We are happy to report that you will be receiving a full refund. If you paid online, your credit was issued on Feb 19th. If you paid by check or cash, your refund envelope will be held by Paul Haase, our scrip chairman until you are able to pick it up. Or you can let us know that you plan to use your credit for our next tournament, the Red, White & Blue. Fortunately, we were not charged by Mile Square for the tee times since the course was unplayable. We will be trying a new format for our March 18 & 19 th tournament called Red, White and Blue. Play the Red Tees on hole #1, White Tees on hole #2, and Blue Tees on hole #3. Repeat through the round. Two Flights if 60 or more sign up. (All play White Tees) Flights will be divided equally using March 1 st handicaps. Entry Fee: $70.00 per player includes green and tournament fees (carts not included). $85.00 per player to be included in pins and skins (flighted). Entry Deadline: Wednesday, March11th, 2017 at 5:00 PM. Starting times on a first come, first served basis upon request. Note: All new members with an established SCGA handicap or an assigned temporary MSMGC handicap may enter this tournament. 5 SCRIP CHAIRMAN- PAUL W HAASE Hello Golfers! Congratulations to all who won Scrip/cash the February individual event on Sunday. Sorry we had to cancel the Saturday event at the Square, but the rain fall took over. If you paid, you ll get a credit one way or another. if you paid by check or cash see me at the event or call me. This month will be an Individual red white and blue tourney. Mike Blash has details in his column, but it should be interesting. I have received a lot of positive feedback on the new way we pay out the winners of each event. To insure that everyone gets their awards without any delay, we distribute the scrip/cash at the scoring table, in the bar after the tourney. This will be in lieu of the starter passing them out. You ll be asked to sign a sheet by your name and numbers. You will always be able to collect at a later date, if you need to miss a tourney. All awards going forward will be tracked in this manner and the book will be at every event. Scrip is like cash, once I give it to you, you are responsible for it. I can t replace it. I try not mail out these awards, as the mail service is risky on cash awards. I can be reached by at paul1.haase@ge.com. We have lost a lot of trees on the course, so some of our boundary fences are coming into play again. Here is the scenario. A golfer tees off on classic hole number 9. His ball sails to the right side of the hole on line with the trees and the fence. Upon searching for the ball, they had trouble finding the ball, so the poor guy headed back to reload and hit a provisional, as his buddies continue to look for his ball. (You have 5 minutes to search). The guys found the ball, and it was resting up against the fence, between the fence poles that hold up the fence. The question asked is what is the ruling? Is the ball out of bounds, as it s across the line between the fence poles or is it in play, and the golf can decide to play the ball from there? Here is what the SCGA ruling was. The definition of Out of Bounds states that when Out of Bounds is defined by reference to stakes or a fence, it is the nearest inside points at ground level of the stakes or fence posts that define out of bounds. Therefore, if the fencing is on the OB side of the fence posts, and the entire ball is beyond the fence posts, that ball would be out of bounds and the player would proceed under stroke and distance. So, the golfer would need to play the Provisional ball, as ball 1 was OB. Here is an update from the SCGA guys on rule changes. Play is governed by the Rules of Golf, Effective January 2016, the following Local Rules subject to amendments by the SCGA Rules and Competitions Committee, and the Notice to Players distributed at each site. Complete text of the Rules and Appendix I may be found in the current Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match Play - Loss of hole; Stroke Play - Two strokes. CONDITIONS OF COMPETITION LIST OF CONFORMING DRIVER HEADS (NOTE TO RULE 4-1a) Optional Condition as prescribed in Appendix I is in effect.

PACE OF PLAY (NOTE 2 TO RULE 6-7) See separate memorandum to players for pace of play guidelines. DISCONTINUANCE OF PLAY (NOTE TO RULE 6-8b) Optional Condition as prescribed in Appendix I is in effect. SCORE CARDS A player is deemed to have returned his/her score card once he/she has left the scoring area. CLOSE OF COMPETITION A competition is deemed to have closed when the result (including the result of a playoff, if applicable) has been officially announced or, in stroke play qualifying followed by match play, when the player has teed off in his/her first match. LOCAL RULES DISTANCE-MEASURING DEVICES (NOTE TO RULE 14-3) The use of Distance-Measuring Devices is permitted in all SCGA competitions. EMBEDDED BALL THROUGH THE GREEN (NOTE 3 TO RULE 25-2) Local Rule as prescribed in Appendix I is in effect. ACCIDENTAL MOVEMENT OF A BALL ON A PUTTING GREEN When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his/her partner, his/her opponent, or any of their caddies or equipment. (NOTE: Full text of Local Rule available at usga.org/2017localrule). WATER AND LATERAL WATER HAZARD STAKES AND LINES When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. OUT OF BOUNDS (DEC. 27/20) A ball which crosses a public road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course. GROUND UNDER REPAIR Defined by white lines. French drains are deemed to be ground under repair. WHITE-LINED AREAS TYING INTO ARTIFICIALLY-SURFACED ROADS AND PATHS (DEC. 33-8/25) have the same status as the roads and paths, that of obstructions. AERATION HOLES The Local Rule as prescribed in Appendix I is in effect. SEAMS OF CUT TURF (SOD SEAMS) The Local Rule as prescribed in Appendix I is in effect. EDGING GROOVES (DEC. 33-8/24) If a ball lies on an edging groove around a putting green, the player may, without penalty, lift the ball, clean it and place it out of the groove in the nearest position to where it lay, whether on or off the putting green, which is not nearer the hole. WOOD CHIPS AND MULCH are loose impediments, unless otherwise provided for in Notice to Players. INTEGRAL PARTS OF THE COURSE include artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Players. POWER LINES (DEC. 33-8/13) If a ball strikes an overhead power line, the stroke is canceled and the player must play a ball as nearly as possible at the spot from which the original ball was played in accordance with Rule See Notice to Players for further clarification. This is value A. Add 12 to the player s Handicap Index at the end of the season. This is value B. Divide value A by value B, calculating to three decimal places. This is the improvement factor. The player with the highest improvement factor should receive he most improved player award. Note: Add 6* instead of 12 in the case
