Our inspection was performed on April 9, 015. A limited, visual, non-destructive inspection of the primary structural elements of the dock system was performed including pilings, stringers, cross-bracing and associated hardware. No inspection was performed on pilings or mechanical equipment in individual boat slips nor any electrical or water connections. All findings and opinions are based on engineering judgment following typical industry standards; conditions differing from what was encountered during our investigation may exist. Our observations are based on current conditions and no estimate of deterioration rate could be determined. Therefore, any time frames provided within this report should be adjusted if conditions change. This report was prepared exclusively for the use of the Alameda Isles Property Association and its authorized members; any other use of this report or sections of this report shall be authorized in writing by SCES. 3 1.0 General Conditions The small craft harbor owned and maintained by the Alameda Isles Property Association consists of 6 individual docks with finger piers containing boat slips. A concrete seawall is located on the landward (east) side of the docks and the docks are connected by a concrete sidewalk. The docks are labeled Dock A through Dock F, as shown on Figure 1 below. Our scope consisted of inspecting and assessing Dock A, B, E and F. Approximately 8 years ago new synthetic decking and isolated stringers/cross-braces were installed on all docks. In 014, docks C and D were completely rebuilt, and 11 pilings (7 structural, 4 mooring) throughout the other docks were completely replaced. Otherwise, the structure remains as originally constructed. In general, the east/west walkway of each dock is 5-feet wide and the walkway for each finger pier is approximately -feet wide. Pilings are 8-inch diameter (nominal) and appeared to be CCA treated. Each dock has approximately 40 structural pilings supporting the dock structure and a varying number of mooring/dolphin pilings. All stringers and cross-braces are located above the mean high water line (MHW) in the splash zone and are subject to wetting and drying cycles. The area is tidally influenced and the water elevation is estimated to vary approximately 1.5 to feet under normal conditions. As expected with a structure this age, significant marine fouling on pilings was present below the water line. During our inspection, the water visibility was zero. The combination of these two factors made visually observing the below water portion of the pilings impractical and it should be assumed that this portion of the structure was not included in our assessment. No construction plans, permits or other were provided prior to our inspection, therefore piling embedment depth and compliance to any State or local regulatory requirements are unknown. 4 .0 Inspection Results Our inspection consisted of above water visual observations with no destructive testing. The piles were checked for hollowness along their entire height by tapping with a hard object. Due to zero water visibility and significant marine fouling, no observations were able to be performed below water. Representative photographs from our inspection are presented in Appendix A..1 Overall Observations Where not already replaced, all original hardware between piling/stringer/cross-brace have varying degrees of corrosion. The presence of this corroded hardware has caused varying degrees of deterioration and/or damage to the pilings. The damage to the pilings generally consisted of brown rot and decay around the corroded hardware and splitting of the piles vertically due to the expansive corrosion forces. No evidence of marine borer damage was observed above the water line. No determination could be made below the water line due to lack of visibility and marine fouling.. Pilings Each pile was assigned a severity category based on our observations and the results are presented on Figures 1 through 4. Damage categories were determined visually using experience and engineering judgement without any testing are to be considered relative and for informational purposes only. The damage categories are as follows: Category 1: New piles installed in 014 and wrapped below the MHW. 7 of the 159 (4%) of the pilings inspected fell into this category. See Appendix B - Photo 1 for a typical example. Category : Slight visible damage, pile generally structurally competent. Corrosion of original hardware occurring, but advanced damage to the pilings have not occurred. 84 of the 159 (56%) of the pilings inspected fell into this category. See Appendix B - Photo and for a typical example. Category : Moderate visible damage, may have an estimated reduction in effective pile diameter in damaged areas between 5 to 50 percent. 58 of the 159 (6%) of the pilings inspected fell into this category. 5 Category 4: Major visible damage with estimated reduction in effective pile diameter greater than 50 percent. Structurally compromised and may fail or pose safety hazard if additional deterioration occurs. 5 of the 159 (%) of the pilings inspected fell into this category. See Appendix B - Photos 4 through 7 for typical examples. The total number and percentage of each category by dock is listed below; mooring/dolphin pilings are not included in these totals although are shown on each Figure. Also, the southwest mooring piling in Dock B is unstable and loose and also should be addressed as soon as possible.. 6 .0 Recommendations The anticipated design life of a structure constructed of similar materials under normal conditions in this environment would be twenty (0) years. Therefore, the structure has exceeded its design life and plans should be made to replace the pilings, stringers and cross-braces as soon as practical. However, we were informed that the Association has plans to replace docks in 016 and two docks in 018. Based on the percentage of category and 4 pilings, we recommend that Docks E and F be replaced in 016 along with any category 4 pilings on Docks A and B. Docks A and B can then be replaced in 018. When rebuilding the docks, we recommend installing CCA treated pilings that are wrapped below the MHW along with CCA (or synthetic) stringers and cross-braces. All hardware should be stainless steel. The only critical safety issue we observed was the failed piling on Dock F. While it appeared that the dock structure itself was structurally competent, it is recommended that this area be roped off until this piling can be replaced. While outside of our scope, we recommend installing an ADA and/or FBC compliant safety railing on the primary walkway of each dock, at minimum. Please note that any estimated time frames are based on the present state of decay/deterioration of the structural members. Without historical data, it is impossible and impractical to attempt to gauge the rate or decay/deterioration in the piles. It is recommended that members of the association continue to monitor the rate of decay and if changes occur, the repair timeframe should be adjusted accordingly. 7 4.0 Conclusion The primary structural components of docks A, B E and F at the Alameda Isles Property Association has exceeded its estimated design service life and as a result, 40% of the pilings have sustained moderate damage. With the exception of one piling on Dock F, no critical safety concerns were observed. We do recommend installing safety railings along the primary walkway of each dock, although this is not structurally significant. We feel that the Association can continue with their plan to replace docks in 016 and 018. However, based on our observations and assessment, we recommend that Docks E and F be replaced in 016 along with any category 4 pilings on Docks A and B. Docks A and B can then be replaced in 018.
