Fall 2 day Tournament A motion to have the clubs 2 day Tournament in November was voted on and passed. No later than the September meeting, the tournament committee will present the two lake choices to vote on. The tournament will be a local, 150 miles radius or less from San Marcos. Meeting Attendance 22 club members and a grandson of Steve Morse, Chandler Haley attended the July 26 th 2011 meeting held at Logan s Dunlap Stump Story Submitted by Carl Adkins Texas Bass Federation Nation (TBFN) and Texas Parks and Wildlife (TP&W) work for us even when we don t know it. What s happened: TP&W appointed a member of TBFN to represent recreational users on the Edwards Aquifer RIP. They did this because of good previous working relations with TBFN. The TBFN rep while working on the RIP, established a positive relationship with a Dunlap homeowner. The homeowner alerted the TBFN rep about a possible stump removal on Lake Dunlap. TBFN and TP&W working together, investigated, communicated, and acted to help fishermen have a seat in the decision making process for this project. The process is still on going, but it looks like a massive removal of stumps from Lake Dunlap has been averted. Stumps that are a danger to navigation will be removed, but at least fishermen will be represented in the selection process. Many, when they think of TP&W, think of Game Wardens. Many, when they think of TBFN, think of the state tournament. This is just an example of the things these two organizations do that helps us enjoy our sport. We are lucky to have them both. September Tournament 4 weeks from now the tournament committee will be submitting for your vote the two lake choices the club would like to fish on September 10th The more input they receive from everyone the better balance on lake selection as a whole. So be sure to let them know where and why your choice will be. Lake Austin Results 1 st place Steve Morse lbs. Submitted by Steve morse I need to give Bennett a big Thank you. I went with Bob Jett 2 weeks before the tournament and Bennett met us and showed us how and where he was catching these fish. Gave us a few Sweet beavers to use and we had a few bites that night. Since this was only my 5 th time on Lake Austin I thought I will start at Bennett s spot and go for broke. Joe Castilleja was going to fish with me so I explained to him what I was planning to do and we went to fish.. We got to the ramp about 11:10 PM launched and went up river I knew we had some time to kill and Joe had never seen the Clock Tower so we went there to show Joe. We went back to our spot to fish had about 5 minutes to kill so we got everything ready and started to fish at 12:01AM I was throwing a 4.5 Basspro Tournament Flipping Craw in Water Mellon Black Metal Flake. My first fish I caught at the end of a dock at 1:30 AM I was using a Mojo Bass St Croix 7 6 Med. Heavy rod. A Johnny Morris 6.3:1 Reel with 15 Carbon Pro Fluorocarbon, a 5/16 lead weight pegged and a 4.0 H20 wide gap hook.

3 Page 3 Canyon Bass Club of San Marcos She pulled line 4 times and tried to go under the boat several times. When she was in the boat I got very excited and was rather loud. Weighed her on my scales and it said 8 lbs. 3 hours later fishing the same dock casting less than a foot from the 1:30 fish throwing a Grande Bass Water Mellon Red Diamondback Rattle Snake I caught the 5 pounder, same rigging and same rod. Left those docks and went to new water and Joe Caught his first fish and a Dink to throw back. We tried several other places and the reeds but no fish. So we went to the rocks across from the ramp and at 7:15 AM I threw a 4 Big Bite Yo mama Beaver style Bait kind of purplish blue. I had on 12 lb. XPS Fluorocarbon, using a Shimano 7 Claris Rod and a Johnny Morris 6.3:1 Reel. I threw out my line and as it went to fall I was watching the line and the slack went straight and I set the hook. This was my 3 rd fish and it weighed around 3 lbs. Knowing Bennett had 5 fish in the live well I figured I might have a shot at 4 th or 5 th. I was just happy to have caught my personal best. I was very surprised when Bennett told me at the weigh in, that I bumped him out of first. 2 nd place Bennett Cowan lbs. Submitted by Bennett Cowan Kandie and I started out up the river in water about 70 degrees at a location I discovered about three weeks before the tournament. I hadn't fished it much until Kandie and I pre-fished. We kept the boat in the same general stretch of water almost all night other than a short trip to my more familiar water after which we returned to where we started. I threw a double wide sweet beaver w/ a half ounce weight on 15 lb fluorocarbon all night long. All five fish were caught on the same rig. Three of my keepers came off the same laydown at different times throughout the night. 3 rd place Clint Robertson lbs. Submitted by Clint Robertson My night started off on an interesting note. I went about 10 miles upriver to some spots that I found on Google Earth (I've only been on the lake 3 times). I got to the first spot around 12:20am and made about 5 casts when I hear "HEY! HELP! WE RAN OUT OF GAS!". Great... I motor over to the boat several hundred yards away and two guys on a pontoon say they need a tow back. Never mind the tournament, the motor on my "new to me" boat has a new power head with only 5 hrs so still in the break-in period and not supposed to idle for a long time. Well I can't leave them out there, so I towed them 4 miles back to their truck. I turn down their $100 and proceed to fish my way back to the ramp since I had about burned all of MY fuel!! We (my girlfriend and I) stop at some docks with a lot of lights, and proceed to fish Texas rigs around them. She catches the first fish and keeper right off the bat and I'm thinking to myself, "great, she's going to whoop my ass again like at Amistad, I'm going to have to quit the club and take up needle point.". I finally pick up a Carolina rigged grande bass rattlesnake and fish some docks around Emma long and catch my two biggest fish in about 15ft of water. I proceed down the lake and fished some small "creek" mouths that had some rocks and caught 2 more on the c-rig. I finished my limit at the mouth of Bull Creek catching a small keeper on the c-rig again. Slow night, and hopefully I didn't ruin my motor. August 13 th am to 10 am Canyon Lake Canyon Lake was chosen over Fayette county 10 votes to 8, and the losing time of midnight to 8 am fell with 3 votes to 10 The tournament begins at 3 am (3 hours after midnight Friday) This is a live weigh-in at little Jacob s ramp BUT only bring in your best 3 keeper fish as the members present voted for the change in limits for this tournament.

