons fishing the competition must return to Moreton Bay Boat Club pontoon by boat and Sign-off personally before 2.00 pm. Weigh-in to commence ASAP at the Moreton Bay Boat Club weigh station. 5:30 pm - Sunday Night Presentation Dinner Venue: Moreton Bay Boat Club Dress: Smart Casual NB:- The entry fee covers the Presentation Dinner for Competitors. Additional meals can be purchased but to assist with catering competitors are asked to indicate their additional requirements on the entry form. SIGN-ON 0500 each dive day. BRIEFING 0505 each dive day. CRITICAL TIMINGS AND PROCEDURES COMPETITION COMMENCEMENT each dive day. SKEDS- 0900, 1200 and 1400 each dive day. SIGN-OFF Day 1 and 1400 Day 2. WEIGH-IN- Commencing at 1600 Day 1 and 1400 Day 2. SIGN-ON- Prior to departure each competitor shall sign his/her name on the Sign-on/off record sheets by 0500 held by the Sign-on/Off Clerk or Deputy. BRIEFING- The competition coordinator will announce- - the current time; - the time until the start of the competition; - the exact time of the conclusion of the competition. Fishing Referee shall announce all relevant details including; - depositing of fish; - starting and finishing procedure; - any safety procedures, weather predictions, local dangers or area limits designated important to the competitors. COMPETITION COMMENCES- SPEAR BASE will make broadcast on VHF 21/81 at 0700 for commencement of the competition (no diver permitted in the water prior to this announcement). SKEDS- Sked calls at 0900, 1200 and 1400 via VHF 21 is required to account for all dive personel. The boat master is to muster each diver. Once done so and his/her diving operations are all safe are to wait to be called by the Event organiser( SPEAR BASE ) on the Top of the hour and communicate back that, THIS IS VESSEL NAME. OPERATIONS NORMAL, ALL DIVERS ACCOUNTED FOR. SIGN-OFF- each diver shall sign his/her name off the Sign-off record sheet at the completion of each day of the event(1600 & 1400). The Sign-on/off Clerk shall ensure a copy of the Signon/off record sheets are available for competitors to use during the duration of the competition at the Moreton Bay Boat Club office or Scarborough boat ramp for competitors to use to Sign-off early. Failure to Sign-off by the required time may result in loss of points or disqualification at the discretion of the competition committee. Page 7 of 15

8 DIVING LOCATIONS The final destinations are subject to change and will be decided based on weather conditions prior to departure at the discretion of the Sporting Committee. However in the normal event the boundaries are as follows: No further North of 26*28.00 S ( Barwon Banks) No further South of 27*31.00 S (South of Point Lookout on Nth Stradbroke Is) The Sporting Committee will make a decision closer to competition once prevailing conditions are better known. All competitors will be briefed prior to commencement of the first day of competition regarding the competition area. The most likely destinations are the series of reefs north of Cape Moreton and North Stradbroke Island the following maps are provided as only a general guide:- Page 8 of 15

9 UNFORESEEN WEATHER / CANCELLATION OF EVENTS In the case of unfavorable weather, a decision will be made by the Sporting Committee by 6:00 pm the prior Thursday as to whether the entire competition is to be cancelled. Competitors will be advised in advance via if the competition is not going ahead. That should allow 24 hours for any flight bookings to be changed. However, the Club reserves the right to cancel at a later stage. The event is intended to be a two day event. The primary date is on a QLD long weekend. If competition on either Saturday or Sunday is cancelled the Monday may be utilized as a competition day. In the event of cancellation of the entire event on the primary date Competitors shall have their entry fee re-funded if they are unable to attend the backup date. If the event is cancelled on the back-up date all Competitors will have their entry fee refunded. Spearfishing is obviously a very weather dependent activity and safety considerations will be paramount in any decision by the Sporting Committee to cancel the event. While the Sporting Committee shall endeavor to give notice to all registered competitors as early as possible regarding any cancellations the Club shall not be held responsible for any travel or other costs associated with cancelled flights, car travel or the like incurred by Competitors in the event of cancelation. If flying Competitors are put on notice they should arrange flexible flights. ELIGIBLE SPECIES It is the responsibility of each competitor to make themselves aware of the 2003 Qld Govt regulations regarding minimum legal sizes, protected species and catch limits for all coral reef finfish. Note: Under new Qld Government regulations all fish must be left whole, unless a fillet of 40cm can be taken. Note also that bag limits apply for individual species groups and new size limits apply (see below). Competitors breaking the new regulations will be disqualified. All competitors must make themselves aware of the rules before the competition. See for all applicable bag and size limits. PRIZES There are prizes for the First, Second and First Junior pairs. The Best Reef Fish is awarded to pairs for the most meritorious reef fish shot each day. The Best Pelagic Fish is awarded to pairs for the highest scoring pelagic each day. Champion Reef and Champion Pelagic awards go to pairs shooting the highest accumulated points for that category of fish over the two days. Lucky prize draw for Boat owners! There is an award for the most meritorious award overall and the Greg Gunshot award celebrates the shabbiest fish shot during the competition. Page 9 of 15