4 Considered Constitutional Amendment Proposals During the August meeting a final vote will be taken on the proposed changes to the clubs constitution as written in this newsletter. A twothirds (2/3rds) vote from the membership present is needed for considered amendments to be incorporated into the clubs constitution and policies. The following proposed changes which are being considered and each rationale are preceded by the current policy Submitted by Mike Halfmann I propose to change policy # And which states the following: ) Largemouth and Smallmouth bass must be at least 14 inches in length ) Spotted and Guadalupe bass must be at least 12 inches in length. To read; ) all species, Largemouth, Smallmouth, Spotted, and Guadalupe bass must be at least 14 inches in length ){removed from policies} REASON According to Texas Parks and Wildlife: Black Bass Identification Guide, for the year 2011 reads: Guadalupe and Spotted Bass: A. Irregular lateral stripe is similar to, but more broken than in largemouth bass. B. Jaw does not extend beyond the back margin of the eye when mouth is closed. C. Spots on scales form rows of strips on whitish belly area. Nowhere does TPWD recognize a Tooth Patch on any breed of fish with the exception of white bass, striped bass, and hybrid striped bass. Those of which we do not recognize as part of our creel. This is unpopular with some of our club members that have spent years in this club and have used that form of identification as a proof positive form of identification. We have had numerous club programs on fish identification and from those programs, it has been determined that there is Not a 100% pure Spotted Bass but instead a multitude of cross breeding between simulator fishes. Which has led to the omission of that particular form of fish identification by TPWD. In order to ward off a confrontation with an officer of TPWD on the true identification of a spotted bass that is in your position, I recommend that the length limit be raised to 14 inches for all breeds. If a confrontation should arise, and a member is ticketed by an officer. Two things will have to happen. One, that member will be disqualified from that monthly tournament. Two, in order to prove the fishes identification, one must retain a sample of that fish. The sample cannot be mishandled as to destroy its integrity. Then it must be taken to a lab for testing. Upon the labs findings the ticketed member will have to set a court date to in order to have ones self proved innocent. This may be particularly hard to do if the officer releases the fish without you obtaining a sample. COMMENT I personally would not like to fight a warden over the identification of a fish. This could only lead to complications resulting in loss revenue, time, club points, and or friendships. By changing this rule, no one would have to go through this embarrassment and it would be one less item that we have to contend with, by making all fish a minimum of 14 inches. Submitted by Mike Halfmann I propose to add one policy/constitutional change to read: Any member, in good standings, may vote on any club business by proxy via to either the president or vice-president of Canyon Bass Club of San Marcos. must be received prior to the regular scheduled meeting and must be received by president/vice-president in such a timely manner as to not cause undue hardship for said officers. Only business that is published via Canyon Bass Club Newsletter prior to regularly scheduled meeting is subject to proxy vote. REASON We now have communications between club members that have far exceeded the antiquated methods that we used when the club was founded or has been used in the past. With that in mind, we also have members that work away from home and cannot attend a regular scheduled meeting. Because of this, that member is denied his opportunity to exercise his right to vote on club functions. If we allow the member to the club officers, the officers would have written documentation as to the members choice of vote on club business. Therefore said member would still be able to voice his wishes on club business even though he/she is unable to attend.