10 COMPETITION RULES Spearfishing Practices 1. All competitors must be insured by a recognized insurance policy with either the Australian Underwater Federation (AUF) or the Underwater Skindivers & Fisherman s Association (USFA) or for international competitors their CMAS organisation, for death or injury due to the obvious hazards involved in the sport of spearfishing. Proof of adequate insurance by each and every competitor of either the AUF, USFA or CMAS is a condition of entry to the event. 2. Competing pairs must tow a float/plat in all events. Such floats should be capable of supporting both divers in the water (recommended minimum buoyancy of 1) and be coloured yellow, orange or red, clearly display flag "A" measuring 300 mm x 250 mm a minimum height of 200 mm above the surface of the water and must be visual for a distance of at least one hundred (100) metres. If necessary a competing pair may clip two floats together to satisfy this rule. 3. All boats drivers must be licensed as required by Maritime Safety QLD. 4. All vessels must depart Scarborough Marina each day and return to the same location. 5. Every competitor must carry a knife on their person. 6. A whistle and a signal mirror must be carried on each competing pair s float/plat 7. Each pairs float and associated safety gear shall be presented at the signing on area each morning, prior to the commencing of the day's event. 8. Competitors shall not load or discharge their guns out of the water. 9. Competitors shall not carry loaded spearguns on floats. 10. Spearheads, when not in use, shall be sheathed in an adequate manner. A snorkel covering the spear-tip shall be considered sufficient. 11. Competitors shall try to avoid conflict with other users of the marine environment. 12. Joint captures within a competing pair are permissible and the partner is permitted to render assistance in helping with a speared fish, including a second shot. 13. All fish must be captured by the competing pair using spear, speargun or similar device. 14. No breathing aid, other than a snorkel, shall be permitted. 15. The use of explosives, poisons, electricity, torches and weapons fired by the discharge of explosive or the discharge of compressed gases for the taking of fish is strictly forbidden. 16. Competitors must be immersed in the water at the time of spearing the fish. 17. Fish speared in traps, nets or lines are ineligible for Weigh-in. 18. Fish must not be tethered to the body. 19. All competitors must not enter the water or fish by any means before the Official starting time of 7:00pm. 20. Burleying is permitted. Only burley obtained in the water at the competition site during the hours of competition is to be used. No burley is to be taken from land. Pairs Diving 21. During the competition members of each competing pair may not be more than forty (40) metres apart. 22. The diver on the surface must remain within four (4) metres of the float/plat at all times and be holding the tethered line and must not dive. The diver whom is diving must have their spear gun connected to the Rig line. 23. Each diver shall provide a safety watch over his/her partner. 24. The competing pair must use one float and may use 2 rig-cords, consisting of one of a maximum length of 4m and the other 40m maximum length. 25. All divers MUST dive with a buddy AT ALL TIMES for safety reasons during the duration of the competition. Any diver/pair reported not diving with a buddy (more than 40 metres away) may be disqualified. Example:- There are four divers on a boat comprising two pairs. The divers are taking turns as boatie and there are three divers in the water at any one time. Under these rules if there are three divers in the water they must dive together in a buddy system (ie no more than 40m apart) 26. Any sambas and/or underwater black out need to be reported to the competition control immediately. The diver is to immediately cease diving and return to the boat or shore Page 10 of 15

11 accompanied by their dive buddy or fellow divers. They are to be escorted to the Weigh-in area or to a nominated area by the competition controller via phone, radio and/or in person. 27. Any breach of the Pairs Diving rules will result in disqualification for the competing pair. Sign-on / Sign-off 28. The Sign-on / Sign-off area is the grassy area adjacent to the boat ramps within the MBBC grounds. 29. All Competitors must be in the designated Sign-on area with all their equipment at the commencement of each day of Competition at 05:00 am. 30. A short briefing shall be given prior to the start of each day of competition to provide local area details such as hazards, weather and water conditions, Weigh-in procedures, limits or other relevant details. 31. All Competitors must Sign-on at the commencement of each day of Competition and Sign-off at the conclusion of each day of Competition. 32. Each competitor shall sign his/her name on the Sign-on/off record sheets held by the Signon/off Clerk or Deputy and shall sign his/her name off the Sign-on/off record sheet at the completion of the event. If the record sheet is not signed, the competitor is considered not to have entered the event. It is every competitor s responsibility to ensure he/she is properly signed on and off. 33. At Sign-on each competing pair will be issued with a designated number and fish bag with that number on it. 34. Each competing pair will also be issued a sticker/tag displaying that pair s number. The sticker/tag is to be displayed from that competing pair s float so that it is clearly visible at all times during the competition. 35. Throughout the duration of the competition each competing pair is responsible to ensure that his/her fish are securely bagged with his/her identifying tags as soon the catch has entered the vessel( the boat operator may do this). 36. All Competitors must be signed-off must and present with their fish for Weigh-in by 4:00 pm on Day 1 and 2:00pm on Day 2 of the competition, unless otherwise prior notified by the Time Keeper. Penalties may apply for late competitors/vessels at the discretion of the committee. 37. Whilst failure to Sign-off before the designated Sign-off times may mean automatic disqualification, it is still necessary for late competitors to Sign-off. 38. Any Competitor who fails to Sign-off within 2 hours of the designated Sign-off times shall be automatically disqualified from all events in the series unless an acceptable excuse is given to the Protest Committee. 39. The Time Keepers decision as to starting and finishing shall be final. Weigh-in 40. The Weigh-in area is the marina pontoon boardwalk in front of the MBBC Club House. 41. The Weighmaster is responsible for ensuring all fish which are deposited at the designated Weigh-in area and weighed on scales which are in Government test. 42. A single set of scales will be used wherever possible, but should it be impracticable to weigh smaller or larger fish/ on these scales, a second set of scales may be used. 43. The Weighmaster must ensure all competing pairs' fish are treated in the same way after being deposited by the competitors. 44. The Weighmaster, or his Deputy, must ensure all fish are washed in water before being placed on the weighing scale. Only the Weighmaster and their deputy shall handle fish for measurement or weighing purposes 45. All fish are clean of foreign matter before weighing. It shall be the responsibility of the Official Weighmaster to ensure that this is carried out. 46. All fish presented for weighed in are to be within the legal size limits as per the QLD Boating and Fisheries Regulations as well as above the minimum weights set on the score sheet. 47. It is the responsibility of the competitor to present their fish for Weigh-in in their pair s official bag. 48. Any loose or untagged fish may be ineligible for Weigh-in. 49. Any competitor entering the Weigh-in area with their catch shall be deemed to have presented those fish for Weigh-in. 50. Each competing pair should watch and be present during the Weigh-in of their catch. At least one member of each pair must be present at the Weigh-in of their fish. Page 11 of 15

12 51. All fish weighed in are the responsibility of that individual/pair. The club accepts no responsibility for illegal fish. 52. Competitors will dispose of all fish refuse in a clean and tidy manner. 53. All fish taken during the competition are to be of standards fit for consumption and competitors found treating fish inappropriately (eg being left in the sun for prolonged period / dumping fish etc) will be disqualified. Scoring / Species / Prizes 54. Only fish listed on the Score Sheet are eligible for Weigh-in. All other species are ineligible. 55. Amendments to the Score Sheet may be advised prior to commencement of the competition. The final Score Sheet will be available to competitors upon registration. 56. Only one of each species listed on the Score Sheet is to be weighed in per competing pair, per day of competition. 57. Juniors are persons under the age of 18 years old at the commencement of the first day of competition. Seniors (Opens) are person 18 years old and over at the commencement of the first day of competition. 58. Juniors are not eligible to win the Champion Pairs Overall or Runners-Up Pairs but may compete for all other prize categories. 59. Scoring shall be as follows:- a. Pelagic Species - each species shall attract 100 points plus 10 points per kilogram of weight. b. Reef Species each species shall attract 100 points plus 30 points per kilogram of weight c. Bonus Score - Every fish weighing over is Bonus Weight as listed in the Score Sheet will attract 50 bonus points. 