Proposed Change in wording to ) ) If caught other than during the clubs monthly tournament, A weight slip must be turned into any Club Officer at or before the next regular meeting containing the fisherman's name, date of catch, fish weight, and body of water from which the fish was caught along with a photo of the fish. Reason: Regardless of the tournament format, A big Bass of the Tournament should not have to go through another verification process 2 weeks after a tournament.. Keep the old rule intact for those non- tournament caught fish. Submitted by Steve Morse Time Span between 2 day Tournaments From: ) this additional two-day tournament cannot be held within 5 months from the previous two-day tournament. To: ) This additional two-day tournament cannot be held within 4 months from the previous two-day tournament. Reason to be able to hold a later spring tournament without pushing the 2 nd two-day tournament into a late fall or into the holidays. Submitted by Steve Morse Consecutive term Limits on tournament committee From: ) The appointed Tournament Committee shall serve for a 6 month time period. To: ) The appointed Tournament Committee shall serve for a 6 month time period. No one member may serve on more than 2 consecutive Tournament Committees. Reason: This will keep the Tournament Committee from being burnt out. Submitted by Steve Morse Weigh-in bags From: 7.8.) Contestants must use a plastic bag, or other device, which contains sufficient water of good quality to support the life of bass while bringing fish to the scales for weighing. To: 7.8.) Contestants must use a club furnished weigh in bag, issued by the tournament director which contains sufficient water of good quality to support the life of bass while bringing fish to the scales for weighing. Reason is to comply with procedures we have been using for the last 3 or more years.

6 Submitted by Steve Morse Change in wording of top 14 as applied to standings, per diem expense, tags, and state tournaments From: Constitution 7.3.) The Club Secretary shall record tournament results for point accumulation for the annual "Top-Six" / "Top-Fourteen" standings. Policies 4.) The Canyon Bass Club of San Marcos will field two State Tournament teams per year. 4.1.) Persons on the first Top-Six team will be known as "Top Six Fisherman" ) The "Top Six" (Team BASS) will be selected first and fish the B.A.S.S. State Tournament ) Team B.A.S.S. will be comprised of the highest point finishers of the previous year s top points which are members of B.A.S.S. and that choose to fish the State B.A.S. S. Tournament. 4.2.) Persons on the top-fourteen team will be known as "Top-Fourteen Fisherman" ) The Top-Fourteen" (Team T.A.B.C.) will be selected second and fish the T.A.B.C State Tournament ) Team T.A.B.C. will be comprised of the highest point finishers of the previous year s top points which are members of T.A.B.C., that are not members of the Team B.A.S.S., and that choose to fish the T.A.B.C. State Tournament. 4.3.) Award tags will be presented to each Club Member of the "Top-Six" and the "Top- Fourteen" teams. 4.4.) The Club s treasury will pay ALL Tournament Entry Fees for Team B.A.S.S. and Team T.A.B.C ) The Club will provide a per diem expense for the BASS and TABC State tournament team members. This amount will be based on the number of nights the team stays at the tournament site during practice and participation ) The club officers shall determine the amount to provide each team member based on the funds available in the club treasury ) All moneys allotted will go to the Club members who actually fish either the B.A.S.S. or T.A.B.C. tournaments. 4.5.) A Club Member must join the affiliated organizations (Article IV; Sections 1 and 3) by the December meeting in order to qualify for the next years "Top-Six/Top- Fourteen teams ) An exemption to this rule would be for new Club Members who join the Club after the December meeting. These persons will be given the opportunity to join the affiliated organizations at the time they are voted into the Club. 5.) The Canyon Bass Club of San Marcos shall use the following Point System to determine the "Top-Six" Team and "Top-Fourteen" Team placement of its Club Members: 5.1.) The Top-Six / Top Fourteen point accumulation process begins in January and ends in December of each year. 5.2.) TOTAL "TOP-SIX" / "TOP-FOURTEEN" POINTS is determined by adding the following: To: Constitution: 7.3. The Club Secretary shall record tournament results for point accumulations for each member. for the annual "Top-Six" / "Top-Fourteen" standings. Rewording below removes the Top 6 & Top 14 references. Policies: 4.) The Canyon Bass Club of San Marcos may field two State Tournament teams each year.

7 4.1. Award tags will be given to the top ten members with the most points at the end of the year. The tags will state what place the member was The Club may sponsor at least one B.A.S.S. and one T.A.B.C. team each year to fish the state tournaments. If the Club fails to send a team to one of the organizations then two teams can receive financial support to the other organizational state tournament if the organization allows it The B.A.S.S. team will be chosen first because its state tournament is earlier in the year then the T.A.B.C. state tournament. Team B.A.S.S. will be comprised of the highest point finishers of the previous year s top points which are members of B.A.S.S. and that choose to fish the State B.A.S. S. Tournament. 4.2) Omit Omit Change number to ).