60. Each pair shall be eligible for one prize only. 61. Prize categories consist of:- a. Champion Pairs Overall; b. Runners-Up Pair; c. Champion Junior Pair; d. Best Reef Fish Day 1; e. Best Reef Fish Day 2; f. Best Pelagic Day 1; Boats g. Best Pelagic Day 2; h. Most Meritorious Capture; i. Champion Reef Overall; j. Champion Pelagic Overall; k. Boatie Draw; l. Greg Gutshot Award. 62. Boats in these rules refers to all vessels engaged in spear fishing activities during the competition. 63. Boats shall have a boat captain present in the boat at all times during the competition hours. Only competitors are allowed to enter the water during the competition. 64. Boats are to be arranged by competitors. The Sporting Committee take no responsibility for arranging any boat rides. It is the responsibility of each diver and boat owners to ensure their boats are equipped with the safety gear required by Marine Safety Queensland regulations. Minimum safety equipment required by the Marine Safety QLD include but limited to Personal Flotation Devices (PFD), 406 EPIRB, VHF RADIO,BUCKET, Vsheet,Flares, compss, fire extinguisher,, fresh water ( 2 litres per person on board) appropriate chart or map. All vessels are to monitor their VHF radios on channel 16/21/ All boat drivers must be licensed as required by Maritime Safety QLD regulations. 66. Being towed in will not disqualify a crew from the event provided that the boat being towed notifies Competition Officials before the commencement of Weigh-in and the Competition Officials are satisfied that the boat could have made it back to Weigh-in before the end of the competition from the position the tow commenced. 67. Boats shall fly, clearly visible above the vessel, an International Code A (blue/white) flag measuring a minimum of 75 mm x 500mm clearly visible above the vessel and a minimum height of 600mm above windscreens or cabins. 68. All vessels competing in this event must depart Scarborough Boat Harbour on each day of fishing and return to same location. 69. All boats transiting the Scarborough Boat Harbour will observe the speed limit at all times. Care should be taken when near other divers, vessels and swimmers. Also consideration should be given to other fishermen who may be in an area already and their rights respected. Page 12 of 15

13 70. Boats must maintain contact through the designated communications channel 21/81 throughout the event. 71. If during the hours of the competition, the Competition Officials broadcast a radio message on VHF channel 21 & 81 signalling the end of the competition, all competitors must cease fishing and return to the boats. This would only occur in an emergency. 72. All boats must have some measuring device in them to allow competitors to measure all fish taken during the comp. Competition Officials 73. Competition Officials shall be advised at the briefing and consist of:- a. Championship Director; b. Sign-on / Sign-off Clerk / Time Keeper; c. Weighmaster. 74. Each Official may have assistants as required. Protests 75. In the COULDWELL CUP all protests including those involving discrepancies in the score sheets must be notified within one (1) hour of the Weigh-in being concluded by the Weigh master. The Weighmasters score sheet shall be as soon as practical after the weighing-in of all competitors fish. 76. All protests during the "CUP" shall be handed in writing to the Fishing Referee who shall ensure they are in order prior to presentation to the Sporting Committee. The Organising Committee shall consist of up to five persons including the Fishing Referee who shall preside as Chairman over the meeting, and present to it all relevant details after investigation, and indicate where applicable rules and regulations pertaining to the matter apply. 77. Protests in this competition may be made by any competitor or official, and must be handed to the Fishing Referee or appointed Deputy no later than one hour from the time of conclusion of the Weigh-in for the day's event. 78. All protests must be in writing, dated and complete with the name and signature of the person protesting. 79. Protests in this competition must be accompanied by a fee of Aus $25 to be refunded if the protest is upheld, or at the discretion of the Committee if the protest is rejected. 80. In the case of exceptional circumstances for which no provision has been made in the Rules, the Committee may, on protest from the competitor concerned, use it's discretion to lift a disqualification and impose a different penalty. 81. CRITICAL RULE DISQUALIFICATION!!! a. Any competitor in possession of a fish (whether weighed in or not) less than the minimum or greater than the maximum legal length will be disqualified from that day s event. b. Any competitor proven to have been in the water prior to the designated water entry time, or anyone who returns after the set time will be disqualified from that days event. c. Any competitor proven to have been fishing in any of closed area/green zone of the Moreton Bay Marine Park, or in other closed areas as covered by regulation will be disqualified from the entire event. d. Any competitor who takes any fish on the list of Protected Species for Queensland as set out in the fisheries regulations will be disqualified from the entire event. Do you want to catch better fish?
